Doctor couple held, bailed out

Shimla, May 17 They have been booked under Section 315 of the IPC for attempting to prevent a child from being born. They were taken into custody after it came to the notice of the police that they had agreed to terminate the pregnancy of a Bihari girl at their clinic. In another development, the Bihari girl, who had come to Dr Chanana for getting her pregnancy terminated, gave birth to a stillborn child at Kamla Nehru Hospital, last night. According to doctors, she gave birth to a female child, about seven-month-old. “We have written to the hospital authorities to preserve the viscera of the baby so that it can be sent for forensic examination to ascertain if the mother had consumed some substance that led to the birth of the baby,” said district police chief R.M. Sharma. He said Section 376 of the IPC had also been added to the case as the girl had been allegedly raped. The Health Department has sealed the Chanana Clinic in New Shimla as it was not registered with the authorities for undertaking termination of pregnancies. |

Don’t ban LPG connections, Centre urged
Shimla, May 17 An official spokesperson said here today that the request had been made by the state in view of the ban imposed by the Centre on the release of all new gas connections all over the country. “We have apprised the Centre that in Himachal, the gas consumption is merely 7 kg per month per consumer, which is far less that the neighbouring states of Punjab and Haryana where it is 12 to 11 kg per month,” he said. He said the all-India average of gas consumption was 10.5 kg per month per consumer. He said there was a total ban on felling of trees in the state and the use of fuel wood for cooking purpose was being discouraged so as to protect forests. “Banning the release of new gas connections would compel people to rely on wood which would ultimately lead to destruction of the forest wealth,” he said. |

Dharamsala, May 17 According to the merit list released by the board, he has got 450 marks out of 500. However, the result sparked a major controversy when it was found that Anshul had secured 106 marks out of total 100 in information technology. As per the marksheet of the student available on the Internet, he has got 84 marks in theory and 22 in practical in that subject, taking his total to 106 out of 100. Many school authorities have demanded an inquiry into the whole episode. The board authorities, however, maintained that it was a “computer mistake”. They said the student had actually scored just 50 marks in information technology. He was now bound to lose his place in the merit list, they added. |

BJP forced byelection on state: Virbhadra
Bilaspur, May 17 Addressing Congress election rallies at Kandraur, Kuh Manjhwad and Deoli in Bilaspur Sadar and at Jhanda in Kot Kehloor Assembly segments of Bilaspur district today, Virbhadra Singh said if Dhumal was not to continue as a member of parliament in case of his victory after earlier byelection and his son Anurag Thakur was to take his place in another byelection, then why did not the BJP high-command put Anurag Thakur as a candidate in earlier June 2, 2007, election. Virbhadra took the BJP government to task that it had put entire cheap ration arrangements in total disarray and now more than 14 lakh ration card holder families of the state are suffering. He said his earlier government had made provision of Rs 100 crore subsidy for streamlining this PDS system and families were thankful to the Congress government for this unique system of provision of cheap essential commodities despite high prices in the open market. There are repeated complaints of non-availability of several ration items on the ration depots since months and this only proves inefficiency of BJP government. Virbhadra was also critical of 25 per cent increase in bus fares in the state on excuse of Re 1 increase in oil prices by the Central Government. Oil prices were increased throughout the country but no other state increased bus fares except the BJP government in the state. He said repeated Congress governments in state are responsible for its phenomenal progress and development during all these years without any distinction while the BJP had every time spent its energy and effort in quarrels among its party leaders, thus bringing all progress to a grinding halt. |

Hamirpur, May 17 “Such allegations are not only puerile but also do not behove well for leaders like Dhawan and Virbhadra Singh,” he added. Attacking the Central Government, he said, “Terrorism and inflation are two achievements of this government. While prices of essential commodities have skyrocketed, the Central Government has also failed to control terrorism after it withdrew POTA.” He said, “As a preparation for the Hamirpur byelection, the BJP has geared up all its workers to ensure the lead at every booth out of total 1,436 polling booths in the constituency.” |

Nurpur, May 17 Talking to mediapersons here this afternoon Nayyar lamented that the attacks on Dalits at Nerna and Khanni villages and contamination of the Dalit well at Jonta in Nurpur subdivision by some musclemen of upper castes had reflected the poor condition of the Dalits. He condemned these incidents and added that the BSP would launch an agitation if the government does not take any action. He strongly opposed the Union Government’s move to trifurcate the Himachal Pradesh Electricity Board. |

Politicians may be next in line

Shimla, May 17 Mandi DC Ashwani Kapoor, who was to be questioned by the bureau today, did not turn up. In a fax message sent to the bureau, he has said that because of the Hamirpur byelection, it will not be possible for him to come for questioning till the election process is over. With two IAS officers, S. Nigam (acting chairman of the State Public Service Commission) and Ashwani Kapoor, avoiding questioning, there is a possibility that now some of the politicians could be involved in the investigation. The special investigation unit (SIU) of the bureau had asked both these officers to appear before it for questioning. However, it remains to be seen whether the bureau will take on the politicians at this stage or will prefer to wait for the election process to be over in view of the election code of conduct. |

Anurag lists achievements
Jawalamukhi, May 17 However, I attribute my experience in the line to the previous Congress government. Instead of supporting his endeavour in promotion of cricket in the state the previous Congress government filed number of cases against him. Every effort was made by the previous government to remove him from the post of the president of the Himachal Pradesh Cricket Board. Even a special Act was brought by the previous government to remove me. Listing his achievements he said earlier there was hardly any cricket stadium even of national standards in the state. Now, the state has a cricket stadium of international level at Dharamsala. Another such stadium had been proposed for Una. The players used to get a few thousand for a match. Now, they are being paid Rs 1.60 lakh per match. The players from the state are now making up to the national and international arena. International-level training camps are being organised at the Dharamsala stadium that are benefiting the players from the state. In my short stint I have managed what Congress government failed to manage in it’s over 30 year rule over the state, Anurag claimed. He also said the country has not been as weak as under the present UPA government. The internal security scenario has deteriorated in the last five years. All ministers are working as individuals and the Prime Minister seems to be in no authority to rein them. Even the Congress minister’s are making statements against their own Prime Minister. |

Cricket body raps Rattan
Shimla, May 17 The association termed it as a deliberate attempt to undermine his contribution as a cricket administrator in developing world-class infrastructure for the sport in the state. The association pointed out that Anurag was a member of the Punjab team that won the Ranji Trophy. He captained the Himachal Ranji team and took a wicket on the very first ball that he bowled and was also a member of the under-19 Punjab team that played against England in Delhi and Patiala. He also led the Punjab under-16 team that won the Vijay Merchant Trophy and the GND University team that won the Rohtingon Baria Trophy. Anurag also remained a member of the junior selection committee of the BCCI for four years. He was still a member of its tournament committee that decided venues and tours of all teams visiting the country, the body has claimed. |

Plea to release pending salaries
Nurpur, May 17 He said the INTUC had also launched a peaceful agitation for the revival of the sick HIMAGRICO unit about one year back, but the SAIC management, which had formulated a strategy for its revival, had failed to implement it. As a result, the PSU unit is facing closure and its production had been stalled a month ago due to the apathy of the management, he added. He said he would soon meet the Chief Minister in this connection.

Writ against Dalai Lama
Dharamsala, May 17 The petition filed by Dorje Shugden assumes significance in view of the fact that the Tibetan authorities are apprehending that followers of the sect are being used by the Chinese government against the Dalai Lama. The Dalai Lama’s security was also strengthened recently amidst reports that some Shugden followers had infiltrated into India. Dorje Shugden is believed to be a wrathful spirit of murdered Gelukpa Lama, who had opposed the 5th Dalai Lama both in debate and politics. He was found dead under mysterious circumstances.

Efforts on to identify land for IIT: Bragta
Shimla, May 17 Addressing a review meeting of the Technical Education Department, he said the Centre had provided Rs 22.5 crore to the state under the public-private participation (PPP) for upgrading nine ITIs. “A sum of Rs 2.5 crore will be spent on providing quality education and upgrading each ITI,” he said. He said vocational courses and new trades would be added to make technical education employment-oriented. He said 1,200 trained youths had been provided employment during the past three months. “Three ITIs will be upgraded to the status of centres of excellence under the domestic funding scheme,” he said. He said there were 77 ITIs and 49 industrial training centres in the state. “A proposal has been sent to the Centre for upgrading four ITIs during this year while nine others would be upgraded after seeking approval of the state steering committee,” he added. Bragta said the government would encourage private participation in the technical sector so that more employment and self-employment avenues could be created for the educated youth. Out of six engineering colleges in the state, five were in the private sector, he said. He said Rs 7.24 crore had been made available to three polytechnics in the state in which quality improvement programme was being run under a World Bank-assisted project.

Liquor worth Rs 10.38 lakh seized
Solan, May 17 A fowl smell emanating from the truck reportedly attracted the attention of the police. The truck driver was signalled to stop the vehicle. As soon as the police started inspecting the vehicle, the driver and the cleaner made good their escape. The police found 300 crates of bear and 20 drums of concentrated spirit in the truck. The truck reportedly belonged to Rakesh Kumar, a resident of Transport Nagar in Ludhiana, Punjab. Efforts were on to arrest the owner of the truck and ascertain where the consignment was headed for. A case has been registered. |

Nirman Bhawan inauguration in June
Shimla, May 17 This was stated by PWD minister Thakur Gulab Singh while presiding over a meeting with senior officers to review the progress of the construction of the bhawan. He said the building was the first of its kind in the state that would use “solar-passive” technology. He said blocks A and B of the building had been constructed on a plinth area of 3,870 sq m. “On the completion of the building, all wings of the PWD would be shifted there so as to make it convenient for the public to get their work done,” he said. He directed officials to ensure that the bhawan had a guesthouse and a parking facility so that there was no inconvenience to the visitors. |
