Azad rejects demand for repeal of armed forces Act
Jammu, February 5 Mr Azad, who was replying to the debate on the demands for grants pertaining to the Home and other departments in his charge in the Assembly, also rejected the demand for withdrawing the Army and Central security forces from the state and replacing these with the local police. The Chief Minister told the Opposition members and those belonging to the PDP, his coalition partner, that in case they were satisfied that the situation warranted that the Army and security forces should be sent back to the barracks, they should first give him in writing to withdraw their own security. Thereafter, he would not take even 24 hours to ask the Centre to recall the security
forces. He, however, made it clear that the situation was not ripe for taking such a step. During the debate several NC and PDP members, while criticising the killing of innocent people in fake encounters, had demanded that the local police should be given charge of the situation and the Army and Central security forces withdrawn. Mr Azad said instead of making such demands in a fit of emotions, the members should realise that the state police would also have to fight terrorists and not sit as a spectator. Then what was the use of replacing the Army as both were supposed to perform the same task, he asked. He warned that no one would be allowed to "run his shop" by unnecessarily raking up the issue of human rights violations. He made it clear that no one, irrespective of his political stature, would be spared in the case of his involvement in the killing of innocent people by staging fake encounters. Mr Azad said human rights violations were bound to take place wherever there was terrorism, but “we have taken strict action against those involved in such
actions". During the past 12 years action had been taken against 37 police personnel; 84 policemen were facing
trial; and 47 Army and 79 BSF personnel had also been punished for such violations, he added. He endorsed the call of Mirwaiz Umer Farooq, Hurriyat leader, for shunning violence and said it had only created more and more graveyards. Mr Azad also welcomed the statement of Gen Pervez Musharraf that there was no place for terrorism. Earlier in the morning, the PDP members created a flutter by demanding that along with the obituary reference to Justice D.D.Thakur, former Deputy Chief Minister, the House should also pay tributes to those who were killed in fake encounters in the valley. During wordy duels between the PDP and NC members on the issue, the latter suggested that Justice Thakur had been a member of the House and the obituary reference should remain confined to him. However, later the leader of the Opposition, Mr Abdul Rahim Rather, paid tributes to the victims of fake encounters. |
Panthers seeks probe into leader’s killing
Jammu, February 5 Mr Bhim Singh, chairman of the Panthers Party, accused the state government and the police of deliberately withdrawing the security cover of the Panthers Party activists and office-bearers in all militancy-prone areas of the state. He told mediapersons here today that the Union Home Ministry on July 26, 2006, had written a letter to the state government in which it was clearly stated that “The matter of security arrangements for the office-bearers and activists of Jammu and Kashmir Panthers Party has been examined in this ministry in consultation with central security agencies. Based on their report, the state government has been advised to provide adequate security to the office-bearers and workers of the Panthers Party during their visits to the militant infested areas”. Mr Bhim Singh accused the state administration of ignoring the direction of the Union Ministry with a mala fide intention to discourage activities of the Panthers Party in the state. The party chief demanded the immediate removal of the Kashmir IG in the interest of security of the political workers. He said the state government and the Chief Minister were requested time and again to provide security to the district presidents of the party and its youth wing, besides the office-bearers of the party. He also demanded a CBI probe into the custodial deaths in Kashmir, particularly that of Abdul Rehman Padder and others. He said the IG Kashmir himself had awarded Sub-Inspector Farooq Ahmad Guddu for the killing of Padder without even informing the local SSP and DSP, who had been arrested now in this case. Since the DIG holding the inquiry was directly under the command of the IG, Kashmir, no fair inquiry could be expected and the matter should be referred to the CBI, he added. |
Probe into fake killings completed
Srinagar, February 5 “We were given four cases of missing persons to investigate, which went up to five during the investigations. The probe has been completed,” DIG Farooq Ahmad, who is supervising the investigations, told PTI here today. Mr Ahmad said the team was now in the process of documentation and would file the charge sheet against the accused before a court within the stipulated time. The law requires the police to submit the charge sheet before a court within 60 days of the arrest of the accused. Six persons, including four police personnel, have been arrested in connection with the alleged fake encounter of civilians by the SOG personnel, Ganderbal, over the past one year. Among the police personnel arrested are SSP Ganderbal H.R. Parihar, his deputy Bahadur Ram, Assistant Sub-Inspector Farooq Ahmad Gudoo and constable Farooq Ahmad Paddar. All four policemen have been arrested on charges of kidnapping and murder. The cases of custodial disappearances came to light when the police investigating the case of missing carpenter found that ASI Gudoo had given his (Paddar’s) mobile phone to a person of Hajan in the Bandipora area. The carpenter had gone missing from the Batmaloo area of the city on December 8 last year when he was with a constable from his native Larnoo village, Farooq Ahmad Paddar. — PTI |

Bandh against govt scrapping job system
Jammu, February 5 The call for the
bandh was given by all parties and the Beopar Mandal. The issue was
also raised in the Assembly by the Panthers Party MLAs, Mr Harshdev
Singh and Mr Balwant Singh Mankotia, who demanded that the old system of
candidates within the respective districts applying for government jobs
should be maintained. They complained that residents of the backward
areas of the district would lose the opportunity of getting absorbed in
government services. Chief Minister Ghulam Nabi Azad said he would
convene a meeting to discuss the legal aspects as the Supreme Court had

Colonel, daughter killed in fire
Srinagar, February 5 A police official said over the telephone from Leh that the fire broke out in the Alfa-Mess at Leh early this morning when Col P.K. Chodhary and his family members were in sleep. He said the Colonel and his daughter died in the incident, while his wife and another daughter received burn injuries. They injured were admitted to a hospital, he said, adding the cause of the fire was due to short circuit.

Leopard kills child
Srinagar, February 5 The police said the locals later found the mauled head and clothes of the child from a nearby forest. Leopards killed four children in South Kashmir in January this year. Wild animals have killed more than 12 persons in the Kashmir valley since November last year.

2 militants among three killed
Srinagar, February 5 Official sources said the Border Security Force (BSF) conducted a search operation at Pakherpora in Badgam district this afternoon following a tip-off that militants were hiding there. They said during the searches, an encounter ensued in which two militants were killed. An official spokesman said the body of Abdul Jabbar Lone was recovered at Bandipora in North Kashmir today. A defence spokesman said troops unearthed a hideout and recovered arms and ammunition in the Kashmir valley. The seizure included 10 kg of RDX, one under barrel grenade launcher, 25 UBGL grenades and one IED. — UNI |
