BJP distances itself from declaration

Sticking to its demand for abrogating Article 370, the BJP's Jammu-Kashmir leadership today dissociated itself from the joint declaration adopted at the RoundTable Conference (RTC) on April 24, saying the Centre was out to please the People's Democratic Party (PDP) and ''other separatist elements''.

Plot to kill CM foiled, three arrested

A plot to assassinate Jammu and Kashmir Chief Minister Ghulam Nabi Azad in a suicide attack was foiled today with the police arresting three terrorists, including a Pakistani national.Pakistan-based groups Jaish-e-Mohammad, the Lashker-e-Taiba and the Hizbul Mujahideen had planned to target Azad during his visit to Bandipore, 50 km from here, highly placed sources said.

Even as the Centre is determined to make the process of roundtable conferences result oriented, it has failed to rope in Kashmir separatists, who stayed away from the third conference like the earlier two meetings presided over by Prime Minister Manmohan Singh.

A voice has also been raised to hold a separate roundtable conference of separatists to find out a solution to the long-pending Kashmir problem. This had been put forth by lone separatist leader Hashinm Qureshi, chief of the Democratic Liberation Party, who attended the third conference in New Delhi on Tuesday.

Chief Minister Ghulam Nabi Azad has high hopes on the process of involving different sections of society in all three regions of the state to overcome problems. A day after the conference held in New Delhi, he assured a public meeting in south Kashmir that the recommendations of working groups would be implemented within the next two months to provide succour to the people.

He said besides other matters, rehabilitation of militancy victims, orphans, widows, destitutes and those rendered unemployed also came up for discussion.

Describing the third RTC a success, he said representatives of all political parties and intelligentsia participated in the deliberation.

Expressing dismay over certain groups for keeping away from the RTCs and working groups, he said they had lost the opportunity to put forth their points of view.

Expressing satisfaction over the improving relations between India and Pakistan and the dialogue between the two countries, he said this had made the borders peaceful and provided congenial atmosphere to carry forward welfare schemes.

The National Conference, whose top leaders Farooq Abdullah and Omar Abdullah, both MPs, attended the conferences, is, however, pessimistic about the approach to the problem. "This is likely to create confusion and doubts about the government’s sincerity towards resolving the Kashmir issue", provincial president of the NC and MLA, Dr Mehboob Beigh said yesterday.

Though the moderate faction of the Hurriyat Conference led by Mirwaiz Moulvi Umar Farooq had several rounds of talk with the Central leadership during the past four years, it has not joined the roundtable conference.

The pro-independence JKLF chairman, Mohammad Yaseen Malik, who has also met the Central leaders though at individual levels, also declined to participate.

''It is indeed a matter of regret that the recommendations as contained in the reports submitted by the four working groups do not reflect in any manner what the BJP members suggested from time to time, both verbally and through their detailed memorandums,'' J&K BJP president Ashok Khajuria stated in his letter written to Prime Minister Manmohan Singh.

Plot to kill CM foiled, three arrested

A plot to assassinate Jammu and Kashmir Chief Minister Ghulam Nabi Azad in a suicide attack was foiled today with the police arresting three terrorists, including a Pakistani national.

Pakistan-based groups Jaish-e-Mohammad, the Lashker-e-Taiba and the Hizbul Mujahideen had planned to target Azad during his visit to Bandipore, 50 km from here, highly placed sources said.

The police had intercepted communications between these groups over the past three days which spoke about the plan to attack Azad when he visited Bandipore to lay the foundation stone of a degree college. Acting swiftly, the police nabbed three terrorists, including a Pakistani national, who were to carry out a suicide attack.

This was the second such plot foiled by security agencies in a month. Earlier, terrorists had planned to target Azad at Ramban in the Jammu region but the three possible attackers were nabbed before they could act. — PTI

Panel seeks information from people

The Justice Makhan Lal Koul commission of enquiry today sought specific information from the public regarding incidents of custodial killings, fake encounters and human rights violations in Jammu and Kashmir.

The commission was recently appointed following violent protests against such incidents particularly in the valley. — TNS

A day after protests rocked Doda district over the custodial death of a youth, the Jammu and Kashmir government today suspended three policemen and ordered a magisterial probe into the incident.

District magistrate Surav Bhagat ordered a probe into the death of youth Rishi Kumar, who was arrested in connection with the murder of his brother Madan Lal in Kundi Chirala village of the district on April 22, official sources said.

A three-member probe panel, headed by assistant commissioner, Revenue, with the chief medical officer (CMO) and tehsildar as its members, was constituted, they said, adding it would give its report in a week.

Soon after the incident, Doda SSP, Manohar Singh put three police personnel, including police post in charge sub-inspector Irfan Wani and two other constables, under suspension and attached them with police lines till the completion of the probe.

The sources said Irfan Wani summoned the victim Rishi Kumar and his sister Ujala Devi to the Karara police post in Doda district on Monday in connection with the murder of Madan Lal. — PTI
