College of Veterinary Science separated from PAU
Ludhiana, August 12 The College of Veterinary Science was set up on the Ludhiana campus of the PAU in 1969 . Earlier the college of veterinary sciences was located on the Hisar campus of the PAU and was shifted to Ludhiana. The then Vice-Chancellor Dr M.S. Randhawa ordered the shifting of the veterinary college to Ludhiana. It was only in 1972 that the PAU was trifurcated into three universities at Ludhiana , Palampur
(Himachal Pradesh) and Hisar. The PAU set up its independent veterinary college later. The Punjab Vidhan Sabha passed Guru Angad Dev Veterinary and Animal Science University Bill on April 19 during Budget session. The university has been set up to commemorate the birth centenary of the second Sikh Guru Angad Dev. The delay in issuing the notification by the Punjab Government for the establishment of the veterinary university was caused as the assent from the President had not been received. It was only on August 9 that the state government issued the necessary notification and Mr D.S. Bains, Secretary, Animal Husbandry, Punjab Government, assumed the charge as Vice-Chancellor of the university. The provision for the appointment of Mr Bains as the first Vice-Chancellor was made in Guru Angad Dev Veterinary and Animal Sciences University bill till the appointment of a regular Vice-Chancellor. Meanwhile, enquiries made by Ludhiana Tribune showed that the PAU authorities had not received the notification issued regarding the establishment of the veterinary university so far. They have simply received the hand written joining report of Mr Bains as the Vice-Chancellor. Mr Bains, after joining, has proceeded to the USA on leave. The Dean , College of Veterinary Science, Dr D.R. Sharma, has been asked to officiate as the vice-chancellor in the absence of Mr Bains. Enquires further revealed that the veterinary college provides BVsc and AH (Animal Husbandry) a four-year course and postgraduate programmes to the students of the state and the neighbouring states. The college also admits some NRI students. At present, the veterinary college has as many as 292 students in the BVsc course and 113 in the MVsc programmes. The college has a teacher strength of about 180 and about 400 non-teaching staff. According to official sources , the state government, which makes the maximum contribution of funds to the PAU, also provides Rs 10 crore per annum to the College of Veterinary Science. This amount is not sufficient to meet the salary component of the staff of the college. The annual salary bill of the teaching and non - teaching staff of the College of Veterinary Sciences is always in excess of the grant being given by the state government. The excess amount ranges from Rs 1 crore to Rs 2 crore per annum . Here the new university will have to face the financial crunch at the very beginning. |
