3 militants, BSF jawan killed in encounter

Srinagar, June 10
The encounter between militants holed up inside a mosque and BSF personnel ended after nearly 27 hours this afternoon with the killing of all three militants in the operation which also left one jawan dead in Anantnag district of Jammu and Kashmir.

Two militants, who engaged security personnel in heavy exchange of fire from the Hazrat Syed Najab-ud-din Bukhari shrine were killed inside the complex at Bogund village in Kulgam, 75 km from here, BSF Deputy Inspector-General K. Srinivasan told PTI.

One militant and a BSF jawan were killed yesterday when the gunbattle broke out at 1.30 PM after security personnel raided the village.

While the upper portion of the mosque, where the militants initially took refuge fleeing from the raiding BSF men, was completely damaged, the nearby shrine of Hazrat Syed Najb-ud-din Bukhari, where the militants shifted this morning, suffered minor damage in the gunbattle, Mr Srinivasan, who supervised the operation, said.

Bodies of two militants have been found while that of the third one, who got killed while trying to flee back to the mosque this afternoon, was believed to be under the debris which was being searched, the BSF official said.

The identity of the militants was yet to be established, he said adding that the BSF believed they were either activists of the Hizbul Mujahideen or the Harkat-ul-Jehad-e-Islami (HUJI) as the area was dominated by the two outfits.

Mr Srinivasan said the mosque caught fire as one of the grenades hurled by militants towards the BSF exploded. The walls of the shrine were hit by bullets but there was no major damage to it, he said.

The BSF official said after the mosque caught fire, the troops moved swiftly killing the militants. He said had the force not moved fast, the mosque as well as the shrine could have been completely damaged.

Agitated over the damage to mosque and the shrine, residents of the village and nearby Sandroo took to streets this morning and again in the evening pelting stones on security personnel in which two policemen were injured and their vehicles damaged.

The police used teargas and batons to disperse them and additional forces were rushed to the area as the situation was still tense, official sources said.

Last evening when the militants stopped firing, the BSF sought help of village elders to persuade the militants to surrender but after a lull of several hours, they again opened heavy fire on the troops in the wee hours forcing the security forces to retaliate, he said.

Condemning the damage to the mosque, the breakaway faction of the Hurriyat Conference headed by Syed Ali Shah Geelani in a statement said it could have been avoided had the troops not worked in “haste”.

JAMMU: A non-commissioned officer was injured in a landmine blast in RS Pura sub-sector of Jammu last evening. The police said Havaldar Kesar Singh was demining a forward area near Suchetgarh outpost of the BSF in RS Pura when a landmine exploded, injuring him critically. Militants torture 4 of family to death

Jammu, June 10
Militants of the Lashkar-e-Toiba today tortured to death four members of a family, including two women and a child, in the Chakaras-seripheli village of the Udhampur district.

According to the police, a group of 10 militants barged into the house of Abdul Rehman and tortured the inmates. They were dragged out and killed.

There were reports that militants killed these persons as one of their family member, Farooq, who was a militant of the LeT outfit, a recently surrendered before the security forces.

Those killed have been identified a Najmal (8), Shamima Begum (30), Shamina (65) and Jasmal Din (30).

The BSF and the state police have launched search for those behind the incident.

Meanwhile, in two separate incidents the Army shot dead two terrorists in Rajouri and Doda districts last night and recovered a large quantity of arms and ammunition from their possession.

Villagers block highway over civilian’s killing

Srinagar, June 10
In a case of mistaken identity security forces shot dead a civilian and injured another in Pulwama district of Jammu and Kashmir last night, sparking protests from agitated villagers this morning, official sources said.

The security forces during night patrolling mistook Ghulam Mohammad Mir and Fayaz Ahmad as militants and opened fire on them while they were watering their field in the village, they said. While Mir died on the spot, Fayaz was seriously injured.

The sources said the villagers blocked the Srinagar-Jammu national highway at Awantipora, about 30 km from here, demanding action against the erring jawans.

However, the police tried to persuade them to disperse but they turned violent and resorted to stone-pelting, the sources said, adding that the police fired teargas shells and used lathis to disperse them.

As the demonstrators regrouped again, the police fired warning shots and chased them away, the sources said.

The situation in the area was tense and all shops and business establishments remained closed as a mark of protest. — PTI

700 to guard Jammu-Udhampur rail line

Udhampur, June 10
The Jammu-Udhampur railway line, which passes through militancy-hit areas in Jammu and Kashmir, will operate under the watchful gaze of over 700 security personnel aided by sniffer dogs to foil any attempt by militants to foment trouble.

The rail line will soon get a Rs 10-crore multi-tier security set-up to ensure safe passage of trains through militant-infested mountains, a top state police official said here.

About 700 security personnel are likely to guard the track which has 28 bridges and 21 tunnels, he said.

Two railway police stations will be set up at Udhampur and Krishenpur-Manwal and three police posts will come up at Bajalta, Sangar and Udhampur Cantonment, he said.

Security personnel will guard the 54-km track from over 50 watch towers. Fifteen barracks-cum-pickets will also be built along the line, the first section of the Jammu-Baramula railway project, the official said.

Sniffer dogs, too, would be pressed into service to foil militants’ plans, he added. — PTI

Detained militant dies at hospital

Jammu, June 10
A militant detained under the Public Safety Act died yesterday due to brain haemorrhage at Government Medical College Hospital here, official sources said.

Shabir Ahmed, a resident of Badgam district in the Kashmir valley, kept in detention under the Act for the past two years in Kot Bhalwal central jail, was shifted to the hospital last night following complaint of illness, sources said, adding that he died in the morning due to brain haemorrhage.

The post-mortem examination was conducted in the hospital in the presence of a magistrate.

The police has registered a case in connection with the militant’s death. — PTI

Security forces vacate hotels for tourists

Srinagar, June 10
Heavy rush of tourists to Kashmir Valley this season has prompted the state government to make alternative arrangements for the accommodation of security forces so that hotels and guest houses occupied by them are available for visitors.

The Police Department is in constructing 10 barrack blocks for jawans and one and two-room tenements for the non-gazetted and gazetted officers of the security forces at Bemina, Tatto Ground, Parimpora and Pantha chowk in Srinagar and Anantnag and Kokernag in south Kashmir for Rs two crore, official sources said today.

Director general of Police Gopal Sharma inaugurated one such complex comprising three residential blocks of 72 dwelling units at Budgam yesterday.

Mr Sharma also inaugurated barrack for jawans constructed at a cost of Rs 20 lakh on the premises of police station at Pampore in Pulwama within three months.

The police chief said efforts were on to provide best possible accommodation and other facilities to the officers and jawans of the police and the security forces.

He said work on the construction of barracks at the identified places would be speeded up and hotels presently occupied by them in Srinagar are vacated for tourists. — PTI

KAS exam to be restructured

Srinagar, June 10
The Jammu and Kashmir Government is all set to restructure the state public service commission examinations on the pattern of the Union Public Service Commission (UPSC) to make it more transparent, Finance and Planning Minister Muzaffar Hussain Baig said.

“I will recommend to the state Cabinet to constitute a high-level committee to recommend restructuring of the commission system operational in Jammu and Kashmir Public Service Commission to make it transparent and norm-based on the pattern of UPSC,” Baig told a deputation of students who called on him on Tuesday.

The students, who had appeared in the Kashmir Administrative Service (KAS) 2004 examinations, conducted by the commission, but did not make it to the final selection, had alleged that candidates from the Kashmir valley had been meted out a discriminatory treatment during selection.

The Finance Minister said for the past couple of years serious questions have been raised over the functioning and conduct of examinations by the commission alleging disregard for merit and manipulation of results in various selections.

“Taking note of the rampant complaints, the government is being forced to take remedial measures, including a thorough review of the functioning of the commission and restructuring of its examination system,” the minister said.

For this purpose, Mr Baig said the committee would go into every aspect of the functioning of the commission to remove loopholes in the present examination system and bring it at par with the UPSC system. — PTI

Fresh summons issued against Katiyar

Srinagar, June 10
A local court yesterday issued fresh summons against BJP Uttar Pradesh chief Vinay Katiyar for his alleged comments against a holy relic of Prophet Mohammad and the Hazratbal shrine.

The District Judge, Srinagar, Hakeem Imtiyaz, has issued fresh summons to Mr Katiyar yesterday after he failed to appear before him.

The Judge in the summons, which would be served on Mr Katiyar through District Judge Lucknow, directed him to appear on June 24.

Earlier, the counsel for petitioners, Mohammad Abdullah Pandit, pleaded that non-bailable warrants be issued against Mr Katiyar for his failure to appear.

However, the judge said in case he (Katiyar) failed to appear on the next hearing, a warrant would be issued against him.

All summons were received by the court with the remarks not found.

Two complaints had been filed — one by the Kashmir Bar Association and another jointly by a journalist, Imdad Saqi, and Jammu and Kashmir Finance Minister Muzaffar Hussain Baig.

Mr Katiyar has denied making any comment against the holy relic or Hazratbal shrine as was mentioned in an article. — UNI

Jammu Sikhs to campaign for Panthic Morcha

Jammu, June 10
A delegation of senior leaders of various Sikh organisations here will leave for Punjab shortly for campaigning in favour of Panthic Morcha candidates in the ensuing SGPC election.

A decision to this effect was taken at a meeting of leaders of several Sikh organisations here yesterday. The meeting was presided over by Mr Narbir Singh, president, Youth Akali Dal.

The leaders while expressing support for the morcha candidates appealed to the voters in Punjab to defeat the candidates nominated by Mr Parkash Singh Badal.

The leaders, including Mr Mohinder Singh, chief organiser, Bhai Kanhaiya Nishkam Seva Society, Mr Paramjit Singh, president, AISSF, Mr Jagdev Singh, president Akali Dal, Ms Surjit Kaur, general secretary, Istri Sudhar Sabha, appealed to the voters to free the SGPC of those leaders who had converted it into a private limited company. They blamed Mr Badal and his men in the SGPC for not enforcing moral values among the Sikhs.

Mufti mourns Maulvi Mushtaq’s death

Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed here today visited the Nishat residence of Maulvi Mushtaq Ahmad, a senior Awami Action Committee leader, who was killed on Monday. He expressed grief to the bereaved family. Maulvi Mushtaq Ahmad, an uncle of founder APHC chairman, Mirwaiz (chief priest) Maulvi Umer Farooq succumbed to bullet injuries in Sher-e-Kashmir Institute of Medical Sciences (SKIMS) hospital on Monday after he was fired upon by unidentified gunmen at a mosque on May 29.

BSF jawan commits suicide

Jammu, June 10
A Border Security Force jawan committed suicide by shooting himself with his service rifle at the Gool camp in Udhampur district last night, BSF sources said today.

Constable C. Arguan, who was on guard duty, shot himself with his weapon, they said, adding the bullet pierced through his neck killing him on the spot. — PTI
