Justice Jain senior to Justice Bedi
Chandigarh, December 2 Partially, because while Mr Justice Jain is certainly junior to Mr Justice
Singhvi, he is senior to Mr Justice Bali and Mr Justice Bedi. Knowledgeable sources told The Tribune that even though Mr Justice Jain was appointed as an Additional Judge on March 19, 1991, four days after Mr Justice Bali’s and Mr Justice Bedi’s elevation — both were administered the oath of office as Additional Judges on March 15, 1991, his seniority is established by the fact that his appointment was confirmed before them. And, seniority of High Court Judges is governed by the principle that whosoever is regularised first is senior to the Judge who is regularised later. “Due to absence of any post of Judge, Mr Justice Bali and Mr Justice Bedi continued to be Additional Judges of the Punjab and Haryana High Court for almost a year, while Mr Justice Jain was confirmed much earlier. This makes him senior to Mr Justice Bali and Mr Justice Bedi,” said a source. Inquiries revealed that Mr Justice Bali and Mr Justice Bedi were confirmed on July 8, 1992, almost 16 months after they were sworn-in as Additional Judges. “If Mr Justice Jain comes to the Punjab and Haryana High Court as the Chief Justice, there will not be any breaking of rules or convention regarding posting of Judges,” said the source. Meanwhile, it is now confirmed that Punjab and Haryana High Court Chief Justice Mr Justice
B.K. Roy’s transfer to the Guwahati High Court has been proposed by the Supreme Court
collegium. It would still take some time for the entire process to be completed. Some other Judges of this High Court are also being transferred. |

‘Brush’ with facets of East
Here is your chance to see the green countryside, the rainy days or devastating storms through the eyes of four young and upcoming artists, who have successfully captured various facets of the East through their brush strokes.
A simple exhibition, where you are not even likely to see the paintings properly framed, has been organised by the IndusInd Art Gallery to promote struggling artists with talent. However, the lack of finesse has not marred the aesthetics of the paintings Though the dominating theme is nature, what makes their work stand out is their style — ranging from a bold, realistic expression to impressionistic ones. All paintings are in water colours, which Kolkata artists excel in. Little wonder that one can catch a glimpse of the Shantiniketan style in the creations of Biplab, Subhendu, Alberun and Uttam Mondal. Biplab, who has already created a niche for himself, steals the show. His impressionistic work, depicting a rainy day or a monochromatic street scene, can brighten a gloomy day. The younger artists have tried to capture nature in its original form. Subhendu’s huge landscape in bright green is vibrant and executed in sure, bold strokes. Though the artist has economised on colour, he has more than made up with the interplay of light and shade. Trademarks of the East, bamboos and palm trees, have been beautifully captured by Uttam Mondal and Alberun. Using an abundance of green and chrome, both artists have managed to infuse life into their creations. The exhibition also displays two stylised scenes from Ravi, an artist from Vishakhapatnam. While the paintings are pleasing to the eye, they are easy on the pocket too. They start from Rs 500 and go up to Rs 5,000. The exhibition, which opened today, will conclude on December 9. |
