PU to ask CBI for probing bank receipts scam
Chandigarh, October 29 The inquiry report submitted by Justice K.C. Gupta regarding the financial bungling dominated the Syndicate proceedings. It was discussed that the university would not have any authority to take any action against anybody except its own employees. As apart from the Panjab University employees, certain employees of the SBI, book sellers and others were allegedly found to be involved in the scam, an independent body should oversee the investigations to ensure that the guilty were brought to book. The inquiry report was thus subsequently withdrawn and the decision to ask the CBI to probe the matter was finalised. The decision to reduce the internal assessment marks of M Com students from 50 to 20 from this session was deferred. It was discussed that a universal policy should be followed and comparison should be made with the other universities of the region regarding the marks distribution before taking the decision to reduce the internal assessment marks. The Syndicate also approved the recommendations of the changed pattern of the examination for the departments of pharmacy, mass communications, the University Institute of Engineering and Technology (UIET), library science and honour school science. The answer sheets for these departments will be checked in the department itself. Furthermore, the results will be compiled in the department concerned and then handed over to the examination branch for the final declaration. Before the declaration of the result the students in their respective departments would be informed about it. And in case of any complaint, the answersheets will be re-evaluated by a committee of teachers and the complaint will be verified. The Syndicate also approved and changed the leave pattern permitted to the non-teaching employees attached to the various departments of PU. These employees can now avail 30 days of paid leave in place of 15 days leave. The inquiry report submitted by Shashi K. Sharma in the case of Lajpat Rai (ASO) for disobeying the office orders issued by the PU FDO was withdrawn. It was discussed that his promotion as supdt contradicted the allegation of disobedience. The Syndicate has also constituted a committee to look into the resolution proposed by Senator Prabhjeet Singh to give a special chance to students, who haven’t cleared their examination in April, 2006.

City schools celebrate anti-cracker Divali
Chandigarh, October 29 An “anti-cracker rally” was organised by the eco club of Government Model Senior Secondary School, Sector 44. It was flagged off by the Principal, Mrs Jeewan Lata Kaushal. As many as 250 students took part in the rally to spread the message “Keep the environment clean by saying no to crackers” on the forthcoming Divali festival. Yuvsatta organised a lecture by Mr Vikramjit Singh, a Chemical Engineer and an environmentalist, at Guru Nanak Public School, Sector 36, here today. The lecture was to promote pollution and accident free Divali. He spoke on the conservation of environment and how the crackers polluted atmosphere and its harmful effects. He said festivals were for enjoyment as they had happiness to our lives and it was our moral duty to take care of our environment. Diwali was celebrated in the junior wing of Guru Nanak Public School, Sector 37. The children decorated the school with candles and flowers. The school wore a festive look. Children of pre-nursery wore fancy dress. They were dressed as Ram, Sita, Lakshman, Ravana. A fancy dress competition was organised at MBD Public School, Sector 63. Students of the Junior wing came dressed as animals, different cartoon characters and depicted costumes of different states and countries. At Sharda Sarvhitkari Model Senior Secondary School, Sector 40, a rangoli-making competition was held. As many as 150 students of the school took out an anti-cracker rally in the surrounding areas of the school. A debate on the use of crackers was also held.The objective behind this was to make people aware of the harmful effects of crackers on our
environment. Students displayed handmade candles. The principal, Mr B.S.Kanwar, wished all a happy Divali. At MDAV High School, Sector 22, a vibrant Divali exhibition was held. Students displayed hand-made pots, candles, chandeliers ——all objects complementing the auspicious occasion of Divali. Also displayed were posters and placards giving the message of a safe Divali sans crackers. Mrs Rekha Arya, Principal, was highly appreciative of the students’ efforts and motivated them to have an eco-friendly Divali. Students of Nav Bal Niketan Model School, Sector 29, took out an anti-crackers rally to create awareness among the people, especially children about the hazards of noise pollution and use of crackers. Students had made placards saying “don’t burn money”. Ms S. Mahajan advised the children to avoid crackers and celebrate Divali in a peaceful and colourful manner. Tiny tots of the Sanjivini Child care centre staged four scenes from the Ramayana. The programme began with a bhajan while the Ramayana began with the scene of “Sita Haran”. The second scene showed Sita in Lanka while the third depicted the war between Lord Rama and Ravana. The fourth scene was that of the coronation of Lord Rama. An Inter-house activity was organised at Shishu Niketan Public School, Sector 43. Students participated in diya decorations and preparing Divali and Bhai Dooj cards. Classwise prizes were given to the students. |
Stress laid on safe Divali
Panchkula, October 29 The Principal, Ms R. Bhatnagar, in her message told students to enjoy a safe Divali and learn from the life of Lord Rama. They were given phuljharies and sweets. They took back home some beautiful cards made by them for their parents. Senior students of Blue Bird High School celebrated Divali in the school today with great fervour. On this occasion, the whole school was decorated. A cultural programme was organised by students from classes first to tenth. Students of class VIII and IX sang bhajans. A housewise competition on “Characters of Ramayana” was a big success. They depicted the various episodes of Ramayana and threw light on the life of various characters of Ramayana. How to celebrate Divali this year was depicted well through a skit by students with a punch line – “Say no to crackers”. The skit showed the damage, loss and sufferings of humanity by recent earthquake and flood and was appreciated by all. The function concluded with the brief speech of the principal, Ms R. Bhatnagar. Divali holidays were declared for the whole school from November 1 to 6. A special assembly marked Divali celebrations at Satluj Public School, Sector 4. A diya dance was performed by students. |

Panchkula, October 29 After the traditional lighting of lamp, the school Principal, Mr Vijay Kumar, presented the School Report, highlighting the achievements of the students in academics, sports, and arts. The Chief Guest, Mr Poonam Suri, Secretary, DAV College Managing Committee, gave away the prizes, while Justice A.L. Bahri, President, Permanent Lok Adalat, Punjab and Haryana High Court, presided over the function. The function began with a “Saraswati Vandana,” which was followed by a choreography, “Gobhi Ki Shadi”. Several other choregraphies and traditional dances were also performed by the students. Rally: The Eco-Club of DAV Senior Secondary Public School, Sector 8, today took out a rally against bursting of crackers. The rally was flaged off by the school Principal, Ms Santosh Bhandari. Expressing their concern for environment, the students carried placards against the menace of crackers. A fancy dress show for the kindergarten students was also organised, where students came dressed as Lord Rama, Sita, Lakshman and other characters from the Ramayana.Exhibition: Students of Delhi Public School, Junior Wing today participated in an art and craft exhibition organised in connection with Divali. Students had prepared decorative diyas, wall hangings, candles, wrapping sheets etc., which were put up for sale. CAT’s order on medical facility for pensioners upheld
Chandigarh, October 29 The decision of the CAT had been challenged by the Ministry of Finance, Director General, Ministry of Health. Dismissing a writ petition filed the respondents, a Division Bench of the High Court Health Services ordered that no interest would be payable to the retirees on the delayed payment of the medical claims. The tribunal had passed an order in 2004, after Mr R.P. Mehta, a retired Superintendent from the Department of Central Excise, challenged the reimbursement rules. While in service, he was diagnosed with heart problem in August 1998, and was admitted to the Civil Hospital, Ludhiana. He was later operated for a coronary artery bypass surgery at Escorts, Delhi. Though the hospital was recognised under the Central Services Medical Attendance Rules, he was reimbursed Rs 1,12,950 against Rs 1,85,900 spent on the treatment. Citing the terms mentioned under Para 2 (ii) and (iv) of the Medical Rules, the government said reimbursement could be made in case treatment was taken from a recognised hospital. |
