EFC clears development projects worth Rs 282 cr

Delhi Chief Minister Ms Sheila Dikshit today laid the foundation stone of a Food, Vegetable and Grain Market at Ghazipur in East Delhi near the Delhi-Uttar Pradesh border.

Speaking on the occasion, Ms Dikshit disclosed that her government was determined to modernise all its ‘mandis’ and establish new ones near borders to effectively curb pollution and traffic congestion in the city.

She added that with the commissioning of a modern and well-planned market at Ghazipur, the trans-Yamuna area would get recognition because of its unique infrastructure, which would prove to be an attraction during the Commonwealth Games.

Among those present on the occasion included Development Minister Raj Kumar Chauhan, East Delhi MP Sandeep Dikshit, MLA Naseeb Singh and Councillor Ramesh Pandit.

Ms Dikshit said the new ‘mandi’ at Ghazipur would provide traders sprawling space and clean environment.

The ‘mandi’ would be constructed in an area of 37 acre at a cost of Rs 75 crore. It would be commissioned within two years.

Speaking on the occasion, Mr Chauhan said the new ‘mandi’ would be very beneficial to the residents of East Delhi.

The ‘mandi’ would be constructed in three phases. It would have 668 shops of A, B and C category. C category shops are meant for grain dealers.

The ‘mandi’ would have a bank outlet, cyber cafe, electronic auction hall, general shops, restaurant and sufficient parking space. The ‘mandi’ would also provide facilities of a cold storage, grading and packaging apart from public utilities.

Meanwhile, the Expenditure Finance Committee (EFC) of Government of Delhi today gave its approval to four projects amounting to Rs 282 crore.

Two major projects cleared today by EFC relates to road re-engineering for the implementation of high capacity bus system from Ambedkar Nagar to Delhi Gate and construction of a flyover at Naraina.

The projects were sanctioned in a meeting of EFC chaired by the Delhi Finance and Planning Minister, Dr A.K.Walia, at the Delhi Secretariat.

Briefing the media, Dr Walia said that the EFC has sanctioned a revised estimate of Rs 153.05 crore for 14.5 km long road re-engineering to facilitate HCBS from Ambedkar Nagar to Delhi Gate. This would negate an earlier estimate of Rs 112.96 crore cleared by EFC in February 2005.

The project of the transport department would be completed within 20 months after the start of work.

The revised estimate includes cost of dismantling of bituminous layer and footpath, construction of pavement including footpath and kerbs, provision of road signs and road parking, construction of storm water drain and culverts and bus shelters, utilities diversion, provisions of electrical works and traffic signals and all other miscellaneous works.

Dr Walia further said that a project of PWD relating to construction of a flyover at T-point Naraina, Ring Road has also been sanctioned by EFC. The flyover with an estimated cost of Rs 125.28 crore would be completed within 30 months.

The new flyover would facilitate a smooth flow for vehicular traffic through Naraina village, which will have bearing on saving fuel and avoid pollution.

Another proposal of the PWD, which received nod of EFC, relates to improvement of drainage system of road no. 13 from T-junction of road no. 14 to S A road with an estimated cost of Rs 1.46 cr.

An amount of Rs 1.21 crore has also been sanctioned for construction of a cemented concrete road and side drains along the road from Meetapur Chowk to Haryana border connecting Ismailpur village.

Marginal dip in second cut-off list in DU colleges

The second cut off list for admission to undergraduate courses in Delhi University indicating a marginal dip in the minimum eligibility may prove to be a let down for students, who are finding it difficult to find admission despite a high percentage.

While admissions to popular courses, including English, Economics and Commerce, have already been wound up in most colleges, elsewhere the decrease in the cut-off is between two to three percent.

In Hans Raj College, the cut off for BA Programme is 77-85 per cent, in Sri Venkateswara the admission to the course has closed, in Gargi it is a 77.5-79, and in Deshbandhu 66 per cent.

English Hons. in Hans Raj has a cut off of 86 per cent aggregate, admissions are over in Sri Venkateswara, ARSD, IP College, Kirori Mal, and Moti Lal Nehru (evening).

In Sri Venkateswara the cut off for B.Com is 89 per cent, 84-86 in Ram Lal Anand, 83 in Satyawati Co-ed, 80 in SGND Khalsa and admissions are closed in Daulat Ram.

Admission to B.Com Hons is over in many colleges with the rest showing a dip of about one to two percent.

For B A Economics Honours the cut offs are 84.5-91.49 in College of Vocational Studies, 79 in Deshbandhu, 86.5 in DCAC, 92.75 in Hans Raj, 80.5 in Dyal Singh and 91.75-92.5 per cent in Sri Venkateswara.

The cut off for B.Sc Life Sciences is 68.5 in Kalindi, 76-79.99 in Kirori Mal, 72 in Maitreyi.

In Sri Venkateswara the cut off for Physics Honours is 86, in Ramjas it is closed, and in Kiroi Mal College it is 82.66-87.99 per cent.

For Statistic Hons the cut off is 88 in Hindu and Lady Sriram College for Women, 82.5-84 in Ramjas and 85.5 in Sri Venkateswara.

The cut off for B.Sc in Physical Sciences is 72 in SGTB Khalsa, 66 in Shivaji, 67 in Swami Shradhanand and 81 in Hindu.

For Maths hons. the cut off is 84 in SGTB Khalsa, 87 in Sri Venkasteswara, 78-79.9 in Zakir Hussain, 91 in Hindu, 79 in Moti Lal Nehru and 86 in Ramjas.

The second cut off list for admissions to various undergraduate courses of the University of Delhi for the academic year 2006-07 will be displayed by different colleges of the university on June 30. As per schedule, eligible candidates who meet the requirements notified in the list are have been advised to complete their admission formalities in the colleges concerned by July 4.

No end in sight to Faridabad’s pollution woes

Despite tall claims made by the Haryana State Pollution Control Board of efforts to ensure that pollution-controlling norms are followed by the industry here, many units continue to contribute to high pollution levels which make the city rank among the most polluted cities in the country.

Considering the fact that the Board has now made it easier for industrial units to obtain its certification by holding local camps instead of approaching its Chandigarh office, thereby registering an increase in the number of certificates issued, it seems that all this is mere paperwork. There are, indeed, allegations of rampant corruption among Board officials.

One such two-day camp was organised recently by Faridabad Industries Association (FIA) during which the Board issued certificates to more than 170 applicants. This figure is stated to be double the number of certificates given by the board at a similar camp held here last year.

Speaking on the occasion, Ms Jaywanti Shoekhand, Member Secretary of Haryana State Pollution Control Board, called upon entrepreneurs and industrialists to comply fully with prescribed pollution control measures, which include the installation of an effluent treatment plant (ETP).

Such appeals or warnings by officials, however, usually go unheeded by industrialists concerned only with their balance sheets.

According to sources, most units here have installed ETPs and other required equipment, but press them into service only when there’s an inspection or raid by Board officials. Moreover, it is alleged that information of such moves arrives in advance.

It doesn’t help that the district is home to a large number of stone crushers and thousands of polluting vehicles, especially three wheelers operating on outdated diesel engines. Although the administration recently stopped registering new three wheelers, there are already a good 14,000 of them spewing poisonous fumes into the air.

The residents of NIT here also have to live with considerable air and noise pollution generated by the old thermal power plant in the very heart of the city, a problem which is unlikely to go away anytime soon, if ever.

Student leader’s suspected killers surrender

Noida, June 29
The two accused in the murder of student leader Sanjeev Gujjar in Meerut’s Chaudhry Charan Singh University on Tuesday surrendered to the police in the office of India TV news channel here yesterday in a dramatic way.

The police team had to wait for the arrest of both the accused for hours in front of the TV channel office. The accused, who surrendered in Noida, were handed over to the Meerut police late last night.

Both the accused, however, maintained that they were innocent and rather sought to put the police in the dock.

In Meerut, advocates had come forward against the police and in favour of the accused young men. Protesting advocates had blocked the traffic at a number of places, barged into the official residence of the District Magistrate and damaged the furniture, windowpanes etc.

They returned from the DM’s residence only after a case was registered against the police.

The SSP, Meerut, had alerted the SSP, Gatuam Budh Nagar, that Neeraj Malik and Nitin Kasana, the accused in the murder of Meerut University student leader Sanjeev Gujjar, were likely to visit a TV new channel office in Film City here last evening. SOs of the police were stationed at all three entry points to Film City to nab the accused.

Men of the SOG and the police in plain clothes were also stationed outside offices of all TV news channels here yesterday. At about 8.30 pm, the SSP learnt from some mediapersons that both the accused were in the office of India TV news channel.

The SP City and the police post in-charge of Sector 18 rushed to Film City where they were told that an interview was being telecast. After the conclusion of the programme, the police took both the accused in custody.

Villagers hold policemen captive for ‘misbehaving’ with women

The villagers of Hyatpur kept three policemen of Bhiwani district in illegal confinement for more than four hours when they came to arrest two brothers in a dowry case lodged by the family of two sisters in Bhiwani.

According to police sources, ASI Mahavir Singh, Head Constable Jagbir Singh and Constable Sanjeev Kumar reached Hyatpur village at about 8 am to arrest Ishwar and his two sons Mahesh and Ramesh.

The male family members were reportedly not at home. The policemen allegedly misbehaved with the women in the family. The clothes of one of the sisters of Mahesh and Ramesh were torn in the scuffle with the policemen.

As other family members protested and cried for help, the villagers gathered and took the policemen to the government school, where they were locked up for more than four hours.

Thereafter the villagers, including the women, blocked the Pataudi-Gurgaon state highway by placing big stones on the road.

They demanded the immediate arrest of the three policemen for misbehaving with the women.

The village is situated about 10 km away from the city on Pataudi Road.

A team led by the Deputy Superintendent of Police, Gurgaon, reached the spot and pacified the agitated villagers. They reportedly told the local police that they had confined the cops as they had not taken the

local policemen with them while arresting the family members. The villagers had doubts about the credentials of the police personnel, informed the DSP.

He said that Mani Ram of Bhiwani had married his two daughters Kavita and Babita with Ishwar’s two sons Mahesh and Ramesh in May 2005. Mani Ram had lodged an FIR under Section 498A IPC against the bridegroom’s family in May 2006.

However, the local police had not taken any action against Bhiwani’s police personnel or the villagers.

Vigilance files FIR against 20 Gurgaon policemen

The State Police Vigilance Bureau has lodged an FIR against 20 police personnel of Sadar Police Station, Gurgaon, for threatening to cause death (Section 506 IPC) and deter public servant from discharging his duty under 353 IPC and other sections.

Superintendent of Police, State Vigilance Bureau, Gurgaon Range, Rajbir Deswal informed that a Vigilance team led by its Inspector Jagdish Prasad had raided Sadar Police Station for allegedly taking a bribe of Rs 1,000 from a wooden kiosk owner Narayan last evening. Narayan used to sell cigarettes, pans and confectionery.

The Vigilance team had arrested two Head Constables Ravinder and Kartar Singh for taking bribe, informed Mr Deswal.

The SP informed that the Vigilance team had raided the Sadar Police Station on the complaint from Narayan and Gurgaon Deputy Commissioner R P Bhardwaj had
appointed Gurgaon Tehsildar Jitender Kumar as duty magistrate for the raid. If the Vigilance team had done something wrong, it was the duty of the Duty Magistrate to take note of it and act accordingly, added the SP, Vigilance.

When Ravinder and Kartar Singh were being arrested by the Vigilance team, the police personnel, including Assistant Sub Inspector Sukhpal Singh, Head Constables Jagdish, Narender, constables Balwant, Ms Manjusha, Surender and around 12 more police staff created obstructions and deterred the public servant from doing duty. They also allegedly ensured that both the culprits Ravinder and Kartar Singh run away from the police station.

As the cops creating hindrance were more than 20 last evening, the Vigilance team had to come back empty-handed yesterday.

But the Vigilance team came into action in the evening today after getting a go-ahead from their seniors, informed the Vigilance SP.

The Vigilance police had lodged the FIR under Sections 147, 149, 186, 224, 225, 332, 353 and 506 IPC against 20 policemen and started arresting them by constituting various teams, claimed Mr Deswal.

DDA’s flat auction plan may be dropped

Faced with criticism from within the ruling Congress over its proposal to auction off DDA flats, the Centre today said it would consider demands to withdraw the plan.

“Two Congress members (on the DDA committee) met me with a representation against the proposal. Their representation is under consideration,” Union Urban Development Minister Mr S Jaipal Reddy told reporters.

In his comments, Congress MLA and DDA committee member Mahabal Mishra, who met the Minister here, called the Central plan to auction off DDA flats an “anti-people” move.

“We told the Minister that the DDA was created with an aim to provide housing at economical prices. We told him that the plan to start auctioning DDA flats is an anti-people move,” Mishra remarked.

Also, he insisted the Minister had assured him that the Centre would obtain consent of the DDA committee members before taking any such decision in future.

“We told the Minister that we consider the plan an interference in the autonomous working of the DDA and he assured us that no decision of this kind will be taken in the future without consent of the committee members,” Mishra said.

The Congress-led Centre also has drawn flak from the Delhi BJP over its auction proposal of DDA flats.

Yesterday, members of DDA committee staged a walkout from the board meeting in protest against the Central plan which they insisted would push the authority’s housing out of the reach of ordinary customers.

Dengue on the prowl in Noida

The news of a confirmed dengue patient in GB Nagar district has created a sensation in Noida. Sharda Hospital has confirmed that an Alpha-II resident is a confirmed case of dengue. Besides, a number of other suspected dengue patients are also undergoing investigation.

Dr Sajid Hussain, Medical Director of Sharda Hospital in Knowledge Park, said a patient from Alpha-II sector had been confirmed a dengue patient. Earlier, investigations were conducted on this patient thrice. Three units of blood platelets had been arranged for the patient.

A girl, a suspected dengue patient from Khanpur, has been sent to Noida for investigations. For lack of sanitation and cleanliness, mosquitoes have created havoc in the rural and urban areas in Noida and Greater Noida. — OC

The much-hyped Janta Durbar of UP Labour Minister Waqar Ahmed Shah, who is minister in-charge of Gautam Budh Nagar district, was a big flop. He resolved only one out of 13 grievances aired by the people of the district in the Janta durbar held in the Collectorate in Greater Noida yesterday.

In fact, Labour Minister Waqar Ahmed Shah started the Janta Durbar on an inauspicious note. He was seen profusely perspiring at the range of complaints. To begin with, he had the taste of working without a fan let alone an AC as the electricity went off. The generator set did not function and the minister literally laboured in perspiration while resolving the people’s grievances.

Soon he made himself scarce from the Durbar. His parting remark was that he “had more urgent and important work to attend to”. Of course, the ‘mantriji’ had given relevant instructions to the officers concerned.

After a while, as an official Devanand Ram was trying to sit on the chair at the Durbar, one leg of the chair broke, making the officer crash down on the floor, injuring his back in the process. The official concerned who was responsible for the seating arrangement was then reprimanded by his seniors.

However in Dadri, 10 out of 46 grievances were resolved while others were dispatched to the officials concerned. Most of the problems aired pertained to pensions, police high-handedness, encroachment and possession of land.

14-day JC for youth using fake marksheet

A Delhi court today sent a youth accused of using fake marksheet for securing admission to the Delhi University college to a 14-day judicial custody.

Metropolitan Magistrate Siddharth Sharma remanded Abhishek Gaur, arrested yesterday, to judicial custody till July 13 as requested by the prosecution.

As per prosecution, Gaur, the son of an IAS officer posted in UP who passed his board exams from a south Delhi based Delhi Public School (DPS), turned up yesterday at Hindu College admission counter for admission in Physics (Hons) with a “fake” marksheet. The college officials when collated his marksheet showing 90 per cent with the marks mentioned in the CBSE website, several discrepancies were detected, it alleged, adding the boy got only 70 per cent marks.

The official called the police, who later arrested him.

In another, similar case, police have arrested two applicants for submitting forged marksheets for admission to Hotel Management course at Pusa Institute in Inder Puri area of South-West Delhi.

Two wanted gangsters arrested

Police arrested two inter-state contract (supari) killers of the infamous Satish Chaudhary gang this morning after a brief encounter in Malviya Nagar area of South Delhi this morning.

Ravinder Dahiya (27) and his associate Karamvir alias Sonu (21) were arrested while they were on their way to Chirag Dilli to eliminate witnesses related to an old murder case, DCP (South) told media persons.

“The gangsters belonging to the gang of Satish Chaudhary, who was recently gunned down by the Special Cell, were asked to stop by a waiting team in Malviya Nagar but they fired at the police party. In returning fire, Dahiya was shot in the leg. Soon they were chased and overpowered,” he said.

The two were reportedly involved in more than 16 cases of murder, kidnapping for ransom and car robberies. One (.32 bore) ‘Breta’ pistol and six live cartridges were recovered from them, said the police. The pistol was reportedly used in the killing of J P Pehalwan in February this year.

An ace shooter, Dahiya, who had killed a Block Pramukh Bhupinder Yadav in Etah along with his driver Pappu, had recently escaped from Haryana Police custody and the police were trailing him ever since as he had threatened to eliminate several eye witnesses in Malviya Nagar area.

Investigations have established their involvement in several cases in Delhi and NCR region, the police said.

More seats in institutions affiliated to GGSIU

The Delhi Government on Thursday directed the Guru Gobind Singh Indraprastha University (GGSIU) to increase by five per cent seats in all institutions affiliated to the university from the current academic year onwards.

The Chief Minister, Ms Sheila Dikshit, issued instructions in this regard, expressing confidence that the enhancement of seats would provide relief to Delhi students, who are finding it difficult to get admission after the abrupt changes in rules following a Supreme Court judgement on private institutions.

The CM further informed that institutions where the increase in the number of seats does not require immediate approval from the AICTE or NCTE, it would enhance seats with immediate effect, but necessary approval would be needed in the case of other institutions.

DPCC chief Mr Rambabu Sharma today held meetings with Chief Minister Ms Sheila Dikshit and other local leaders, including MCD’s Leader of House Mr Jitendra Kochar and representatives of Delhi Mahila Congress to finalise the candidate, sources said.

The ten names that are being considered are Parmita Azad, Rajrani, Seema Luthra, Susheela Rani, Saroj Dang, Premlata, Kamlesh, Anita and Brahm Devi, the sources said.

Mr Sharma will hold discussions with Ms Dikshit again tomorrow and the name of the Congress candidate for the by-poll is likely to be announced after the meeting.

BJP has already nominated Meera Kanwaria as its candidate for the byelection.

The ward had fallen vacant following disqualification of the Congress councillor from there for producing a fake Scheduled Caste certificate.

The Supreme Court had, acting on a complaint by BJP candidate from the ward Meera Kanwaria, had declared the election of Congress Councillor Sunita Bharti null and void.

The notification for the poll would be made on June 26 and the last date for filing of nominations is July three.

While the scrutiny of nomination papers would take place on July 5, the last date for withdrawal of candidature is July 8, it said.

The Subhash Nagar ward is reserved for a Scheduled Caste woman.

MCD gets Rs 40 crore for development of villages

The Delhi Rural Development Board has sanctioned Rs 40 crore to the MCD for the development of villages in the national Capital. According to sources, the civic body has been sanctioned this amount from the total budget of Rs 100 crore for village development.

Delhi Urban Development Minister, Mr Raj Kumar Chauhan, said that based on the survey of villages and inputs of experts, mini sewerage treatment plants will be constructed in all 188 villages in the national Capital. It was also decided to construct water treatment plants so as to clean up village ponds.

According to sources, the government has allocated Rs 9 crore for the development and construction of ponds.

The board sanctioned Rs 36 crore to give practical shape to 159 schemes for the development of villages that is to be implemented by the Flood Department of the Delhi Government.

Moreover, the board has sanctioned Rs 4.10 crore for the development of crematoriums in the villages. Several schemes for the development of graveyards have been initiated by the board in Aya Nagar, Mehrauli, Jaitpur and Ghitorni villages.

Moreover, the board has sanctioned Rs 12 crore for the construction of roads and side drains in villages, apart from play grounds in Bankner, Daryapur Kalan and Budhpur villages.

Two Pak nationals nabbed in Javer

Two Pakistan nationals living in Javer have been arrested by the police. The arrested persons are a father-son duo who had come to India on Pakistani passports but never went back.

According to the SSP, GB Nagar, the local police had come to know that 35-year-old physically-challenged Qayum and his son Abdul Kadir, 16, had come to India in 1990 on Pakistani passports and were now running a general merchant shop in Javer.

Investigations confirmed the two were indeed Pakistani nationals living in India illegally. Their passports have recorded addresses of Mumbai and Delhi.

The duo have been arrested on the charge of living in India without valid legal documents.

According to available information, Qayum was originally an Indian citizen who settled down in Pakistan. A few years later, he came over to India along with his son Kadir on Pakistani passports. But he did not inform the local passport office of his having stayed on here nor did he apply for extension of his visa.

Two Afghans held for possession of drugs

The Narcotics Control Bureau sleuths have arrested two Afghan nationals on the charges of drug trafficking. The police claimed to have recovered cocaine and ecstacy tablets worth Rs 2.5 lakh in international market from their possession. The accused have been identified as Ali Nakibullah and Ahmed Farhad.

The sleuths of NCB got the information that the accused would be coming to Munirka area to deliver the drugs to their accomplices. Subsequently a trap was laid and the two were apprehended yesterday, police said.

Officials said that the drugs seized include 60 gram of cocaine and 35 ecstacy tablets.

Nakibulah was in jail from 2001 after he was arrested by the police on charges of drug-peddling. He was released in December last year and according to NCB officials, he was trying to re-establish his links in drug trade.

‘Dead man’ held after three years

In a sensational case, an alleged criminal who faked his death in 2002 by killing an associate to escape police net has been arrested from South Delhi.

Abdul Salam alias Islam (44), who allegedly charred to death his comrade-in-arms Zakir in criminal activities, was arrested yesterday from R K Puram with a .315 bore country made pistol in possession, police said today.

Salam was also planning to rob a local electronic gadget dealer, whom he said will be carrying huge amount of money, police said.

Interrogation has revealed that Salam, who befriended Zakir during his stay in Dasna jail on an Arms Act case in 2000, killed the latter and managed to fake his own death as his sister identified the body as that of Salam.

Salam said he managed the release of Zakir from the jail using bogus surety and thereafter they started indulging in criminal activities together.

In December, 2002, Zakir took Rs 18,000 from Salam. But when Salam demanded the repay of the money, Zakir started threatening him that he will inform the police about his activities.

Salam then hatched a plan to eliminate him and took Zakir to a country liquor vend at Maliwara in UP and charred the latter to death. Salam left his personal diary on the scene of crime and his sister identified the body.

Monsoon fails to show up

Delhi continued to reel under hot and humid conditions today with the relative humidity persisting at 86 per cent.

The Meteorological department said the maximum temperature was recorded at 35.8 degrees Celsius, five degrees below normal, while the minimum was 24.8 degrees C, five degrees below normal.

The Met office said the conditions will prevail till the monsoons arrived, for which the scheduled date was today.

Generally cloudy sky with rains or thundershowers are forecast for the next 24 hours. The maximum temperature is expected to remain at 35 degrees Celsius.
