GMADA contractor booked for ‘encroachment’
Work on new Mohali-Chandigarh road comes to halt
Kulwinder Sangha

Mohali, February 20
Work by the Greater Mohali Area Development Authority (GMADA) on the new Mohali-Chandigarh road has drawn the ire of the railways that has got a GMADA contractor booked and a driver arrested for allegedly encroaching on the railway land and damaging its property.

With the registration of an FIR against the GMADA contractor, work on the 200-feet-wide road connecting Sector 48 in Chandigarh to Sector 65 in Mohali has come to a halt. This road will connect Chandigarh to the proposed airport in Mohali and ultimately touch the National Highway 21 (road passing through Kharar).

Sources said the public health wing of GMADA was carrying out the work of laying pipelines along the new road that was being constructed. The digging work was being carried out with the help of a JCB machine. But the work was stopped by the railway authorities who claimed that the pipelines were being laid in the area that belonged to the them. Moreover, a signal cable of the railways was damaged while digging the earth for laying pipelines. It is learnt that work at the Mohali railway station had got adversely affected for sometime after the signal cable got damaged. Following this, the railway authorities got an FIR registered against the contractor, arrested the driver and impounded the JCB excavator on February 16.

It is learnt that the driver has been released on bail but the JCB machine will be given back to the contractor only after the railway police presents a challan in the Ropar court. Sources said the railway authorities had told GMADA that about 15 ft of land along the railway line embankment in a stretch measuring about 500 metres belonged to the former but was being encroached upon by GMADA. It is learnt that GMADA had constructed the road near the General Reserve Engineer Force (GREF) complex along the railway embankment leaving very little open space. The 200-feet-wide road narrows down to only 80 ft near the GREF complex due to less availability of land. GMADA authorities are trying to find out whether GREF had encroached upon a part of the land in that stretch or not.

Chief engineer of GMADA Rajiv Moudgil said he had brought the matter to the notice of the chief administrator. He had also written to the estate officer and the land acquisition collector to sort out the issue related to demarcation.

GMADA chief administrator Vivek Partap Singh said the matter related to the registration of an FIR against GMADA contractor was brought to his notice today. He said the engineering wing of GMADA felt that they were working in the area owned by the authority while the railways claimed that the area belonged to it. The dispute would be sorted out after a demarcation was done.

Four more snatchings reported
Nakas, patrolling not helping

Ramanjit Singh Sidhu
Tribune News Service

Chandigarh, February 20
Snatching continues unabated in spite of intensified patrolling and anti-snatching nakas across the city.

Four incidents of snatchings were reported this afternoon, that, too, in broad daylight.

Even the arrest of two snatchers yesterday failed to act as a deterrent to miscreants, who have become bold enough to target victims in houses. So far, more than two dozen incidents of snatchings have been reported this month and about 50 incidents have been reported in the past one month.

It has put a question mark on the functioning of the police as most of the incidents have taken place from 10 am to 5 pm. This despite the fact that the description of the accused and the motorcycle used were the same and there was heavy presence of the police on roads.

The SSP held a meeting with his counterparts in Mohali and Panchkula and had decided to share information.

A police officer said as per information, a man with long golden hair is involved in a large number of snatching incidents. A miscreant with similar description struck at Sector 23-D this afternoon.

A Sector 23 resident, Rama, in her early 60s, reported to the police that a youngster pulled her gold chain when she was sleeping in the front yard of her house. She woke up with the jerk and caught hold of her chain. She also raised the alarm following which the miscreant fled. However, he managed to take away the locket. He sped away on a motorcycle on which his accomplice was waiting.

The victim noted down incomplete registration number of the motorcycle (CH-03-87--),which would be verified, said the police.

In another incident, two youngsters riding a black Bajaj Pulsar motorcycle snatched a gold chain of Manju Sharma of Sector 41-B at around 12 pm.

Similarly, Harjit Kaur of Sector 15-D lodged a complaint with the police that two youngsters riding a motorcycle snatched her gold chain from the same sector at 1.15 pm.

Sudarshan Kumari of Sector 10, Panchkula, reported to the police that two unidentified persons snatched her gold chain from near AP Chowk at 1.57 pm and sped away on a motorcycle.

Four cases have been registered in this regard.

Meanwhile, the police produced two brothers, Gautam and Sidharth of Sector 22, accused of snatching before a local court which remanded them in police custody for a day.

Later in the day, 58-year-old Santosh Kumari of Sector 41 reported to the police that a pedestrian snatched her purse containing Rs 3,000 and some documents in the market area in Badheri in Sector 41 at around 7.45 pm.

Police action against false snatching complaints
Tribune News Service

Panchkula, February 20
Two false cases of snatchings have come to light during the last couple of weeks in the region following which, the local police has started proceedings against the complainants.

According to the police, a milk vendor lodged a complaint on February 7 saying that three youths had robbed him of Rs 18,000 when he was returning home. He said the youths, who were in a Maruti car, took away his mobile phone also.

However, during investigations, the complainant was found using the same mobile phone, said the police. Later, during interrogation, it was found that the vendor, who was working in a showroom of a retail chain in Sector 16, had cooked up the story of snatching in order to usurp the company’s money.

In another incident of snatching in Sector 7, the complainant informed the police that the snatchers took away her purse containing a mobile phone and a few hundred rupees.

Later, the list of loss kept increasing and reached up to several lakhs as it was falsely reported that the complainant was carrying jewellery in the purse even as she was going to the market for shopping, said sources in the police. The motive behind the case seemed to derive benefits from the insurance company, apprehended the police.
