BMW-II Case
Utsav denied bail

The Delhi High Court today rejected the application for anticipatory bail filed by Utsav Bhasin, a Haryana industrialist’s teenaged son, accused of causing the death of a man in an accident involving his BMW car in South Delhi.

Bhasin had approached the High Court for anticipatory bail in the case after the city police imposed additional charge against him under a harsher penal provision of the Indian Penal Code (IPC) Section-304 (culpable homicide not amounting to murder).

Though he was granted bail by the police soon after the incident, he is facing re-arrest as the police invoked a harsher penal provision against him after an accident victim, Anuj Singh, succumbed to his injuries on September 12.

Bhasin (19), son of industrialist R K Bhasin of Bahadurgarh in Haryana, challenged the September 18 order passed by a trial court dismissing his bail petition.

Informing the court that he was ready to join the investigation, he submitted there was no evidence to establish that he had any motive to kill the victim Anuj Singh.

Following the victim’s death, the stringent provision of Section 304 was also invoked against Bhasin.

The accused, who was to fly to Singapore for a BBA (bachelor in business administration) course, had earlier been granted bail by the Lajpat Nagar police as he was booked under IPC Section 304 A (causing death by rash negligent act), a mild provision which attracts a maximum of two years’ jail term.

Bhasin was allegedly at the wheels when his BMW car hit two men on a motor cycle around 2.30 am on September 11 near the Moolchand flyover in South Delhi.

Leaders call for joint action against ‘religious cleansing’

Disturbed by what they called “planned religious cleansing” of Christians and other minorities, academicians and secular-minded individuals gave a call for joint action here today.

Several political leaders attended a discussion on communal violence organised by the Centre for Policy Analysis.

CPM general secretary Prakash Karat said reactionary right wing political organisations were trying to polarise people on religious lines for electoral benefits. “This kind of polarisation cannot be challenged solely on the political front. A wider platform of secular-minded people will have to be established at both state and central levels,” he said.

“The central and state governments can intervene and provide relief to the victims. But larger sustained action is required for countering the communal elements,” said Karat.

Claiming that attacks on minorities were taking place in states ruled by the BJP, CPI leader D. Raja said, “The right wing fundamentalists enjoy the support of a minute section of Hindus. India is a plural democracy and nobody can force any Indian citizen to convert from the religion of his choice.”

Bahujan Samaj Party leader Shahid Siddiqui said the Indian minorities learned their history and geography by following the cases of communal violence. “These are not attacks on particular sections of people but on the Indian State,” he said.

An independent fact-finding team of academicians and social activists also presented testimonies of victims of communal violence from Orissa and Karnataka.

“We have come back really disturbed. Dalit and Adivasi Christians are being attacked widely as the state government refuses to take substantial steps to stop the attacks,” said Kamal Mitra Chenoy, professor, Jawaharlal Nehru University (JNU).

The team members said thousands of Christian victims living in the camps were suffering from malaria and other diseases in the absence of appropriate medicines.

“It is quite clear that all this is happening with the abetment of the state government and is motivated towards electoral polarisation in the states,” said Chenoy.

The discussion highlighted the plight of the Muslim community living in and around the Jamia Nagar area after the September 19 encounter of alleged terrorists.

“People are scared and terrified in that area. Secular-minded individuals must show their solidarity towards these people,” said senior journalist Praful Bidwai.

He said different sections had contradicted the claims of the Delhi police regarding the encounter. “An independent committee needs to be constituted to look into the loopholes of the so-called encounter,” he added.

Thanking the Left parties for keeping their commitment towards secularism, Christian activist John Dayal said, “Thousands of Christians are being victimised and none of the state or Central governments are doing anything.”

Others who attended the discussion included senior journalist Seema Mustafa, science and social activist Prabir Purkayastha and Prof Anuradha Chenoy.

Christians begin dharna against violence

Orissa is currently reeling under twin floods. One the natural one in Mahanadi and the other the man-made ‘flood of blood’, in Kandhamal district, said general secretary of the All-India Christian Council, John Dayal.

Christians from all over Delhi and the NCR gathered today at Jantar Mantar to sit on a seven days’ dharna, calling for an end to violence against one of the country’s smallest communities — the Christians.

Religious leaders like Prayag Ishwara Shankaracharya Omkarnandji Maharaj, Moulana Nomani of Jamiate-Ulema-e-Hind and Granthi Jagtap Singh Jaigana of the SGPC also joined them and supported their cause.

The brutal killings in Orissa have spread to other states now, including Karnataka, Madhya Pradesh and Chattisgarh. Even in Delhi, a church was demolished last week. This showed that the violence against Christians and Christianity had spilled out of Orissa, said an official.

Nearly two months had elapsed since the anti-Christian programme started in Orissa, yet the perpetrators were roaming free. This has deeply hurt the sentiments of Christians all over the country.

“There is no difference between Patnaik’s government and Modi’s Gujarat government. If it was Muslims in Gujarat then it is Christians in Orissa,” said a protester.

The Delhi government has stemmed the rot of pollution that was choking the city, claimed Chief Minister Sheila Dikshit at a presentation, “Towards a Sustainable Delhi” in New York yesterday. She was speaking at a roundtable conference on Environment Sustainability–A Millennium Development Goal convened by the President and Secretary General, UN General Assembly.

She reiterated her commitment to achieve all the millennium goals at the conference.

The Chief Minister described the millennium goals as development challenges for humanity.

Addressing the participants there, she stressed the need of close international cooperation and growth-oriented environment in achieving these goals. The government has recently launched a Mission Convergence Programme, covering a large number of welfare schemes, which are based on the principle of social entitlements.

“Growth without development of human resource equitably, is no development. Responsive and humane governments have to be sensitive to the specific needs of all of its social groups and we have endeavoured to be one,” the Chief Minister said.

Dikshit focused on environmental sustainability and highlighted some basic points. Substitution of the entire public transport fleet of 1,30,000 from diesel to CNG which has significantly improved the air quality of Delhi.

The introduction of a fast moving Metro Rail System has not only added to public convenience but also reduced air pollution.

Besides, over one million saplings have been planted in the last few years, with the result that the green cover of Delhi has increased from 3 per cent in 1998 to nearly 20 per cent or about 300 square km in 2008.

She further stated that a massive Environment Awareness Campaign has been launched with people’s involvement or Bhagidari as we call it, through 2000 school eco-clubs.

The government has introduced a diesel fee, and created an air ambience fund on the “polluter pay” principle, so as to subsidize conversion of diesel transport vehicles, into CNG and battery-operated vehicles. Delhi government’s aim is to make the Commonwealth Games 2010, the Green Games, the Chief Minister added.

Vardhan greets Malhotra as BJP nominee for CM post

The Bharatiya Janata Party’s (BJP) Delhi Pradesh president, Harsh Vardhan and Pradesh office-bearers congratulated Vijay Kumar Malhtora on his nomination as the party candidate for the post of Chief Minister of Delhi and resolved to make the BJP victorious in the Assembly elections.

Harsh Vardhan said that Delhi needed a leader like Malhotra who is experienced and acquainted with every part of Delhi. He is conversant with all its problems which will help in its all-round development.

He further said that after the constitution of Metropolitan Council in Delhi, Malhtora was appointed as the chief metropolitan councillor when he was only 35 years old,

The chief metropolitan councillor is equal to the post of Chief Minister today which is indicative of his ability and experience as an efficient administrator. During his tenure, multidimensional work for the development of the Capital was done, the effect of which can be seen even today, Vardhan said.

He expressed confidence that the BJP would come to power in the forthcoming Assembly elections under Malhotra’s leadership and the people of Delhi would get rid of corrupt and anti-people Congress government.

Malhotra retired from PG DAV College, University of Delhi as Reader. At present, he is Member of Parliament from South Delhi. He is also deputy leader of Opposition in Parliament. Besides, he is spokesman of the BJP Parliamentary Party.

Jamia Nagar Encounter
NHRC issues notice to police

The National Human Rights Commission (NHRC) today issued notice to the Delhi police over the encounter in Jamia Nagar in which two suspected Indian Mujahideen (IM) militants linked with serial blasts in Delhi and other cities were killed.

The commission issued the notice to city Police Commissioner Y.S. Dadwal and asked him to submit a report on the incident. The notice was issued on a complaint filed by an NGO, a senior NHRC official said.

Two suspected militants, Atif Bashir and Mohammad Sajid, were shot dead in an encounter by the police in South Delhi’s Jamia Nagar on September 19 in which special cell inspector Mohan Chand Sharma was also killed.

The police had claimed that a 13-member module of Indian Mujahideen was behind the serial blasts.

UP assures more security to CEOs

To stop the recurrence of such incidents, the state government has formulated a long-term strategy. CEOs of Noida and Greater Noida industrial development authorities will also function as labour commissioners. The designated labour commissioner will work under them, said UP chief secretary Atul Gupta.

UP Chief Minister Mayawati had recently deputed state chief secretary Atul Gupta and director general of police Vikram Singh to the firm’s office here.

Gupta described Chaudhary’s killing as unfortunate.

Labour unrest has been the major cause of industrial disputes in the satellite towns. Some 2 to 3 lakh labourers are employed in over 3,000 industries. Over 25,000 cases are pending in the district labour court.

Such incidents can result in the relocation of multi-national companies and halt the growth of the areas, said Gupta.

The chief secretary and the director general of police also met the industrialists of the area at the India Expo Mart and assured more security to them.

Vikram Singh said that the state government had enhanced police presence in the area to provide foolproof security to industrialists. A special DSP for industrial security had also been appointed, he said.

However, L.K. Gupta, head, HR, Graziano, was sceptical of the assurance. “We will see its implementation first and then decide to start productions,” he said. He expressed his dissatisfaction over the investigations in the CEO’s murder. “The police has not yet conducted proper investigations. None of the injured has been contacted,” Gupta said.

Ram Lilas to be held amid tight security

The traditional Ram Lila will begin at the Ram Lila grounds here from September 30 to October 10 amidst tightest ever security, the Shri Ram Lila Organising Committee announced here today.

One of the oldest Ram Lilas in the city, it traces its origin way back to the Mughal period when the Moghul Emperor, Bhadurshah Zafar started this festival at this particular venue for the benefit of his troops thus laying the foundation for the secular nature of the event.

According to the organisers, the President, the Vice-President, the Prime Minister and the UPA Chairperson, Sonia Gandhi, have agreed to visit the Ram Lila on any of the 10 days.

This year’s Ram Lila will be enacted on a double-storeyed stage measuring 100 feet by 45 feet. The Ram Lila will conclude on the Vijay Dashmi (Dussehra) with the burning of the effigies of the demon King Ravana and his kin. The effigies will be 100 feet high and will be ignited by a laser system as soon as an arrow from Lord Rama’s bow is fired at them.

Meanwhile, the Delhi police has asked the organisers of all Ram Lilas to ensure utmost security and wherever possible employ trained security guards. It has also issued strict guidelines for the safety of the people.

The police said that armed police personnel will be posted around all the Ram Lila venues and the entrance will be through door frame metal detectors. Spot checking of the venues will also be conducted by senior area police officers.

Both mobile and foot patrolling will be intensified during the festival period in the wake of the recent bomb blasts and the continuing threat from terrorists. Delhi is already on a high alert.

While the police said that it would like to see all the Ram Lilas to wind up by 10 pm, the organisers claimed that this was not possible because the daily scenes of the epic drama have to be completed so that it culminates on the Vijay Dashmi.

18 foot overbridges okayed

The expenditure finance committee (EFC) of the Delhi government today approved a PWD’s proposal for the construction of 18 new foot overbridges (FOBs) across the city.

It decided to release Rs 72.35 crore for this purpose.

The proposal was cleared today at an EFC meeting presided over by Delhi finance minister A.K. Walia.

Talking to the media after the meeting, Dr Walia stated that the city government was committed to providing safe passage to pedestrians across the city, keeping in view the fast-increasing and fast-moving traffic and with an aim to curb casualties on the roads.

The EFC has agreed to release the fund for construction of new FOBs, which would be constructed within 12 months. The FOBs would be pedestrian-friendly, modern and longer lasting.

Aged persons would also be able to make use of new FOBs without any difficulty.

The new FOBs would be constructed at Mehrauli, Mahipalpur Road, Moti Bagh across Ring Road, Shaheen Bagh at Road Number 13-A, Mansarovar Garden, Nehru Nagar, Maa Anandmayee at Kalkaji, DTC Bus Depot, Bala Sahab Gurdwara near DESU Colony, Hauz Rani Park across MB Road, Wazirpur Industrial Area T-point, Moti Nagar T-Point, Shalimar Bagh near Kendriya Vidyalaya, Britannia Chowk, Punjab Kesari, Road Number 43 near Railway Station, Shakur Basti, Rani Bagh, Vishwas Nagar across Road Number 57, Hasanpur across Road Number 57, Sarita Vihar (Road Number 13-A) and Prahladpur across MB Road.

Gurgaon roads to be repaired: Inderjit

Union minister Rao Inderjit Singh today said that HUDA, PWD and Municipal Corporation would repair and strengthen Gurgaon roads on a war footing.

At a news conference here, the minister said these roads needed immediate maintenance and widening. He added that Rs 92 crore would be spent by these departments in the next four months.

He also said that he along with the officials concerned had taken a first-hand idea of the condition of roads today. A sum of Rs 5 crore has been sanctioned for the repair on Pataudi and Basai roads. He was critical of the fact that a few roads like Sohna Road, Madanpuri Road, 4x8 Marla Road, Pratap Nagar Road and Sector 4 and 7 roads, which had been laid last year, had broken down. He said that the officials responsible for the substandard work would be held accountable.

The minister said that he had issued strict instructions to complete the work on all roads without delay.

CAIT to release own poll manifesto

The Confederation of the All-India Traders (CAIT) has decided to release its own election manifesto in view of the forthcoming assembly and parliamentary elections as it feels that the trading community has been the victim of “gross neglect” by the government.

This decision was taken at the two day national convention which concluded today.

Despite its magnificent contribution to national exchequer, the political parties and the Government completely neglected the trading community. It was precisely for this reason that the traders have now decided to turn themselves into a vote bank. Not only the traders even their employees and other concerned sections and their families will be roped in to form the Vote Bank, said trade leaders.

The two-day conference was held under the umbrella of the CAIT and was attended by trade leaders of 24 states, including Delhi, Maharashtra, UP, Rajasthan, Madhya Pradesh, Chattisgarh, West Bengal, Orrisa, Jharkhand, Assam, Uttrakhand, Karnataka, Punjab and Haryana . It was presided over by CAIT national executive president B. C. Bhartia.

The trade leaders at the conference regretted that the multiple administration system in the country and governance of more than 24 types of tax and other trade laws had forced the traders to live a miserable life at the mercy of insensitive bureaucrats.

The special operation squad, crime branch of the Delhi police has arrested notorious gangster Ikram, alias Arif, of Sikandarabad, Bulandshahar (UP), one of the most wanted criminals of western UP. Ikram is allegedly involved in dozens of heinous crimes and had a reward of Rs 2,500 on his head.

Yesterday, constable Vikal Singh of the special operation squad received information that a desperate Ikram, who is wanted in several heinous cases, including a daylight dacoity at the house of a jeweller of Khurja, will be coming to meet his associate at M2K Cinema Hall Rohini. On this information, a police team was constituted and a trap was laid near M2K Cinema Hall Rohini. At about 7pm, the said gangster came there and sensing the presence of police team he whipped out a countrymade pistol of .315 bore and pointed it at Vikal Singh. But Singh showed exemplary courage and overpowered him. The pistol was found to be loaded. One cartridge was also recovered from the accused.

In July 2008, Ikram robbed a Balero car from Khurja railway junction and the accused is still wanted in this case. In July 2008 itself he committed a house robbery and looted cash and jewellery at Gulawati, Bulandshahar (UP).

Two women extortionists held

New Delhi, September 26
Two women were arrested for extorting money from men by threatening to implicate them in false rape cases.

Sunita and Preeti were arrested from Sarojini Nagar for extorting money from Nishant Gaur by threatening to implicate him in a false rape case.

Gaur was on his way to Chankyapuri when he stopped his bike to answer a phone call.

“Suddenly three women appeared. One of them sat on his bike and the other stood in front. The third took out the keys of his bike and demanded money. They said they would raise an alarm and implicate him in a rape case,” DCP (South West) Shalini Singh said. “They took Rs 100 from Gaur. After Gaur lodged a complaint , we found the same group of women were on the look out for another victim in the area. We caught two of them but the third one managed to flee,” she said. — IANS

2 dead, 3 injured in mishaps

Two persons were killed and three sustained serious injuries in two separate accidents here.

According to the police, the accidents took place due to the reckless driving. One of the deceased could not be identified.

One of the accidents took place at Maha Maya flyover around 1 a.m. on Thursday when a truck carrying goods from Faridabad to Kavi Nagar in Ghaziabad lost balance after hitting a pole and turned turtle. Apart from driver Imtiaz, helper Shahzad and two more workers were in the truck when the mishap occurred. One of the workers was crushed to death while, Imtiyaz, Shahzad and the other worker were seriously injured.

The Sector-39 police took them to Vinayak hospital.

While the other mishap took place around 1 a.m. near Okhla barrage. Vinode Chauhan, 30, a driver of a private vehicle was returning to his home on bike when he hit a punctured dumper that was parked in the middle of the barrage. Policemen from Kotwali – 39 took him to the district hospital where he succumbed to his injuries.

The entire family is now entangled in a fraud case.

The joint MD of the company has lodged a case in the Sector 24 police Kotwali.

According to the police, Dinesh Tiwari was employed in Saraswati Industries in Sector 24. He had, according to company joint MD Ajay Chaturvedi, stolen a cheque for Rs 8.35 lakh from the company cheque book.

Dinesh Tiwari allegedly gave that cheque to his father Bhagwan Dyal Tiwari, a cashier in a Sector 6 bank.

Bhagwan Dyal Tiwari fraudulently deposited that cheque in the bank account of his wife, Shanti Tiwari.

The fraud was detected when the company was informed by the bank that the cheque had been encashed. The joint MD has lodged a criminal case against Dinesh Tiwari and his parents.

Fast-paced lifestyle causes heart ailments

The percentage of people below the age of 35 suffering from cardiac arrests has gone up to 9.7, according to a recent survey.

This survey points at increasing incidence of heart diseases in the younger generation bringing down the average age of a person suffering heart attack from 40 to 30 years.

“Modern day fast-paced lifestyle, eating at five-star restaurants, fast food, high fat diet have become a common phenomenon. This has led to various ailments, including diseases of heart,” said Dr Upendra Kaul, executive director-academics and research, Escorts Heart Institute and Research Centre Ltd. (EHIRCL) at the launch of Escorts Heart Centre at Fortis Hospital, Vasant Kunj today.

Besides, “Another important cause is stress, which has increased quantitatively, be it home, work place or just walking on the road,” said Dr S.D. Karloopia, senior consultant cardiologist at EHIRCL.

Now, after integrating the intense cardiac services of Escorts to Fortis, Vasant Kunj along with teeming up of specialised talents from both the hospitals, patients from Munirka, Vasant Kunj and other nearby areas can hope for comprehensive cardiac care closer home.

Dr Upendra, who would be heading the cardiac centre said, “Here we would be offering complete cardiac care facilities.”

Fortis, Vasant Kunj centre is observing this month as ‘Healthy Heart Month’ and anybody can get an angiography done at Rs 6000 against the normal Rs 11000.

Be vigilant, caution doctors

Senior cardiologists have made out a strong case of vigil on the part of people of the country on the issue of heart-related ailments as they are the biggest cause of deaths.

Cardiologists from Fortis Escorts today organised a heart care awareness session in which various aspects of cardiovascualar diseases were discussed and highlighted. The exercise was in commemoration of World Heart Day.

Responding to queries, Dr Vikas Chopra and other experts said heart-related ailments was more pronounced in urban belts than in rural areas. However, the difference of intensity and occurrence was not much, and there was need to be vigilant. The cardiac diseases have become the single largest cause of death in the country and were also topping the chart of lifestyle diseases, he added.

According to him, by saying no to smoking, regular heart check-up from the age of 20 years, low fat diet, regular physical exercise like brisk walking, maintaining the blood pressure at 120/80 mm/Hg or below, limiting salt and alcohol intake are a few tips which would lead to a healthy state of mind and body.

He added that for a complete cardiovascular fitness, one should undergo two days of jogging for 20 minutes a week, two days of brisk walking for 30 minutes a week and two days of weight resistive exercises two days a week. Age was no bar and even the elderly could take the benefit of regular heart exercises.

Also, heart diseases could be avoided through regular health check-ups, especially for the people at risk.
