Geelani fails to bridge gap with Pak establishment Jammu, February 20 Informed sources said on Saturday that though Mr Geelani had a session with a cross section of leaders from Pakistan and those Kashmiri expatriate who had been towing pro-Pakistan line in Saudi Arabia,he could not ensure any change of heart in the Pakistani establishment. According to these sources, Mr Geelani had been clearly told that he should give up his “hawkish” approach and adopt moderate postures while taking other separatist groups in Kashmir with him. He was also told that he should give up anti-America stance in his utterances and outlook. The sources said even two senior Kashmiri expatriates, Dr Ghulam Nabi Fai and Mr Nazir Ahmed Qureshi had suggested to him to understand the realities and give up his anti-US and anti-Musharraf attitude. Finding that he was being given a dictation Mr Geelani refused to budge and change his stand. The result was that he continued to be distanced by
Islamabad. And it was under instructions from Islamabad that Mr Geelani was not invited as a special guest at a function held in the American embassy in Saudi Arabia. He attended the function like any other political leader and his dream of being invited as chief guest had not fructified. After receiving cold shoulder treatment in Saudi Arabia from Kashmiri expatriates and leaders belonging to Pakistan and occupied Kashmir, Mr Geelani renewed his old demand of demilitarising Jammu and Kashmir and “Azad”
Kashmir. Not only this: he has suggested that after the troops were withdrawn, the two states be handed over to the United Nations for running the administration till a stage was set for referendum. He has told public rallies in Kashmir that referendum under UN supervision alone could resolve the Kashmir issue. What seems to interest his opponents in the separatist camp is the way the 16-year long honeymoon between Mr Geelani and Syed Salahuddin, chief of the Muzaffarabad based Jehad Council, has ended. This was evident by the recent declaration of Mr Geelani saying that Mr Ashraf Sehrai would be treated as his (Geelani’s) political heir. Earlier, it was expected that he would make Syed Salahuddin his successor. This way Mr Geelani is fast facing isolation though he continues to be a force to reckon with. |
Fate of police officers hangs in balance Jammu, February 20 Official sources said here today that nearly six months ago 59 DSPs were promoted to the rank of Superintendent of Police with the rider that till they were eligible for the elevation they would be in their old pay and grade. Under the government order, the pay and grade of the SP would be released to them once they became eligible for promotion. This has resulted in a piquant situation. Though these promotees wear the uniform of Superintendent of Police they have not been posted rendering them without any work. Official sources said that in case the Government found that these promotees were still not eligible for higher post the order under which they were given promotion in their own pay and grade should have by now been extended for another six months. According to these sources these 59 DSPs were promoted to the next rank when there were only 38 posts of Superintendent of Police vacant in the state. Interestingly, these promotees are yet to fill these vacant posts. The Chief Minister, Mr Ghulam Nabi Azad, is said to have raised certain objections on the plea that why 59 people were promoted to the higher rank when only 38 posts were vacant in that rank. Indications are that in case the government did not take a lenient view, the 38 posts may be filled after fresh recommendations of the departmental promotion committee. Mr Azad has also questioned the feasibility of a proposal recommending elevation of six DIGs to the post of IGs. He is said to have informed his colleagues and senior bureaucrats that when only three posts of IGs were vacant why promotion was to be given to
six. Hence there has been delay in filling the three vacant posts of IGs, IG (Crime and Railways), IG (Law and Order) and IG (Human Rights). The Chief Minister is not prepared to accept another proposal of elevating more than six SSPs to the rank of DIG because only one post of DIG was vacant at present. Reports revealed that the issue of promotion in the police ranks was to be taken up by the state Cabinet at its meeting a month ago but the same was deferred on account of a gap between the vacant posts and the promotion proposal. |
Poultry from other states
banned Jammu, February 20 Reports said special barriers had been set up at Lakhanpur, which is the entry point into the state from Punjab, to check the entry of poultry birds. Poultry products were supplied here from Maharashtra, Gujarat, Punjab and Haryana. Punjab and Haryana are major suppliers of poultry to Jammu and Kashmir. These states are also supplying poultry to the armed forces and paramilitary forces deployed here. Truckloads of poultry enter Jammu and Kashmir from the neighbouring states every day. The forest department is also keeping an eye on the wetlands where migratory birds from Siberia flock during this season. Mr.R.L.Bharti, Chief Wildlife Warden, said so far there was no untoward report from any wetland. He said the migratory birds were known to be carriers of the killer flu. He said the field staff had been asked to make residents around the wetlands aware about the bird flu and not allow their poultry birds to mix with the migratory birds. Mr Bharti said the reports of death of 600 migratory birds at the Pangong lake in Ladakh were factually incorrect. |
Sops announced
for Bhaderwah Jammu, February 20 These announcements by Mr Azad came at a function that was organised by some prominent persons of Bhaderwah here yesterday. The sops include construction of a Rs 40 crore road, Rs 20 crore for promotion of tourism and expediting work on construction of the university campus at Bhaderwah. Mr Azad announced that work on the Rs 40 crore Thathri-Kaljugsar road would be taken in hand shortly. He also announced construction of a road network in the area. He said a tourist circuit between Pathankot and Doda would be developed and a sum of Rs 20 crore would be spent on developing tourism infrastructure in the area. The Chief Minister said that a piece of 1000 kanals of land has been identified for construction of the university campus and classes would be started by the year end. The campus would offer job oriented and high priority subjects that would provide enormous job opportunities to the youth. |

Charges framed in embezzlement case Srinagar, February 20 A Vigilance spokesman said here that the charges were framed against Mohammad Ramzan Bhat, then Executive Engineer, Mushtaq Ahmed Qasba, then AE (Stores) and Khazir Mohammad, then store attendant, mechanical division LAWWDA Srinagar, for committing the offences in 2004. The challan was produced in the court on April 15 2004 after the government accorded sanction for prosecution by the competent authority. The investigation revealed that the accused, in furtherance of a criminal conspiracy, fraudulently made the stock entries about procurement of 5170 litres of high speed diesel, costing Rs 61,211. The bill was drawn from the government treasury and misappropriated. In another case the court of Special Judge also charged-sheeted a Head Constable, then posted at police station Parimpora, who had been caught red handed while accepting illegal gratification of Rs 2000 from a person to facilitate production of challan of a criminal case in the court of law, the spokesman said. |

Jammu, February 20 Constable Farooq Ahmed, who had gone home to Hamdanpur village in Doda district on leave, jumped off the rooftop of his house last evening after a quarrel with his family, they said here. Ahmed was seriously injured and admitted to a hospital where he died, they said. In another incident, insurance company employee Rakesh Kumar jumped off the Tawi bridge yesterday, they said. — PTI |
