Police probe into the reasons behind the blast in a tourist bus yesterday at the Shalimar Gardens remains inconclusive.Death toll of the blast has risen to seven today. "We can't rule out any possibility. The forensic report will confirm the nature of the blast," IG, Kashmir, S.M. Sahai said.

Chief Minister Ghulam Nabi Azad has said his government had brought local officers on the centrestage of policy and decision making, and for the first time in the history of the state local officers were holding 90 per cent key positions in the administration. Azad was addressing a one-day convention of the KAS Officers Association here today.

Police probe into the reasons behind the blast in a tourist bus yesterday at the Shalimar Gardens remains inconclusive.Death toll of the blast has risen to seven today.

"We can't rule out any possibility. The forensic report will confirm the nature of the blast," IG, Kashmir, S.M. Sahai said.

Most of the killed are from Gujarat who had come here to offer prayers at the Hazratbal shrine. A woman,who was standing near the bus, also died.

The state administration has sent the bodies of five victims, 13 injured and their 60 attendants to their state by a special Air Force aircraft.

Briefing reporters at the airport, divisional commissioner Mehboob Iqbal said out of the 22 injured, three needed major operations while four were discharged after first aid.

A low-intensity blast had caused the casualty when the bus carrying 25 tourists had returned from the shrine and reached Shalimar, a tourist spot.

Though it is not sure if it was a militant attack, the administration has lodged tourists staying in private houses in a hotel.

Key govt positions with local officers

Chief Minister Ghulam Nabi Azad has said his government had brought local officers on the centrestage of policy and decision making, and for the first time in the history of the state local officers were holding 90 per cent key positions in the administration.

Azad was addressing a one-day convention of the KAS Officers Association here today. He said they had been given more responsibilities to perform and come up to the expectations of people.

Azad said his government had involved local officers in the decision-making process, assigning them key positions.

He said the post of chief secretary and director- general of police were both held by local officers today. He said for the first time, 19 out of 22 district development commissioners in the state belonged to the state. Earlier, he said the case was reverse. Similarly, hardly a secretary to government level local officer was seen in the civil secretariat but today there were 27 local IAS and KAS officers holding the position of financial commissioner, principal secretary and secretary to government. He said last year only six important departments like education, tourism, housing and urban development and health were given under the independent charge of local officers. He said in the police department also local officers hold important positions today.With this scenario obtaining in the civil and police administration, the Chief Minister said local officers had to prove their mettle and deliver.

On the demands made by the association,the Chief Minister said he had instructed the chief secretary and the GAD to stop posting of non-cadre officers on cadre posts. He said the issue of common seniority for the KAS was under consideration of the government.

Thousands of unemployed youths from the border districts of Rajouri and Poonch protested against the Army for not allowing them to participate in the recruitment rally held by it here this morning.

Eyewitnesses said immediately after the two-day Army's recruitment rally for on-the-spot recruitment in the defence force started at the ALG ground here this morning, thousands of youths aspiring to join the Army protested against the local Army authorities for not allowing them to take part in the recruitment.

"The protesters raising anti-Army slogans also smashed windowpanes of some of the civil and Army vehicles at Gujjar Mandi Chowk and disrupted the traffic for hours together. They also tried to march towards the deputy commissioner's office but were stopped by police personnel who used force to disperse the protesters", eyewitness added.

The protesting unemployed youths alleged that the Army authorities were not allowing them to participate in the recruitment even though the Army had not fixed any criteria for the recruitment.

"They (Army authorities) had not fixed any eligibility criteria for recruitment, but when I reached the venue for measurement the Army authorities told us only matriculate aspirants will be measured", said Liyakat Ali, an aggrieved candidate and resident of a border village in Nowshehra. "They should have notified this criterion also, but they didn't do it. We feel deceived by the Army authorities".

Defence spokesperson (9, 16 Corps) Col S.D.Goswami refuted the charges and termed these baseless. "We,in our notification, had clearly mentioned the eligibility criterion,” he said.

A group of militants this morning killed a young schoolteacher after keeping him hostage for the night in a remote village of Ramban district.

Reports reaching here said militants on Sunday night kidnapped Mohammed Abdullah, son of Kaka Gujjar, of Sumbhar village, and his body was found this morning at Sanchar Top. The deceased was a teacher in a higher secondary school and preparing for civil services examination. It is believed he was killed for opposing the diktat of militants active in the Ramban area. Superintendent of police (SP), Ramban, Basant Rath said a hunt had been launched to nab the militants.

According to another report, a soldier was killed in an encounter with militants in Doda district early morning today.

Arms, ammo recovered from Ojhan area

Rajouri,July 30
Security forces recovered arms and ammunition from the Ojhan area in Saaj, here on Sunday.

A defence spokesperson said, on a tip-off, troops of 48 Rashtriya Rifles (Garhwal Rifles) under the aegis of Romeo Force recovered arms in the general area of Ojhan,
south of Saaj.

The spokesperson informed that the arms included one electric IED, 1 kg RDX, two Chinese hand grenades, four UBGL grenades, assorted ammunitions and other war-like stores.

Mufti invited to Global Leaders Conference

The PDP patron and former Chief minister Mufti Mohammad Sayeed has been invited to address the Global Leaders Conference in the USA, which is being hosted by the former US defence secretary, William S. Cohen from September 14 to 16 this year under the aegis of Howard Gilman Foundation.

A select group of 40 leaders from government, politics, diplomacy, policy making, military, academia, media and business from India and the USA will participate in the three- day event at White Oak Florida to deliberate on the future of Indo-US relations. The objective of the conference is to provide a platform to the global leaders to discuss their perspective on key current and emerging regional, global, security and cultural issues, a PDP spokesman here said.
