Self-rule document to be publicised: PDP

The People Democratic Party (PDP) will soon publicise its document on self-rule that “lays out the broad road map” for the amicable settlement of the Kashmir issue. This was announced by PDP patron and former Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed at a public meeting at Bandipore, 57 km from here, today.

Centre clears Rs 25-crore trade centre
Srinagar, May 14
The Centre has approved the setting up of an India International Trade Centre (IITC) on 45 acres at Pampore, near here, at a cost of Rs 25 crore. Of the total expenses, Rs 15 crore is to be provided by the Centre and Rs 10 crore by the state government.

The security forces today shot a self-styled section commander of the Lashker-e-Toiba (LeT) in Jammu and Kashmir’s Doda district, officials said.

  Self-rule document to be publicised: PDP

The People Democratic Party (PDP) will soon publicise its document on self-rule that “lays out the broad road map” for the amicable settlement of the Kashmir issue. This was announced by PDP patron and former Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed at a public meeting at Bandipore, 57 km from here, today.

“The self-rule, when implemented fully, will not only address the basic grievances and aspirations of the people of the state, but also outline the incentives and instruments for resolving, both internal and external dimensions of the issue,” he added. The proposal, besides taking care of the political and constitutional concerns of the people, also accorded the highest priority to its economic rejuvenation in proportion to the legendary place it has in South Asia as a medieval business hub.

The Mufti said the most striking feature of the self-rule was its emphasis on a space of dignity and opportunity for the people of this trouble-torn state. The people in general and today’s youth in particular had immensely suffered because of the continuing conflict, he added.

Rejecting the basket-case perception of the state, he said given its rich natural and human resources, the state’s economic distress was more because of a conspiracy of circumstances than the lack of developmental inputs. He opined that the state would “come out of the shadows of economic isolation” providing younger generation a level playing field for the much-needed growth.

Reiterating his party’s stand on declaring the state a free-trade zone, the Mufti said as a logical corollary to the increased accessibility to the state by the rail, road and air transport and opening of trans-LoC movement of people and goods, this becomes even more practicable and full of opportunities. The PDP’s vision of a politically stable, economically viable and self-reliant state could be converted into a reality with a joint and concerted effort by the Union and the state governments, he added.

  Centre clears Rs 25-crore trade centre

The Centre has approved the setting up of an India International Trade Centre (IITC) on 45 acres at Pampore, near here, at a cost of Rs 25 crore. Of the total expenses, Rs 15 crore is to be provided by the Centre and Rs 10 crore by the state government.

Chief Minister Ghulam Nabi Azad stated this on the occasion of an award-giving function organised by the Kashmir Chamber of Commerce and Industries at SKICC here yesterday. He said a proposal in this regard had been consented by union minister of state for commerce Jairam Ramesh, who was also present on the occasion.

The union minister during his two-day visit to Jammu and Kashmir met the Chief Minister and approved the proposal for the participation of Jammu and Kashmir in the international fairs being organised in Dubai, Trafalgar and Melbourne. The minister sanctioned Rs 1 crore each for these international fairs. The minister also approved the proposal for organising an Expo of Kashmiri carpets at Dallas in the USA for which Rs 2 crore was sanctioned. The Chief Minister said Kashmiri carpet exporters had an opportunity to enter American market.

The Chief Minister informed that the Union Commerce Ministry had, in principle, agreed to provide Rs 2.5 crore for integrated international marketing for Kashmiri handicraft, handloom and silk products, including carpets, and the ministry had also agreed to create permanent handicrafts exposition centre for Jammu and Kashmir in Delhi. He, however, expressed dissatisfaction over the inability of the department concerned to utilise Rs 4 crore already granted to it by APEDA for setting up an apple-packing house at Shopian.

Jairam announced the setting up of an office of the National Spice Board in the state and a new office of the Director Foreign Trade at Srinagar. He informed that Jammu and Kashmir Bank had agreed to provide rent-free accommodation for these offices.

Misuse of BSNL network
Loss of crores due to official connivance

An inquiry into the misuse of the BSNL communication network at Kargil has revealed a conspiracy between BSNL officers at Kargil and a private party resulting in loss of crores to the BSNL.

A spokesperson for the State Vigilance Organisation said the misuse of the BSNL communication network had been led by Shameem Ahmad Bhat Junior telecom officer, Kargil and a private party headed by Ajaz Ahmad Bhat, both residents of Kashmir. A case has been registered and five call centres belonging to Bhat at Kargil were searched early this morning in which incriminating material connected with these communication centres was collected. Searches were also made at the residences of Bhat here and Kargil. Similarly, the Kargil residence of Bhat Junior was searched.

Ajaz Ahmad Bhat had set up a network of call centres with conferencing facility at Kargil, for the past two years. Through these call centres, clients and beneficiaries in different countries, including Saudi Arabia, Dubai, Qatar and Nepal in particular were able to communicate by making international calls at concessional rates.

The BSNL officials, led by Shameem Ahmed, have dishonestly and fraudulently provided local call telephone connections coupled with code facility for clandestine ISD calls to the call centres belonging to Ajaz Ahmad Bhat. These call centres with a large numbers of hired operators were run round the clock. As a result of this conspiracy,the BSNL was put to loss of crores every year which otherwise would have been paid as call charges by the subscribing call centres or ISD subscribers.

A spokesman of the Vigilance Organisation said Ajaz Ahmad Bhat had agents abroad who procured clients collect call charges and send them to Ajaz Ahmad Bhat. Ajaz Ahmed Bhat, shares part of the illegal earnings with Shameem Ahmad Bhat and other employees of the BSNL.

Setting at rest speculations over the difference of opinions at the all-parties conference held here on Saturday, two alliance partners,the PDF and the CPM here today put forth the stands of their parties on the issues of delimitation of assembly seats and the problems of refugees.

Minister for transport and Peoples Democratic Forum (PDF) chairman Hakim Mohammad Yaseen and CPM state secretary Mohammad Yousuf Tarigami (MLA) addressed a joint press conference here today to "clarify" the reports. The reports emerging out of the all-parties meeting held at Nehru Guest House, away from the media attention had given out "contrary views that misled the public", the two leaders said. Tarigami asserted it was wrong to describe the leaders as "pro-Jammu, pro-Kashmir or pro-Ladakh".

Referring to the issue of 25 per cent increase in the Legislative Assembly seats, the two leaders stated they "took the position the plea of real or perceived sense of discrimination against the Jammu region must be seen against the backdrop of human tragedies in the valley".

Police-student clash; 24 hurt

Srinagar, May 14
At least 24 persons, including nine police personnel, were injured in clashes sparked off due to resistance by students to routine checking by the CRPF posted in the area leading to lathi charge by the police today.

The police here said some personnel of 185Bn, CRPF, were conducting routine checking at Mandoora in Tral, in Pulwama district, when some students travelling in a bus objected to frisking and refused to get themselves checked. This led to arguments between students and CRPF personnel and they started marching towards the CRPF camp gate where a company ofthe CRPF was stationed. In the melee student Tabasum of Pannier village fainted. — TNS

Give up violence, Azad tells youth

Chief Minister Ghulam Nabi Azad today said peace was essential for the development of infrastructure in the state. He called upon people to counsel the youth misled by vested interests. He also appealed to the misguided youth to shun the path of violence and join the mainstream to develop the state.

“Nothing can be achieved through the gun or violence”, he advised the youth at a meeting in the Gool area of Ramban district.

"Peaceful atmosphere is a must to reap the harvest of development schemes," he said, adding, "we have to channel the potential of our young generation in bringing about prosperity to the state".

Lauding central leadership, especially Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi, Azad said liberal central funding and keen interest of central leaders to develop Jammu and Kashmir had opened new vistas of development in the state.

Emphasising the need for strengthening peace and dialogue process and Indo-Pakistan relations, the Chief Minister appealed all to contribute and help restore peace for all- round development.

Referring to the importance of scientific and technical education in today's world, Azad advised the youth to devote attention in receiving technical and scientific education. In this connection, he asked the Technical Education Department to explore the possibilities of bringing more local and far-off areas under the ambit of ITI programmes so that the youth could be trained in various job-oriented trades.

LeT militant shot dead

Jammu, May 14
The security forces today shot a self-styled section commander of the Lashker-e-Toiba (LeT) in Jammu and Kashmir’s Doda district, officials said.

On a tip-off, the police and security forces cordoned off the Panchal Nullah area and in the subsequent encounter killed Pakistan-trained Tariq Hussain Wani alias Abu Hamza, they told PTI.
