Guwahati, October 1 The Sonitpur Deputy Commissioner said seven persons had been arrested so far for selling the hooch while the police were on the look out for others involved in the incident. An angry mob torched government offices as tension mounted in the town. The authorities fear that the toll would go up considerably as more than 100 persons were affected. All of them had consumed the local brew made under the license of the Assam Government on Wednesday and Thursday night. The first four casualties were reported last night. This morning, 11 others collapsed at the Tezpur Civil Hospital, Sonitpur Deputy Commissioner L. S. Pangson said. About 5000 women of the area took out a procession and marched to the District Excise Office located inside the District Magistrate’s campus. They ransacked it and torched the valuables. Later, the mob marched to the Chandmari area and destroyed nine breweries before moving to Mahabhairab and the Garowan Patti area and destroying illegal breweries. The police said the incident occurred at the Rudrapath area as almost all persons who consumed liquor from that area had been affected. The District Magistrate has ordered a magisterial inquiry and ordered closing down of all breweries licensed under the Assam Excise till further notice. — UNI |

New Delhi, October 1 “What we have done is not against Iran,” Dr Manmohan Singh told mediapersons here after President A. P. J. Abdul Kalam gave away the Lal Bahadur Shastri National Award for Excellence in Public Administration, Academics and Management to former civil servant C. Srivastava for the year 2004. The Prime Minister sought to downplay the strident criticism by CPM leader Prakash Karat holding him “directly responsible” for voting against Iran at the Board of Governors meeting of the IAEA. Maintaining that “nothing surprises me,” Dr Manmohan Singh observed that “the Gita says one must do one’s duty unmindful of the consequences.” Accusing the UPA government of “appeasing the US,” Mr Karat wrote in the party organ “Peoples Democracy” that the Left could not countenance this “new direction” in India’s foreign policy. The Prime Minister explained that the Indo-US joint statement of July, including the far-reaching agreement on cooperation in the peaceful use of nuclear energy had come up for a review at his meeting with US President George Bush in New York on the sidelines of the UNGA last month. The two leaders also touched upon the developments in the region. He stressed that the Indo-US joint statement in July had recognised India as a responsible state with advanced nuclear technology and agreed to supply nuclear fuel for Tarapore reactors following a series of commitments by India, including voluntarily placing its civilian nuclear facilities under the IAEA safeguards. The Prime Minister once again parried questions about the speculation that a Cabinet expansion-cum-reshuffle was round the corner. “Wait and watch. You will know when it happens,” has been his stock response to the anxiously awaited Cabinet expansion even as ministerial aspirants from the Congress were waiting with baited breath. The Prime Minister refused to give any indication if the Cabinet expansion would take place before the conclave of the Congress chief ministers in Chandigarh towards the middle of this month. Dr Manmohan Singh stressed that the vacancies in the ministries of coal and sports and youth affairs had been bridged for the present. He pointed out that he was himself overseeing the Coal Ministry while Minister of State in the PMO Prithviraj Chauhan was clearing the files connected with the Ministry of Sports. |
Soren meets Sonia
New Delhi, October 1 Mr Soren has been waiting to regain his ministerial berth ever since he was forced to step down as Jharkhand Chief Minister in March. The much-awaited Cabinet reshuffle/expansion is now expected sometime next week after the onset of the auspicious period of
navratras. However, a decision on this may be forthcoming only on Monday. While October 5 is being mentioned as a distinct possibility, there is a section in the Congress, which would prefer that this exercise is undertaken after the meeting of party Chief Ministers on October 7 and 8. Prime Minister Manmohan Singh was, however, non-committal on the much-speculated expansion when he was questioned about it after a function at the Rashtrapati Bhavan. His brief but cryptic response was: “Wait and watch. You will know when it happens.” However, his meeting with Ms Gandhi today appeared to suggest that it could be sooner than later. This expansion and reshuffle has been on the cards for some time as there are several vacancies in the Cabinet following the death of Mr Sunil Dutt and resignation of Mr Jagdish Tytler and Mr Shibu
Soren. Besides, there are several states like Punjab, Himachal Pradesh, Orissa and Kerala, which are presently un-represented in the Council of Ministers. On the other hand, there are a number of ministers like Mr Mani Shankar Aiyer who are holding additional charge. Among the new faces who could find place in the Cabinet include Mr
G.K.Vasan, Mr Anand Sharma, Mr Pawan Kumar Bansal, Mr Vyalar Ravi, Mr A.K.Antony and Mr Jyotiraditya Scindia. AICC General Secretary Ambika Soni and AICC Treasurer Motilal Vora are also being tipped to get ministerial berths. With several AICC functionaries expected to move from the party to the government and vice versa, the Cabinet reshuffle will then be followed by changes in the AICC organisation which could take place by the first week of November. Among the ministers who are likely to be moved to the AICC, include Mr Oscar Fernandes and Mr P. M. Sayeed. |

JD(U) leader sent to jail, nomination rejected
Gaya, Darbhanga, October 1 Returning officer of Gaya, Mr Muffasil Ajit Kumar, here said Mr Rameshwar Yadav and Mr Yadvendu had filled their nominations from the same constituency yesterday as the JD(U) candidate. Mr Yadav was the first to file the nomination as per the laid rules. The papers of the second nominee from the same party was treated as those of an independent. Mr Kumar said an independent candidate required 10 proposals in both sets whereas Mr Yadvendu had only one. He said in view of the technicalities the nomination paper of Mr Yadvendu had been rejected. Meanwhile, the Additional Chief Judicial Magistrate rejected the bail petition of Mr Yadavendu who was later sent to Gaya central jail after he surrendered in the court. Earlier, Police Superintendent of Gaya Sunil Kumar Jha suspended Assistant Sub-Inspector Mahangu Paswan deputed at the collectorate campus to ensure arrest of Mr Yadvendu if he came to file his nomination. Mr Yadvendu filed his papers from Gaya Muffasi Assembly constituency yesterday. Mr Yadvendu was evading arrest in connection with a case for creating ruckus near Gaya collectorate in February this year. Meanwhile, in Darbhanga a former Bihar minister and RJD candidate for Rosera seat, Gajendra Prasad Singh, today surrendered before a local court in connection with an old case and was released on bail.He surrendered before the court of Sub-Divisional judicial Magistrate Vijay Kumar Pandey.

Kolkata, October 1 They were also failing to properly utilise the Central funds sanctioned for specific schemes. As a result, the unused funds were going back to the Centre. Stamp on Kairon released
New Delhi, October 1 The stamp was released on the birth anniversary of the late leader in the presence of former Prime Minister I.K. Gujral and Punjab Chief Minister Capt Amarinder Singh. Describing Pratap Singh Kairon as a man of vision, Capt Amarinder Singh said he built institutions that brought prosperity to Punjab and to the country. The Chief Minister said that as Minister of Rehabilitation in the days after partition, the late leader ended confusion and handled the tough task of resettlement of millions of refugees who had migrated to Punjab. Recalling his role in implementing land reforms, he said the late leader established Punjab Agricultural University which played a key role in the Green Revolution. Talking of the late leader's association with his family, Capt Amarinder Singh said Pratap Singh Kairon had been offered a berth in the Union Cabinet. "He informed my parents about it. However, when I was coming to the capital along with the then Army Commander of the Western Command, we learnt from a crowd assembled near Rai that he had been assassinated," he said. Describing the late leader as a "hero," Mr Gujral said he took part in the freedom struggle and later contributed to building Punjab. "The role he played in bringing up Punjab after partition was not easy... He was a hero in every sense of the word," Mr Gujral said. Mr Ahmad said Pratap Singh Kairon placed Punjab on the industrial map of the country. "He was behind the creation of the city of Chandigarh and the industrial township of Faridabad," Mr Ahmad said. The minister said the late leader made primary and middle school education free and compulsory. He opened three engineering colleges and a polytechnic in each district. The function was attended by members of the late leader's family. Congress general secretary Ambika Soni, former PCC chief H .S. Hanspal and Mr M.S. Gill, MP, were among those present. The stamp is in denomination of five rupees. |

It will return as the 404 A Jammu Tawi-New Delhi special train. It will depart from Jammu Tawi at 7.45 pm on October 2,7, 9 and 13 to reach New Delhi at 6.45 am the next day. The special train comprising eight AC Chair Car coaches and two luggage vans. It will stop at Panipat, Ambala, Ludhiana, Jalandhar Cantt and Chakki Bank stations. The 403 A New Delhi-Jammu Tawi special train will depart from New Delhi station at 9.30 pm on October 3,5,7 and 9 to reach Jammu Tawi at 7 am the next day. Garo Hills under curfew
Shillong, October 1 Indefinite curfew was clamped and the Army and para-military forces were called out in Garo Hills. At least ten persons were shot dead and about 100, including, the police and civil servants, injured when the police opened fire to disperse mobs that defied prohibitory orders taking out rallies. They demanded incorporation of some of their demands into the recent recommendations on the Meghalaya Board of Secondary Education (MBOSE). The forces opened fire at Upper Chandmari of Tura when some people wanted to go to hospitals to see yetserday's victims. The situation remained tense in the curfew-hit towns. In Shillong, Garo communities this afternoon called on Governor M.M.Jacob and handed over a memorandum seeking his immediate intervention to defuse the tension. The Garo community under the umbrella of the Achik Citizens' Welfare Organisation have also appealed to all Garo employees working in the government offices here to take 'mass casual leave' on October 3 as a show of solidarity to the victims in yesterday's firing. The Garos demanded that the governor impress upon the government to defuse tension by revoking random arrest of NGO and student leaders. They sought immediate relaxation of curfew to allow conduct of funerals of those killed in the incident. They also said the government should invite student and NGO leaders to the negotiation table to discuss the 'controversial report' on the MBOSE.—UNI |
Probe ordered into ‘appearance’ of Shahabuddin for LLB exam
Patna, October 1 According to reports, the controversial Lok Sabha member appeared in the LLB part II examination at R.D.S College in Muzaffarpur on Thursday as a candidate from S.K. Memorial Silver Jubilee Law College, Muzaffarpur, and vanished thereafter. “I have asked the SP to hold a detailed investigation and submit a report as early as possible,” DIG of Tirhut range Gupteshwar Pandey said over the telephone from Muzaffarpur. A senior police officer, said the MP did not personally turn up for the test and the papers were written by somebody else in his place and Shahabuddin’s signature was obtained on the attendance sheet later.
