Mohali, April 28
The Municipal Council here has cracked down on industrial unit owners who have failed to pay their arrears of water and sewerage bills. The sewerage and water supply connections of a large number of defaulters have been cut while notices are being slapped on the others in this regard.

According to sources, the water and sewerage connections of 90 industrial units had been cut by the civic body till April 20. Notices are being issued to owners of 73 industrial units to clear their pending dues at the earliest, failing which the water and sewerage connections will be cut. The work of sewerage and water supply in industrial Phases VI to IX is being looked after by the council.

To name a few units, the council has cut the water and sewerage connections of Punwire. It owed a sum of Rs 59,801 to the council. Similarly, the connections of Red Rose distillery and H.S. Bassi and Co, have been cut. The units owned Rs 35,575 and 1,86,943, respectively, to the civic body.

Notices to industrial unit owners who owed more than Rs 20,000 to the council were being issued. The defaulters were being asked to make immediate payment of the outstanding dues. Among the factories which have been issued notices are two units of Telephone Cables Ltd in Phase VIII, Industrial Area, and each unit owed about Rs 11,000 and Rs 16,000. Notices have been issued to Mr Jasbir Singh (Rs 12,150), Ms Maninder Kaur (Rs 14,000) and Mr Manjit Singh (Rs 9,340).

Although the council had made a recovery of about Rs 10 lakh during the year out of which about Rs 3.23 lakh had been recovered during the months of February and March, an amount to the tune of about Rs 3 lakh was still lying unrecovered.

In February the Department of Local Government, Punjab, had directed civic bodies in the state to recover the pending water supply and sewerage bills by waiving interest and penalty provided consumers deposited the outstanding amounts with the authority concerned by March 31. Now get birth, death certificates at doorstep
Tribune News Service

Chandigarh, April 28
For the first time in the city, a UT department dealing with the public has started a courier service to make itself more people-friendly. Started by the Registrar of Births and Deaths, applicants can avail themselves of this service for just Rs 5.50 and get certificates delivered at home.

It has been initially started for residents of Chandigarh, Panchkula and Mohali. The service will not only reduce the length of queues in front of the office counters and number of trips of the applicants, but also give staff of the department time to qualitatively deal with cases, especially those with objections.

Only applicants with problem cases would have to visit the office again, said an official. The department started the service 10 days ago. “Ten persons have already received certificates at their doorstep. Even though we have put up a bilingual board outside the office, there is still a lack of awareness about the facility. The person at the window also makes it a point to mention about the facility to the applicants,” he said.

For outstation applicants, a pre-paid self-addressed envelope is accepted as part of the application. A separate module has been devised by officials of the department through an end-to-end software automation for managing the courier delivery service.

“Normally, we get around 100 applications in a day. In March and April, when it is the admission time in schools, the number swells up to 150 per day. On many days we have had as many as 200 applications also. This means that on any given day, 200 to 300 persons visit the office.

If more and more people start opting for the facility, it will not only save them the time and the hassle but also reduce the burden on the department and increase its productivity. Lot of time, spent on dealing with people having clean cases, can be spent on those having problems. There is no need for those having cases without objections to come back,” he added.

The department was computerised in 2001. At present all data stored with them since 1996 has been digitised.
