MCD seeks extension of deadline in notified areas
New Delhi, October 31 The MCD application came after a “confidential” report on sealing difficulties was sent to the Court by the Monitoring Committee (MC), the contents of which appeared in a section of the media today. The move is however, said to have been under pressure from agitating traders. In its report, the MC had sought two weeks moratorium against sealing of the shops of those traders who had filed affidavits giving undertaking about shifting of their ventures away from residential areas. The 44,000 odd traders mainly comprising big shop owners, had filed the affidavits in view of Court’s February 16 and August 10 orders, giving undertakings to it about shifting of shops from residential areas. The Court in its September 29 order had refused to give extension to them beyond October 31 for closer of their venture. But MCD now has said that the shops covered under the Union Government’s notifications of September 7 and 15 permitting mixed land use in 2183 roads and streets, should be treated alike regarding giving extension irrespective of the fact whether they have filed the affidavit or not. The Court in its September 29 order, while permitting small shop owners to continue, had given time to those big shop owners to file affidavits with undertaking to shift by January 31, 2007, who had not filed them earlier. The MCD in its fresh application, moved today sought extension of the time limit for shifting to the 44,000 big traders also up to January 31 to bring parity to all. The MCD said the 44,000 traders should also be given permission to file fresh undertaking like the others who had not filed affidavits at all. It also urged the Court to order de-sealing of their shops for the interim period as all the traders whether filing affidavit or not were identically placed. The Corporation, however, said that the sealing in respect of the rest of the shops not covered under the September 7 and 15 notifications on mixed land use plan permitted in 2183 roads and streets, should continue. According to MCD estimates, if the 44,000 traders whose shops though were within the 2183 roads and streets but not given any respite by the Court, were taken out of the sealing list, then the number of shops to be sealed in non-notified roads would be in the range of only 5,000. The new stand of MCD would prove to be a big relief to traders if accepted by the Court, before which a peal for early hearing could be made soon. |

Day two of bandh passes peacefully
New Delhi, October 31 However, essential services and small shops were kept outside the purview of the three-day bandh, called by traders under the aegis of the Confederation of All India Traders (CAIT) to protest against the sealing of commercial establishments in residential areas. Though there were no reports of violence, demonstrations were held at various places across the city. Chemists, who had joined the bandh yesterday, opened their shops today since they fall in the category of essential services. Most public and government-run schools remained open, but attendance was thin despite the announcement by Delhi Government that schools would not be affected by the bandh. Yesterday, the bandh was by and large peaceful except the unrest at the Assembly, where police had to use water canons and lathicharge on the protesting BJP workers and traders to restore order. The police have made tight security arrangements across the city to prevent the outbreak of violence. However, traders blocked traffic at several places as part of their agitation causing inconvenience to commuters. Meanwhile, a delegation of traders met Union Urban Development Minister Mr Jaipal Reddy, Minister for Urban Development Mr Ajay Maken and Delhi Chief Minister Ms Shiela Dikshit and submitted a memorandum of their demands to them. When asked about the future of shops who face sealing after the court order, the Chief Minister said that the Supreme Court-appointed Monitoring Committee had been appealed to put government’s views over the issue before the apex court to save the interest of the traders. Now, the Supreme Court would take a final decision on the issue, she added. Meanwhile, the Bharatiya Janta Party (BJP) national secretary, Mr Vijay Goel, who had to be provided medical treatment yesterday after he complained of ‘uneasiness’ following a ‘tug of war’ between protestors and the police during demonstrations outside the Delhi Legislative Assembly, continued to be ‘under observation’ at Bara Hindu Rao Hospital. MCD Standing Committee member, Mr Vijendra Gupta, was, however, discharged after having being administered first aid. |

Retd army officer commits suicide
Noida, October 31
Though the police had been informed when Promode Kumar failed to return home, it was the neighbours who informed his wife Bhupender Kaur next morning when they found the garage door ajar and her husband’s body hanging from a noose. There were several other incidents leading to loss of human life. At Biserakh railway crossing, an elderly man and a young girl jumped in front of a train to commit suicide on Monday. Till evening, the deceased had not been identified. Their bodies were sent for postmortem. In another incident, two drunkards, Pappu and Lala, swallowed seeds of poisonous ‘dhatura’ along with their drinks. One of them died a little later, while the other is critical. A number of road accidents were also reported. An old woman, Muni Devi, was killed and her two sons were injured by a speeding truck in Phase-II while she was crossing the road on Monday evening. Both Sultan and Bhanu are stated to be in a serious condition, according to doctors at Safdarjung Hospital in New Delhi. The truck sped away after the accident. In Kakode, a motorcyclist was killed by a truck near Dastura crossing on Sunday night while the pillion rider had to be hospitalised in Ghaziabad. One Chander Pal lodged an FIR in police station, Kakode, that his relative Billu of Hajipur was coming on his motorcycle with Parmanand on the pillion when the truck coming from the opposite direction hit their bike, injuring both of them grievously. Billu later died in a Noida hospital. In another accident, a tanker hit a pedestrian identified as Ram Kumar on G.T. Road, who succumbed to the injuries in a hospital. The tanker driver is absconding. |

78 per cent criminal cases worked out, claim Faridabad police
Faridabad, October 31 Around 154 criminals involved in a total of 258 cases were arrested during this period as the strength and infrastructure of police force have been improved. Claiming that there had been a considerable fall in the organized crime in the district during the past one year, the district SSP told ‘The Tribune’ today that the success rate in solving the cases had been significant. He said that a majority of the incidents reported in the past few weeks did not involve any professional gangs. He said the reason behind the majority of such incidents could be personal enmity, revenge or even some dispute between various groups. He contended that there had been no laxity on the part of the police which was the reason for the high success rate in solving such cases. He said of the 48 cases of murder that were booked between January 1 and October 28, 2006, the police had been able to solve as many as 40 cases, making a percentage of 83 per cent in comparison to 77 per cent in the corresponding period last year. Six out of the total seven cases of dacoity and 20 out of total 28 cases of robbery in this period had been solved, leading to a success rate of about 84 per cent. It is stated that though there had been a slight increase in the incidents like robbery, rape and kidnapping, the police department had not shirked from its duty to trace out the cases and arresting the criminals. It is claimed that cash and property worth over Rs 59 lakh was recovered from 108 cases of dacoity, robbery and burglary reported in the district during the past 10 months. According to the SSP, the criminals arrested include three dacoits, nine robbers, 63 burglars, 21 chain snatchers, 38 vehicle thieves and 19 other criminals. He said that since Faridabad had been sharing border with Delhi, UP and Rajasthan, the unchecked movement of a large number of people, especially the migrant labourers could be a major cause of such incidents. He said in many cases, the crime was done in other states and bodies were dumped in this district to fool the police. He said the crime had been well under control and the police had taken several to get the cooperation of residents in prevention of such incidents. |

UGC to help teachers to buy computers
New Delhi, October 31 The Commission has announced free residential high speed internet connectivity and even financial assistance for teachers for purchasing computers for their residential use. A day after President Dr A.P.J. Abdul Kalam inaugurated the one stop education portal, Sakshat, the Commission came out with its proposals to aid ICT in education. “To enhance teachers’ access to the information highway ‘off campus’, the Commission has decided to provide residential high speed internet connectivity, free of cost to teachers in universities and colleges located in 400 cities and towns eligible for UGC assistance,” Prof. S K Thorat, the UGC Chairman, said here today. An expert committee has been appointed to finalise the details of the scheme, it is hoping that networking would provide scope for collaborative research and sharing of pedagogical experiences. Prof. Thorat said the Commission hoped to reach out to approximately five lakh teachers through the assistance measures announced. The UGC has also approved a proposal for assisting faculty members in obtaining bank credit with interest being subsidised by the Commission through grants to universities. This will enable teachers to get financial assistance for purchasing personal computers for their residential use. The UGC through Inter University Centre, INFLIBNET, provides complimentary trial access of around 5,500 electronic journals and 3,500 through open access J-Gate under the UGC-INFONET scheme. |

DSIIDC auctions 15 commercial plots at Bawana complex
New Delhi, October 31 Mr Mangat Ram Singhal, Minister of Industry, Delhi, inaugurated the auction while Mr Jalaj Shrivastava, Managing Director of DSIIDC, presided over the proceedings. Speaking on the occasion Mr Singhal, described Bawana industrial complex as the most sophisticated complex equipped with
the best possible infrastructure. The auction received tremendous response from builders and developers. Over 600 applications were received for the auction and over 400 bidders attended the proceedings. Bids worth over Rs 133 crore were received
for properties ranging from 1000 sq. mts-8000 sq. mts averaging Rs 60,000 per sq. mts of the price
bid. The bid for the largest plot measuring 20 acres went for Rs 263 crores 67 lakhs. These commercial properties are the first set of properties, which were put to auction in the complex and include the shopping centre in the famous cost-effective housing complex, ‘Rajiv Gandhi Awas Yojana’, for which DSIIDC won the National Award recently. According to officials, the commercial complex would go a long way in populating the Bawana Industrial Complex. |

No sealing today, drive may resume on Nov 2
New Delhi, October 31 However, the sealing operation will resume on November 2, an MCD spokesman said. Earlier, the Chief Minister, Ms Sheila Dikshit, said that it was up to the Supreme Court to decide whether the sealing drive against commercial establishments in residential areas in the Capital would resume from tomorrow or not. “It was now up to the Supreme Court to decide on the matter. But we hope something good would work out,” the Chief Minister said. The Municipal Corporation of Delhi (MCD), city police and the Chief Secretary of Delhi have presented their cases before the apex court-appointed monitoring committee, which in its report to the court, citing volatile law and order situation, has recommended postponing the sealing drive till January 31. The committee had said that the law and order situation was not conducive to carrying out sealing as proposed from November 1. Already about 44,000 traders who had filed affidavits in the Supreme Court had been given relief till January 31, she said. Meanwhile, both MCD and the Urban Development Ministry have filed review petitions against the apex court’s order to carry out sealing in the city. The MCD also told the monitoring committee that the sealing drive should be deferred till the finalisation of the Master Plan 2021. |
Congress MLAs support govt’s stand on sealing
New Delhi, October 31 Congress MLA and the Delhi Pradesh Congress Committee (DPCC) president, Mr Ram Babu Sharma, claimed that all policies formulated by Sheila Dikshit-led Delhi Government was in the interest of citizens of the Capital. As far as sealing and demolition was concerned, this was a result of ‘anti-people’ policies of the previous government led by the BJP in Delhi, he alleged. Mr Subhash Chopra, MLA from Kalkaji, assured that the Chief Minister would try to get permission for professionals like architects, engineers, doctors and artists to open their offices in residential areas. The Congress-led MCD and the Delhi Government have already notified thousands of roads under mixed land use providing relief to lakhs of traders. Criticising the BJP on no confidence motion, he said that sealing and demolition was started by the MCD after a few BJP men filed PIL in the court against unauthorised constructions and trading from residential areas. Supporting the no confidence motion, Delhi BJP Chief Dr Harsh Vardhan alleged that the Congress government had failed on all fronts in the national Capital. Citizens have come on road after the sealing drive launched by the MCD. Instead of providing jobs to the people, the government was snatching their source of livelihood, he alleged. Chief Whip of the BJP, Mr Sahib Singh Chauhan, said that the Sheila Dikshit government had appealed to the monitoring committee to suspend the sealing, though this committee had no power to suspend the sealing. “It only monitors the actions taken by the MCD. The government is deceiving the citizens,” he alleged. |

Liquor worth Rs 4.50 lakh seized; two held
Noida, October 31 The police seized 75 boxes of liquor along with the truck. Police are investigating the candidate who had procured the consignment. The police circle officer said SO Sector-20 police had acted on the tip-off of an informer. A vehicle check was organized on Nithari check post. When truck No. HR-38B-3407 was signalled to stop, its driver Dharminder Jogi tried to flee. But the police team was able to intercept the truck, though the main accused Ashok Yadav was able to escape. Sanjay Kumar and Dharminder Jogi were, however, arrested and 75 boxes of liquor found in the truck were seized. Liquor is worth Rs 4.50 lakh in the market, the Circle Officer said. The arrested duo told the police that liquor was being transported for a contestant in Ghaziabad. The name and address of the consignee, they said, was with Ashok Yadav who had escaped. Police are trying to find out the owner of the liquor vend in Chandigarh from where it was being transported. |

New Delhi, October 31 A day after the party announced the candidature of Simmy Joseph for the President’s post for the JNUSU elections, the NSUI has declared Anand Kumar Pandey as the contestant for the top slot in the central panel. Pandey, whose name had been proposed by the NSUI party president, peeved by the last minute changes in the final list for the central panel, had accused the NSUI’s JNU unit president of “favoritism”. “My focus will be on highlighting the issues that directly affect the life of JNU students and also raise issues that pertain to the security of the country,” Pandey told The Tribune. He said, “our party will raise the issue of the increasing Naxal activities in the country that poses a threat to democracy and to the dual role essayed by the Left parties as far as the economic and foreign policies of India are concerned”. New Delhi, October 31 Giving credence to the dying declaration of the victim, the court observed that her deposition inspired confidence and there was nothing to disbelieve her. The court rejected the contention of the accused that the dying declaration was not recorded by the police after taking required permission of the attending doctor. Kumar, a dipsomaniac, on September nine, 2005, had come to his house in an intoxicated state and picked up a quarrel with his wife Sonia.
