Forum restrains PSEB from replacing old meters
Jalandhar, June 7 The forum granted an ad-interim injunction after counsel for the five residents of the colony gave an affidavit that there were no rules or guidelines laid for the purpose. The complaint has been lodged by Naresh Chawla, Balbir Singh Uppal, Ashutosh Ohri, Ashwani Gandhi and Kanwar Singh. The complainants said at the time of installation of the meters, PSEB officials had said these be put near the main gate so that these could be easily accessible to the officers of the PSEB for checking and recording consumption for issuance of energy bills. But on June 1, a few officers visited the premises and started removing the meters. Even as the PSEB officials could not show any order, however, claimed that they had received verbal orders from their officers. When the residents resisted, the visiting officials referred the name of SDO Naresh Sharma. The residents then approached the office of the SDO and told them that these were ordinary electric recording meters and they were not tampering with these. The SDO told them that he had got verbal instructions from the chief engineer (north) on the matter. The residents tried to approach the chief engineer but he was not available and his PA told them that these were verbal orders passed by the member of the board. The residents contended that the PSEB was a statutory body and the officers were supposed to work within the bylaws, regulations, instructions and circulars issued from time to time and are not supposed to work just on verbal instructions affecting public at large. |

Begging menace plagues Phagwara
Phagwara, June 7 The situation is worst at the traffic signals. The moment any vehicle stops at the red signal, little boys and girls, sporting unkempt hair and wearing shoddy clothes, come running towards it. Pulling out a dirty rag, they start cleaning the windscreen of the vehicle and at the same time asking for money. However, it becomes dangerous when some beggars, unable to walk, either crawl or move with the help of a platform suddenly appear on the road. These are often invisible to the drivers. Says Preet Singh Bajwa, “I had the worst experience of my life at the signal with these beggars. As I was about to move a beggar suddenly appeared on the road from nowhere”. A few months ago, the police had launched a campaign against beggars. They were picked up and put in jail, though not as prisoners. However, it was a temporary measure as the state neither had any plan to rehabilitate the beggars nor any place to keep them. Further, the state does not even have means to employ them. The only solution to put an end to this problem is to crack down the masterminds that run the racket of begging. “We have to get to the root of the problem. The root is poverty and migration of people from states that have been facing drought for couple of years now. A long-term plan has to be formulated by putting heads and resources together to solve this social menace,” says Prof Joginder Singh. |
