Missing persons’ cell set up in Noida
Names of 550 children registered

Noida, January 14
One of the lessons learnt by Noida police from missing children in Nithari is that all the police stations in districts have now set up special missing persons’ cells.

The Sector-20 police station in Noida has, however, registered six times the number of missing children registered in all other police stations in the city.

The names of some 550 missing children have been registered in Noida police stations so far. When the CBI got the drains cleaned around D-5 Nithari, three skulls and many human bones were fished out, it shattered the hopes of many parents who had thought that the remains of their own children would be recovered from the drains.

Parents still hope to trace the remains of their missing children from the garments or shoes recovered.

DNA tests are likely to confirm the identity of their missing children.

The registration of missing children is being maintained by opening a separate register in which details of the children with their names and addresses and photographs will be mentioned, it is learnt.

So far the names of three children have been registered in Phase-II police station; 12 in Sector-39 police station; five in Sector-24 police station; and four in Sector-49 police station. However, in Sector-20 police station, the names of over 300 missing persons have been registered, it is learnt.

Include our demands in Master Plan: Traders

In their bid to obtain total relief from sealing in Master Plan 2021, the trade leaders from all corners of Delhi at a day-long conference held by the Confederation of All India Traders (CAIT) today raised issues and concerns of traders in shape of a memorandum for inclusion in the proposed plan.

The memorandum will be submitted to the Urban Development Minister, Mr Jaipal Reddy, State Minister Mr Ajay Maken, Delhi Chief Minister Shiela Dikshit and non-official members of DDA board.

Demanding provision of a Metropolitan Planning Commission to monitor implementation of MPD, the trade leaders also stressed the need of time bound formation of Zonal Plans and Local Area Plans, saying these were necessary tools for the planned development of Delhi.

The Conference demanded to bifurcate the policy in two parts to regularise business establishments that exists as on December 31, 2006 to obviate a situation of dislocation and development planning and norms for future.

The traders also demanded scrapping of any categorisation, which “smacks of discrimination”. Roads of width 80 feet and more should be declared as Master Plan Roads and commercial activities should be allowed on Master Plan and Zonal Plan Roads, they said.

Walled City and Extension, Karol Bagh and areas defined as commercial areas in MPD 1962 should be declared as total commercial areas whereas colonies whose layout plan was sanctioned prior to 1962 should also be declared as commercial areas, the leaders demanded. Commercial activities should be permitted on width below 6 meters in Lal Dora and extended Lal Dora area, demanded the Conference.

The trade leaders also demanded commercial utilisations of buildings on National Highways, Arterial and Sub-Arterial Roads and along Metro Network Roads. Existing shops in DDA Flats and business establishments in basements should also be allowed, they said. The Pedestrian Shopping Streets should be declared fully commercial and upper floors of local shopping centers should be allowed to be used for commercial purposes.

The list of negative items should be re-drafted and essential items like coal and firewood defined as essential items in Essential Commodities Act should be taken out from negative list.

The educational institutions including computer coaching centers, tuition centers and schools should be allowed to carry activities pertaining to imparting of education.

The trade leaders categorically said that traders who are conducting commercial activities prior to MPD 2021 deserve protection as the MPD 2021 does not bear retrospective effect, any restriction should be made applicable for new comers only. To serve principle of natural justice, adequate time and succor for rehabilitation should be given to traders who are likely to be deprived of their bread-earning source.

‘Haryana contributes 40% production in automobile sector’

Haryana has a strong potential and capability to play a significant role in the fast changing economic scenario of the world, said Haryana Governor Dr A R Kidwai.

While laying the foundation stone of Chamber’s Building at IMT, Manesar, being built by Gurgaon Chamber of Commerce and Industries (GCCI), Dr Kidwai said that the state contributes around 40 per cent production of the country in automobile sector. Car, scooter, motorcycle and tractor are manufactured in here, added the governor.

Prominent multinational companies (MNCs) of the world are in search of places in developing countries like India to set up their manufacturing plants as the developing countries have cheap raw material and work forces, opined Dr Kidwai, adding that India presently has good opportunity to attract these giants so that both citizens of the country and the MNCs can rise in the time ahead.

Highlighting the capabilities of Indian citizens, he revealed that around 30 per cent employees in Microsoft, 28 per cent in NASA and 20 per cent in leading IT companies of the world are of Indian origin.

Appreciating the industrial development of Gurgaon district, he informed that the district has clinched the fourth place in the fast industrial growth in the country after Chennai, Pune and Bangalore.

He was in agreement with the entrepreneurs that the electricity’s shortage is one of the major bottlenecks in the development of industries. Electricity’s growth has failed to match up its fast increasing demands, he conceded.

Speaking on the occasion, Haryana Finance, Labour and Employment Minister, Mr Birender Singh said that Gurgaon’s growth must not be seen as the growth of the state. More than 90 per cent population of the state (around 2.11 crore as per 2001 census) live in other parts of the state and the government must also ensure their growth, stated the minister.

He said that there should not be vertical growth of Gurgaon rather it should be horizontal growth for the entire state.

The minister said that connectivity, water and communications are the major requirement to develop a particular area.

He suggested that there should be a wide road between Bawal in Rewari to Ludhiana in Punjab, passing through the middle of Haryana so that the entire state can get the benefits of the industrial growth.

He added that it was sad for the citizens of Haryana that most of skilled and semi-skilled work force in the units, functional in Haryana, do not belong to the state. Haryanvis are working in these units as third or fourth class employees. The state government must develop sufficient number of the technical institutes to train its youths, advised the minister.

Mr P K Jain, founder president of Gurgaon Chamber of Commerce and Industry, who formed the chamber in 1982 with just 17 members, assured the guests, dignitaries and industrialists that the building, when fully developed, would act as a platform for organising various industrial activities for creating bridges between central and state government agencies and the industrialists of all level.

‘Delhiites excel in misbehaviour’
In a survey, DU students find people spitting, littering and using abusive language on roads

Lack of urbaneness has been found among Delhiites with a survey saying many of the denizens excel in spitting, littering, misbehaviour and using abusive language.

The survey on ‘Human Behaviour in Public Places’, conducted by students of the Anthropology Department of Delhi University, also found that encroachment on roads and other public land was a normal scene in most of the posh market areas in the city.

In Meher Chand Market, close to Lodhi Road in south Delhi, within a span of 40 minutes, the surveyor saw 19 people, including 18 men and a woman, who spat on the road.

Similarly, another student, who surveyed the Chandni Chowk area, came across 49 people spitting in public places. They included 48 men and a woman.

“We have been surveying human behaviour in public places of Delhi for the last three years. We do not find a remarkable change in their attitude,” head of the department, Mr P C Joshi, under whose guidance the survey was undertaken, said.

The survey was started in 2004 and students of the department visited around 20 localities and observed the behaviour of the people.

In 2005 and 2006, the students selected another 40 localities for the survey.

The findings of the survey in every locality were more or less the same. Littering was mostly done by middle-aged people, Joshi said.

For example, in Meher Chand Market, the surveyors came across 16 people, including nine middle-aged people, who threw away fruit peels, paper, plastic packets and wrappers within an hour’s time on a particular day.

In Chandni Chowk, 131 people were seen littering indiscriminately in the market in just half-an-hour. “In fact, there are not enough dustbins in the market area. Besides, littering seems to have become a bad habit of the people,” Joshi said.

The common types of misbehaviour are using abusive or unparliamentary language and showing disrespect to women by passing lewd comments, whistling and making vulgar gestures, he said.

The survey found as many as 88 people misbehaving in Chandni Chowk market area within half-an-hour on the day the surveyors visited the place.

Encroachment is common in markets and other public places in the city, Joshi said.

“We did not find any market which is free from encroachment. People extend their houses and shops and encroach upon public space,” he said.

The students also interviewed around 100 people in each locality, covering about 2,000 people in a year, and asked them various questions on safety, cleanliness, governance, cost of living and the overall amenities in Delhi.

Veteran Kolkata painter Jhupu Adhikari turned 80 last week and his birthday was celebrated in a befitting manner by releasing a biographical sketch of his art journey “Jhupu–A life Drawing” at a function here. The book was released by Mrs Sova Sen Dutt, wife of the late veteran stage and screen actor, Utpal Dutt. Mrs Dutt is the managing trustee of the Utpal Dutt Foundation For International Theatre Studies.

The book is a personal account of the artist’s journey through the world of art and as seen through the eyes of family members and friends. The book is adequately illustrated with a number of colour plates of the creations of the artist.

It was in December 1949 that the first National Art Exhibition in India after Independence was mounted at the Indian Museum in the then Calcutta. The exhibition which brought together works of leading artists of that time proved to be a major milestone in the artist’s life as it was here that he was awarded Maharaja Darbhanga’s Gold Medal for water colour.

Jhupu went on to study commercial art in the United Kingdom and returned in the fifties to work for advertisement agencies. He returned to full-time painting in the early nineties.

‘Sublime Maladies’ on view till Jan 27

The Anant Art Gallery which has now moved to Lado Sarai is holding two exhibitions, one to inaugurate the new art space and the other to live up to its reputation of providing space and opportunities to upcoming artists.

The new art space was inaugurated with the display of the works of Muhammad Zeeshan. The solo exhibition entitled, “Sublime Maladies” will be on view till January 27. Simultaneously, the gallery is also showcasing the works of Kruti Thaker, Malvika Rajnarayan, Prantik Chattopadhyay and Sonatina Mendes.

Solo show of 100 paintings

A solo show of nearly 100 paintings in acrylic on canvas titled “Voyage to Infinity” by noted artist Kanwar Pawar is being held at the Lalit Kala Akademi from January 16 to January 21.

Pawar, who received his formal art education from the Delhi College of Art here, draws his inspiration for the paintings in this show from Goa—its sun-kissed landscapes, bright blue waters and a festive, gay spirit that never seems to dampen. Pawar has received both the Sahitaya Kala Parishad award as well as the All India Youth Art Exhibition Award..

Each individual at birth has a core personality which shapes their perception of life, the day-to-day life events and activities can either strengthen or slow down the progress. Every child wants to be the best with a well-rounded personality to be able to survive in this world.

Neil O’Brien and Barry O’Brien have made an attempt to support the development of the ‘Whole Child’ by authoring “Get Set, Go!” an integrated course on general awareness, general knowledge, personality development and life skill for classes I to VIII.

Oxford University Press, India launched “Get Set, Go!” yesterday at Pirojsha Auditorium, World Wide Fund Nature India, where author Barry O’Brien led an interactive session with leading educationists from premier schools in the National Capital Region on various aspects of child psychology and factors that affect life skills and personality development.

School leaders and senior teachers from various schools in Delhi participated in the event and reverted with an overwhelming response.

Barry O’Brien discussed the various situations children face in the day-to-day life and how education can support and guide them towards a better future. Along with academics, other fields like awareness about society and environment, manners, healthy living, responsibility, leadership etc. are equally important for the child’s mental growth. The briefing session deliberated on each aspect of the ‘Whole Child Development’.

High Court
HC asks to dispose of case against man on wife’s plea

After waiting for three years for justice, a woman, who accused her parents of harassing her and threatening her husband, has got a ray of hope with the Delhi High Court directing the trial court to dispose off a case of kidnapping filed by her parents against her husband.

Justice A K Sikri in his order on Friday directed the trial court to expedite the criminal proceedings, as the police had filed a closure report in the case two years ago on a petition filed by Shweta Yadav.

The court also directed the magistrate to consider an application filed by Shweta’s husband seeking cancellation of non-bailable warrants issued against him and his family members in the case. “The Metropolitan Magistrate is directed to consider the cancellation report and pass appropriate order in accordance with law,” Justice Sikri said.

Shweta, in a petition, stated that in September 2004 she got married against the wishes of her parents. She, however, had sent letters to the SHO, Mansorovar Park police station, and also written to higher police authorities in this regard.

She had asked the police not to register any case against her or anybody as she was leaving the house on her own and getting married with a man of her own choice.

Shweta submitted before the court that despite this communication, police had registered a case of kidnapping against her husband and other family members for criminal conspiracy at the instance of her parents.

During the investigation, she had recorded her statement before the police as well as a magistrate after which the police had filed a closer report, which is pending before the court, Shweta further submitted.

Instead of closing the case, the trial court had issued non-bailable warrants against all of them, she alleged.

DU to introduce re-worked PG courses

Delhi University has re-worked its post-graduate courses and plans to increase the number of inter-disciplinary subject choices in the academic year 2007-08.

Courses in nano-technology, forensic science and foreign languages at the post-graduate level are also on the agenda.

According to the DU Registrar’s office, most of the post-graduate courses are being revised and updated this year in order to make them more interesting and knowledgeable for the students.

The revised courses include subjects like history, geography, sociology, mathematics, biology, operation research and philosophy. For instance, the Masters course in Biology will have a chapter on Mathematics and some changes in Electronics and Applied Sciences courses.

Besides, the university is starting some other courses like Geology and Anthropology in some colleges at the undergraduate level.

54 officials booked for violating Election Commission orders

A case has been registered in Dadri Kotwali against 54 government officials for violating the orders of the Election Commission. None of the officials had obtained the electoral rolls while only two days are left in printing of rolls.

The government has termed it a flagrant violation of electoral process by the booth-level officials. Some teachers are also included in this list besides officials from other department. The booth-level officials were required to obtain this list from Dadri Tehsil office or from the Indira Gandhi Auditorium, Sector-6 Noida.

They have neither obtained the list, nor informed their senior officers of it. The list of 54 government officials includes some government woman employees and a number of Noida Authority employees against whom action will be taken.

According to SDM Dadri Ghanshyam Singh, some officials had been entrusted with the responsibility of booth-level officers. Action will be taken against all these officials who have taken election duties rather casually.

DJB to enhance capacity of STPs

The Delhi Jal Board is planning to enhance the capacity of the sewage treatment plants (STPs) in the areas to be benefited by Sonia Vihar Water Treatment Plant to ensure that it does not add to the pollution level in Yamuna.

The identified STPs, where capacity would increase, are situated in Yamuna Vihar, Kundli and Okhla in East and South Delhi areas which will be benefited by the 140 MGD water plant once it is fully operational.

“Needless to say, the quantity of sewage will increase in direct proportion to the water supplied through Sonia Vihar water treatment plant to the target areas of east and south Delhi,” a senior official of the DJB said. He explained, “Due to increase in supply of water from Sonia Vihar plant when it is fully operational, the sewage output from the households benefitted from the plant will also go up simultaneously, polluting Yamuna. To check this, we have decided to increase the capacity of the three sewage treatment plants by 100 MGD.”

The tenders have been floated to start the work at the STPs which will be completed by the year 2009, before the Commonwealth Games 2010.

While capacity of the STP at Kundli is proposed to be doubled from 45 MGD to 90 MGD, STP at Yamuna Vihar will have capacity of 45 MGD from present 20 MGD. There are plans to enhance the Okhla STP from 140 MGD to 170 MGD.

Notorious gangster arrested

The Crime Branch of Delhi Police today claimed to have arrested a notorious gangster Rakesh Bawaria, who is allegedly involved in about 40 cases of dacoity, murder, robbery in various states like Punjab, Uttar Pradesh, Madhya Pradesh, Rajasthan, Tamil Nadu, Andhra Pradesh and Karnataka.

By the ruthless acts of the gangster and his accomplices, about 15 innocent persons were killed mercilessly and about 75 injured in 24 reported cases in Tamil Nadu alone. Of the 75 injured, some have lost their vision, while others became permanently disabled.

Following a tip-off, he was apprehended from Yamuna Bio-diversity Park in Sangam Vihar after a brief exchange of fire. The scooter, he was riding on, was allegedly found to be stolen from Rajouri Garden area.

Mercury rises to 5.7 degree C

After two days of downward trend, the minimum temperature in the national Capital rose by almost two degrees to 5.7 degree Celsius, providing much needed relief from severe cold conditions.

However, the minimum still remained a degree below normal, the Met Department said.

Yesterday, the temperature was recorded at 3.6 degree Celsius, three degrees below normal, and the previous day at 4.8 degree Celsius.

Delhi also woke up to shallow fog in the morning but the visibility did not drop below 700 mts. The weatherman attributed the severe cold conditions in the national Capital to the North-Westerlies in the region.

Predicting a partly cloudy sky over the next 24 hours, the Met department said mist or shallow fog was likely in the morning. The minimum is expected to hover around five degrees Celsius. On January 8, Delhi saw the mercury plummet to the season’s lowest at 2.6 degree Celsius, the second lowest in the last five years.

Five-year-old charred to death

A five-year-old child was charred to death and three family members sustained serious burn injuries in a fire that gutted their house this morning in a South Delhi locality, official sources said.

They were sleeping when the fire engulfed the house in Khanpur area, a fire brigade official said, adding three family members – Mohammad Husein, Naseer and Nisha – have been seriously injured.

The cause of fire could not be established immediately, he said.
