Congress irked over delimitation of wards

Irked over the “pick-and-choose” policy adopted by the SAD-BJP government in Punjab in the ongoing process of delimitation of wards in the city, the District Congress Committee (DCC-I) has flooded the offices of the municipal corporation commissioner and Punjab Local Bodies Department secretary with over 40 complaints.

A three-day national conference of All India Agriculture Workers’ Union ( AIAWU) concluded here on Tuesday with a resolve to strengthen the organisation for waging a war against the economic and social exploitation of farm labourers.

Constable nabbed taking bribe
Jalandhar, June 5
The Vigilance Bureau (VB) nabbed constable Satnam Singh red-handed while taking bribe from Asha Rani of Kohala village here on Tuesday. In a press note issued here, Vigilance SSP Dibagh Singh Gill stated that the constable posted at Maqsoodan police station was nabbed by a bureau party headed by DSP Tarsem Singh after a complaint was received from Asha Rani.

Irked over the “pick-and-choose” policy adopted by the SAD-BJP government in Punjab in the ongoing process of delimitation of wards in the city, the District Congress Committee (DCC-I) has flooded the offices of the municipal corporation commissioner and Punjab Local Bodies Department secretary with over 40 complaints.

The crux of most of the complaints is that the delimitation is being customised in such a way by the authorities concerned that it suited only the leaders of the SAD-BJP combine in respect of the forthcoming civic body elections. The Congress has also objected to the constitution of a board for implementation of the delimitation process towards its conclusion. It has alleged that in place of rotation of wards the authorities had preferred repetition in the case of a large number of wards.

“What is the fun of constituting a board or committee when the last day for filing of objections expired today? Is this board going to prepare a new draft for delimitation of wards all over again? Moreover, justice is being denied and in place of making things simple intricacies are being added just to make the proposed wards suit the needs of the SAD-BJP alliance. We won’t allow them to do so in any case,” DCC (I) president Arun Kumar Walia asserted.

He said the DCC not only filed objections about the “discrepencies” in the process but also held a meeting today to discuss the issue. Congress leaders, including Varinder Sharma, Kamal Sachdeva, Kailash Khanna and Manjit Walia, also participated in the meeting.

Arun Walia alleged that certain wards with just about 10 per cent SC population have been reserved for the SCs, while there are some wards which had been made general wards despite considerable population of the SCs. “Some wards have been constituted in a way that they have become a 2-3 km long strip. Ideally, wards should be compact and rotation of reservation should be practised. For example, ward 33 has a very little SC population, but it has been reserved for SC candidate ‘under pressure’ from the top. Pressure is also being applied by the prospective SAD-BJP candidates so that new wards could be tailor-made to suit them,” said Walia.

AIAWU to step up fight against exploitation

Nawanshahr, June 5
A three-day national conference of All India Agriculture Workers’ Union ( AIAWU) concluded here on Tuesday with a resolve to strengthen the organisation for waging a war against the economic and social exploitation of farm labourers.

More than 700 delegates from different states participated in the conference, which was inaugurated by CPM politburo member Brinda Karat on. P.Ramayya, national president, AIAWU, in his address, said the organistion has given a slogan --- Mazdoori & Maryada --- for mobilising farm labourers to fight for better wages and social status as the working class in India was not only economically weak but also has to face social discrimination on the basis of caste and religion.. The AIAWU is launching a crusade against the wrong economic policies of the capitalist political parties.

CPM politburo member S.R. Pillai said the National Development Council in its recent meeting discussed agriculture for the entire day, but there was no mention of farm labourers. “The members discussed issues like diversification, contract farming and capital intensive technology but did not talk about food security,” he added. The lopsided policies of the government would further aggravate the agrarian crisis in the country. Besides, it would increase scarcity of food grains, poverty and unemployment.

A.Vijay Raghvan, general secretary of AIAWU, while giving example of Doha talks, exuded confidence that the present situation both at international and national level was quite conducive for raising voice against communal policies. Due to the massive resistance, Doha negotiations had to be cancelled at international level. At national level, the Congress-led UPA government had passed laws like National Rural Employment Guarantee Scheme (NREGA), Right to Information Act (RTI) and Tribal Rights Bill ( TRB) under pressure from Left parties, he said.

Prominent among others present on the occasion were Hannan Mollah and Suneet Chopra, joint secretaries, AIAWU, Jagmati Sangawan, All India Secretary, AIDWA, Kashmir Singh Thakur, secretary CITU and others.

Environment Day: Painters go green

Jalandhar, June 5
Srijan, an NGO promoting art, organised a young artists’ camp in the District Administrative Complex to observe World Environment Day today.

Seven local artists got together to paint an 8 feet x 30 feet canvass on the topic. The painters, H.S. Bhatti, Bharat Bhushan, Amit, Harish Verma, Shelly Sharda, Sapna and Archana, depicted three stages on the canvass that included an ideal environment depicted by painting tall trees, flowers, small animals and birds, present condition resulting due to afforestation and future catastrophic stage in case everyone stayed
indifferent to the environmental changes.

Members of the NGO also distributed pamphlets on environmental awareness, said Srijan general secretary Anoop Kumar. He said the painting had been placed outside the SDM’s office so that visitors could take a glance at the piece of art and take a cue from it.

Similarly, the St. Soldier group of schools celebrated World Environment Day today. A massive tree plantation drive was launched from the St. Soldier School complex here by chairman Anil Chopra. It was decisded to plant 19,000 saplings in all the 24 schools run by the group, which would match the number of students.

Chopra said the environment was polluting day by day due to mindless felling of trees, lack of greenery around us and the increasing number of vehicles. He said every persons should plant at least 10 trees to help save environment.

Phagwara: The Phagwara Environment Association in collaboration with Madan Mohan Nayyar Memorial Trust today observed World Environment Day at Hotel Poonam. Speakers on the occasion laid emphasis on the depleting forest cover in Punjab. They said Punjab tops among the 10 states that have lost the forest cover as per the latest forest survey of India report. The speakers urged people to plant at least one tree in his or her life.

Hoshiarpur: Jullunder Road Welfare Society (JRWS) observed the World Environment Day here today. The members of the society promised to convert the Jalandhar road into welcome entry gate to Hoshiarpur by cleaning and greening it. Pardeep Gupta, an activist of Clean and Green Organisation said Deepak Mittal of Sonalika Group of Industries, had offered to build modern wash rooms on Jalandhar road for public convenience. The meet adopted the slogan 'Each One Reach One'.

In a press note issued here, Vigilance SSP Dibagh Singh Gill stated that the constable posted at Maqsoodan police station was nabbed by a bureau party headed by DSP Tarsem Singh after a complaint was received from Asha Rani.

The complainant approached the Vigilance Bureau alleging that the constable had threatened her to give him bribe, otherwise he would ask the Maqsoodan SHO to implicate her in a false case of smuggling of poppy husk.

An FIR under the Prevention of Corruption Act has been registered against him.

Man found murdered

The district police recovered the body of slum-dweller Raju, alias Saurabh, near Surya Enclave on the Amritsar-New Delhi National Highway number one on Tuesday morning.

A permanent resident of Bengal, Raju was living in a jhuggi near Surya Enclave. An FIR against unknown persons was lodged under section 302 of the IPC at police station number eight after sending the body to the civil hospital for a post-mortem examination.

The CPM (Pasla) activists staged a dharna for more than two hours followed by a rally at Tehsil complex here today showing dissatisfaction on the part of the SAD (B)-BJP government in not fulfilling the said promises made during assembly 
elections.

After coming to power, they said, both the ruling parties have forgotten about their promises relating to improvement in the working conditions of farm labourers, farmers, youths and employees. The protest was led by party secretary comrade Jodh Singh.

They demanded increase in the minimum support price of wheat to Rs 1,140 per quintal, waiving of all loans of the farmers who were under debts.

Atwal wants judicious use of funds

Lok Sabha Deputy Speaker Charanjit Singh Atwal directed the district officers for judicious and proper use of funds released for different centrally sponsored schemes.

Presiding over a meeting of the district vigilance and monitoring committee in the district planning complex here today, he reviewed the progress of the ongoing works of different centrally sponsored schemes.

Punjab education, law and vigilance minister Upinderjeet Kaur and deputy commissioner J.M. Balamurugan were present in the meeting.
