Doctors must listen to patients, says VC

The convocation ceremony of the Shri Dhanwantry Ayurvedic College and Hospital, Sector 46, was held here today. The Panjab University Vice-Chancellor, Prof K. N. Pathak, was the chief guest and he awarded degrees to the students. PU Senator S. S. Virdi was the guest of honour.

The Vice-Chancellor congratulated the degree holders and shared his experiences with the students. He emphasised that ayurveda was a part of the Indian heritage and had great potential as Western countries were also looking towards ayurveda for various solutions.

He advised the graduates to practise real ayurveda, which, he said was the need of the hour. He said the doctor-patient relationship was a very pious relationship, which was based on mutual respect and confidence, and it must be maintained.

Emphasising the need for the doctors to listen patiently to their patients, he said: “We can find a number of cases where the patient has demonstrated considerable improvement after he was patiently listened to by his doctor.”

The guest of honour, Senator S. S. Virdi, assured his full help to the management of the college.

The Vice-President of the college, Dr Naresh Mittal, spoke about the developments taking place in the college. The Principal, Dr K. Baldev, read out the annual report of the college.

Survey bares stress factors among children
Dysfunctional ties with parents main cause

Dysfunctional relationship with parents and the inability of the older generation to address the need of teenagers is the leading cause of stress among schoolchildren in the city, next only to their need to excel in academics.

The ongoing mental health programme of the Department of Psychiatry, PGI, for city schools, has found through the anonymous queries of students of classes X, XI and XII that “issues of morality” and deciding between what is ethically correct is bogging down city kids.

“Our earlier survey undertaken from 1992 to 2002 in Chandigarh had indicated that most adolescents were facing extreme stress due to their performance in studies.

However, now under the mental health programme, we are addressing a number of queries from teenagers about their relationship with their parents, forming physical relationships, kissing, love marriages and whether their parents can ever understand them.

The stress level among the teenagers, especially students of classes X, XI and XII, has not come down, rather it has increased, ‘’ says the Associate Professor 
and clinical the psychologist at the Psychiatry Department, Dr Adarsh Kohli.

Giving an insight into the need of good parenting, students have asked whether parents can be their friends at all; why do parents mind love marriages when they themselves went for it, and why do not they let children do what they themselves did.

“We ask students to anonymously write on a piece of paper if they feel hesitant to ask these questions openly. And among those slips we find queries about whether masturbation is good or if kissing would harm them.

With the weakening family values, city children are not reluctant to question the beliefs held by their parents,’’ adds the psychologist.

The mental health programme, which initially began in Chandigarh for collecting data for the study funded by the Indian Council of Medical Research (ICMR), New Delhi, is now continuing as a voluntary service by the PGI faculty, mainly due to the demand for counselling by the schools authorities.

So far, the programme of a six-month duration in each school has been completed in two government schools, GMSSS, Sector 16, and GMSSS, Sector 35, and the sessions at Bhavan Vidyalaya School are under way.

“So far, the questions raised by children in schools that we have covered are consistent as they all seem to have similar queries and insecurities,’’ adds the psychologist.

And going by the response and the umpteen questions that the psychologists are facing, the department plans to rope in more schools from January next year.

We focus on kabaddi, wrestling: Pak minister

Importance is accorded to kabaddi, wrestling and hockey in Pakistan Punjab, said Mr Naeemullah Khan Shahani, Sports Minister of Punjab (Pakistan), while talking to this correspondent. Mr Shahani said it was his first visit to India. He said the team had attended camps before coming to Patiala and wanted to put up a good show with sportsman spirit.

Mr Shahani said their annual budget for sports was Rs 30 crore and a major part of it was spent on building new sports infrastructure.

He said in Punjab, they had to take care of 34 districts and had astroturf for hockey at various places like Lahore, Gujrat, Bahawalpur, Sargodha, Chakwal and Faislabad. He said a big wrestling arena was coming up, where spectators could enjoy wrestling in large number.

On kabaddi, he said, both national style and circle style were widely played and they played on grass, unlike in India, where they normally had matches on clay. Mr Shahani said he was the first Sports Minister appointed in the Punjab ministry as earlier, Punjab never used to have a sports portfolio.

Mr Shahani said the initiative taken by the Punjab (India) Government was praiseworthy and would further help in strengthening ties between the two states and two nations.

Mr Shahani said since they would host the next edition of the Indo-Pak Punjab Games in Lahore next year, they would give a reciprocal and warm welcome to Punjab (India) players.

Mr Shahani said their Chief Minister, Mr Parvaiz Elahi, was a keen sport lover and they had his backing to go ahead with their sports development plans.

Indian shuttlers return with silver medal

The Indian youth badminton team is back from Bendigo, Australia, with a silver medal won in the Second Commonwealth Youth Games that concluded on December 4. The team comprising three boys and three girls in the below 19-year category was trained by city-based badminton coach Surinder Mahajan who is employed with the Sports Authority of India. 

Prior to their departure, the team also had a 10-day rigorous training camp at the Panjab University Coaching Centre.

Mahajan said this year badminton was introduced in the tournament for the first time. “In the eight-country contest, we lost to Malaysia, 2-3, in a nail-biting final,” he added. He said the countries were divided into two pools with South Africa, New Zealand, England and India in pool A and Australia, Malaysia, Singapore and Scotland in pool B.

In the pool matches, Indian team topped by defeating New Zealand, South Africa. The England team which is ranked 6th in the worlk, has at number two in the pool.

In the other pool, Malaysia topped and Singapore came at number two. In the semifinal, India outplayed Singapore, 3-1, while Malaysia downed England, 3-0.

Mahajan said the boy’s team had Anand Pawar, Sagar Chopra and Jishnu Sanyal, while the girl’s team had Saina Nehwal, Aparna Balan and Saili.

In the final held against Malaysia, Saina won both her singles and doubles tie, while boys lost in both singles and doubles. The mixed doubles tie was crucial as the opponents were extended to three games with scores being 8-15,17-14 and 12-15. He said India was ranked 11th in the world team rankings, but this performance would certainly enhance India’s image in badminton world.

He said he had been training the Czech Republic badminton players on the invitation of the Czech authorities for the past two years.

SGGS-26 bags korfball title

Hosts SGGS College, Sector 26, bagged the title in the second Chandigarh State Korfball Championship that concluded today. In the final, SGGS outplayed PU Campus, 12-07.

For winners, Shalini and Nikhil scored three points each, Rajesh and Archana two points each, Ajaypal and Davinder one point each. For losers, Deepak and Sandeep scored two points each followed by Rajnesh, Rakesh and Sharanjit, who all scored one point each.

The third place went to the SD Club. The two-day meet was organised by the Chandigarh Korfball Association.

Act promptly, IGP tells cops

The Inspector-General of Police (IGP), Chandigarh, Mr Rajesh Kumar held a meeting with officials of the Police Control Room (PCR) in the Traffic Police Auditorium, Sector 29, this evening.

The Senior Superintendent of Police (SSP), the Deputy Superintendent of Police, Communication, PCR Inspector, sub-inspectors, assistant sub-inspectors, head constables, constables and 300 volunteers from the Home Guards attended the meeting.

The IGP, Mr Rajesh Kumar, said the PCR was an important wing of the Chandigarh police, which helped in the prevention and detection of crime. The PCTR officials were the first to reach the spot and help the people and accident victims.

He advised the staff to act promptly and intelligently according to the situation. He said the behaviour of the PCR staff should be polite with the people. He also directed that the response of the PCR should be prompt when information about accident, crime or the distress call was received. The IGP further said the official doing good work would be rewarded accordingly.

He also made it a point that a strict action would be taken against the police officers found drunk while on duty.

The IGP also visited the Crime Branch of the police in Sector 11 and reviewed its performance. He praised the efforts made by the Crime Brabch to solve two blind murders in the recent past and the busting of a car thieves gang.

The IGP directed the Crime Branch to take special notice of property related crimes, which are on the rise in the city. He also directed the Crime Branch to set up traps to keep a tab on the criminal activities in the city.

Land being acquired for developing sectors

The Punjab Urban Planning and Development Authority (PUDA) has put into motion the process of acquiring land for the development of new Sectors 90 and 91. According to sources, the Department of Housing and Urban Development, Punjab will be advertising the first set of notification with regard to the acquisition of land for these two sectors shortly.

The department has already issued the notification under Section 4 to acquire land for the development of Sector 81. These include 103.56 acres at Mauli village, 13.69 acres at Raipur Khurd village, 276.25 acres at Chilla village, 22.6 acres at Kumbra village and 1.29 acres land at Manauli village.

Similarly, the department has issued notification to acquire land for the development of Sectors 88 and 89. These sectors will be built on 168.08 acres at Sohana village , 189.06 acres in Lakhnor, 21.05 acres in Landran, 124.34 acres in Behrampur and 161.39 acres in Manakmajra.

Land owners of these villages for the past six months have been protesting against the acquisition of their land by the authority. But despite the widespread protest, a few weeks ago, the government also issued notification under Section 6 with regards to Sectors 88 and 89.

This notification means that the government has declared its final intention to proceed ahead with the acquisition.

It's official, bidders to pay full sum in 90 days

After dilly dallying over the mode of collecting auction money, the Chandigarh Administration today finally issued a notification saying the bidders will have to pay the entire sum within 90 days of the auction.

The effect of the notification is that the bidders will not get a grace period of three years to make payments, thus preventing any kind of speculation which would have been possible when property dealers bid for some property at very high rates.

The modus operandi of some bidders has often been to pay just 25 percent and then use the artificially jacked up rates to sell off other properties.

This notification comes less than 24 hours before the auction and was issued after the top brass of the Chandigarh Administration reacted sharply after reading newspaper reports in this regard this morning.

The notification which should have come earlier was finally issued today after a lot of confusion had been created.

In the absence of this notification the auction would have been held as per the old rules of payment. These were: 10 percent at the fall of the hammer, 15 percent within 30 days and the rest in instalments.

The Adviser, Mr Lalit Sharma, said it was very clear that this grace period could not be given and the bidders were free to borrow from banks to fund their bids and pay up within 90 days.

After the notification, the Chandigarh Administration has decided to charge 25 per cent of the bid amount on the day of auction itself and the remaining 75 percent would have to be paid within a period of 90 days from the date of auction, failing which interest would be charged at the rate of 20 per cent.

The new ruling would apply to free-hold residential sites and lease-hold commercial sites being auctioned on December 10 and 11.

The Deputy Commissioner-cum-Estate Officer, Arun Kumar, informed that in case the allottee failed to pay the remaining 75 percent amount within 90 days of the auction, the Estate Officer might resume or cancel the site or building or both, as the case might be, so sold and forfeit the whole or any part of money, if any, paid in respect thereof.

The Estate Officer further clarified that the possession of the site would be given after the payment of 25 per cent of the premium.

New registration series soon

The Registering and Licensing Authority, Chandigarh, will shortly start a new series CH-03-R. Motor vehicle owners, who are desirous of obtaining a particular registration number, can submit their applications with the prescribed fee to the office of the RLA by December 10.

The applicants will be informed about the allotment of desired number depending upon the number of claimants for a particular number on December 13.

Auction, if required, will be held on December 15 at 4 pm, in the office of the Registering and Licensing Authority.
