Ram, executive director of the FCI, from the clutches of the terrorists, who kidnapped him in the Northeast last month.

The government has no immediate plan to cut down on the strength of the Army deployment in Jammu and Kashmir even as it believes that the militant activities have reduced, minister of state for defence M. Pallam Raju said here today.

Things have improved, but a lot still needed to be done before the normalcy returns, he said. He added that till then the strong deployment of the armed forces would continue. Raju was here for the concluding ceremony of a national integration camp of NCC cadets,who had assembled from across the country.

He admitted that the heightened vigilance and work on the part of the forces were taking its toll on them, as the troops and at times officers had turned the gun on their colleagues or themselves in depression or anger. But, he said, the ministry was taking remedial measures.

“The Institute of Psychological Research, which functions under the Defence Research Development Organisation, has concluded a research on our behest and we are in the process of implementing its recommendations,” he said. The recommendations include more leave and the practice of de-stressing techniques like yoga for the troops.

He also announced on the occasion that the ministry would be taking immediate measures to absorb 3,000 students of the state out of the 5,000 waiting to be admitted to the NCC. The NCC, he said, had not been able to admit all willing students due to the shortage of instructors. “We are considering to use the services of retired officers, but a final decision was yet to be taken”.

He called upon the youth to join the NCC as it would bring an element of discipline in their lives, increasingly getting influenced by all-pervasive technological and entertainment evolutions.

Army diesel seized from shop in Rajouri

The Rajouri police has seized 150 litres of diesel of the Army from a shop here. It has registered a case against the shop owner.

The police said the shop owner had managed to get the diesel from the Army at throwaway prices and was selling it in open market.

It said on a specific information, a police team led by station house officer (SHO) Zakir Shaheen Mirza raided a shop in the Gambhir Brahamana area on the outskirts of Rajouri town and seized 150 litres of Army diesel from the shop of one Bittu Sheikh.

It said the police team arrested an employee of the shop. However, the main accused was still at large.

This is not an isolated incident wherein the Army fuel had been seized from a local shopkeeper in the border districts of Rajouri and Poonch.

Earlier, on March 26 the police seized 300 litres of diesel from a house in Kaller village here and had arrested two persons selling the fuel meant for the Army.

The police sources said during investigations the accused had divulged the names of Army units from where he had purchased the fuel.

Defence spokesperson Col S.D. Goswami told The Tribune that the Army was yet to receive a formal complaint from the local police in this regard. “Once the formal complaint is received, we will extend full cooperation to the police in the investigations”.

Army jawan sentenced to death

In a second case within two months, an Army court has sentenced a 20-year-old soldier to death for killing his senior officer at Udhampur, which is the headquarters of the Northern Command of the Army.

According to Lt-Col S.D. Goswami, spokesman for the defence ministry, the Centre today confirmed the death penalty of sepoy Satyam Kumar, who belonged to the Signal Regiment. He was awarded the death sentence on May 18 by the summary general court martial.

Satyam Kumar, who hails from the Ara district of Bihar, fired 18 rounds at havaldar Padma Ranjan L. of Kerala killing him on the spot on October 28 last year. Sepoy Balwant Singh was also wounded during the indiscriminate firing.

Earlier in March this year, an Army court awarded death sentence to sepoy S.C. Behra for killing Lt-Col Saket Saxena at Srinagar.

It is worth mentioning that incidents of suicide and fratricide among Army and para-military force personnel have considerably increased in Jammu and Kashmir.

CRPF SI booked for kidnapping girl

Udhampur, May 25
The Bhaderwah police today booked a sub-inspector of the CRPF for kidnapping a minor girl of Bhaderwah.

According to the police, one Rajinder Kumar of Vasuki Dera village of Bhaderwah lodged a complaint with it that sub-inspector, CRPF, Sunil Kumar had kidnapped his minor daughter Anita Devi. Sunil Kumar is deployed in Srinagar.

Rajinder Kumar said the accused came into his house on May 23 and abducted his daughter.

Following Rajinder’s complaint, the police registered a case against the accused.

According to SHO, Bhaderwah, Ajay Jamwal, a special police team has been constituted to trace the kidnapped girl.

Teacher booked

The Udhampur police has finally registered a case against a teacher for allegedly giving severe punishment to a Class X student, who was rendered speechless after he fell unconscious. Student Mohan Lal of Sira village has been admitted to the Udhampur hospital while accused teacher Om Parkash, a lecturer in chemistry, is reportedly absconding.

Irfan Ahmed, SHO, Latti, told the Tribune that a case had been registered against the teacher for severely beating up the student after his parents formally lodged a complaint at the Latti police station.

Ram, executive director of the FCI, from the clutches of the terrorists, who kidnapped him in the Northeast last month.

Working at the godowns of the FCI throughout the state came to a grinding halt as not a grain was received or dispatched. The employees held a meeting under the chairmanship of Daljeet Singh Raina, president of the FCI Staff Union. — TNS
