Under trial attacked inside Jalandhar Central Jail

Jeewan, a 23-year-old under trial in the local Central Jail, was allegedly attacked and injured inside the jail premises this afternoon by two of the jail inmates, who had reportedly entered into a verbal dual with the victim earlier in the morning over the selection of channels of the TV provided in the jail for inmates.

Protesting against the “inaction” by the police in registering criminal case against the in-laws of Harvinder Kaur (25), who had allegedly committed suicide in Kadupur village, hundreds of agitated residents of Fattu Dhinga village blocked the vehicular traffic in front of the local Civil Hospital here this evening.

Harvinder Kaur had allegedly committed suicide by hanging herself in the house of her in-laws in Kadupur village.

After getting the assurance from SHO, City police station, Mr Gurmej Singh, that the accused would be booked, the agitated residents lifted the blockade.

Nishan Singh, the father of the deceased, told mediapersons that his daughter was married to NRI Narinderjit Singh, who had been settled in Italy for the past four years.

Nishan Singh, who is a cashier in the Punjab State Electricity Department, while alleging foul play in his daughter’s death, also alleged that the in-laws of his daughter were demanding more dowry.

He claimed that though he had spent Rs 5 lakh on her marriage, the in-laws still “demanded more dowry”.

“My son-in-law wanted a divorce from my daughter for the reason that she had brought insufficient dowry,” alleged Nishan Singh.

He further alleged that his son-in-law had come with an Italian girl during his visit to India a few years back.

“When my daughter had objected to this, she was beaten up,” he alleged.

He alleged that his daughter had not committed suicide, but was hanged to death by her husband and in-laws. Narinderjit Singh, who had been here for the past four months, had managed to escape, Nishan Singh further said.

Mr Rajiv Ahir, SSP, Kapurthala, said the police had rounded up four persons in the case, including father-in-law, Balwant Singh, mother-in-law Kuljit Kaur, elder brother-in-law, Sukhjit Singh, and his wife, Supreet Kaur.

The police would register a case on the statement of the family members of the victim, the SSP added.

Woman held for duping people

Suman Sahni, a young woman, who allegedly duped innocent people by enrolling them as members of her shopping chain that “offered heavy discount” and that had one of its offices in a five-star hotel here, has finally landed in the police dragnet.

Suman, who was arrested from a hotel room here today, following a joint operation by the Jalandhar and Ludhiana police, had been booked earlier also for allegedly committing fraud in two separate cases registered against her at local police Division No. 4 in year 2003.

After registration of an earlier case against her in Jalandhar, she had also faced the investigation conducted by the Economic Offences Wing (EOW) of the Jalandhar police. But later, she had reached a compromise with the complainants in that case and subsequently the investigation into the matter came to a standstill.

After arresting her from the hotel with the help of the local police today, officials of police Division No. 5, Ludhiana, took her to Ludhiana, where a fresh case has reportedly been registered against her under Sections 406 and 420 of the IPC.

The arrest of this woman was an outcome of a complaint lodged by one Neeraj, a resident of Rajguru Nagar, Ludhiana. His complaint had outlined the modus operandi of the alleged accused to cheat innocent people. Neeraj, like earlier two complainants on basis of whose complaint two FIRs number 216 and 217 were lodged against Suman Sahni in 2003, alleged that she had introduced herself as an MD of a shopping chain in 2003. She had claimed that if he deposited an amount of Rs 50,000 with her company, he would be entitled to huge discounts on shopping and hotel accommodations in India and abroad.

But the bubble of promises allegedly made by Suman to Neeraj burst when one of his friends told him that a cheque issued by her firm to him had bounced and that he was running from pillar to post to recover his lost money. Later, Neeraj lodged a complaint with the Ludhiana police that arrested Suman, following the registration of a case at Ludhiana.

Jeewan, a 23-year-old under trial in the local Central Jail, was allegedly attacked and injured inside the jail premises this afternoon by two of the jail inmates, who had reportedly entered into a verbal dual with the victim earlier in the morning over the selection of channels of the TV provided in the jail for inmates.

Jeewan, a resident of Kandhola village near Nurmahal and under trial in an NDPS Act case, was admitted to the local Civil Hospital after the incident. His condition was stated to be out of danger, but at the same time he was too shocked to reveal the identity of those of the jail inmates who had attacked him. The incident took place around 4.30 p.m. when Jeewan was taking some wooden logs to the jail kitchen.

“I have no enemies. All I know is that two persons attacked me from behind with some sharp-edged object and this left me lying in a pool of blood,” said a visibly-upset Jeewan in the Civil Hospital.

Enquiries revealed that Jeewan had objected to frequent surfing of channels by two of the inmates in the morning, when he, along with a large number of other inmates, was busy watching a television programme. This had irked two of the inmates and these two inmates were suspected to have been responsible for the attack on him. A detailed probe, according to Jail Superintendent, Mr Jagjit Singh, would be conducted into the matter on Wednesday.

The Civil Hospital authorities said Jeewan bore a three-centimeter-deep cut on his neck and five cuts on other parts of his body, including shoulders.

Hotmix plant owners threaten to intensify stir

The road construction and repair work in Punjab may get hampered if the 12-day-long strike by the Punjab Hotmix Plant Owners’ Association continues further.

The association members have shut down their plants, demanding that the raw material, including bitumen and cement, be supplied by the government as had been approved by the Punjab Chief Minister on July 27, 2005. The members said they had been raising this demand as the rate of bitumen had shot up by as much as 60 per cent since the past several months.

Mr Balwinder Singh, president of the association, said that while the Punjab Mandi Board had implemented the orders passed to this effect by the Financial Commissioner (Development), the Public Works Department (B&R), was “yet to make any supplies of the raw material, due to which contractors were suffering huge losses”.

Threatening to launch a stir in case their demand of increasing the rate of road construction material or alternatively the supply of bitumen by government departments was not fulfilled by April 20, Mr Balwinder Singh said the road repair work in the state would be brought to a halt and all tender invitations would be boycotted.

He added that labourers employed to run 1500 plants and 600 road rollers would also join the strike along with their family members.

‘Amla’ holds key to Kandi farmers’ economic progress

Can ‘amla’ be the future crop and has it the potential to remove the age-old economic deprivation of the people of ‘Kandi’ area of Punjab, comprising districts of Hoshiarpur, Gurdaspur and Ropar?

The answer seems to be in affirmative, if the experiments and research conducted on the subject by Dr S.K. Kaushal, a professor at the horticulture university in Palampur (HP), are to be believed.

Dr Kaushal has conducted a number of experiments and research on cultivation of ‘amla’ crop in ‘Kandi’ area, which has been suffering from perennial shortage of water and where hilly and rough terrain make it impossible for farmers to cultivate usual crops.

“From every aspect ‘amla’ is the best-suited crop for ‘Kandi’ area, as the ‘amla’ tree hardly requires any water and upkeep once it takes roots in the soil. Moreover, it is not damaged by animals and nobody can steal its fruit,” Dr Kaushal claimed.

“After attaining maturity, ‘amla’ tree starts giving full-sized fruit from the age of seven years and each tree yields more than 50 kilograms of fruit in a season. Since about 250 trees can be grown on an acre of land and since the average wholesale price of fruit is around Rs 20 per kg, the returns are far more than any other crop, which can be grown in the area. So, farmers of Kandi area should go for ‘amla’ plantation and in my view it holds a new ray of hope for them,” he said.

Mr H.S. Padda, a Kapurthala-based progressive farmer, who has planted ‘amla’ saplings in his 50-acre farm at Kukanet village near Hoshiarpur after being inspired by Dr Kaushal, is also enthusiastic about the outcome. “Though there is time to get fruit from my ‘amla’ trees, I have planted aloe vera beneath ‘amla’ trees. This way, I would be able to double my income,” said Mr Padda.

He said he expected to earn an annual income of about Rs 2.5 lakh from one acre after four or five years and when his ‘amla’ trees attain maturity.

PTU to showcase Punjabi culture through ‘Virasat’

Youngsters making crochet patterns, winding jute fibres into a rope or designing traditional hand fans (pakhis)! Does this not sound quite unbelievable? But that’s going to be the real picture during Virasat, a three-day cultural festival being organised by Punjab Technical University for the first time this year.

The contests being primary held to motivate youngsters from all engineering, management, pharmacy and architecture colleges across the state for practising traditional craft works would be organised at the Swami Vivekananda Institute of Engineering and Technology, Banur near Chandigarh, from April 21 to 23. The festival would have 36 events, including music, dance, literary and art contests, all of them based on Punjabi culture. A resolution in this regard was passed during the recent Academic Council meeting of the university.

From phulkari-making to prandi-making, peedhi-making, sewyiaan-making and basket-making from mulberry branches, there would be 15 contests related to Punjabi craft. There would be contests for five folk dance forms, including bhangra, giddha, Malwai giddha, jaago and group folk dance.

A Punjabi “pehrawa pardarshini” has also been planned during the contest in which a team of 10 students from a college would participate. Folk music contests would have folk instrumental during which students could play saarangi, dholak, toombi, chhanney, dhad, algozey, chimta, khartalaan, ghara, dafli or vanjhali.

Dr S.K. Salwan, Vice-Chancellor, said the contests were being held after the affiliated colleges proposed the idea to the university. He said that inter-college contests were being held earlier too, but this would be a new addition to the existing list of cultural activities.

Constable booked in attempt to rape case

A PAP constable was booked on charges of attempting to rape his sister-in-law in nearby Gulabgarh village here yesterday.

According to sources, the victim, who was admitted to the local Civil Hospital with blood oozing out of her mouth, alleged that her brother-in-law, who is employed as a constable in the PAP, beat her mercilessly and took her to the fields, where he “wanted to rape her”.

“My sister-in-law and mother-in-law used to beat me time and again as I had no child after my marriage,” alleged the woman.

A report in this regard was lodged by the “victim” with the Rawalpindi police station. She resented the “inaction by the police.

When contacted, the Phagwara ASP, Dr Sukhchain Singh Gill, claimed that there was no truth in the incident. “It was nothing but a family dispute, in which clothes of the woman were torn apart after a scuffle with her in-laws,” said the ASP.

A case under Sections 354, 323 and 324 of the IPC had been registered against the accused, Mr Gill added.

Rs 463.93 lakh loan disbursed

Loans worth Rs 463.93 lakh were disbursed among 868 people during a ‘Grand Loan Mela’ organised by the Jalandhar Central Cooperative Bank in association with Sharma-Vikram Motors, the local Hero-Honda dealers, at Basti Danishmandan here today.

Loans for more than 50 Hero-Honda motorcycles were also given during the mela, which was inaugurated by Mr Anil Datta, the Managing Director of the bank.

Mr Sheetal Vij, the President of the local Sri Devi Talab Temple Management Committee, who was the chief guest, said the ‘loan melas’ of the bank was benefitting the people at grass-root levels enabling them, especially the poor, to realise their long-cherished dreams.

All set for wheat procurement, says district administration

The district administration has claimed to have completed arrangements for wheat procurement at the Market Committee and the purchase centres.

Mr Sukhwinder Singh, Secretary, Market Committee, claimed that the night harvesting had been banned in the Phagwara sub-division and that the arrangements for wheat procurement had been made at the Market Committee and the purchase centres under his jurisdiction.

According to him, the Central and state agencies will purchase wheat from farmers through commission agents and the payment would be made immediately after the procurement.

The Phagwara MLA-cum-Chairman, Punjab Agro Foods Limited, Mr Joginder Singh Mann visited the area yesterday and directed the officials at the Market Committee office that the farmers be provided all facilities during their brief stay at grain markets.

He said laxity at any level would not be tolerated and strict action would be taken if any complaint by farmers was found to be true.

‘Farmers not to sell wheat for two days’

Farmers would not sell their wheat in grain markets throughout Punjab on April 17 and 18 in protest against the Centre’s decision to import wheat instead of increasing the minimum support price of the commodity.

This was stated in a press release by the representative of the Bharatiya Kisan Union (Punjab) (BKU), Ajmer Singh.“The government is spending Rs 950 per quintal on wheat import, while it is giving only Rs 650 per quintal to farmers and this is unfair,” the representative of the BKU said.

The union also accused the government of having failed to fulfil its commitment towards the farmers.

PSEB gets 12 to 19 pc discount on coal

With the onset of summer, the Punjab State Electricity Board (PSEB) has started getting coal for its thermal projects at a discount of 12 to 19 per cent (for C and E grade coal) from its captive coal mine projects situated in Jharkhand and the first lot from the mine has rolled into various thermal plants in the state. This mine, having total coal reserves of around 407 million tonne, is a joint-venture project of the PSEB with the Eastern Minerals and Trading Agency.

Informing this, a PSEB official said the project, second of its kind in the country, would provide three million tonnes of coal per annum to feed the board’s thermal power stations for the next 30 years.

The official further said the entire cost of project was to be borne by the joint venture (JV) partner and the board had to spend nothing for this. The partner would be responsible to deliver the coal at PSEB thermal stations, he said.
