Indus treaty not being violated: Mufti
Srinagar, May 8
Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed today asserted that in the construction of the Baglihar hydroelectric project, the Indus Water Treaty signed between India and Pakistan in 1960 was not being violated.

Summer offices to function from today

The civil secretariat and other offices of Jammu and Kashmir Government are re-opening here tomorrow for the next six months of summer, after these had closed in Jammu, the winter capital, on April 28.

Indus treaty not being violated: Mufti

Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed today asserted that in the construction of the Baglihar hydroelectric project, the Indus Water Treaty (IWT) signed between India and Pakistan in 1960 was not being violated.

During his visit to review the work on the prestigious two-phased 900 MW power project, he said so far as the construction was concerned “we are on a sound footing.” Referring to the objections raised by Pakistan, he said these could be addressed by convincing it that the project was within the ambit of the treaty. He called for building confidence in this regard so that the misgivings could be removed, an official spokesman said.

Mufti Sayeed underscored the importance of the Baglihar project for the economy of Jammu and Kashmir and described it as the flagship of the state’s development. He said the completion of the project would change the grim power scenario and make the state power sufficient.

The Chief Minister was informed that 72 per cent civil and 81 per cent electro-mechanical work had been completed on the phase I of the project. Some essential work of phase II had also been taken up simultaneously. The project envisage a total cost of Rs 4,000 crore of which Rs 2700 crore had been used so far. As many as 7,000 persons were working on the project.

Summer offices to function from today

The civil secretariat and other offices of Jammu and Kashmir Government are re-opening here tomorrow for the next six months of summer, after these had closed in Jammu, the winter capital, on April 28. This is part of an over a century-old practice, whereby the high offices of the state government function for six months of winter in Jammu and six months of summer in Srinagar. The State Governor and Chief Justice of the State High Court are also functioning from the two capitals, whose offices will also re-open here tomorrow.

Adequate security arrangements around the civil secretariat had been made there would be certain traffic restrictions imposed on the occasion of the opening of the secretariat. Security had also been geared up around various other government installations hotels and guest houses, where some of the move employees from the Jammu region had been lodged.

The Kashmir Traders and Manufacturers Federation had called for a general strike against VAT tomorrow on the occasion of the opening of civil secretariat and other offices here. It had decided to take out a protest march from central Lal Chowk to the civil secretariat in support of its demand of the non-implementation of the VAT.

Over 4000 employees, 2200 of them from the civil secretariat, had already arrived here from Jammu, since April 28 last. The office records had also been received in the secretariat and other offices.

Tributes paid to Maj Salman Khan

Srinagar, May 8
The Army, paramilitary forces and the Jammu and Kashmir Police today paid tributes to Maj Salman Khan, who was killed by the militants in an encounter at Pazipora near Trehgam in the border district of Kupwara on May 6.

Senior defence, police and civil officials placed wreaths on the coffin of Major Khan at the 15 Corps headquarters here.

Major Khan’s body was earlier brought here from Trehgam and would be later sent to his native place Kanpur in Uttar Pradesh.

Among those who placed wreaths included General Officer Commanding-in-Chief (GOC-in-C) of the Northern Command Lt-Gen Hari Prasad, General Officer Commanding of the 15 Corps Lt-Gen Nirbhay Sharma and state Director General of Police (DGP) Gopal Sharma.

Popularly known as ‘’Sallu’’, Major Khan was popular among the locals of Kakroosa in the Rajwar area of the Kupwara district.

Speaking on the occasion, the DGP said the escalation of violence in the recent past had resulted in the loss of many lives of civilians and security forces.

“Colour of uniform does not matter. We are all unitedly fighting militancy and working towards restoration of peace in the state,’’ he added.

Mr Sharma expressed the hope that the level of violence would come down in future as militants had started realising that they are fighting a futile battle. — UNI

VAT dampens spirits at trade fair

While businessmen are looking towards opening up of trade between India and Pakistan through Kashmir post Muzaffarabad bus service, the Value-Added Tax (VAT) in Jammu and Kashmir has disappointed them.

This became clear with the beginning of the 12-day-long artisans’ Kashmir National Trade Fair here today being organised by a Kashmir-based NGO, Dastgir Artisan Welfare Society (DAWS).

For the first time, two stalls from neighbouring Pakistan and Iran had been set up at the fair which had over 80 stalls at Polo Grounds near the Tourist Reception Centre (TRC).

The business group from Bangladesh could not reach here due to the hurdles being created by VAT, the organisers said.

A Delhi-based seven-member team of representatives from a marble house of Karachi, has set up its unique stall of Onyx marble and gift items at the fair.

“This is to introduce our products here”, said Mr Devinder Kumar adding that this was possible with the improvement in the relations between the two neighbouring countries.

But he lamented that these products of unique marble in the sub-continent reached here at high prices due to transportation.

“The products have to arrive from Karachi via Mumbai and Delhi to this place with much expenses on the transportation,” he said.

Mr Devinder held that these prices could easily come down if further improvement was made and such items transported via the recently opened Srinagar-Muzaffarabad road.

“This is for the first time that we have set up a stall in the trade fair here,” said Mr Sanjay Kumar, Delhi-based representative of the Goltab Melamine Industries from Tehran, Iran.

He opines that such an event could be possible only with the improvement in the India’s relations with the neighbouring countries. This kind of atmosphere can boost trade in the entire region, he said.

But, the organisers, Dastgir Artisan Welfare Society (DAWS) are not happy with the state government for its anti-businessmen attitude.

“We have been visiting all major cities of the country to boost trade and help the artisan,” said Mr Altaf Ahmad of the DAWS.

He added that there was a wrong impression about Kashmir and its products outside the valley.

“We had invited over 300 groups, but only about 85 are participating,” he said lamenting that the burdened taxes and VAT came in the way.

3 killed in J&K; arms, ammunition seized

Srinagar, May 8
Three persons, including a Pakistani militant, were killed and three others injured in separate incidents in Jammu and Kashmir where security forces recovered arms and ammunition from a militant hideout since last evening.

A 12-year-old girl Yasmeen died on the spot today and her father and sister were seriously injured in an explosion that rocked Kuligam-Lalpora in Kupwara district, 100 kms from here, official sources said.

The blast occurred when an explosive object burst around 1.30 pm in the compound of the house of Ali Mohammad Naikoo killing his daughter Yasmeen instantly and injuring him besides his other daughter Khalida, they said.

A police spokesman said a defence personnel was injured when militants hurled a grenade at a security picket at Sopore in Baramulla district, 55 kms from here, last evening.

A militant of Pakistan-based Lashkar-e-Toiba outfit Abu Jahad was killed in an encounter at Gufbal-Trehgam in Kupwara yesterday, he said, adding a student had also been killed in the encounter which broke out yesterday.

He said security forces arrested a militant at Waripora in Baramulla district and recovered 12 rounds of ammunition and two detonators from his possession.

The police recovered Rs three lakh in Indian currency from Lohai in Billawar sector and two Insas rifles, one AK rifle, 15 grenades and a wireless set from Ramnagar area of Kathua district, he said, adding security forces also recovered 126 rounds of assorted ammunition in Verinag area of Anantnag district. — PTI
