In a landmark judgment on May Day today, the Jammu&Kashmir State Consumer Disputes Redressal Commission ordered the deputy commissioner, employees provident fund organisation, to pay 9 per cent interest the CPF deposits of an employee of the Jammu Development Authority (JDA).

With the arrest of 12 militants the police today claimed to have busted a module working under the direct command of a Pakistani commander of the Lashkar-e-Toiba, which had prevented various incidents of violence ahead of the forthcoming durbar move here.

With this, at least 10 cases of violence during the past few months, including a grenade attack on the Nageen residence of Hurriyat Conference chairman Mirwaiz Omar Farooq here on January 15, have been solved.

Disclosing this, inspector general of police, Kashmir range, S.M.Sahai told reporters that it had also unearthed the phenomenon of outsourcing of militant actions.

He added that the module of local militants was also working for the Hizbul Mujahideen outfit that amounted to "criminilisation of terrorism" while a woman had also been arrested for conspiring with the group for killing of her husband.

The woman Rafiqa is suspected to have "got her first husband eliminated in the same fashion", the IG said.

The module was working not only for the LeT, but was also executing different actions for the Hizbul Mujahideen under the directions of district commander Zahoor, alias Firdous,the IGP added.

The IG said all those arrested belonging to the LeT were operating from somewhere in Baramula district.

The recoveries made from those arrested included three AK rifles, 12 magazines, 100 AK rounds, four pouches, 20 hand grenades and two pistols with magazines.

Investigations revealed that the module, working under the direct command of Abu Tahir, Pakistani commander of the LeT, was responsible for the killing of policemen, police sources and political activists and lobbing of grenades at public places causing death and destruction, IG Sahai said.

He added Abu Tahir also used this group in identifying and surveying the possible places of suicide attacks.

The attacks carried out by the group included the attack on Mirwaiz’ house, grenade attack on the APHC headquarters at Rajbagh on January 31last, grenade attacks at Noorbagh, Firdous Cinema killing of Jan Moulvi at Khanyar and killing of a constable at Chhanapora.

Those arrested have been identified as Tariq Ahmad Rather alias Manu alias Farhat.

Even as the Jammu and Kashmir government has failed to heal wounds of survivors of the infamous Kulhand carnage, some Muslims have came forward to mitigate miseries of their Hindu brethren, who had been struggling to rebuild their lives after the terrorist attack.

Exactly one year ago, in the wee hours of May 1, a group of terrorists had herded Hindus of two hamlets at Kulhand and sprayed bullets on them. The attack left 19 dead and a dozen injured.

Terrorists' had executed this carnage to create division between the two communities but this nefarious design of militants was frustrated by some Muslim individuals who came forward to help the Hindu victims.

One of such victim family has been adopted by a local Muslim doctor, who not only provided temporary financial help to survivor of the terrorist attack, but also helped them get a permanent source of income through the help of some NGOs.

Gullo Devi had sustained a critical bullet injury and lost her husband Jagdish as well as a daughter in the carnage. Jagdish was only bread earner in the family of seven, that included Gullo Devi's elderly mother-in-law Damlu Devi and a polio-stricken son.

After the carnage, the state government, as an official ritual, provided some ex-gratia relief to the victims but never bothered to rehabilitate these families. As part of the Jammu and Kashmir government's policy, Gullo Devi was provided a government job under SRO 43 as Class-IV employee in education department but asked her to join duty at a school in Assar, which is about 55 km away from her native place.

When family of Gullo Devi was on the verge of starvation, a Muslim doctor Zia Shoukat Mugal came forward and adopted this family.

He provided every possible assistance to this unfortunate family with the help of his few friends and some NGOs.

“Some of our friends contributed money to construct a small house for the family which was living in a mud house and also provided assistance for medical treatment of Gullo Devi's polio stricken son”, Dr Zai told the TNS.

Initially, the benevolent doctors bought a Jersey cow for the victim family so that they could have regular income and then approached some NGOs also to help the family.

Unkept promises keep their woes intact

Survivors of Kulhand massacre regretted that even after one year of the tragedy the promises made by the state government to rehabilitate them properly remained unfulfilled.

Neither has the state government established an Army picket in the area nor has the special recruitment drive been started for the youth of minority community.

Chief Minister Ghulam Nabi Azad had himself promised to establish a permanent picket of Army at Kulhand but nothing has been done so far, said Swami Raj, who was of the opinion that the deployment of Army was a must to inculcate confidence among people.

Echoing similar views, Chuni Lal reminded that CM had promised to establish a dispensary at Kulhand beside connecting far-flung hamlets with roads but during the past one year the authorities seem to be unconcerned about the problems of this area.

Residents further demanded that Village Defence Committees (VDCs) established in Kulhand and adjoining localities should be equipped with sophisticated weapons in order to face any challenge at the time of crises.

“Members of VDCs can’t foil attack of terrorists with outdated 303 guns. VDCs members should be armed some sophisticated weapons besides having modern communication equipment”, said Swami Raj.

Meanwhile, a shaheedhi samaroh was held to observe one year of the carnage. Minister for rural development Jugal Kishore Sharma and MLA Doda, Abdul Majid Wani, along with hundreds of people gathered to pay tributes to those who had lost their lives in terrorist attack.

Members of victim families participated in the havan performed in the memory of those killed by terrorists.

Amidst raising of pro-India slogans, people took a pledge to frustrate the designs of anti-national elements.

Report of working groups: Jammu, Ladakh’s interests ‘ignored’

Recommendations of the four working groups (WGs) set up by Prime Minister Manmohan Singh to find a lasting solution to the Kashmir problem have come under severe criticism.

In Jammu and Ladakh, opposition parties have described these as “Kashmir-centric” and an attempt to pamper militants.

Leaders of Opposition parties in Jammu and the Ladakh Autonomous Hill Development Council (LAHDC) have described the setting up of WGs as an exercise to please Pakistan-backed terrorists. Jammu and Ladakh regions, which already were being given step-motherly treatment by the government, have again been ignored by these WGs.

The BJP and the LAHDC have refused to become partners in the joint declaration issued at the end of the roundtable conference that was convened by Manmohan Singh in New Delhi on April 24 to discuss reports of four of the five WGs set up by him.

They have pointed out that by ignoring Jammu and Ladakh, stress of the WGs was on an unconditional dialogue with various terrorist organisations and steps for “dignified” return of the Kashmiri youth who received terrorist training in Pakistan.

State BJP chief Ashok Khajuria, today described these reports a “cruel joke” with the Jammu and Ladakh regions. The entire effort was to “pamper” the Kashmiris and also the militants , he said. Steps should be taken to treat the people of Jammu and Ladakh on a par with those of Kashmir, he demanded.

He said the WGs had not recommended concrete steps for permanent resettlement of the west Pakistani refugees denied citizenship rights for the past 60 years.

Khajuria accused the Jammu-based leaders of the Congress,the PDP and the Panthers Party of not taking care of the interests of Jammu and Ladakh. He was particularly critical of Bhim Singh for seeking a safe passage to Pakistan for terrorists and general amnesty for militants who indulged in violence in the state.

Chairman of the LAHDC Tsring Dorje told this correspondent over the telephone from Leh that the Ladakh region had been ignored in these reports. “We have not been demanding heavens, but expecting the WGs will make some recommendations for strengthening the LAHDC and economic development of Ladakh,” he said.

Dorje alleged Ladakh recently was discriminated against by the state government that denied even a single new district to the area. On the other hand, four new districts were created in the Kashmir valley.

Ladakh MP Thuptsan Chhewang was also critical of reports of the WGs. He said granting union territory status to Ladakh was the only answer to the problems of the area ignored by the successive Kashmir-dominated state governments.

A former BJP chief Nirmal Singh said for the Jammu and Ladakh regions the WGs served the purpose of only a forum to debate their grievances but without any outcome in the recommendations that were“Kashmir-centric”.

Former union minister of state for defence Chaman Lal Gupta said it was unfortunate the WGs instead of making it clear that J&K was an integral part of India, had recommended unconditional dialogue with terror organisations.Meanwhile, Chief Minister Ghulam Nabi Azad has said the process of implementing reports of the WGs will begin in the next two months.

PF body told to pay 9 pc interest on deposits

In a landmark judgment on May Day today, the Jammu&Kashmir State Consumer Disputes Redressal Commission ordered the deputy commissioner, employees provident fund organisation, to pay 9 per cent interest the CPF deposits of an employee of the Jammu Development Authority (JDA).

The order of the commission will benefit a large number of employees of autonomous bodies, corporations, PSUs and business houses, who were being denied interest on their provident fund deposits.

Justice G.D.Sharma, president of the commission and Khalid Hussain, member, disposing an application of the deputy commissioner, PF Organisation, ordered him to pay interest on the deposits of Narinder Singh, khilafwarzi officer of the JDA.

The commission observed the government order SRO-23of February 1,2005 was not applicable to Narinder Singh as the deposits in the CPF were made before October 1996.

The commission also imposed composite cost of litigation and damage to the extent of Rs.30,000 on the PF Organisation.

It ordered the government to hold an administrative inquiry to find out the delinquent hand and recover the amount of interest and costs from the earnings 
of the officials responsible.

Disappearance of youth, road blocked

Nearly 100 Sikh today blocked the main BC Road here this morning in protest against the ''police inaction'' in the case of the disappearance of a Sikh youth in Srinagar whose whereabouts were not known since April 26.

The Sikhs gathered under the banner of the Bhai Kanahiya Jee Nishkam Seva Society, in front of Nanak Nagar and reached BC Road, raising anti-government slogans. They burnt tyres and blocked the traffic for half an hour in presence of the police.

Demanding the tracing out of the disappeared youth, the organisation's chief organiser Mohinder Singh urged Chief Minister Ghulam Nabi Azad to look into the matter to facilitate the Sikh family of Srinagar in tracing the youth, Parmeet Singh.

9 officials found absent, suspended

Nine officials, including two senior officers, were suspended for being absent from duty without intimation.

The suspensions were ordered by sub-district magistrate (SDM) Mahore Tanbir Iqbal Malik, who checked different government departments of 
Arnas.

Malik told The Tribune the administration had started a campaign in inaccessible areas to ensure 100 per cent presence of employees in government departments.

The SDM accompanied by naib teshildar Vijay Dubey checked various health centres and Public Health offices.
