88 file nominations for MC poll

With the completion of filing of nomination papers, the first phase of the municipal elections for the eight municipal councils (MCs) in the district was completed today. According to deputy commissioner-cum-district electoral officer N. K. Wadhawan, 88 candidates filed their nomination papers for 31 wards of the Hoshiarpur MC.

Hariana youth robbed of bike, cash

A youth was robbed of a motorcycle, mobile phone and Rs 1,200 by four unidentified youths while he was coming to Hoshiarpur near Khanpurat last night. According to police sources, Pankaj Kumar (18) of Hariana, was coming to Hoshiarpur on his motorcycle (PB-07U-2945) to pick up his father who had been waiting for him at the Tanda bypass here.

Financial distress: Left leader kills self

Continuous financial strain has forced former secretary of the CPI Mahilpur unit Major Singh Sandhu, son of Karam Singh of Ward 11, Mahilpur, commit suicide. According to the police, Major Singh Sandhu consumed some poisonous pills near Bains Dhaba at Mahilpur at about 11 am today.

An uneasy calm prevails at Lyallpur Khalsa College ever since principal Dr Satish K. Kapoor has submitted his resignation to the college management right in the midst of the admission season.

While Dr Kapoor is said to have cited health grounds as the reason for his resignation filed on June 6, his close associates have pointed out that there were other reasons for it. The principal, who was said to be the choice of former college trust president Balbir Singh, is said to have remained quite upset after the latter’s demise as his rivals managed every chance to hit him allegedly playing the communal card and allowing a junior to supersede him on all major matters, including making appointments, formulating sports policy and even conducting admissions.

The principal, it is learnt, took it as lowering of his esteem and tendered his 
resignation.

Dr Kapoor’s rivals had been allegedly insisting that Khalsa College should have had a Sikh principal, but his supporters have said even founder principal S.B. Sengupta was a Hindu. Balbir Singh too had chosen him clearly to send the signal of his secular approach in the political circles but many had not been able to digest it since then, it is being said. All these controversies have cropped up at a time when the college has entered the 100th year of its inception and the celebrations are about to begin.

The college management reportedly appointed Gurpinder Singh Samra, professor of mathematics, ranking 18th in the seniority list, as vice-principal in May. Samra, who is supposedly close to a member of the educational trust, was elevated to the post for which there was no provision earlier. Soon he was asked to manage the appointment of ad hoc staff, with the principal simply being informed about it and not even included in the panel.

When Dr Kapoor probably realised that the main task of admitting the students too did not rest with him, he could not bear it anymore. Even other staff members are learnt to have protested against the move, saying that the authority of five PhD faculty members and nine heads of the department senior to him had been forgone. Samra, however, denied all this as he said that powers to handle appointments and admissions were vested in him after Dr Kapoor resigned. “I came through a proper advertisement procedure. I had been mainly looking after PF and gratuity cases. I had served for only 17 days in my new capacity when Dr Kapoor resigned. I wonder what really pinched him,” he said.

While all this has happened, the management is also burdened with the task of hunting for an academician of the calibre of Dr Kapoor. An eminent historian, he had been serving the college for the past 38 years and for the past two years as its principal. A Panjab University gold medalist, he became a British Council scholar in 1974. Dr Kapoor has authored various books and contributed 400 articles in newspapers, magazines and research journals. When contacted, Dr Kapoor refused to comment. Efforts to contact trust president Balbir Kaur, her son and life member Deepinder Singh Purewal, vice-president Chanan Singh Chitti and honorary secretary B.S.Sanghave proved futile.

Construction Chaos
Restaurant owners defy court orders

Amritsar, June 17
Even as the local court has granted stay on any construction or alteration on the premises of Sindhi Coffee House and restaurant here, the construction was being carried out against the court orders.

This was alleged by Kavita Kumar, a resident of Radha Swami Road and partner in the restaurant. In a statement issued here, she said she had been made partner by her father late Krishna Chand Sindhi in his will. However, a dispute has arisen in the family.

She alleged that the court had passed three orders in this regard in November 2003, October 2007 and May 2008 to maintain status quo. She alleged despite repeated complaints to the municipal corporation and the municipal town planning department, the construction was still going on. However, Sushma Bhandari, another partner of the restaurant with whom the dispute was going on, did not picked the phone even after repeated attempts. When contacted, MC commissioner D.P.S. Kharbanda, said he had already written to the MTP department for complying with the orders. He said he would ensure that the court orders were implemented in letter and spirit. — OC

Sandeep Murder Case
CPI, CPM leaders join hunger stir

Prof Balwant Singh and Joginder Dyal, secretaries of the state units of the CPM and CPI, respectively, today joined the hunger strike being organised by the Sandeep Murder Action Committee in front of the office of the SDM, Balachaur, since June 13 to protest against the alleged dilly-dallying attitude of the police in arresting the accused in the murder case.

Addressing the gathering, they warned that the stir would be intensified if the police failed to arrest the accused soon.

They criticised the leaders of the ruling SAD-BJP alliance for constituting the Nigran Committee to support the police. Had the SAD-BJP leaders used their political clout to press the police to nab the accused in the murder case, the people would not have had to launch a stir on the issue, said the Communist leaders. Former MLA Ram Krishan Kataria accused the SAD-BJP leaders of causing a split in the Sangharsh Committee, consequently harming the objective of the struggle aimed at seeking justice for the aggrieved family. While rubbishing the charge of “telephonic connection” of Congress leaders with the accused, Kataria said the murder accused might have contacted a number of leaders, police officials, relatives and friends on the telephone but it did not mean that they had been hobnobbing with the accused.

88 file nominations for MC poll

Wadhawan, 88 candidates filed their nomination papers for 31 wards of the Hoshiarpur MC, five for nine wards of Shamchaurasi, 32 for 11 wards of Hariana, 55 for 13 wards of Garhshankar, 48 for 15 wards of Mukerian, 25 for 13 wards of Dasuya, nine for 13 wards of Tanda and 26 for 11 wards of the Garhdiwala MC today. With today’s nominations, the number of total candidates for the Hoshiarpur MC has risen to 131, Shamchaurasi 37, Hariana 57, Garhshankar 65, Mukerian 92, Dasuya 69, Tanda 95 and Garhdiwala 51.

The scrutiny of nomination papers would be done tomorrow and the withdrawal could be made up to June 19. The polling, if any, would be held on June 30.

Lift job ban, govt urged

The Association of Principals of Non-government Colleges (GNDU) has demanded lifting of the ban on recruitments against vacant posts covered under the grant-in-aid scheme, grant of professor’s scale to the principals and enhancement in grants as per the present liabilities.

Association secretary Dr Jaspal Singh Randhawa said in a press statement issued here on Saturday, said the resentment among principals was brewing up over the apathetic attitude of the state government towards their long-pending demands.

More than 110 posts of teaching and non-teaching staff were lying vacant in the privately managed government aided colleges in the state since October 2004.

The principals of these colleges were deprived of professor’s scale and the amount of the grant was frozen much lower than present liabilities.

“More than one year ago, education minister Dr Upinderjit Kaur and finance minister Manpreet Singh Badal had assured the association that these demands would be met soon.

But nothing concrete has been done so far despite repeated requests,” lamented Dr Randhawa, adding that due to the dilly-dallying attitude of the government the academic atmosphere of the colleges has been affected adversely.

Log on to PTU portal for CET results

As many as 22,680 candidates who had appeared for the PTU-CET for admission to engineering and pharmacy colleges of Punjab will be able to check their results on the official website www.ptu.ac.in <http://www.ptu.ac.in> this midnight. The candidates will be able to see their separate merit in the engineering and pharmacy examination, said dean examination Dr N.P. Singh. He said that merit list would be declared tomorrow morning. — TNS

Hariana youth robbed of bike, cash

Hoshiarpur, June 17
A youth was robbed of a motorcycle, mobile phone and Rs 1,200 by four unidentified youths while he was coming to Hoshiarpur near Khanpurat last night.

According to police sources, Pankaj Kumar (18) of Hariana, was coming to Hoshiarpur on his motorcycle (PB-07U-2945) to pick up his father who had been waiting for him at the Tanda bypass here. On the way a Tata-709, after overtaking him, suddenly stopped ahead of his motorcycle near Khanpur. At least four occupants of Tata-709 came out and after snatching the motorcycle from him, dragged him in their vehicle. Later, they took the boy to some distance towards Hoshiarpur and after abandoning him there fled on his motorcycle towards Tanda. A case has been registered. — OC

Financial distress: Left leader kills self

Hoshiarpur, June 17
Continuous financial strain has forced former secretary of the CPI Mahilpur unit Major Singh Sandhu, son of Karam Singh of Ward 11, Mahilpur, commit suicide.

According to the police, Major Singh Sandhu consumed some poisonous pills near Bains Dhaba at Mahilpur at about 11 am today. He was rushed to the civil hospital, Mahilpur, from where he was referred to the civil hospital, Hoshiarpur, where he died at about 1 pm.

A preliminary inquiry revealed that the family of Major Singh had continuously been facing financial strain since long which frustrated him, said police sources. — OC
