Teachers oversee construction work
Tribune News Service

Udhampur, September 8
Most of the schools in Udhampur district have been affected by shortage of teaching staff. Now directions by the authorities to involve teachers in other activities, have worsened conditions.

Apart from teaching, the teachers have been assigned the task of supervising construction of school buildings in their areas. Under the Sarv Shiksha Abhiyan additional buildings are being constructed in the district, especially in rural areas. Instead of giving responsibility to construction agencies, the Education Department has assigned the job of supervising these constructions to the teachers.

“We are already facing shortage of teaching staff. Now a teacher from every school has to be deputed to head the Village Education Committee (VEC) for supervising construction activities,” complained the headmaster of a high school on the condition of anonymity. He added, “due to this new assignment, studies in many schools have been affected”.

Chief education officer (CEO), Udhampur, Vijay Mohan Raina admitted teachers had been appointed as conveners of committees meant for constructing school buildings. He, however, said it would not affect functioning of any of the schools. He said, assistant engineers and junior engineers of the departments concerned were also involved in constructing these buildings.

Over 1,300 posts of teacher are vacant in different schools of the district. It is all due to the un-availability of teaching staff that cases of students dropping-out of schools have been increasing every year.

Srinagar, September 8
Lord Alderdice, former speaker of the Northern Ireland Assembly and member, Independent Monitoring Commission, Northern Ireland, currently on a visit of the Valley, called on Chief Minister Ghulam Nabi Azad here this morning. He was accompanied by Radha Kumar of Jamia Millia and the Delhi Policy Group.

The Lord evinced interest in the dialogue process and development initiatives taken by the government in Jammu and Kashmir.

He informed the Chief Minister he had worked for 11 years as leader of a political party in Ireland engaged in dialogue, which ultimately resulted in peace there. Azad told the visiting parliamentarian the central government and the state government were pursuing a three- pronged strategy to address the problem. He said the process of reconciliation and dialogue had been initiated with Pakistan, which was on the right track, but for the internal situation in the neighbouring country, leading to a temporary setback to the process.

He said so far as India was concerned everything was in line including visit of the Prime Minister and the foreign minister to Pakistan. However, he said following the situation in the aftermath of sacking of the Chief Justice and the resultant political uncertainty in Pakistan, the dialogue process between the two countries suffered a setback.

He hoped to pick up threads from where these had been left before March this year, adding Pakistan’s cooperation was very crucial for lasting peace in the region.

The Chief Minister informed Lord Alderdice t along with opening the channel of peace and reconciliation with Pakistan, the government had started dialogue with political parties and groups in Jammu and Kashmir. He said Prime Minister Manmohan Singh himself chaired three roundtable conferences in which all political shades of the state were represented. He said the Prime Minister also constituted five Working Groups to address various issues relating to good governance, centre-state relations, travel across LoC and people- to -people contact, balanced economic development within the state. He said the talks were also started with separatist leadership in the state to address the problem.

Lord Alderdice appreciated the three-pronged strategy adopted by the government to address the Kashmir problem.
