Encounter: FIR filed against Army men
Jammu, February 11
The Jammu and Kashmir police had registered an FIR under Section 302 of the Ranbir Penal Code (RPC) against the Army’s 42 Rashtriya Rifles (RR) unit for killing Mohammad Afzal at Tral village near Srinagar on Thursday night. The Army clarified the deceased civilian had died in an ambush in which three RR personnel had also been killed.

131 SRTC employees suspended

The Jammu and Kashmir government has ordered the suspension of 131 employees of the State Road Transport Corporation (SRTC), an official spokesman said today.

Act amendment must for security withdrawal: police

6 forest officials suspended

Bandh cripples life in valley
30 JKLF activists detained

Srinagar, February 11
Life in Kashmir valley came to a standstill today due to a strike call given by separatists to remember Jammu and Kashmir Liberation Front (JKLF) founder Mohammad Maqbool Bhat on his 23rd death anniversary.

Bhat was hanged in Delhi’s Tihar jail on this day in 1984 for killing an intelligence officer.

The impact of the strike was felt more as government offices and educational institutions remained closed on account of Sunday.

However, shops and business establishments in Srinagar and other parts of the valley remained closed in response to the calls given by both factions of the JKLF, rival factions of the Hurriyat Conference, Jammu and Kashmir Democratic Freedom Party, J and K Democratic Liberation Party and other separatist groups, officials said.

They said private and public transport system was off roads on all routes, including intra-city and inter-district routes.

At many places, including Maisuma and Budshah bridge in the heart of the city, supporters of the JKLF pelted stones on vehicles and asked the shopkeepers not to open their establishments, which ensured a complete bandh.

At least 30 activists of both factions of the JKLF were detained today as they tried to stage a protest march in the city demanding the return of mortal remains of party founder Mohammad Maqbool Bhat.

Javid Ahmed Mir, convener of the breakaway JKLF, and advocate Bashir Ahmed Bhat, vice-chairman of the Mohammad Yaseen Malik-led faction, along with 28 activists of both factions of the front, were taken into preventive custody on the Maulana Azad road as they tried to stage a protest demonstration, officials said.

All detainees were lodged at the kothibag police station. — PTI

Encounter: FIR filed against Army men

Jammu, February 11
The Jammu and Kashmir police had registered an FIR under Section 302 of the Ranbir Penal Code (RPC) against the Army’s 42 Rashtriya Rifles (RR) unit for killing Mohammad Afzal at Tral village near Srinagar on Thursday night. The Army clarified the deceased civilian had died in an ambush in which three RR personnel had also been killed.

Unlike the norms of lodging an FIR under Section 307 of the RPC in case of any fatal encounter, the police had lodged the FIR against the 42 RR unit under Section 302 on the basis of an eyewitness account, who include locals of Tral village.

The Army stated in a press note on Friday last, three personnel of 42 RR- Naib Subedar Sant Raj Singh and two sepoys Praveen Kumar Singh and Sanjay Sinha and a civilian, Mohammad Afzal, had been killed in the Tral the ‘’encounter’’ on Thursday night.

Confirming that an FIR has been lodged against the 42 RR unit under Section 302 of the RPC at Tral police station, Army spokesman Lt-Col A.K. Mathur said here on phone from Srinagar- “it was under pressure from the locals that an FIR against Army personnel was lodged unusually under Section 302’’.

He said the bodies of the soldiers had been sent to their native places after a wreath-laying ceremony yesterday.

While the Pulwama Deputy Commissioner had announced thorough probe into the incident, the bereaved family members of Afzal and local villagers at Tral had carried Afzal’s body in procession before his burial after the Friday prayers.

The dead Afzal’s brother had also stated to a section of the media that the day after the incident, some unknown men had approached and told him not to rake up the issue’’.

A parallel FIR was also lodged by the 42 RR unit at the same police station that three of the unit’s personnel and a civilian were killed in the incident.

131 SRTC employees suspended

Srinagar, February 11
The Jammu and Kashmir government has ordered the suspension of 131 employees of the State Road Transport Corporation (SRTC), an official spokesman said today.

He said the Deputy Commissioner (DC), Srinagar, made surprise inspection of the SRTC headquarters here yesterday and found 131 employees absent from duty.

The spokesman said the DC sent a report to Transport Minister Hakeem Mohammad Yaseen who ordered the suspension of the employees.

This is for the first time that such a large number of employees was found absent in the government organisation.

Mr Yaseen had also directed the drawing and disbursing authority of the SRTC to deduct one-day salary of the employees on the pattern of “no work, no pay”.

Most of the absent employees would be attached with other offices of the corporation, he said. The Minister, who is also chairman of the corporation, every step to streamline the functioning of the corporation would be taken. — UNI

Act amendment must for security withdrawal: police

The Jammu and Kashmir police today indicated that the security cover provided to former Chief Minister and PDP patron Mufti Mohammad Sayeed, PDP chief Mehbooba Mufti and other party leaders could not be withdrawn without amending the Special Security Group Act which entitles political leaders for security cover in the state.

Accordingly, houses and offices of PDP legislators and party’s headquarters will continue to be guarded as per rules and procedures.

After the controversy over the surrendering of personal security by PDP leadership gained momentum PDP chief Mehbooba Mufti had embarked on a journey to Ashmuqam in Pahlagam on Thursday and gave the slip to personal security guards raising eyebrows in the security ring.

A senior police officer said, “we are bound by rules and mere desire of political leaders was not going to motivate them to withdraw their security cover unless the relevant Act was amended or repealed”.

On the other hand announcement of the PDP leaders that they had surrendered their personal security seems to have hijacked the agenda of the separatist leaders in the state. It is, they, who had started raking up the issue of Human rights violation and were demanding demilitarization which later was hijacked by the PDP.

Meanwhile, the manner in which the PDP’s political adversary the National Conference recently disrupted the proceedings in the state assembly during the Budget session it brought coalition government on the back foot forcing Chief Minister Ghulam Nabi Azad to order a probe into all such cases of human rights violation since 1990. However, police officials admitted it was not a practical decision as it was not possible for anyone to probe cases of human rights violations which were reported 18 years ago.

16 persons killed by wild animals in a year

Jammu, February 11
The Jammu and Kashmir government has submitted to the Centre a plan for approval to deal with the situation arising out of the straying of wild animals into the human habitations.

Sixteen persons have been killed and 118 injured in attacks by leopards and bears in the state in the past one year, Forest Minister Qazi Afzal said today.

Five leopards, six deer and one Neelgai were also killed in past two months, he said.

“The man-wild animals conflict has intensified in Jammu and Kashmir,” he said.

“The state wildlife Department has formulated the a plan to deal with this issue,” Afzal said adding it would be implemented this year.

The proposal for strengthening the department in terms of mobility, communication, equipment, trapping, translocation facilities, rescue centres, training, honorarium to eco-development communities and raising of awareness had been submitted to the Centre, he said.

Black bears have surfaced on the outskirts of Srinagar and Ganderbal in October-December.

Wild animals including leopards have also surfaced in rural habitations adjoining the forests in Kashmir as well as in Jammu regions, he said. — PTI

Probe into killing of civilian ordered

Srinagar, February 11
Another civilian was killed in an encounter between militants and security forces in Shopian town of Pulwama district, prompting authorities to order a magisterial inquiry into it.

Shopian Sub-Divisional Magistrate Hafeezullah will conduct the probe and submit a report within a month, Pulwama Deputy Commissioner Meraj Ahmed Kakroo said today.

The inquiry was ordered in view of allegations against the security forces and protests by public, he said.

The Army and the police maintain that two militants, including a top commander of Harkat-ul-Mujahideen, and a civilian were killed in a gunbattle at Chak-e-Cholan in the town yesterday but residents of the area alleged the victim, Nazir Ahmad Shah, was used as a “human shield”.

They came out onto the streets and staged a protest soon after the incident. — PTI

120 structures razed near Dal Lake

Srinagar, February 11
The Lakes and Waterways Development Authority (LAWDA) has demolished 200 illegal structures in Chuntkul adjacent to Dal Lake.

The drive against 675 illegal constructions in the area will continue, official sources said today.

The Jammu and Kashmir High Court has directed LAWDA to remove all buildings and other structures constructed in the Dal Lake and green belt area the sources said.

The court has also directed that all encroachments in Chuntkul, which is being used as outflow channel for the lake, be removed and the affected families rehabilitated at an alternative place by February this year, they added.

The LAWDA officials Irrigation and Flood Control and Srinagar Municipal Corporation carried the demolition drive.

The affected people said they had been living in the area for the past 30 years and now authorities had failed to provide alternative land to them.

The LAWDA officials said all 211 inhabitants of the area, identified in a survey conducted in 1989, had already been allotted plots by the government.

The high court has declared other constructions as illegal and directed the authorities to remove these, they said.

The channel, also known as Chinar Bagh, was one of the tourist hubs in the past. It was being used as important route to enter the Dal Lake. — UNI

6 forest officials suspended

Six officials of the Jammu and Kashmir Forest Department have been suspended for the dereliction of duty, an official spokesman said here today.

The officials were found absent from duty at check posts in Renipora and Opisan in Anantnag district and have been asked to report at the office of Anantnag Divisional Forest Officer, he said. — PTI

Working group on good governance meets

Jammu, February 11
The Prime Minister’s working group on good governance held its third meeting here with members approving a draft report pertaining to matters relating to various aspects of good governance in the state.

The members, led by the group chairman N C Saxena, discussed the report before its final recommendation to the prime minister, official sources said today.

Members, who participated in the meet included Health and Medical Education Minister Mangat Ram Sharma, ex-minister and PDP leader Rangil Singh, BJP leader Hari Om, Abdul Gani Hafiz, Congress leader P Namgiyal, Kashmiri Pandit leader Amar Nath Vaishnavi and PDP representative Nizam-ud-Din.

At the meeting, Mr Hari Om stressed the need for applying law of justice and equality in the state. He said while taking up the issue of human rights, the group should adopt positive and holistic approach.

He highlighted miseries of west Pakistani refugees, living in the state since 1947 without citizenship right.

He also mentioned about the woes of the scheduled caste, scheduled tribe and other weaker sections. — PTI

SOG jawan killed

Militants shot dead a jawan of the Special Operation Group (SOG) of Jammu and Kashmir police at Kangan last night, official sources said today.

They said militants shot at and wounded critically Shabir Ahmad Bhat, a constable of SOG, Ganderbal, at Check Challan, last night.

He was taken to Sher-e-Kashmir Institute of Medical Sciences (SKIM) at Soura where he died. — UNI

Two held for smuggling 12 animals

Jammu, February 11
The police today seized 12 bovines and arrested two persons, who allegedly were smuggling these to Punjab, in Kathua district in Jammu and Kashmir.

The police intercepted a truck on the Jammu-Pathankot highway at Jatwal area in the district and recovered 12 bovines, being smuggled to Dinanagar in Punjab, sources said. Mustaq and Shamsher were arrested, they said, adding a case has been registered against them. — PTI

Prohibitory orders have been extended for two months in Kupwara frontier district of Jammu and Kashmir, it was officially announced today.

Security agencies and essential services have been exempted from the orders under Section 144 of the CrPC that have remained in force since 1990 in most districts of the Kashmir valley. — PTI
