Seven yrs on, but power meter not in sight

Amir Ahmed, a resident of C-164/2 Abul Fazal Enclave – II, Shaheen Bagh, claimed that he had applied for power connection in 2000 and deposited Rs 6,710 development charges in three installments. But till date, electricity meter had not been installed at his residence, he added.

Religious, social bodies clamour for recovery of idols
Relay hunger strike continues in Gurgaon

Hundreds of persons belonging to various religious, social, political and resident welfare associations staged a demonstration and blocked Fountain Crossing for more than two hours and demanded the early recovery of 10 priceless Jain idols.

The idols were stolen from Shree 1008 Digambar Jain Mandir, Jacobpura, in the night of January 26-27.

The procession which also includes small children and women started from Digambar Jain Mandir and passed through the main market of Gurgaon city. When it reached Fountain Crossing, the procession converted into a rally where various leaders addressed the gathering.

Swami Swaroopa Nand appealed to the district administration to recover the idols as they are the symbol of faith of Hindu community.

Gopi Chand Gehlot, former Deputy Speaker of Haryana Vidhan Sabha and MLA from Gurgaon constituency, said that the incident of theft at more than 100 years old Jain temple which is located in the heart of city exposed the lax security system of the administration. If the police had been active, the incident had not occurred.

He urged the police to recover the idols soon.

Kanwar Sain Jain, president of Gurgaon Digambar Jain Samaj, said that the police must use their sources to trace the culprits immediately. Otherwise, the antique idols might get buyers at international level, said the president.

Swami Vijay Kashyap said that though the idols belonged to the Jain community, persons belonging to other religious sects were also agitated over the issue.

Various advocates led by Kulbhushan Bhardwaj, RWAs led by Col Ratan Singh and scores of local leaders were present on the occasion.

After around two hours, Deputy Commissioner Rakesh Gupta and Senior Superintendent of Police Hanif Qureshi reached Fountain Crossing and pacified the agitated gathering. However, the five persons: Pushpi Chand Jain, Sanjay Jain, Mahesh Jain, Aadesh Jain and Narender Jain sat on relay hunger strike at Bhagwan Mahavir Park Jain Temple, demanding the recovery of idols.

The Jain community has appealed to the administration to recover the idols within a week otherwise the community would be forced to take some hard decisions, that includes sitting on indefinite hunger strike or jamming of National Highway No. 8 which passes through the city.

It has also been decided by the Jain community to send presentation to President, Prime Minister, Home Minster, Haryana Governor and Chief Minister appealing them to ensure the recovery of idols.

New Plan focuses on rainwater harvesting

With the Capital facing a serious water crunch, city planners want rainwater harvesting measures to be made mandatory for residential buildings.

Earlier, it was made mandatory for government buildings and buildings which are constructed on big plots.

Focused planning and efforts are required to be taken to prepare and implement rainwater harvesting schemes both with the aim of optimising water use and maximising ground water recharge, according to the Draft Master Plan of Delhi 2021.

Simple methods of site planning, that incorporate porous and semi-permeable paving and drop inlet and down pipe, will contribute in improving the groundwater table, the document said.

For this, a suitable mandatory provision is to be made for planning and construction of various rainwater structures.

The planning should envisage watershed management and arrest the run-off of rainwater. It should ensure conservation of natural valleys, water bodies and aquifers.

The concept of zero-run-off drainage with retention ponds, sediment traps and balancing lakes should be adopted, with a segregated water disposal system, the Draft Master Plan of Delhi 2021 said.

The plan also foresees the green area being sustained and maintained by the water bodies network.

A green network of forest areas, overlapping the blue network of water bodies, would protect the ecology of aquifers and also provide a pleasant environment.

A few years back, a proposal on water harvesting was brought by the then Municipal Commissioner, Municipal Corporation of Delhi (MCD), to make water harvesting system on a large scale.

The proposal was tabled before the Standing Committee, which passed it.

However, no action has been taken so far to adopt various measures of water harvesting.

Sonia to open Surajkund fair

The Congress president and the UPA Chairperson, Ms Sonia Gandhi, will inaugurate the 21st Surajkund Crafts Fair here on February 1. The Haryana Chief Minister, Mr Bhupinder Singh Hooda, will also be present. A team of craftspersons from Thailand will take part in the mela for the first time. Besides, 350 craftsmen from various parts of the country will also be there.

The state Tourism Minister, Ms Kiran Chaudhary, said here today all arrangements for holding this fortnight-long crafts festival were almost complete. Surajkund was ready to host yet another fiesta. She said the UPA Chairperson, Ms Sonia Gandhi, had agreed to inaugurate the fair, adding that this would add another dimension to the mela, which had been attracting all sections of society. The fair was a platform for artisans and artistes to showcase their traditional crafts and culture.

Admitting that there was a lot of scope and potential for expanding the purview of this event, she said efforts were on to add more features by involving public-private participation. Claiming that the participation of craftspersons from the seven SAARC countries since last year would continue this year, she said the event may see more foreign participants coming to the fair in the coming years. The participation of a team of craftspersons from Thailand this time was a development in this direction. She said the organisers had also invited a delegation from China to visit the fair to enable them to have a look at the variety of art and craft of our country at one place. While Thailand would be the ‘focus nation’ at the fair, Andhra Pradesh would be the ‘theme state’ this year.

A children’s park, a workshop for designers, kite flying and painting competitions, folk dances and music performances await the visitors.

Mercury rises to 12.3 degree C

Even though a thin sheet of fog draped the national Capital today, yet the temperatures remained above normal giving a respite from the cold to the Delhiites.

The minimum temperature here was recorded at 12.3 degree Celsius, four degrees above normal but the easterly winds continued to bring a nip in the air.

The general visibility at the Indira Gandhi International Airport had dropped to 300 metres but a runway visibility range of 900 metres ensured that there was no disruption in flight operations. — TNS

Traffic advisory for Beating Retreat today

The Delhi Police have made elaborate traffic arrangements for the annual Beating Retreat ceremony at the historic Vijay Chowk here tomorrow which marks the end of the Republic Day celebrations.

Several traffic diversions will be imposed between 1600-2130 hours for the gala event which sees the illumination of Rashtrapati Bhavan, Parliament House, North and South Blocks among other government building in Lutyens’ Zone.

Vijay Chowk will remain closed to general traffic.

No traffic will be allowed on Rafi Marg between Sunehri Masjid and the Krishi Bhavan roundabout, according to the Delhi traffic police.

Traffic on Raisina Road from the Krishi Bhavan roundabout towards Vijay Chowk and beyond the roundabouts at Dalhousie Road, Krishna Menon Marg and Sunehri Masjid towards Vijay Chowk will also be restricted.

No traffic will be allowed on Rajpath from Rafi Marg towards Vijay Chowk and on Raj Path between Rafi Marg and C-Hexagon.

The traffic on Jan Path between Rajendra Prasad Road, Maulana Azad Road and Rafi Marg, between Krishi Bhavan and Sunheri Masjid will also be stopped.

Free parking will be available for the public between Rafi Marg and C-Hexagon, India Gate, on both sides of Raj Path lawns behind water channels.

The entry of city buses shall also be restricted and buses coming from Tughlaq Road for Rafi Marg will be stopped at Sunehri Bagh road.

Also, while buses coming from C-Hexagon Road-Akbar Road-Rafi Marg will be stopped at Vigyan Bhavan, those coming from Shanti Path/Vinay Marg towards Teen Murti will operate via Willingdon Crescent-Dr Ram Manohar Lohia Hospital.

Buses coming from Sikandra Road for Ferozeshah Road-Raisina Road-Ashok Road will follow Barakhamba Road-Hailey Road-Tolstoy Marg-Sansad Marg-Patel Chowk and buses coming from Prithvi Raj Road-South End Road bound for Janpath-Connaught Circus will take Man Singh Road from Q-point and terminate opposite Vigyan Bhavan.

The general public was advised to avoid the above mentioned roads and follow traffic directions to avoid inconvenience, the traffic police added.

MPD suggests proper parking facilities

The draft Master Plan of Delhi 2021 is proposing that citizens of the national Capital should have a parking facility to be able to purchase a vehicle.

The number of vehicles is increasing rapidly as people purchase vehicles without having parking arrangements. They park vehicles on roads resulting in traffic jams and congestion in residential areas.

According to the MPD 2021, the number of motor vehicles in the Capital has shot up drastically from 5.13 lakh in 1981 to 32.38 lakh in 2001, while the number of buses, including private and government-run buses, increased from 8,600 to 41,483 in the same period.

Due to severe problems of vehicular congestion and shortage of parking facilities in the residential areas, most of the parking is being done on the road, which significantly reduces the carriageway width, says the Master Plan.

Apart from creation of underground parking below parks and open spaces, the MPD-2021 suggests registration of vehicles on proof of parking as a measure to tackle the problem of overcrowding in the Capital.

On behalf of the MCD, the Transport Department is already charging one-time parking fees from the private vehicle owners for 15 years, while commercial vehicles owners have to pay the fees annually during renewal of their licence.

However, city residents are divided on the suggestions. While the residents of A and B categories welcomed the step, terming it a thinking in the right direction, those from other categories such as B, C, D and E contended that it was not based on the ground realities.

The people from the four southern states of Tamil Nadu, Andhra Pradesh, Kerala and Karnataka residing here today underlined the emerging cosmopolitan character of the city by invoking the name of Priyanka Gandhi in particular and the Congress in general, and sought a place of respectability in Haryana.

The people of these four coastal states today assembled under the banner of ‘South Indian Congress (Haryana)’ on the lawns of the Congress Bhawan, office of the District

Congress Committee, Gurgaon. The organisation was floated here in February, last year.

The leaders of the organisation in their speeches said that the first annual general meeting was advanced so as to coincide it with the monthlong birthday celebrations of Priyanka Gandhi. The birthday of the young Congress leader was on January 13, but the local Congress leaders have been in a celebratory mood since January 1. The celebrations will reportedly go on till the end of this month.

While a senior Congress leader and a Haryana Pradesh Congress Committee (HPCC) delegate, Mr Khazan Singh was the chief guest in the function, other local Congress leaders were also present on the occasion.

Among another notable presence was that of a Congress leader from Uttar Pradesh, Mr Devender Gupta.The members of the South Indian Congress (Haryana) said that they now consider Gurgaon as their home, and expected the Congress leaders to help them get their ration cards and get them enrolled in the voting list so that they could take part in the democratic process of the state.

Speaking on the occasion, the Chairman of the South Indian Congress (Haryana), Mr Paul Diclause said that the Congress was the only pan-Indian party which watched the interest of people from all parts of the country.

He asserted that there were a large number of people from the four states residing in Gurgaon, Faridabad and Rewari in Haryana, and nearby Bhiwadi in Rajasthan.

He said that soon units of the organisation would be constituted in other parts of Haryana. Such experiment with the ruling Congress party in Delhi by the people of the four states has been successful, and it would now be extended to Haryana, he added.

Mr Khazan Singh said that the Congress leaders from the South like late Kamraj, Mr V.George, the Union Minister, Mr Oscar Ferandes, have contributed immensely to the party since the Independence of the country.

Trial court’s order on action against cops set aside

A Delhi Sessions court has set aside the order of a magistrate asking the police commissioner to instruct his subordinate staff to desist from registering separate FIRs in the same case and directing disciplinary action against some police officers.

As per the prosecution, accused Deepak and Sanjay were arrested in Kamla Nagar in north Delhi when they tried to flee after seeing a police party. After a search, one button-operated knife and silver coins were recovered from them.

The police registered two FIRs separately in respect of the offences of stolen property under the Indian Penal Code and of recovery of knife under the Arms Act.

The trial court, in its order, had held that there can be no separate FIR and no fresh investigation regarding every subsequent information in respect of the same cognizable offence or same occurrence giving rise to one or more cognizable offence.

Additional Sessions Judge V K Goel while setting aside the magisterial order of May 5, last year held that from the focus of both the FIRs, it was clear that one was regarding the recovery of button-actuated knife and another was recovery of stolen silver coins from the two accused.

Allowing the revision petition filed by the state and the affected police officers through their counsel — M Z Khan and Manoj Taneja, the court held that it cannot be said that both the offences were from the same occurrence giving rise to one cognizable offence.

The court further held in a recent order that there was no need to pass any directions to the commissioner of police to ensure that police officers shall desist from registering separate FIRs in violation of law.

Seven yrs on, but power meter not in sight

Amir Ahmed, a resident of C-164/2 Abul Fazal Enclave – II, Shaheen Bagh, claimed that he had applied for power connection in 2000 and deposited Rs 6,710 development charges in three installments. But till date, electricity meter had not been installed at his residence, he added.

When he applied for power connection, the BSES office was in Nizamuddin.

Later, it was shifted to New Friends Colony. When he approached the official concerned in the new office, his records were not available. He was asked to submit a new application form.

Instead of installing electricity meter, he was handed over a bill of Rs 27,729. He was asked that he would have to deposit the bill, and only then meter would be installed.

The Chief Coordinator of the BSES, Ms Renu Antony, said that it might be a case of enforcement bill.

But the applicant claimed that he was not involved in any theft case. He has been living under darkness for the last several years.

‘Essential rules can’t be violated during probe’

Holding that essential rules of the principles of natural justice cannot be violated during a departmental enquiry into charges against a public servant, the Delhi High Court has set aside an enquiry report against a suspended doctor of the Indian Institute of Technology (IIT) here.

At the same time, Justice S Ravinder Bhatt directed the IIT to give an opportunity to the suspended chief medical officer (CMO) S K Aggarwal to make his defense before the enquiry officer, saying the proceedings should be completed in six months.

Aggarwal has challenged his suspension order following an enquiry report alleging that he had committed financial irregularities at the time of purchase of medicines for the institute’s fourteen-bedded hospital in 2003-2004.

Justice Bhatt observed in his recent order that issuance of notice, adjudication in an objective manner by the person with no interest in the outcome of the proceedings and adequate opportunity to the person affected were some of the rules which the enquiry officer needed to follow.

“Principles of natural justice are not set of immutable or rigid rules, which can be straight jacketed ...Nevertheless every procedure has to be fair and reasonable,” the judge said in his order.

“In this case, the enquiry officer’s conduct in the proceedings to close the enquiry against Aggarwal on October 18, 2004 is not only inexplicable but it is indefensible too,” the court noted.

Aggarwal, in his petition, contended that an ex-parte report was submitted by the enquiry officer on September 11, 2004 without giving him an opportunity to defend his case.

The enquiry officer had submitted the report in hurry as he was under the pressure from the director.

Joining the maestro will be 400 children from five Delhi schools who will offer a musical tribute to the Mahatma at the Martyr’s Column, where Bapu fell to the assassins bullets on January 30, 1948.

The participating schools are: J P M Senior Secondary School for the Blind, Lal Bahadur Shastri Marg, Jaspal Kaur Public School, Shalimar Bagh; Summer Fields School, Gurgaon, Bharat National Public School, Ram Vihar, and Rashtriya Virjananda Andh Kanya Senior Secondary School, Vikaspuri.

Religious leaders from different faiths will offer prayer on the occasion.

Girl accuses parents of forcing her into flesh trade

In a bizarre case, a daughter has accused her parents of forcing her into flesh trade and sought cancellation of anticipatory bail of her parents and nine others before the Delhi High Court.

Issuing notice to the Delhi Police besides the victim’s father Chaman Lal Monga, his wife Praveen Monga along with their nine accomplices, Justice B N Chaturvedi has asked all of them to file their replies by August 7.

The court was recently hearing a petition filed by Monga’s 20-year-old daughter, who is a B.Com student in Delhi University and staying separately from her parents, challenging a Delhi court’s order granting all accused persons anticipatory bail in a rape-cum-attempt to murder case.

Accusing the father of raping her several times, the victim said that he had done it at home with the consent of her mother.

She has also alleged that she was raped by the accomplices in connivance with the parents.

The victim said in the petition that her brother had also left the home after he found that their parents were involved in the flesh trade.

Mother’s plea to reform son moves court

Moved by a mother’s plea that she would make all efforts to reform her 19-year-old son, who was convicted of trying to outrage a girl’s modesty, a Delhi court sentenced him to one month’s rigorous imprisonment.

The mother of the accused assured the court she would take every step to reform her child which persuaded the court to reach the conclusion leniency in the matter of punishment would meet the ends of justice, said Additional Sessions Judge R. K. Yadav in an order last week.

The court also imposed on accused Irfan, a resident of Seelampur in East Delhi, a fine of Rs 2,000 after convicting him under Section 354 (assault to a woman with intent to outrage her modesty) of the Indian Penal Code (IPC).

The court acceded to her plea while pronouncing the quantum of sentence and ordered a month’s RI for Irfan, who would have to spend 13 days in jail as he had already spent 17 days in judicial custody during the pendency of the case.

The prosecution proved its case against Irfan with the help of 11 witnesses, including two eyewitnesses.

The camps were organised by the Delhi Government in all the nine districts of the Capital today under the Bhagidari – Stree Shakti project.

The Chief Minister of Delhi, Ms Sheila Dikshit, today visited the camp site at Adarsh Nagar.

She was accompanied by area MLA and Industries Minister Mangat Ram Singhal and senior officials of Social Welfare Department.

She described late Kamaleshwar a torchbearer of writing with a constructive approach and vision.

Ms Dikshit added that his passing away had created a big vacuum and he would continue to inspire younger writers in all times to come.

Art Alive Gallery here is showcasing the recent works of legendary contemporary artist Thota Vaikuntam from January 29 to February 12.

Thota Vaikuntam has been often described by critics as a legend of contemporary Indian art. His dark and dusky beauties, the Telangana women, have become icons much loved and sought after by the connoisseurs, as are his pundits and other village folk. Besides his work as a painter, Vaikuntam has also worked on film set designs and with children. There is an interesting mix of the traditional and the modern in his work.

Vaikuntam’s paintings bear a witness to his search for the primitive, his love for rural life, his intimate knowledge of his subjects and a desire to create pictures of an innocent world, untouched and uncorrupted by ‘civilised’ society.

There is an interesting and symbolic play of decorative elements in his work and his genius for drawing can be traced to his early works, especially those symbolic of his roots in rural and rustic Telangana. He has made numerous drawings of the life and people of rural Andhra, both men and women, though there is a perceptible concentration of women in his later work. The highlights of this exhibition are some of the new tonal works specially done by the artist for this show.

Artist from Gujarat

Girish Khatri, a well-known artist from Gujarat, is showcasing his works at an exhibition at Lalit Kala Akademi here from February 7. The exhibition has been sponsored by the Gujarat State Lalit Kala Akademi. Girish has participated in many solo and group shows all over the country and abroad.

Aich’s ‘Grey World’

Art N Soul Gallery here is presenting “Grey World”, an exhibition of works of well-known artist Samir Aich from January 25 to February 2.

Different strokes

Chawla Art Gallery here is presenting an exhibition of the works of some of the well-known artists entitled “Variable Strokes” from January 31 to February 10.

Curated by Archana Behl Sapra, the exhibition is an attempt to peep into the creative styles of the participating artists.

An affair with essays

Book lovers, civil servants and social activists will gather at the India International centre here on February 3 for the launch of “It Crossed My Mind”, an anthology of essays by Shailaja Chandra. The Delhi Chief Minister, Ms Sheila Dikshit, is likely to be the chief guest.

A former senior Indian Administrative Service Officer, Ms Shailaja Chandra, had earned the unique distinction of being the first woman Chief Secretary of the National Capital Territory of Delhi.

Mind matters

“Expressions of the Mind” a special performance of the HCL Concert Series, is being held at Stein Auditorium of the India Habitat Centre here on January 30.

The programme will also feature “Love in Abstraction” comprising vocal recitals of Bhakti and Sufi poems and a special Kathak performance by Prerna Shrimali of the Jaipur Gharana.
