Fight against drugs
Morinda, November 21 The Ropar police organised a play “Armaan”, presented by Baba Farid Theatre Group, Amritsar, here today. This was the 40th show of the play that has been held in districts of Amritsar, Gurdaspur and now in Ropar. Rajiv Mehra, director of the play, has been working with this theatre group for the past four years. Famous playwright Jatinder Brar has penned the play. “Audience has always reacted to the play in a positive manner. Family of most of drug addicts has undergone such trauma. Many people approached us and many cried on seeing our play,” said Rajiv Mehra. Mehra added that the play has been supported by the Springdale Education Society and an NGO “Punarjyot.” This play has been extensively staged in the border areas, which is worst affected with the drugs. SSP Rajendera Dhoke, who had earlier got this play staged in Batala district, said this initiative came after viewing drugs as a problem of plenty. “The play has already been held in Ropar and now Morinda is being covered. We will cover the entire district soon,” he added. |

Cooperative week concludes
Rajpura, November 21 The minister said the farmers should adopt dairy farming and production of vegetables at a large scale. He disclosed that the cooperative department had formulated different plants for promoting these alternative measures. He said the department through Milkfed would provide loans for dairy farming whereas Markfed would launch a special company to perform advisory and administrative role for vegetable production. He said for this purpose, the establishment of vegetable cooperative societies at the village level would be promoted and Markfed would make arrangement for marketing of vegetables produced by these societies by tying up with mega companies. He pointed out that the cooperative department has formulated a plan to supply consumer goods to farmers and others at economical price by tying up with five multinational companies, including Philips, Escorts India and Dixon. He said the goods produced by these companies would be marketed by cooperative societies at 30 per cent subsidised rates as compared to the market. Besides this, primary agriculture societies were being transformed into multi-purpose cooperative societies. He said the cooperative societies had started the collection of electricity bills for which they would get Rs 9 per bill out of which Rs 5 would be contributed by the consumer and Rs 4 would be given by Punjab State Electricity Board. Earlier, the cooperation minister laid down the foundation stone for the Rs 6.5 crore basmati processing plant at Rajpura. He also inaugurated an Kisan Khushali Kendra at Anaj Mandi which would cater to the needs of the farmers. |

Family for action against doc for negligence
Dera Bassi, November 21 Sources revealed that the matter was settled after daylong meetings between the doctors and the deceased’s family members. Unconfirmed reports said the compensation was paid to the family of the deceased. Later, the family members of the deceased took the permission from the SDM, Dera Bassi, to cremate the body without a postmortem. Meanwhile, the district health officer said they have written to the government to provide the compensation to the family of the deceased. The local police stated that no case was registered as the family members had compromised with the doctors. |

Applications invited for energy conservation awards
Ropar, November 21 Presiding over a meeting, ADC Kavita Singh said that these awards were to be conferred at state as well as the district level. She said the applications were invited for the award to encourage energy efficiency in large and small scale industry, government and commercial buildings, educational institutions, agriculture sector, poultry farms and domestic sector. PC Bains, district manager, PEDA, said the applications would be screened on different parameters. “Anyone, who is extensively using CFL lamps, solar devices or has taken any measures to conserve electricity can file applications,” he said. The last date to submit the applications is November 30. This scheme has been formulated, in line with the guidelines of bureau of energy efficiency, ministry of power, government of India. |

Brothers held for raping 40-year-old
Anandpur Sahib, November 21 According to the police, the accused, identified as Mohan Singh and Balvir Singh of Lodhipur village, raped the victim five days back when she was returning from the fields. The accused also threatened to kill her if she disclosed the matter to anyone, said the police. |

Deputy CM seeks gas agency at Morni
Kalka, November 21 Vijay Bansal, former secretary of the state Congress said in the letter it has been mentioned that Morni is a hilly area and is Block Head office. The population of the area is dwelling in different segments. Due to the non-availability of any LPG gas aagency, most of the inhabitants are dependent upon the forest wood. Subsequently, it is a serious threat to the limited forest area and environment. Very few people, who have the gas connections, have to go to Raipur Rani or Panchkula to attain gas cylinders, which is merely wastage of time and money. It has also been urged in the letter that special directives should be issued to set up a LPG gas agency in Morni, added Bansal. |
Legal Remembrancer Appointment
Chandigarh, November 21 After the administration objected to the appointment of Haryana law officer M.M. Dhonchak as the LR, the high court has made it clear no other officer can be spared for the post. The matter was discussed at length during the full court meeting of the high court. Available information suggests the judges were of the opinion that no other name for the time being would be forwarded to the administration for appointment to the post. The judges also decided in the meeting to post Dhonchak back in the high court. His new assignment would entail administrative work. Currently, Dhonchak is posted at Ambala as the Additional District and Sessions Judge (fast track). Dhonchak’s name was cleared for appointment by the High Court just about 10 days ago. The names of Dhonchak and another judicial officer were initially considered for appointment to the coveted post. It is believed that integrity beyond doubt and the straight forwardness were among the factors that weighed on the mind of the full court during its previous meeting in which the name was recommended. Significantly, High Court Chief Justice Tirath Singh Thakur, during the hearing of a petition, recently observed in the open court that his integrity could not be doubted. At the time of considering and approving his name, the charge sheet against him and other issues were also discussed in the full court. But, despite the recommendation, the administration did not issue the notification for his appointment on the ground of pending charge sheet. Sources in the administration said the top brass of the administration was not finding it suitable to have Dhonchak as the LR. The post is considered highly sensitive as the incumbent is in a position to examine and comment on the legality or otherwise of matters requiring legal opinion. As of now, Dhonchak is facing an inquiry. A charge sheet was issued to him by the full court some four years ago on the allegations pertaining to 1997-1998. One of the allegations against Dhonchak was that he was tough with the superintendent of police and the deputy commissioner when he was the additional chief judicial magistrate at Rewari. His petition for quashing the charge sheet was placed on the judicial side before the Bench of Chief Justice Tirath Singh Thakur and Justice Jasbir Singh, but was dismissed as withdrawn at the asking of the Bench. |

Man gets 7-yr RI for rape
Chandigarh, November 21 The court also held him guilty for abetment to suicide and sentenced him rigorous imprisonment of three years along with a fine of Rs 15,000. Both the sentences would run concurrently. Pronouncing the orders, the court held, “The court is of the opinion that the dying declaration of the deceased inspires confidence and it is without any infirmity. Furthermore, the prosecution has established that the accused had committed rape upon the prosecutrix and it had amounted to her instigation. Thus she committed suicide by burning herself due to the act and conduct of the accused.” The victim burnt herself with kerosene on April 9, 2002 and she was rushed to Government Medical College and Hospital, Sector 32, from where she was rushed to PGI, Sector 12. The victim got her statement recorded on April 10, 2002 at 8:30am before the Ilaka Magistrate in the hospital. In the death declaration the victim stated before the magistrate that in 2001 in the month of October her husband Rajinder wanted to visit Vaishno Devi but he didn’t have money for the purpose. Thus he borrowed money from his maternal uncle’s son and visited the shrine. While her husband was away Rama Shankar committed rape on her. The accused continued to commit the crime even after her husband returned. The accused disclosed this to her husband who started beating the victim who then later committed suicide. |

Physically challenged raped
Kharar, November 21 On November 14, the victim and Kuljit eloped. They returned after one day and with local elder people's intervention, their families decided to marry them. An engagement
(shagan) was also held. SHO Manjit Singh said meanwhile, Kuljit Singh approached the court and filed a petition that the girl wanted to marry him forcibly. The court referred the matter to the police. When the police called both parties, the girl alleged Kuljit of raping her. The police has booked a case against Kuljit Singh and his mother Charanjit
Kaur. The girl's medical examination was conducted today at civil hospital and report is awaited. |

Conman caught red-handed
Chandigarh, November 21 The accused has been identified as 23-year-old Pardeep of Tirchi district in Tamil Nadu. His accomplice, Sri Ram, managed to flee from the spot. He was nabbed in the act by retired Colonel Iqbal Singh of Sector 36-D. A case of attempt to cheating has been registered in this regard on a complaint lodged by Iqbal Singh. Singh told the police that he came out of the bank carrying a bag. He sat in his car and was about to proceed, when a young man (Pardeep) knocked at the windowpane. Pardeep told him to look down pointing toward Rs 10 notes. Suspecting his intentions, Iqbal Singh came out of his car and at the same time another person tried to pick up the bag from his car. Iqbal nabbed Pardeep, and seeing trouble, the other man fled from the spot. Iqbal raised an alarm and people gathered there. He handed over the accused to the police. The SHO of the Sector 17 police station said the modus operandi indicated that Pardeep was a member of a gang, which was active in the city a few months ago. Citing language problem, the SHO said he had tried to question the accused with the help of a translator, but could not extract much information. He would be thoroughly interrogated later to unearth the entire gang. |

A case under Section 380/511 of the IPC has been registered in the police station, Sector 19, on the complaint of Jasbir Singh, a resident of Sector 21. He alleged that Ashok of Sector 24 entered his house with the intention of theft and fell down while trying to run away. He was injured and admitted to the PGI, Chandigarh.
Held
The police arrested two persons, Manoj Kumar of Hallo Majra and Pawan Kumar of Manimajra, for selling non-ISI mark helmets near Kala Gram Bridge yesterday evening. A case under Section 188, IPC has been registered in Manimajra police station against the accused.
Molestation bid
The police has registered a case against seven persons, Munish, Pammi, Channi, Gora, Kala, Sucha and Puja on a complaint made by a woman, a resident of Colony No.4, who alleged that the accused entered her house and attempted to outrage her modesty last evening.
Car stolen
Kulbir Singh of Sector 56 lodged a complaint that his car (regn no. CH-01-H-1832) was stolen from his residence last night. A case under Section 379, IPC has been registered at Sector 19 police station. |

Chandigarh, November 21 According to police sources, Gutpa who allegedly has strained relations with his wife today called many officers, including DSPs and other top officials and the police control room, to threaten and abuse them. On the compliant of the officials of PCR, a DDR was filed at the police station. The sources added Gupta used to incur information regarding departmental matters under RTI Act from time to time. For that purpose he used to visit the police station as well as police headquarters every now and then. “We are investigating into the matter and action will be taken if Gupta is found Guilty,” said a police officer. |

Two burglars held
Chandigarh, November 21 The sources said Sukhvir Singh alias Sanga was arrested on a tip-off near Sector 45 dispensary when he was going to sell a LCD monitor, two speakers with boofers, computer’s keypad with mouse. During investigation, Sanga revealed he committed thefts in several houses (2047/2, Sector 47 on November 3, 4227-A, Sector 46 on November 14, 293/2 during night of November 14/15, 1947 B, Sector 43 B). The police also seized one CD player, two gas cylinders, taps and other valuable articles from him. He was produced in the court and was sent to police custody till November 23. In another case, the police arrested Mohammad Kasif of Kathua redhanded from a house in Burail village, where he entered forcibly by breaking the lock. Giving details, sub-inspector Rajdip Singh, in charge Sector 45 police post, said, “Kasif belongs to a seven-member gang. Some of the members had been arrested by the Himachal police in Shimla. We are expected to solve many theft and burglary cases with his arrest.” The police has registered a case under Sections 380, 452, 511 of the IPC in Sector 34 police station. |

Charred body found near Film City
Chandigarh, November 21 It was burnt so much that it was impossible to distinguish whether the victim was a male or a female. The body was found in a gutter. Drainage pipes are being laid in the area. Sources in the police said the place was notorious as revelers in cars frequented the area for anti-social activities. The contractor confirmed to the police that none of his labourers was missing. According to contractor Pawan Kumar, his employees noticed the body around 5 pm. Haystack was used to burn the body which could be seen near it. He reported the matter to the police. Within minutes, police teams reached there and these called forensic experts with dog squad and photographed the entire spot. ASP (Central) Madur Verma said the spot inspection could not be carried on due to darkness and they decided to leave the body on the spot for further examination, which would be conducted tomorrow. The ASP said the teams from the Central Forensic Sciences Laboratory would be called tomorrow to examine the spot. The police has registered a case of murder and destroying evidence under Sections 302 and 201 of the Indian Penal Code. The police carried out the proceedings in a clandestine manner that initially raised doubts over the functioning of the police as no officer was willing to divulge the details of the murder. The SSP said a police team was deployed there after cordoning off the area. “We did not want to disturb the crime scene before the examination by the CFSL experts. Thus, the officers were instructed not to allow anyone near the spot”. |

Criminal action to be taken against builder
Mohali, November 21 The two-storey building had collapsed on November 13 when the promoters of Unicity Business Park went ahead with the digging work without clearance from the Zirakpur MC. The digging work was done precariously close to the inhabited New Generation Apartments. Acting on an inquiry report submitted by the SDM, Dera Bassi, SL Bhumbak, the deputy commissioner, Mohali, Rahul Bhandhari has directed the SSP, Mohali, to initiate criminal action against the promoters of Unicity Business Park. The findings of the inquiry are also being sent to the principal secretary, local government and director, local government, for taking necessary action against the firm. On a complaint filed by the occupants of New Generation Apartment, the SDM, Derabassi, has also been asked to ascertain whether the builder of the New Generation Apartments had promised a green belt in front of the colony. The digging work was going on the chunk of land which the residents claim had been shown to them as a green belt. Source said the SDM, Dera Bassi, in his report has pointed out that the building plan for the commercial complex was submitted to the Zirakpur, MC, on June 23, 2008. Though the local government department has reportedly cleared the project in a meeting held on October 1, 2008, the Zirakpur MC received no communication. The promoter started digging work without any permission from the Zirakpur MC. Despite orders by the MC to the promoter on November 5, 2008, to stop digging, the work did not stop. A notice under the Punjab Municipal Act, 1911, was also issued to the promoter. Still the work continued. The inquiry officer has further pointed out that the builder, who was undertaking the digging work, also owned the collapsed building. But it was sheer negligence. The collapsed building is also near the manned level crossing on the Panchkula-Zirakpur highway. Though the employees of the erring builder claimed that they had themselves razed the two-storied structure as it was also owned by the same group, evidence at the spot did not gel with their version. Where is the law to protect the rights of the investor in housing projects? Hundreds of genuine investors are taken in by false promises of location and good view. But when the project takes shape, the promoter sell the land reserved for basic amenities to other builders. There should be a law or condition in the licence, which should enforce that a builder fulfills commitment made to the buyers. The GMADA and the local government department should step in to help the investors. |

Jeev fires 7 under to be tied 10th
Chandigarh, November 21 Jeev, who has virtually sealed the 2008 Asian Tour Order of Merit with his Singapore win, fired birdies on the third, fifth, sixth and seventh before bogeying the eighth for a three under 31 at the turn. Then followed a flawless four under 31 back nine studded with four birdies for a seven under par 63 card. Jeev, who was the 2006 Asian Tour"s Order of Merit, said:"The putting came together. Yesterday, I hit the ball exactly the same but couldn't hole too many putts. But I'm really excited. I worked on it yesterday and got a little bit of feel on the greens. Under-19 cricket trials on Nov 30
Panchkula, November 21 Amarjit Kumar, general secretary of the Cricket Federation of India said a player, born on or after January 1, 1990, is eligible to take part in the trials. Around 25 probables will be selected for two weeks coaching camp being held for the preparation for the 1st All-India Under-19 National Tournament in January at Andhra Pradesh. Amarjit said one team from Sri Lanka and Singapore would take part in the tournament. The cricket federation of India would conduct the reciprocal tour to Sri Lanka in February, 2009, where India, Sri Lanka and Singapore will take part in the Triangular Under-19 Cricket Tournament. — TNS |

Sandhya eyes national title
Chandigarh, November 21 In U-17, she bagged the first position in 800m and 1500m race, second position in 400m during the championship at the Sector 7 sports complex. “One cannot participate in more than three events otherwise she would have performed well in 100m race too,” said her father Ishwar Singh. Sandhya who has played nationals twice in the U-14 category, was adjudged best athlete in 2006. |
Software makes it easy for referees
Chandigarh, November 21 “Earlier, coaches and officials used to argue on fixing up the matches and often we used to complain one another of favouritisms, but now, with the advent of this software, there is no such hitch,” opines Rajeev Mehta, national referee, who is the only person in India to operate it. He is in the city for the All-India Junior Ranking Badminton Tournament underway at the Sector 42 Badminton Hall. “I can’t travel everywhere for the tournament that is why the Badminton Association of India is planning to make other referees learn this software as well,” Rajeev says. The software is a brainchild of Daniel who is from Netherlands and he discovered it with the help of Greesh Nattu, a former badminton player. The Badminton Association of India has issued a licence to Rajeev for a year. “This licence cost about Rs 20,000, excluding the charges of the live event.” Rajeev said. |
St Xavier’s, NPS enter finals
Chandigarh, November 21 St Xavier’s School-44 boys prevailed over St Xavier’s School of Mohali by 54-34 in the semifinal match. Spearheaded by Sartaj, New Public School terminated the winning spree of St Xavier’s School of Panchkula with a clear-cut margin of 53-13.
