Simmering feud within the Congress has intensified with the declaration of Mr Raj Kumar Gupta, president, District Congress Committee (Urban) and sitting MLA from Jalandhar (Central), that he would not participate in the poll campaign.

Taking a serious note of the alleged code violation by the sitting Congress MLA of Banga, Mr Tarlochan Singh Soondh, on the occasion of the death anniversary function of his father, Jagat Ram Soondh, at his native village, Soondh, last month, the district administration has reported the matter to the Election Commission with a recommendation of imposing Rs 6.40 lakh as the poll expenses.

Mr Ashwini Kumar, Returning Officer, today sent a notice to Mr Satpal Janagal, the BSP candidate from Nawanshahr, asking him to explain his motive behind getting posters printed on the birth anniversary of Guru Ravidas at the time when elections were near.

Continuing his tirade against the BJP, a former BJP stalwart, Mr Madan Lal Khurana, today said that he had shook hands with the Bharatiya Jan Shakti Party chief, Ms Uma Bharti, after giving a lot of thought to the idea.

In the same breath, he held Mr Lal Krishna Advani for coming in the way of the construction of the Ram Temple in Ayodhya.

“Mr Advani had stalled the construction of the Ram Mandir. Had it not been so, 95 per cent of the temple would have got completed by now,” claimed Mr Khurana, who is supporting the Bharatiya Jan Shakti party candidates.

“You need not leave the party for most of the issues. But I can say it openly that the BJP has become a party of such people, who just want to earn money as well as wide coverage in newspapers. That is all. There is no ideology left now. Since I have been indulging in plain speaking, I was shunted from one place to other in a short stint of time. When I was the Union Minister, I had to leave within eight months. Similarly, I chose to leave Governorship again after a brief period of eight months. Mr Atal Behari Vajpayee still loves me and it shows that I have always stood for protection of certain principles,” said Mr Khurana, who was accompanied by Mr Pawan Valecha, state president of the Bharatiya Jan Shakt iParty, and Mr Chander Raj Singh Singhvi, regional in-charge of party. Referring to the issues on which the Bharatiya Jan Shakti was contesting elections in Punjab, Mr Khurana said: “Mehangai and atrocities on people, particularly farmers would be the two main issues. Look at the prices of essential commodities. Where they were in the past and where they are now. These commodities have zoomed out of reach of the common man. Similarly, farmers have been subjected to atrocities in Punjab by the state machinery.”

Mr Khurana and Mr Valecha also released the list of party candidates.

R.K. Gupta not to campaign for Bittu

Simmering feud within the Congress has intensified with the declaration of Mr Raj Kumar Gupta, president, District Congress Committee (Urban) and sitting MLA from Jalandhar (Central), that he would not participate in the poll campaign of Mr Tejinder Singh Bittu, the official party candidate. Mr Gupta has been denied ticket this time. Mr Gupta when contacted denied that he was in touch with SAD and would be crossing over to the rival party. He said that he had not spoken to Mr Sukhbir Badal in this regard.

Mr Gupta said the Chief Minister had no right to issue any ultimatum to him regarding his non-participation in the campaign of Mr Bittu. The Chief Minister, who was in the city today, said the “48-hour ultimatum given to the dissidents to stop their anti-party activities expired this evening. If they don’t stop their activities they would face expulsion from the party for six years.”

Reacting to the statement of the Chief Minister, Mr Gupta said: “Is he (Capt Amarinder Singh) the dictator of the party? As the district president, I am campaigning for nine of the 10 candidates contesting from Jalandhar district. But I am not going to seek votes for Mr Bittu.”

“I don’t know what has happened. I am not levelling any allegations either, but I was dumped by the party despite my being the sitting MLA and inspite of the fact that I had burnt my midnight oil to serve people of my area. I don’t know what happened behind the scenes. Some say that money changed hands, but I would not say anything on this till I have any proof in this regard,” said Mr Gupta.

Mr Sukhbir Badal, while addressing the rally, said the Chief Minister, Capt Amarinder Singh, was trying to befool the people again by making false promises.

Raising the issue of unprecedented hike in prices of the essential household commodities, he said it had become almost impossible for the common man to keep the fire of his hearth burning during the Congress regime.

DC for imposing Rs 6.4 lakh expenses on Cong candidate

Taking a serious note of the alleged code violation by the sitting Congress MLA of Banga, Mr Tarlochan Singh Soondh, on the occasion of the death anniversary function of his father, Jagat Ram Soondh, at his native village, Soondh, last month, the district administration has reported the matter to the Election Commission with a recommendation of imposing Rs 6.40 lakh as the poll expenses.

This will leave the candidate with just Rs 3.6 lakh out of the total allowed budget of Rs 10 lakh for use as election expenditure.

Since the candidate and his family has spent a lot of money on the use of vehicles for touring to villages, making party stickers, a few functions such as those jointly organised with BSM leader Satnam Kainth on Tuesday and other day-to-day expenses, he will officially be able to spend even a lesser amount for the next 12 days.

Sources in the administration said the District Electoral Officer, Mr Krishan Kumar, had sent the report along with video coverage and pictures taken by his team during the function on January 4 held after the Code of Conduct came into force.

While Mr Soondh has been dubbing the function as an annual cultural programme and taking the plea that his candidature has not been announced at that time, Mr Kumar is said to have pointed out that the posters and wall paintings carried pictures of the Congress symbol.

Recording has also been done of a huge cavalcade of cars (74 in number) moving for the purpose, including one that of a government officer. The expenditure estimate prepared by Mr Kumar includes an amount of Rs 2.5 lakh on meal calculated as Rs 50 for each one of the 5,000 visitors, Rs 1.1 lakh as amount spent on transportation with Rs 1,500 per vehicle, Rs 1 lakh for two artistes invited for the event and Rs 2,000 for the stage. The remaining amount includes the rent of chairs, mats and other arrangements made for the function.

Notice to BSP candidate

Mr Ashwini Kumar, Returning Officer, today sent a notice to Mr Satpal Janagal, the BSP candidate from Nawanshahr, asking him to explain his motive behind getting posters printed on the birth anniversary of Guru Ravidas at the time when elections were near.

The Returning Officer took cognisance of the report that appeared in the columns of The Tribune on Thursday and has asked him to reply as to why he had tried to win over people by playing with their religious sentiments. He also got all these posters removed from walls.

DGP honours recruits

Hoshiarpur, February 1
Mr R.S. Gill, DGP, said today that tight security arrangements had been made for conducting peaceful elections.

He said more than 80 per cent of the 72,000 police men had been deputed and 200 companies of para-military forces had arrived in the state for the election duty.

Mr Gill was talking to mediapersons at Police Recruits Training Centre, Jahan Khelan, near here.

He said a thorough investigation into the firing incident at Beas was being done by a special investigation team.

Earlier, he took the salute in a passing-out parade of 940 recruits of the Uttranchal Police.

Mr Gill honoured recruits, who included Kuldip Singh, Jugal Kishore, Satish Chander Joshi, Rajinder Singh and Jahangir Alam.
