8 degree colleges soon: CM
Kullu, June 17
Chief Minister Virbhadra Singh today announced the opening of a government degree college at Haripur in the Ani subdivision here. He was addressing a public meeting at Ani today. He said eight government degree colleges would be opened in the state during the current financial year.

Wintry conditions have set in early in Himachal Pradesh this year with higher altitude areas of tribal districts of Kinnaur, Lahaul-Spiti, Chamba and Kulu experiencing fresh spell of mild snowfall during the past 24 hours.

8 degree colleges soon: CM

Chief Minister Virbhadra Singh today announced the opening of a government degree college at Haripur in the Ani subdivision here.

He was addressing a public meeting at Ani today. He said eight government degree colleges would be opened in the state during the current financial year. Most of these would be in rural areas, he added.

He said Rs 1,208 crore were being spent on educational activities in the state during the current financial year.

He said his government was committed to safeguard interests of the people of the state and people transferring their lands for construction of hydel projects would be granted the best possible compensation besides rehabilitation packages.

He said his government would not allow exploitation of the people while permitting construction of more hydel projects in the state.

He said 2.12 lakh social welfare pensioners were being provided pensionary benefits and Rs 54 crore were being spent annually on it. He said 73,748 new pensioners had been added to the list of beneficiaries, making Himachal Pradesh the highest pension paying state in the country on population-ratio basis.

He said all eligible would also be provided social security pension and there would not be any limit.

He said vast employment avenues had been created in the government sector during the past three years. He said around 35,000 employment avenues had been created in various departments of the state and the recruitment process was at different stages while around 15,000 daily-wage earners had been regularised recently making them eligible for availing themselves of the pensionary benefits.

He said there was no ban on recruitment in the government sector and regular recruitment was being carried out. He said industrial investment worth Rs 18,278 crore had been attracted during the past three years which had ensured employment to 1.56 lakh persons.

He said the state government had made it mandatory for every industry and hydel project to provide minimum of 70 per cent jobs at all levels to the local people.

He said Ani had been accorded top priority in terms of development and the entire outer Seraj area of the district had witnessed immense development under the successive Congress regimes in the state. He said this had been the most backward area prior to its merger with Himachal Pradesh on November, 1966.

He said that the entire new Himachal area of Kangra, Kullu, Hamirpur, Una and Lahaul and Spiti districts had been the most backward in Punjab prior to their merger in Himachal Pradesh. He said it was under the Congress regime that the government identified the developmental requirements and formulated social programmes to carry out development at an accelerated pace.

He assured of a modern bus stand at Ani on priority. He said sufficient funds would be made available for a college and a bus stand on priority.

Cong govt anti-farmer: BJP

Nurpur, June 17
Mr Vinod Pande, national president of the BJP Kisan Morcha, has alleged that the successive Congress governments were anti-farmers and anti-villagers that failed to formulate any policy to protect their interests.

He was addressing mediapersons after presiding over a sammelan of farmers and fruit growers at Jassur near here last evening.

The Congress governments, which ruled the country for a long period, were responsible for frequent suicides being committed by the farmers in the country, he alleged.

The constitution of the Rural Development Ministry after 32 years of Independence and formulating agricultural policy after the industrial policy reflected the apathy of the Congress governments at the Centre towards farming and rural communities, he claimed.

Criticising the policy of Congress regimes for promoting the use of chemical fertilisers and insecticides for bringing Green Revolution, he said the so-called revolution had polluted soil, water and air of the country. — OC

People disenchanted with Cong: BJP

The BJP today said the results of the Panchayati Raj elections in Lahaul and Spiti going in favour of the party was a clear indication of the disenchantment of people with the Congress regime in the state.

In a statement here, the Convener of the State Election Cell, Mr H.N. Kashyap, said it was the result of the anti-people policies of the state government that people had given mandate to the BJP. The BJP had won seven of the 10 Zila Parishad seats and got a majority in the Panchayat Samiti as well,” he claimed.

Mr Kashyap claimed that out of all places in the state where elections were held, the BJP had won more than 70 per cent.

He said people were fed up with the Congress government, which had failed to check price rise, deteriorating law and order situation and rampant corruption in the state. He said the Congress had lost all elections in the state, including the Guler by-election, Kaithu ward of the Shimla Municipal Corporation and the Panchayati Raj elections.

Dakog murder case: police zeroes in on 10 persons

Arrest culprits: CITU

To register their protest over delay in the arrest of culprits involved in the attack on three CITU leaders, including its district president Baboo Ram at Dakog in Chamba district on the last Sunday night , an irate crowd today held a demonstration and staged a dharna here today.

The demonstration was addressed by the state CPI leader Rakesh Singha and CITU general-secretary Dr Kashmir Singh Rana.

They demanded to blacklist the Hindustan Construction Company (HCC), which had been assigned the execution of the 300 MW Chamera project, stage-III, on the river Ravi in Chamba district.

Later, the demonstrators presented a memorandum to the Chief Minister through the Deputy Commissioner, Chamba.

In a case of murder of three persons, including CITU district president Baboo Ram at Dakog in Chamba district on Sunday night this week, the Himachal Police has identified 10 persons’ involvement. The persons were reported to be residents of Pathankot, Jalandhar and Moga in Punjab.

Mr I.D. Bhandari, Inspector-General of Police, Himachal on Thursday night said here a special team of Himachal Police was sent to Punjab to arrest the persons for these killings.

Mr Bhandari added a contractor named Salaria of Punjab allegedly masterminded the killing of CITU leader Baboo Ram and two labourers as they used to fight for the rights of labourers working on the Chamera hydroelectric project stage-III under construction on Ravi in Chamba district.

Even on the day of their murder, they after holding a meeting, were returning to Dakog and were waylaid on the Chamba Bharmour highway by 10 persons who killed them with sharp-edged weapons and threw the bodies into Ravi flowing near the highway, Mr Bhandari said.

Mr Bhandari said since the telecommunication network did not function properly in this rift valley. It appeared from the investigations that the walkie-talkie of the Hindustan Construction Company (HCC) might have been used to establish contacts for this plot.

Mr Bhandari said inquiries had revealed names of 10 persons, including two drivers of contractor Salaria who had fled after committing the triple murder. Contractor Salaria seems to have gone underground to avoid arrest.

A colleague of deceased Parmod resident of Paonta Sahib, who was accompanying the deceased was wounded by the assailants but he escaped from the spot taking advantage of the dark. However, Parmod was the lone eyewitness of the incident and would have been helpful to the police for more clues of this case, the IG said.

Snow, rain continue in tribal areas

Wintry conditions have set in early in Himachal Pradesh this year with higher altitude areas of tribal districts of Kinnaur, Lahaul-Spiti, Chamba and Kulu experiencing fresh spell of mild snowfall during the past 24 hours.

While the higher mountain peaks of these districts were experiencing mild snowfall, the lower areas were receiving rain since last night, plummeting day and night temperatures in the entire state.

Rohtang Pass, situated at 13,050 feet above sea level, Baralacha Pass and other higher mountain peaks in Lahaul district, Saach Pass and higher reaches of Pangi and Bharmaur and Kinner Kailesh in Kinnaur have been experiencing snowfall over the past 24 hours.

Pangi subdivision in Chamba district continued to remain cut off from the rest of the country due to the closure of Saach Pass after receiving mild snowfall for the fourth day today.

Light showers were lashing Reckong Peo in Kinnaur, Manali and Kulu towns, Keylong in Lahaul-Spiti district and Chamba since last night.

Reports of rain were also received from Kangra, Solan and Sirmaur districts, while it was cloudy over Shimla and its adjoining areas, much to the discomfort of the tourists who had arrived here. — UNI

Water woes of villagers end

The state government, with the financial assistance from the Central Government, has so far put into operation 42 ambitious water schemes with an outlay of more than Rs 1 crore, under the flagship project of ‘Swajaldhara’, in Chamba district.

The project is proving a boon for the ruralfolk in the farflung alpine region of the state.

Giving this information here today, Mr P.K. Sharma, Executive Engineer of the Irrigation and Public Health Department, who is also the member-secretary of the project, said 42 such schemes had already been commissioned and were in operation in the distant rural areas.

So far, more than Rs 1 crore had been spent on the execution of these schemes, Mr Sharma said.

Fourteen more schemes, with an estimated cost of Rs 65.27 lakh, had been submitted to the government for fiscal approval, Mr Sharma said, hoping that these schemes would soon be cleared by the government.

Kharif production target set

A target of 10 lakh tonnes has been set for foodgrain production for the current kharif season. In addition, 10,000 tonnes of oilseed, 1,40,000 tonnes of potato and 6 lakh tonnes of vegetables will be produced.

Dr J.C. Rana, Director of Agriculture, while addressing a meeting of controlling officers said that 3 lakh hectare would be brought under maize crop during the season.

He said the department had arranged inputs which included 45600 quintals of improved seed, 19,130 tonnes of nutrient, 100 quintals of biofertilizer, 98 tonnes of insecticide and 50,000 improved farm implements.

He said to ensure the quality of agriculture inputs, 1000 samples of fertilizer, 125 of insecticide and 800 of seed samples would be tested. Besides, 50,000 soil samples would be analysed so that farmers could make proper and balanced use of inputs.

CPM: hold inquiry into HPCPMT scam

The State Committee of the CPM has demanded a thorough probe by intelligence agencies into the alleged paper scam of the HPCPMT so that merit prevails and the so-called mafia operating in the state can be nabbed.

In a statement issued here today, the Member of the State Secretariat, Mr Tikender Singh Panwar, said the manner in which the inquiry was conducted, it was nothing more than an eye wash.

“It should have been a thorough probe in which the help of state agencies should have been taken, but on the contrary a clean chit has been given to Himachal Pradesh University, that conducted the examination,” he said.

Shortage of anti-rabies vaccine

In view of the shortage of anti-rabies vaccine in the market, the Himachal Medical Officers Association has decided to go in for intra-dermal route as recommended by the WHO.

In a statement issued here yesterday, the association said that by using the intra-dermal route it would be possible to vaccinate five patients of animal bite with one single vial and that too at 70 per cent less price.

They appealed to the manufacturing companies to write “intra-dermal use” on the label of the vaccine vials in the interest of the patients and doctors.

They added that intra-dermal anti-rabies vaccine gives similar efficacy as in the case of intra-muscular vaccine and that too at less cost.

Contractor beats up driver

Upset over the discontinuation of contract of a canteen with a unit here, the contractor in a bid to settle the score allegedly thrashed the driver of the unit last evening.

Rajesh Katoch, the contractor, was stripped of his contract by the management of Vaibhav Health Care Pvt Ltd. Last evening, food for employees was arranged from outside. Tek Chand, the driver, was carrying the food in unit vehicle when his way was blocked by Rajesh Katoch, who was accompanied by four other person. The men accompanied Rajesh started thrashing Tek Chand.

The matter was handed over to the police. A case has been registered against Rajesh and his accomplice.
