Fake encounters: 4 more police officials arrested

Srinagar, February 8
The Jammu and Kashmir police has arrested four more police officials in connection with the killing of four civilians in fake encounters, official sources said.

However, this could not be confirmed officially as the Deputy Inspector-General (DIG) of Police, heading the special team probing the fake encounters, was not immediately available for comment.

Sources said the police had also questioned a number of other police officials who were closely associated with the Special Operation Group (SOG) of the police.

A Senior Superintendent of Police (SSP) Hans Raj Parihar and Deputy Superintendent of Police (DSP-Operations) Bahadur Ram and two other police officials were already in a 14-day police remand in connection with these killings.

They said a police team arrested an SOG constable at Ganderbal last night. During interrogation the constable had admitted that some arms had been dumped in the interrogation room at the SOG camp at Ganderbal which were being used to show as “recovery” in the fake encounters.

The arms and ammunition were later recovered from the camp in the presence of some civilian witnesses, they said.

Sources said three more SOG personnel were arrested from the SOG camp, Sumbal and Ganderbal, during night-long raids. — UNI

Discrimination issue echoes in House
Tribune News Service

Jammu, February 8
Slogans for ending discrimination against Jammu were raised by members in the Jammu and Kashmir Assembly today, which was followed by a walkout on the issue of allocation of additional grants of only Rs 3 crore to the region, as against Rs 22 crore to the Kashmir valley, for construction of roads and bridges.

Initially, members of the Panthers Party, the BJP and the JSM belonging to the Jammu division protested against provision of only Rs 3 crores for the three districts of Udhampur, Rajouri and Poonch, as against Rs 22.17 crore for all the six districts in the Kashmir valley.

However, cutting across party lines, members of the Congress, the PDP and the National Conference joined them in pointing out discrimination against their respective areas.

Some of them claimed that the valley was given lesser allocation.

Minister for Roads and Buildings G.S. Charak and Finance Minister Tariq Hameed Karra were grilled on the issue by the members for about 45 minutes.

The query pertaining to allocation of additional grants tabled by Mr G.A. Mir of the Congress was taken up first during the question hour.

Mr Harshdev Singh of the Panthers Party claimed that the Jammu region was continuing to get stepmotherly treatment from the government while the lion’s share of funds was flowing to the Kashmir valley.

The Jammu region had been provided lesser additional grants last year, he added.

Mr Balwant Singh Mankotia and Mr Faqir Nath of the Panthers Party, Mr Jugal Kishore of the BJP and Mr Ashwani Kumar of the JSM alleged that successive governments in the state had failed to put an end to discrimination against the Jammu region.

Mr Javed Rana, Mr Rashpal Singh and Mr Mohammad Aslam Khan of the National Conference joined them in raising slogans against discrimination.

Mr Sham Lal Sharma of the Congress accused the minister of trying to mislead the House while giving the break-up of the allocations.

Mr Karra said it was unfortunate that the members were trying to regionalise the issue, adding that the Chief Minister had announced that left-out districts would get higher allocation next year.
