Panel clears Aravali thermal project

The Expenditure Finance Committee (EFC) of Delhi government has cleared seven projects, which include five projects of public works department (PWD) and one each of education and power departments.

The proposals were cleared today in an EFC meeting presided over by Delhi Finance Minister A. K. Walia.

Addressing mediapersons, Walia said the EFC had given its nod for construction of a 1500 MW coal-based Aravali Super Thermal Power Project at Jhajjar with an estimated cost of Rs 8,294 crore. However, Delhi would share an equity of Rs 622 crore in this project.

The cost of the project would be funded by equity or debt ratio of 30:70. Fifty per cent equity would be contributed by the NTPC and the rest 25 per cent each by IPGCL and HPGCL. Delhi has already released an equity of Rs 150 crore for this project. First unit of 500 MW would be commissioned within six months after start of the work and subsequent units at six months intervals.

The ministry of coal has arranged coal linkage from Mahanadi Coal Field Ltd, whereas the ministry of railway has conveyed its approval for long-term rail linkage from coal field to power plant.

Walia said that Delhi was facing acute power shortage. This shortage will further increase in coming years. Keeping this and the Commonwealth Games 2010 in view, it had been decided to give green signal to Aravali Super Thermal Power Project, the minister said. The power generated from this will be shared by Delhi and Haryana in equal proportion. This would go a long way in overcoming problem of power shortage.

Walia added that an amount of Rs 106.63 crore had also been sanctioned for upgradation of streetlights on PWD roads. The roads would be well-lit once uniform, modern and standardised lighting system is installed. For the first time, the project includes five-year comprehensive maintenance contract.

This will bring PWD roads to international lighting standards before the Commonwealth Games 2010.

He further said that a grade separator on GT Road Shahdara at Keshav Chowk near Shyam Lal College, Shahdara would be constructed at an estimated cost of Rs 93.22 crore within 33 months after start of work.

This grade separator would include escalator, subways and foot over bridges (FOBs) whereas elaborate provision of traffic diversion, electrical pump house and horticulture works would also be ensured.

It would benefit in terms of saving time and fuel during travel. It would also result in preventing loss of life due to accidents apart from providing smooth movement of traffic.

An amount of Rs 4.67 crore has also been sanctioned for construction of a FOB with ramps and escalators across Road No 63, Meet Nagar Delhi. The project would be completed within 10 months and ensure safe crossing of the roads by pedestrians.

The EFC also accorded its approval for construction of a service road near Shaheen Bagh from Jasola cut to Kalindi Kunj junction with an estimated cost of Rs 1.25 crore. The project would be completed within six months. An amount of Rs 2.40 crore has also been approved for construction of a two-lane bridge on old Agra Canal near Jasola village within an year.

An amount of Rs 2.15 crore has also been sanctioned for construction of 40 classrooms and staircases at Government Senior Secondary School at Mohan Garden within nine months after commencement of work.

The civic administration is now bombarded with illegal selling of LPG cylinders. They are bought from Delhi where they are relatively cheaper.

In the process of controlling the illegal supply of gas cylinders and black-marketing by the dealers here, the administration found that racketeers procure gas cylinders from the national Capital and sell them in Gurgaon at higher prices. This was brought to the notice of the Deputy Commissioner, Gurgaon, when he recently convened a meeting of the distributors of gas cylinders of various companies in the district in an effort to check black-marketing. A few distributors/dealers have also insinuated the collusion of some in the District Food and Civil Supplies department.

A few days back, following a tip-off to the office of the Deputy Commissioner, a raid was conducted on the premises of a couple of dealers and 15 illegal cylinders were seized in posh Palam Vihar area. Case under LPG Regulation of Supplies and Distribution Order, 2000, was registered against the accused. The City Magistrate, Gurgaon, has been assigned the task to probe if there is a regular and organised racket in the development.

According to reports, one full cylinder costs Rs 300

here. But it is sold at Rs 400 on the black market. Even on the black market, the consumers are made to go through hardships.

With the ever-expanding geographical expanse of Gurgaon city and continuous bulge in the population, the demand is on the higher side allowing scope for black-marketing and profiteering by the unscrupulous elements.

The administration has virtually waged a war against the black-marketing for the past few months. Several raids were made and illegal cylinders were seized. A number of persons were also booked.

As a start-up measure to minimise black marketing and illegal business, the administration issued a fiat to weed out 'dead connections' in the district. These include those connections where the actual consumer transferred the proprietary right of connection to others. After weeding out about 12,000 connections, the present tally of connections in the district stands to more than two lakhs. The district administration has now set June 30 as the deadline to the distributors to weed out any dead connections, failing which they would be subjected to rigorous terms of the law.

An elated Paras informs, “Despite my father being hospitalised just a few days before the board examination as he suffered from a minor heart attack, I have passed the board examination but it is due to the massive support I received from my principal and teachers who have been the driving force behind me.”

A beaming Paras further says, “I could not really afford tuitions as I belong to a poor family. Therefore, my school did everything for me, be it a fee concession or giving me extra classes and continuously monitoring my performance. Of course, my teachers have been instrumental in my successful performance.” Paras has chosen science in class XI and dreams of becoming an engineer.

Paras’s proud father, Kiran Singh Pundir, confessed, “I was very nervous about the examination result. Paras loves playing cricket and is good at rock climbing but he has been very weak at studies from the beginning though this has not deterred his confidence.”

He further adds, “Amity has really supported us with a full fee concession. We have always taught Paras to maintain a good balance between games and studies. I am especially grateful to the kind help we have received Amita Chauhan, chairperson at Amity, for all moral and monetary support and teachers of Amity who coached Paras day and night and even in summer holidays.”

Improve DTC: BJP

Criticising the decision of the Delhi government to increase the DTC bus fares, the BJP Delhi Pradesh president Dr Harsh Vardhan today said that if the government desired it could save the people of Delhi from the burden of increase in the bus fares by improving the management of DTC.

"It could also provide relief to the auto-rickshaw and taxi drivers by reducing tax on CNG. It has shifted its burden on the general public," Harsh Vardhan said.

He said that during the tenure of Sheila Dikshit, the people had been given only the gifts of increase in taxes, price spiral etc. "She has already heavily increased the price of milk, parking fee, power, water, property tax etc. After coming to power for the second time she has become despotic and anti-people. Every citizen of Delhi has suffered during her tenure," he alleged. He further said that the cabs carrying school children should be given heavy exemption.

The BJP Pradesh president said that the DTC had 34 depots and about 3,500 buses. The corporation had also a large number of manpower available with it for running such a big system, he added.

"This department is unable to utilise about 30 per cent of its manpower due to inefficiency. It is suffering losses continuously due to corruption and red-tape in the department, whereas the private bus operators are earning heavy profit every year.

The government could fully utilise the available manpower by doubling the strength of buses. The losses could also be wiped out by it," he claimed.

He said the BJP had always demanded from the Delhi government that it should drastically change the transport system of Delhi. "It should fix the accountability of management. It should bring transparency in the department and end corruption, but the government did not consider it and the Chief Minister and the transport minister found out an easy option of increasing the bus fares due to which the common man will suffer," Harsh Vardhan alleged.

PG programme in cardiology

Middlesex University, London, and its collaborative partner, Rila, have launched a postgraduate training programme in cardiology, equivalent to its UK counterpart, in India. A joint faculty of UK cardiologists, including Dr Roxy Senior, and prominent Indian cardiologists Professor Jagdish Mohan (Ridge Heart Centre) and Dr Ravi Kasliwal and Dr Vinayak Agrawal (Escorts Heart and Research Institute) delivered the introductory workshops in Delhi. Dr Nick Bhatia, consultant cardiologist from Chandigarh also graced the occasion.

This one-year programme, which provides knowledge and clinical skills training, leads to expertise to practice in non-invasive cardiology. The syllabus is similar to the UK but contains specific material on needs for the Indian health community, in particular Rheumatic Heart Disease and Congenital cardiological disorders. The postgraduate training programme leads to an award by Middlesex University after satisfactory performance during the course and also an endpoint examination. Doctors who are successful in this programme have an opportunity to progress to a formal MSc in cardiology.

AIT-Michigan varsity tie-up

Police chief assures lawyers of action

About seven cases of theft took place in the houses of lawyers in the district in about two and a half months.

The district police chief Hanif Qureshi today assured the lawyers that the culprits would be brought to book.

He assured the lawyers in a specially convened full house meeting of the District Bar Association.

The meeting had a one-point agenda to seek the view of the district police chief on the action taken in the theft cases.

The lawyers pointed out that in some cases, they were also attacked at the time of theft in their residences.

The lawyers expressed worry over one theft incident that took place in a residence in Civil Lines, just next to the residence of the district police chief.

The lawyers also mentioned the spate of robberies and burglaries in various parts of the city. The pledge of Chief Minister Bhupinder Singh Hooda to provide 'fear-free' environment to the people of the state was also called in question.

They also alleged that the officers trusted by the Chief Minister and posted here were not discharging their duty properly.

The district police chief assured the lawyers of action in the theft cases and also committed that they would be handed over to the Crime Branch for follow-up action.

The move of the District Bar Association has come in for praise from the general public as cases of burglaries, thefts and other petty crimes are alleged to be on the increase in the city.

The office-bearers of the Bar Association said that the district police chief has been urged to show concrete follow-up results in 10 days in the theft cases in lawyers' residences, failing which they would again meet him on the issue.

Govt schools lose admission race

Despite an improvement in the board examination results of schools run by the state government, only about 57,000 students have taken admission in the government schools in the coming academic session. The figure includes just over 200 students per school for the classes between Class VI and XII.

There are 267 government schools of middle, high and senior secondary levels in the district at present. The breakup comprises 105 middle schools, 90 high schools and 72 senior secondary schools. The figure is below expectations despite an overall improvement in the results of the board examinations this year and the measures taken by the state government to improve the educational infrastructure.

For the first time, education through satellite (EDUSAT) has been launched in several schools and the process of raising the required infrastructure is on in the remaining schools, including the primary level institutions.

"The move by the state government in the past two years to put a special focus on the education sector by unleashing some of the new schemes was undertaken to check the falling standards of education in the government schools," said an office-bearer of the Abhibhawak Ekta Manch here.

This would improve the image of the government schools, which had nearly lost to the private schools having no proper infrastructure and had been considered as just teaching shops, he claimed. However, he added, the figure of the fresh admissions this year had not been very encouraging. He blamed teachers for the low turnout, saying that it could be due to the lack of involvement.

Govt plans kitchen gardens on roof-tops

The Delhi government has said it would look into the feasibility of setting up roof-top kitchen gardens on buildings in the National Capital Territory of Delhi to tap the full potential of agriculture.

The successful examples of roof-top kitchen gardens in many cities would be studied for exploring its implementation in the national Capital, Delhi Chief Minister Sheila Dikshit said at the National Development Council meeting here.

She said high-tech and precision agriculture as in Israel was expected to bring in manifold increase in productivity.

Sheila said that in view of the declining and stagnating role of traditional crops in the Capital, the government had been placing stress on diversification by way of shifting to horticulture, floriculture and vegetable crops.

This diversification policy has already resulted in bringing around 5,400 hectares on land under floriculture as against a target of 5,500 hectares for the entire 10th Five Year Plan, she said.

Delhi government would encourage the present trend of diversification into horticulture and floriculture in a big way with an aim to capture the export potential.

The government is also proposing to promote cultivation for medicinal plants for which the Rajkiya Ayurvedic Sansthan has been set up in Najafgarh that will have teaching and research facilities.

The Delhi Chief Minister also suggested to the Centre to look into the possibilities of doubling and tripling the average yields or major crops to reduce pressure on scarce land and water resources. This would also help in utilising less fertile areas for other purposes, she said.

Meditation course in Tihar

A 10 days 'Art of Living' Meditation course has started in Jail No. 4 of Tihar from May 28.

In this course, 56 inmates, including 27 Pakistani national, are participating.

The Art of Living has organised 15 courses, including three advance courses, in the last three months and around 800 prisoners have been benefited from these courses. The meditation is the tool used by the prison administration to change the thinking process of a prisoner from negativity to positivity.

The Art of Living consist of the paranayama, yoga, meditation and 'sudarshan kriya', a powerful breathing technique.

This helps the prisoner to make clean his inner self and to accept the situation to make a better life.

Inspite of constraints of resource and overflowing prison population, the jail administration strives hard to meet the twin-object of safe custody and reformation of prisoners.

The society at large has a big stake in reforming the large number of prisoners so that when they come out of prisons, they are no longer a threat to peace and tranquility of the society.

This concern of the society is best manifested in the commitment of enlightened individuals and groups, who have taken upon themselves the task of contributing to the process of reformation by working on these prisoners in the prison voluntarily.

The voluntary nature of this work carries the stamp of conviction, sincerity and involvement and is reflected in terms of warm response from prisoners to these voluntary efforts.

Govt to approach PMO for tunnel

Delhi government has decided to approach the Prime Minister's Office to put back on track its ambitious plan of constructing a tunnel connecting the Games Village in East Delhi and the Nehru Stadium.

The project was stalled in the wake of protests from heritage experts and conservationists who contended that it would cause vibration in the area, causing damage to Humayun Tomb.

"We have decided to move the PMO to look into the feasibility of the project. We are sure of getting PMO's approval for the project," Delhi PWD minister A K Walia said.

He said the 1.7 kilometer road-cum-tunnel project would be first of its kind in the country and would be a shortest route for the players during Commonwealth Games 2010.

The project was approved by the Delhi Cabinet to ease traffic flow from East to South and Southwest Delhi, reducing travel time from national highway number 24 to Lodhi Road from 25 minutes to eight minutes.

The project was proposed to start from National Highway-24 intersection on Ring Road to pass through Indraprastha Park, Sunder Nagar nursery, Neela Gumbad and then end at Lodhi road near the Nehru Stadium.

However, following objections from the Archaeological Survey of India and later by Delhi Urban Arts Commission, the Rs 600 crore project has come to a naught.

CM lauds role of minorities panel

Delhi Chief Minister Sheila Dikshit appreciated the programme of "Delhi Minorities Commission at your doorsteps" and formation of Sadbhawna Committee to meet minorities in various areas of the Capital.

The programme will be launched from June 9. Commission members will visit different areas of Delhi in rotation at least once a week. There will be four such meetings in a month. The first meeting will be held in Fatehpuri mosque where the commission will meet one hundred members of Muslim community, newly appointed chairman of the commission, Kamal Faruqui said.

At a meeting with the Chief Minister, Kamal told her of his vision to make the commission minorities-friendly. It will make minorities aware of various benefits available to them. The Centre and state governments have launched various schemes for minorities but they are not aware of them. The Delhi State Minorities Commission will take up this job.

The Delhi Tourism and Transport Development Corporation (DTTDC) made a presentation of the Yamuna revitalisation project to Haryana Chief Minister Bhupinder Singh Hooda.

Apprising the Haryana Chief Minister of the project, the CMD of the DTTDC Sanat Kaul said that this project would help in addressing the problem of water shortage in the national Capital, Haryana and Uttar Pradesh. Besides, it will enhance the tourism potential of Haryana and Delhi.

He said that under the project, mega reservoirs would be built on the Yamuna and Hindon rivers and by using the monsoon flows, water storage would be increased.

The CM appreciated the project and asked the CMD of the DTTDC to examine the feasibility of the project for its implementation in Haryana.

Kabootarbazi accused brought to Delhi

Rasheed Ali, the prime accused in the human trafficking scam involving Bharatiya Janata Party MP Babubhai Katara, was today brought to the Capital for further questioning.

Rasheed was brought from Hyderabad in Rajdhani Express here around 7 am. His presence was sought for further probe into the well-organised international human trafficking scam, said deputy commissioner of police, Crime, A S Cheema.

"We will seek his police custody for at least 10 days. He was involved in arranging clients for Katara along with two other agents who were arrested here in April," he said.

Rasheed's name came up during investigations in trafficking scandal, which came to light on April 18 with the arrest of Katara at the Indira Gandhi International Airport while he was trying to smuggle out a woman and boy to Toranto on the passports of his wife and son.

At a time when home loan rates have soared, one of the construction companies, Samiah International, has launched a housing project in the NCR with an innovative scheme to lessen the burden of the buyer.

The project named 'Samiah Garden City' at Hapur in Uttar Pradesh has been launched by the company with an assurance that the company would pay loan installment until flats are handed over to the customers.

The company, in a press note here, said this had been done to save the end-user from the burden of paying rent and bank installments simultaneously.

Since this project is located about 40 kms from Delhi, the company has decided to operate chartered bus service from project site to Delhi border and Noida, besides Ghaziabad for the benefit of the residents, the press note added.

New Delhi, June 1
The North-West district police today claimed to have arrested two drug peddlers - Abdul Wahab (30) and Mohd Anis (23) from Shalimar Bagh area and seized 44 kg of ganja from their possession.

Following a tip-off, when a TSR vehicle was signalled to stop, the driver, later identified as Abdul Wahab, tried to escape but the vehicle was intercepted after a brief chase. During search, two iron boxes containing ganja were found. The iron boxes were bearing a fake name of Army sergeant S K Gupta.

Fire in factory

New Delhi, June 1
A fire broke out in a South Delhi plastic factory in Okhla yesterday morning.

The fire, which broke out in the basement of a building in Okhla B Block where some papers were stockpiled, soon spread to the ground floor housing the plastic factory, according to the fire brigade. — OC
