Troop pullout has begun: Mufti

Srinagar, April 27
PDP patron and former Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed has said the Central Government has initiated action on the party’s demand for reduction of troops and vacation of orchards and civilian properties by the security forces.

Addressing a public meeting at Kokernag in south Kashmir yesterday, the Mufti, however, cautioned against any complacency in handling the situation at the decisive phase of the state’s history. The Mufti urged India and Pakistan to move ahead with determination and political courage to resolve the Kashmir issue once and for all.

Referring to the Prime Minister’s statement at the roundtable conference, in which Dr Singh related the reduction of troops to the ground situation, the Mufti emphasised that the ground reality in Kashmir demanded such measures. "The initiative has to be taken now, to gradually replace the military engagement by political engagement and give the people’s institutions their rightful place", he said.

The Mufti made it clear that those opposing the withdrawal of troops, for obvious reasons, were doing no good, either to the country or to the people of the state. "If we wait for the last gun to fall silent, it will be only day-dreaming," he said.

Further elaborating on the third roundtable conference, the Mufti said the event could have been made more purposeful, if some substantial confidence-building measures, addressing the genuine concerns and grievances of the people, were proclaimed at the forum.

He held that the recommendations of four working groups on improving the economic and social conditions of the state and its people, strengthening the human rights and rehabilitating the sufferers of violence should have been taken up for immediate implementation.

He called for speeding up work on Udhampur-Qazigund railway project, Mughal Road, Kishtwar-Simthan-Anantnag road, Anantnag-Warwan-Marwah road and Zojila tunnel.

Srinagar, April 27
Chief Minister Ghulam Nabi Azad has said a three-tier strategy will be adopted to implement the recommendations of working groups that came under discussion at the third roundtable conference presided over by Prime Minister Manmohan Singh in New Delhi on Tuesday.

Addressing a public meeting at newly created Bandipore district in north Kashmir yesterday, Chief Minister said the roundtable conference was a historic chance in six decades for the people of Jammu and Kashmir to address all issues across the table.

He said the UPA leadership was determined to ensure all round development of Jammu, Kashmir and Ladakh regions. "Unprecedented financial succour provided by the UPA government has opened new vistas for equitable development of all areas", the Chief Minister said.

Referring to the creation of eight new districts, four each in Kashmir and Jammu divisions last year, Azad said the decision had opened remote and backward and unattended areas for massive development.

Reiterating the importance of peace and conducive atmosphere for development, he said any kind of threat perception hampered the march towards prosperity. He appealed to youth to play important role in cultivating peace in the state.

He cautioned the people against detractors of peace and said there was no room for negative politics in 21st century.

Earlier, the Chief Minister laid stone of a degree college complex in the area, which is likely to be completed by the end of December this year at an estimated cost of Rs 3.39 crore.

Dozens of protesters were hurt as the police here today resorted to teargas shelling and cane charge to quell demonstrators protesting against the alleged demolition of a mosque inside the Hari Parbat Fort, that was reopened recently after 17 years.

The call for peaceful protests was given here yesterday by the Hurriyat Conference led by Syed Ali Shah Geelani after the alleged desecration of the mosque. Senior leaders of the APHC, including chairman Geelani and his close lieutenants, Ashraf Sahrai and G M Ganai, were kept under house arrest to prevent any law and order problem.

Six top leaders of the Hurriyat, including general secretary Ghulam Nabi Sumjhi, Massarat Alam and Mohammad Shafi Lone, were among those arrested under the Unlawful Activities Act yesterday.

Angry demonstrators took to streets near Jamia Masjid in Nowhatta early this morning in which at least six persons were injured in a battle with the police. A local reporter was also injured as a result of the stone pelting in the area and was admitted to a hospital.

Four other photo-journalists were among 25 injured in clashes. At least 10 activists of the Geelani faction of Hurriyat were taken into custody by the police in Hyderpora where protest demonstrations were held after the Friday prayers this afternoon.
