Decision on grace marks today

The final preparation of the results of Class VIII of the Punjab School Education Board has been held up as no decision has been taken on the grant of grace marks. A decision on the matter is likely to be taken tomorrow.

It is learnt that the decision on giving grace marks to students could not be taken up as the chairman of the board, Prof Harbans Singh Sidhu was out of station. He is expected to attend office here tomorrow and decide on the issue along with other board officials.

While some officials are against giving grace marks to students, others feel that some marks should be given as students worked under pressure and there was a need to compensate. Moreover, the marking of answersheets by teachers could not be taken very seriously and as such students should be given the benefit of the doubt. Sometimes students failed in the examination only by a margin of one or two marks and the board could provide some help in such cases. The government also wanted that the failure rate should be reduced.

Mrs Sukhwinder Kaur Saroya, Controller of Examinations, said 1 per cent grace marks would be given to students of all classes under the regulations of the board. She said she was against giving ad hoc grace marks to students as undeserving students also cleared the examinations with the help of such marks. She said that the chairman of the board was authorised to give ad hoc grace marks wherever he felt the need for the same. She said that ad hoc grace marks were generally given in cases when the question papers were very tough or were outside the syllabus. But this year, no such complaint had been received by the board.

Mrs Saroya said that the results of the science and commerce group of Class XII examination would be declared on April 30.

Mr Mohinder Bir Singh, secretary of the board, said that the results of Class VIII examination would be declared in the first week of May.

2 Panchkula schools under scanner

The Secondary Education Department, Haryana will issue show cause notice to two schools here, and 35 private senior secondary schools in Haryana, for withdrawal of recognition on account of their indulgence in acts of bogus enrolment, school leaving and transfer certificates during the year 2003-04 and 2004-05. The schools here that have come under scanner are New India Senior Secondary School, Sector 15, and PC Senior Secondary School, Pinjore.

In a press note, Mr.K.K.Khandelwal, Director, Secondary Education, said bogus enrolment by these schools were detected during the course of inspection of their records by the Board of School Education, Haryana. He said that variations were found in the actual students strength as per school attendance register and the actual students strength at the time of inspection as per enrolment forms sent to the Board in respect of middle, matric and 10+2 classes.

Mr Khandelwal said in view of mismanagement and malpractices committed by these institutions and schools for violation of rules and regulations, it had been decided to serve show cause notice under Section 43 (1) (b) of the Haryana School Education Rules. He said serving of show cause notice to these institution gives an opportunity to these schools to clarify their position within a fortnight.

Mr Khandelwal said though it was not mandatory under the rules to serve the show cause notice, but keeping in view the interest of the students, an opportunity was given to them to clarify their position. He said that if no reply was received from them within the stipulated period, an ex-parte decision would be taken against them.

Kendriya Vidyalaya celebrates annual day

Saraswati vandana preceded by Sanskrit shlokas marked the beginning of annual day celebrations and prize distribution function of Kendriya Vidyalaya, Sector 29, at Tagore Theatre, here today.

Ordnance Cable Factory General Manager A.K. Sinha was the chief guest while Mr J.P. Gupta, Education Officer at KVS, was the guest of honour. The Principal, Ms Sudesh Malhotra, read out the annual report highlighting the activities and achievements of the school.

Chitrakshi was awarded the all-rounder prize for excellence in academics , co-curricular activities and sports while Kuldeep Kumar bagged the “budding mathematician” award.

Punjabi folk dances, qawwali, a Hindi play “yam ki adalat” were presented on the occasion. An English play, “The dear departed”, focusing on social and family values, was also staged.

Awareness programme

Government Senior Secondary School, Mani Majra, organised a two-day awareness programme on “tobacco abuse and its prevention” which concluded,. here today.

A video film on the subject was shown by the Ramakrishna Mission while Swami Jankishananda from the mission delivered a lecture to create awareness about the ill-effects of tobacco consumption.

Rai School

Students of Rai School today enjoyed watching the construction work of their upcoming building and were thrilled to see how their dream classrooms were being built upon the strong steel foundations.

The Headmistress, Ms Punam Dogra, said how the building was being made earthquake resistant by putting special materials and how the foundation of the building is made strong enough to survive all the weathering of nature.

PU don to be conferred Vijay Shree Award

Prof M.R. Aggarwal of the Department of Economics at Panjab University will be conferred with the Vijay Shree Award instituted by the India International Friendship Society. The prestigious award, which is given to a scholar having specialisation in social sciences, sciences and technology, will be presented to Professor Aggarwal at a ceremony in New Delhi on May 4.

Professor Aggarwal completed his MA LLB and was a recipient of the Ford Foundation Scholarship. In his long academic career, he has authored three books and written 37 papers in the areas of trade and finance, on issues confronting the Indian economy and other developing countries and on the present wave of globalisation. Some of his research papers have been published in Holland, Singapore, Thailand, Japan, UK, Italy, Hong Kong, Australia and Berlin. He has also delivered lectures at seminars held all across the globe.

Professor Aggarwal has also been a member of the Haryana Planning Board as Adviser nominated by the Governor of Haryana. He was also nominated Fellow of Panjab University by Vice-President Krishan Kant and was elected member of the Association of Indian Universities in India.

The Vijay Shree Award will be conferred on him by Minister of State for Food and Processing Subhod Kant Sahay. The award ceremony will be held along with the seminar on “Economic growth and national integration in India”, which will be addressed by ministers and Members of Parliaments.

Results not out, UGC aspirants in quandary

The non-declaration of the UGC NET results held in December 2004 has put the applicants for the forthcoming examination in a quandary. Unlike all previous years the UGC has not declared the results of the last exam till date even as the last date for submitting the applications for the next exam to be held in June is ending on April 29. A majority of the students in Panjab University, who sat in the last examination, are awaiting their results so that they can decide whether to apply for the next exam or not.

“Usually the University Grants Commission(UGC), New Delhi declares the result of the previous exam before the last date of submission of the application for the next exam. Hundreds of aspirants have not submitted the form as they are awaiting the previous result. But if the result is not declared then they will have to fill the form. The UGC takes Rs 450 from general, Rs 225 from the OBC and Rs 110 from the SC/ST candidate as the exam fees,’’ said Prof D.C. Kataria of the Aryans Educational and Charitable Trust. Like many on the campus, he said that under these circumstances the UGC should extend the last date for the submission of the application forms till the results of the December 2004 exams were declared.

Around 5,000 students sit in the UGC NET exam, which is held every six months. The success rate for this exam, which is the minimum eligibility for lecturership, is, however, very low and not more than 10 per cent applicants pass the exam.

Engg students’ money not refunded: SOPU

The Students Organisation of Panjab University (SOPU) has alleged that the university is not refunding the complete amount paid by the 12 students of the University Institute of Engineering and Technology (UIET), who had later migrated to the Department of Chemical Engineering and Technology (DCET).

The students alleged that since they paid higher amount in the UIET than the fees in the DCET, the entire excess amount between Rs 33,000 to Rs 38,000 of each student was still pending with the university.

Man gets RI in cheque bounce case

Chandigarh, April 28
A local court yesterday awarded one-year rigorous imprisonment to a resident of the Mansa Devi Complex in Panchkula in a cheque bounce case.

The Additional Chief Judicial Magistrate(ACJM), Mr Harbhajan Dass, held Rakesh Kumar guilty under Section 138 of the Negotiable Instruments Act, and awarded the sentence besides imposing a fine of Rs 1,000 on him.

The case dates back to January 2002 when Rakesh Kumar borrowed Rs 1.5 lakh from Mr Rajni Kant Modi, a resident of Sector 7, Panchkula. He had promised to return the amount within two months, the complaint said.

The cheque of the accused dated February 12, 2002, which was drawn on the Mani Majra branch of the Central Bank of India, had bounced on account of “insufficient funds”. Repeated requests and a legal notice had failed to elicit any positive response from the accused, following which Mr Modi moved the court.

New Release
‘Kaal’ impressive thriller

After “Kal Ho Naa Ho” precocious filmmaker Karan Johar, only son of producer Yash Johar, is ready to take the audiences by surprise with his keenly awaited film “Kaal”. Whichever subject he decides to take on next, his growing legion of fans can count on his cinematic dexterity. “Kaal” has been shot in Jim Corbett Wildlife Sanctuary.

Shahrukh Khan and Johar jointly produce this thriller. The item number “Kaal dhamaal....” picturised on Shahrukh Khan and Malaika Arora Khan has already generated a lot of pre-release interest in the film. It will be released today at Piccadily and Kiran theatres.

The film stars Lara Dutta who teams up with Vivek Oberoi on a wild spree in this film. It also stars Ajay Devgan, John Abraham and Esha Deol. John Abraham plays a National Geographic explorer, on a mission to probe a series of attacks by tigers.

“Kaal” is an adventure thriller. It is written and directed by Johar’s assistant Soham Shah. The film has a touch of freshness owing to the sensibilities of a young director. But what makes the film extraordinary is the sending out of wildlife preservation messages.

Cinematography by Santosh Thundiyil, action by Allan Amin and music by Salim-Sulaiman are the other attractions of this film.

Debutant director Shah has reason to look forward to his future without worrying about the box office success of “Kaal”. The promos look good and promise something different. “Kaal” with its message of wildlife preservation can bring the audiences to the theatres. — D.P.

Special students have a special guest

It was a special day for the special students attending vocational training classes at Karuna Sadan in Sector 11. In Ms Jean Rodrigues, wife of Punjab Governor and UT Administrator, the children had a special guest who brought out the best in them.

Keen on an overview of the activities being undertaken at the Chandigarh Chapter of Special Olympics Bharat, Ms Rodrigues came with a heart to help and offer. She spent about 45 minutes watching the inmates. The centre, housed in Karuna Sadan building, imparts training to mentally disabled people who have a potential to upgrade their skills and then use them for a better and dignified living.

The Chandigarh chapter has 15 special students, all over 22 years of age, who are training in two vocational streams.

Ms Jasbir Gill, in charge of the chapter said, “We are instructing these students in the art of block printing and weaving.” TNS
