Even 12 years after SC verdict, MC fails to take possession of land
Fatehgarh Sahib, April 16 The property measuring 4.19 canal, which was a part of the shamlat land of Brahman Majra village, was taken over by the MC. However, the villagers moved the court claiming that the land belonged to them. After losing the case in the lower courts, the villagers filed a petition in the apex court which also upheld the verdicts of the lower courts and ordered handing over of the land to the MC. This order was pronounced 12-years back. In the meantime, the disputed land was encroached upon by a brother of the then MC president. After the court order, the case was presented before the sub-divisional magistrate under the Public Property Act for handing over of the land to the MC. But, the council failed to take up the case on the regular basis and it kept lingering on for years together. However, about three years ago, one of the former MC councillors Harveerinder Pathak took up the matter and started writing letters to the higher-ups highlighting the reluctance on the part of MC officials in regaining the land. Following which, the matter was expedited and the SDM passed an order in September last year, asking the officials concerned to take the possession of the land by January 31 this year and file a compliance report. However, even today the land is in possession of the encroacher and the MC officials seem to be doing nothing in retrieving the land worth crores. Harveerinder Pathak alleged that MC officials were conniving with the encroachers and were deliberately delaying taking the possession so that in the meantime, the encroachers could exploit another legal loophole to retain the land. Executive officer of the MC Charanjit Singh stated that the matter had been settled and the MC would soon take possession of the land. He, however, failed to tell as to why, despite clear directives, the land had not been taken into possession by the MC. He reacted by saying that it was for the revenue department to hand over the land to the MC. Meanwhile, sources in the MC said though the land had formally been transferred in the name of the MC by the revenue department, but MC had done nothing to remove the encroachment from the land which means that it was still in the possession of the encroacher. |

Closure of road passing through Baradari Gardens
Patiala, April 16 Agitated over the construction of a “pucca” wall to prevent them from walking across Baradari Gardens on the road from Sheranwala gate to Leela Bhawan, a group of morning walkers and residents have alleged that certain powerful bureaucrats were hobnobbing with the hotel management and allowing them to violate the original plan with impunity. The original 4.5-acre hotel plan, according to highly placed administrative sources, cleared by the Punjab cabinet in 2006 had excluded a major portion of the main road and accordingly the residents were promised that a strip for pedestrians would be left intact even as the vehicular traffic would be stopped. The plan was allegedly changed later on. Rajindera Kothi, residence of the then crowned prince Rajinder Singh, was leased out to the well-known Neem Rana Group of Hotels for a period of 30 years for its conversion into a heritage hotel by the then Captain Amarinder Singh government in 2006. The contention of the residents, particularly a group of morning walkers, was that the ‘original plan’ was changed with the help of some “powerful bureaucrats” and that the main road of the Baradari Gardens was included in it afterwards. They also alleged that during the previous Congress regime, the hotel management had erected a ‘kutcha’ wall on the road but, now the same had been converted into a ‘pucca’ wall. On the other hand, highly placed sources in the administration said the agreement had envisaged leaving of a narrow passage for pedestrians on the main road and in front of the porch of Rajindra Kothi and that residents had been provided with an alternative route from behind the building. “We will look into the matter as we are not aware about the closure of the road,” said a senior official. Deputy commissioner D.S. Grewal was not available for comments. Morning walkers were seemingly not in a mood to give up their fight for opening up of the closed road. They have formed “Baradari Bachao Committee” headed by K.K. Sharma to pursue their point of view. “Emotionally, every Patiala resident associates himself with Baradari Gardens. What would be left of the historic gardens without its arterial road? We have decided to fight it out even if we have to go to the court. Besides, the closure of the main road would result into a great deal of inconvenience to one and all and the traffic situation would worsen. We are in the process of laying our hands on official records from the revenue department,” said Sharma. Another resident and morning walker Vinod Dhundia said the gardens was the only serene place left in Patiala. “What would we do if they snatch this patch from us with the help of their political or bureaucratic clout?” questioned Dhundia. Another resident Joginder Chadha said he failed to understand what the government wanted to prove by disturbing the peace of a place which was considered to be the lungs of Patiala. “It shows that they are not bothered to save the interest of the common man,” rued Chadha. |

Chandigarh, April 16 Most of the artistes stated that as the Punjabi film industry is facing a bad phase and if this policy would be implemented it would adversely affect the Punjabi film industry, which is already passing through a very bad period. They suggested that the government should frame such a policy, which would give incentive to the Punjabi film industry and help in its promotion on other parts of the country. They opined that there is a shortage of theaters in Punjab, and if tax exemption policy is implemented on all movies, it will ruin the screening of Punjabi movies in the theatres. They also expressed that on the other side exemption would promote screening of adult and low-grade movies in the state, which will also affect the culture of the state. While talking to The Tribune, Iqbal Dhillon, renowned Punjabi director, stated that approximately Rs 50 to 60 crore belonging to Punjabi film directors was at stake. If the Punjab government implemented this policy than low-grade films would be promoted. He suggested that the government should formulate a policy, which would benefit the Punjabi industry. |
