54 suspended for dereliction of duty
Srinagar, January 24
The Jammu and Kashmir Government has suspended 54 officials of various state departments for dereliction of duty, an official spokesman said here today.

A full dress rehearsal was held today at Bakshi Stadium, the venue of the main Republic Day celebrations under elaborate security arrangements here in which contingent of various police wings and NCC cadets participated.

The Divisional Commissioner, Kashmir, Mr Basharat Ahmad, took the salute after unfurling the national flag. The Inspector General of Police, Mr K Rajendra, and other senior police and civil officers were present on the occasion.

The contingent of the Jammu and Kashmir Police, armed police, fire and emergency services, CRPF and NCC cadets participated in the march past.

Elaborate security arrangements have been taken to thwart the designs of militants to create trouble on the occasion. For the first time, cameras have been installed around the stadium to keep a close watch on miscreants. This has been necessitated in view of the recent disclosures about a nexus between some mainstream political activists and separatist militants.

In view of these reports, an extra vigil is being maintained even on the vehicles carrying mainstream political leaders and activists while attending the celebrations here. The police and security agencies have been directed to check and frisk all vehicles of political leaders and activists, though with the exception of some “known faces” while on way to the venues.

A high-level meeting of the police and security officers held here to discuss the arrangements for the Republic Day was told that various wings of security forces have been put in a state of high alert. The meeting held under the chairmanship of Mr Rajendra was told that contingent of the police and paramilitary forces have been deployed at various places in city and towns of the valley as a precautionary measure to avert any untoward incident. The security measures have been put in place to frustrate the evil designs of those who intent upon disturbing peace and public order on the Republic Day, the meeting was informed.

The IGP said police personnel have been deployed at conspicuous crowded places like bazaars and crossing points and naka parties have been assigned to check the suspicious movement of vehicles and persons so that the Republic Day could be celebrated with peace and traditional fervour.

He said at certain points some persons would have to undergo the unpleasant experience of frisking, thereby causing inconvenience, however, he appealed the people to bear with the police as it was being done for their overall security and safety.

54 suspended for dereliction of duty

Srinagar, January 24
The Jammu and Kashmir Government has suspended 54 officials of various state departments for dereliction of duty, an official spokesman said here today.

The suspension followed surprise visits by the joint checking squads headed by senior officials of various ministries yesterday, he said.

As many as 50 officials were found absent unauthorisedly from duty in Bandipora tehsil of Baramulla district and disciplinary action was taken against them.

Meanwhile, the enforcement staff of the Meteorology Department inspected various commercial establishment centres like at Shalteng, Batmaloo, Raj Bagh, Dalgate, Shalimar and Nishat in Srinagar and registered cases against 25 erring traders for violation of different Sections of the Weights and Measures Act, the spokesman said.

Four employees of the Agriculture Department, including a gazetted officer, were placed under suspension in Jammu for remaining absent from duty, official sources said.

The four employees, including an agriculture assistant, were suspended on the spot by the Director, Agriculture, they said. — PTI

‘Self-rule’ move needs to be deliberated on

Contrary to Chief Minister Ghulam Nabi Azad’s stand on Pakistan’s proposal of “self-rule” in Jammu and Kashmir, Ms Mehbooba Mufti, president of the Peoples Democratic Party (PDP), said today that the idea should not be rejected without discussing it with the people.

Ms Mufti, whose PDP is sharing power with the Congress in the state told reporters here that her party was examining all aspects of the proposal and would decide the parameters of ‘self-rule’.

When pointed out that Mr Azad had rejected the ‘self-rule’ proposal of General Pervez Musharraf, Ms Mufti said that the coalition partners could have their own stands on issue, but there were no differences between both parties as far as implementation of the common minimum programme was concerned.

She said that the conflict areas in Gen Musharraf’s proposal could be deliberated to find alternatives. We would like to talk to the people on the issue within and outside the state.

Ms Mufti, however, rejected another proposal of “joint control” of India and Pakistan over J&K. However, both countries can take up joint projects in the state.

She described the National Conference’s demand for autonomy to the state as a political one and said that the matter was between New Delhi and the NC.

Ms Mufti said that the confidence building measures taken by India and Pakistan by opening the Line of Control at five places should not be confined to the divided families on both sides of the LoC. Others should also be allowed to cross to either side from these points as this would help remove misunderstandings between people on both sides.

PDP seeks fiscal autonomy

The People’s Democratic Party (PDP) today demanded fiscal autonomy for Jammu and Kashmir to make it a self-sustained economy.

The party made it clear that it did not want any special doles for the state.

The economic resolution adopted on the second day of the party’s convention here said as a constituent unit of the federation, the state would need to have greater say and independence on the allocation of resources from the Centre in accordance with its own priorities.

The party demanded a compensatory mechanism to meet the loss as a result of the Indus Water Treaty, that had deprived the state of its major resource.
