Cong explodes hard disk bomb
Shimla, December 14 In a detailed press note issued here today he pointed out that a certified copy of the contents recovered from the computer hard disk of the then Chief Minister ‘s office were placed in the Vidhan Sabha on December 22 ,2003, in which all information regarding recommendations had been provided. The recommendations running into over 200 pages pertained to 2,415 candidates and concerned Kangra Cooperative Bank, the State Public Services Commission, the State Subordinate Services Selection Board, Land Mortgage Bank, Regional Engineering College, Hamirpur, Agriculture University, the Health Department, the State Board of Technical Education and the State Road Transport Corporation. He said maximum number of 1,739 recommendations were made to the State Subordinate Services Selection Board and 192 to the State Cooperative Bank. The candidates were categorised as “very important” and “very very important” in the remarks columns in the data stored in the computers. He said as many as 58 relatives of Dhumal were given jobs in various departments, boards and corporations ignoring merit. In case of recruitment of clerks, 98 recommendations were made as per the data and cases framed on its basis were pending in court. The inquiry conducted by the government revealed that in the recruitment of art teachers interview sheets were tampered with. There were 205 posts for which 88 candidates were those whose names figured in the hard disk data and out these 21 were selected. In case of recruitment for Shastris, 51 recommendations were made out which 15 were selected. In case junior engineers (civil), 9 candidates were recommended out of which three were selected, for the commerce lecturer post 16 out of the 32 recommended candidates were selected, whereas in case of economics lecturer 12 out of 28 recommended candidates were selected. He further said the then private secretary to Dhumal in his statement had said the Chief Minister use to receive several requests for jobs on papers in which names, roll number and other particulars were mentioned. The Chief Minister then gave his remarks like “important”, “very important” and “very very important” on them. Legislators and ministers also sent recommendatory D.O notes. Dhumal’s own ministers and legislators had levelled serious allegations of corruption and nepotism against him. |
Uncertainty over exams
Dharamsala, December 14 Six vehicles were stranded in Shimla district, 10 in Kinnaur, seven in Sirmaur and five in Chamba. In order to avoid a clash with the poll dates, the board had postponed the dates of examinations of the winter session by three weeks fixing the new dates from December 24. More than six lakh students would take these examinations and approximately 5,000 teachers were to be deployed on exam duty apart from the supporting staff in 500 examination centres. Board chairman B.R. Rahi said he had faxed a letter to the Chief Election Commissioner for a direction to the returning officers to exempt the teaching staff from election duty so that the examinations were conducted in a smooth manner. He had also reminded the CEC of the latest Supreme Court directions not to deploy teachers on election duty. He demanded personal intervention of the CEC in this regard saying that this would be a step forward to save one year of the students. |
Sleet lashes Shimla
Shimla, December 14 Almost all mid and lower hills in the tribal districts of
Kinnuar, Lahaul Spiti, Chamba and Kullu experienced fresh intermittent snowfall, while rains lashed the lower areas of the state overnight. The city and the surrounding areas were lashed by sleet this afternoon. The sky was clear in the morning, but clouds started gathering as the day progressed, and by noon it was completely overcast. Sleet accompanied with snowflakes continued for about an hour and residents reeled under severe cold as the minimum temperature dipped to 0.1° C. The tribal areas were having moderate snow. The Hatu peak and Churdhar also had a moderate snow. In the last 24 hours Dhundi in Kullu district had 15 cm of snow, Patsio 11 cm, Solang Nullah 10 cm, Keylong 2 cm and Kalpa 17
cm. Rekong Peo, district headquarters of Kinnuar district, also recorded 15 cm snowfall. Sundernagar recorded 11.8 mm rain, Bhuntar 7.2 mm, Palampur 9.6 and Nahan recorded 6 mm overnight rain. The remote Pangi and Bharmaur areas in Chamba district have recorded over 30 cm of fresh snowfall. Meanwhile, telecommunications, electricity and water supply have also been disrupted in the tribal areas. |

Shimla, December 14 Chief spokesman and in charge of the party’s poll campaign S.K.Alok said here today that the BSP favoured allotment of projects through global bidding which would bring over Rs 3,000 as upfront premium. Moreover, the MoU route provided scope for corruption and favouritism which would ultimately put an additional burden on the common people in the shape a high cost of power. The Congress and the BJP had made all sorts of promises but their manifestos were silent about eradication of corruption, good governance and most importantly, resource mobilisation. |

CPM manifesto for Shimla
Shimla, December 14 Senior CPM leader Tikender Panwar demanded that the instead of opening a central university at another place, Himachal Pradesh University (HPU) which already has the requisite infrastructure should be given this status. The manifesto for Shimla lists issues like upgrading the Indira Gandhi Medical College (IGMC) to a PGI and AIIMS like institute. Pleading the case of the working class like porters and construction workers in Shimla, the CPM demanded that they should be issued a single identity card instead of over six. The manifesto also spoke about tackling problems like water shortage, parking, sewerage, roads and public transport. |

Kangra, December 14 C. Palrasu, SDM, Kangra, said today the flag march and patrolling of the ITBF personnel was to build the confidence of the voters so that they cast their votes freely. |

Dharampur YC chief, 7 others quit
Shimla, December 14 Jamwal said he along with seven other office-bearers, besides other party activists, have resigned from the party, which had fielded former SFI state president Chandershekhar from the constituency. They have sent in their resignations to state Youth Congress president and were now campaigning in favour of the party rebel candidate Natha Singh from the constituency, party sources said. They said the office bearers and activists would hand over their resignations to HPCC chief Viplove Thakur tomorrow. Meanwhile, Kullu Congress vice-president Dharam Chand has handed over his resignation to district president Bhuvneshwar Gaur.

Former MP joins Cong
Una, December 14 He remained MLA from Kutlehar from 1967 to 1972 as an Independent, from 1980 to 1985 as the Himachal Lok Raj Party MLA and represented the Janata Dal from 1990 to 1993. He was elected to the Lok Sabha from Hamirpur in 1977 as the Janata Party candidate. The Congress has claimed to have cut into BJP candidate Varinder Kanwar's Rajput vote-bank in the Kutlehar constituency with Ranjit Singh's entry into the party.
