A long wait for no-due certificate
Kanchan Vasdev
Tribune News Service

Ludhiana, September 17
A retired professor from PAU, had the first hand experience of red-tapism in the Ludhiana Improvement Trust, (LIT), here when he could not get a no-dues certificate from the trust despite making many rounds of the office for the past many months.

Dr R.K. Batra, a former professor of English, who had been a resident of 512-E in Bhai Randhir Singh Nagar here since 1982, applied for the certificate in June before he wanted to shift to Delhi to join his son.

But he is left to move from pillar to post to get the certificate issued despite the fact that he did not owe anything to the trust.

“When I applied to the LIT for the certificate I was told to bring my electricity bills issued to me in 1982 as a proof of my residence.

I was shocked with the demand as who takes a record of electricity bills for more than 23 years. Still, I went to the PAU and got a copy of my residence proof from my department and submitted it to the trust.”

When Dr Batra was hoping to receive the certificate, one day he was shocked to receive a letter from the trust, stating that he was supposed to pay non-construction charges as he could not provide a valid proof of his residence.

“I am still shocked that I had got sanctioned a house loan also in 1982 to construct my house. I submitted all supporting documents to the trust still they are not issuing me a certificate,” added Dr Batra.

More shocking was the behaviour of employees to department concerned said Dr Batra, adding that it put him off so much that he did not want to go back to the trust office.

“We are the respectable citizens of this city.

How can they treat us like this? I am really disappointed.

I understand that they have to deal with all kinds of people throughout the day but they can politely answer a polite inquiry.” he rued.
