LeT militant among 8 killed in Kashmir
Srinagar, April 4
A Pakistan-based Lashkar-e-Toiba militant and four securitymen were among six persons killed in Kashmir, where security forces arrested an ultra of the Hizbul Mujahideen outfit and busted a militant hideout since last evening, an official spokesman said here today.

The VHP leader, Dr Parveen Togadia, said today that the Vishva Hindu Parishad would launch a countrywide agitation in case the Centre and the Jammu and Kashmir Governments continued to initiate action under human rights violation against security personnel who were engaged in fighting terrorism. NC misleading people on Permanent Resident Bill: PDP

LeT militant among 8 killed in Kashmir

Srinagar, April 4
A Pakistan-based Lashkar-e-Toiba (LeT) militant and four securitymen were among six persons killed in Kashmir, where security forces arrested an ultra of the Hizbul Mujahideen outfit and busted a militant hideout since last evening, an official spokesman said here today. The LeT militant, hailing from Pakistan, and a security personnel were killed in an encounter with security forces at Satkuji village in the Handwara area of frontier district of Kupwara today, the spokesman said.

He said one AK rifle, its four magazines, 105 rounds, two hand grenades, a wireless set and four UBGL grenades were recovered from the slain ultra identified as Abdul Razak bin Khatib, alias, Abu Baker Vikas, a Pakistan national.

A security officer and a jawan were killed and two jawans were injured in a gun-battle with militants at Nathusa village in Kupwara district last evening, the spokesman said.

Another security personnel was killed and five jawans were injured in an encounter with militants in the forest area of Kota near Sumlar-Bandipora in Baramula district last evening, the spokesman said.

He said the police picked up the decomposed body of an unidentified person at Padshahi Bagh in Srinagar today.

Security forces, he said, arrested a militant of the Hizbul Mujahideen outfit, Altaf Ahmed Lone, from his native place of Nadihal-Bandipora in Baramula district and recovered two hand grenades from his possession.

He said security forces busted a militant hideout at Doda and recovered 4 UBGL grenades, a bundle of electric wire and 15 pencil cells and other ammunition last evening.

JAMMU: Two persons were killed and three others, including two women, injured in separate incidents in Poonch, Doda and Udhampur districts of Jammu and Kashmir since last night, official sources said.

Militants swooped over Dofali village in Poonch district this afternoon and entered into the house of Mohmmad Khalid, the sources said.

The militants, numbering three, fired from their automatic weapons inside the house critically wounding Khalid, his wife Rasheeda Begum and 6-year-old Parvez Akhtar, they said. Another group of militants opened fire in the houses of Mohmmad Kasim and Noor Mohmmad and later set the houses afire. Family members of Noor and Kasim though managed to escape and hide themselves, the sources said, adding that the ultras managed to escape.

The three injured persons were later shifted to hospital by security forces, who reached the spot after hearing gunfire. An operation to track down militants responsible for the act was launched in the area.

Militants also entered the house of a Gujjar, Mohmmad Abdullah and gunned down his son Basharat Ahmed in Didda village in Goll tehsil of Udhampur district last night, they said. Another villager Farooq Ahmed, alias Summa, in remote village Rote Marmat in Doda district was also shot down last night, the sources said. — PTI

Terrorists have no human rights, says Togadia

Jammu, April 4
The VHP leader, Dr Parveen Togadia, said today that the Vishva Hindu Parishad (VHP) would launch a countrywide agitation in case the Centre and the Jammu and Kashmir Governments continued to initiate action under human rights violation against security personnel who were engaged in fighting terrorism.

Dr Togadia, who was talking to mediapersons and later addressed a large public meeting here, warned that the VHP would not sit silent over the issue as the personnel of the Army and paramilitary forces were getting demoralised because of the soft corner of the government for terrorists.

He offered that the VHP would provide free legal aid in the Supreme Court and other courts to such soldiers who were facing government’s action on the charges of human rights violations.

The VHP leader said there was no reason for safeguarding the human rights of terrorists who were engaged in massacre of innocent persons. The terrorists had no human rights as they had been targeting even women and children. By killing hundreds of soldiers, the terrorists had made many women widows.

He said Chief Minister Mufti Mohammad Sayeed and his daughter Mehbooba Mufti, who were trying to become champions of human rights for terrorists, would not be able to survive here for a single moment without the presence of the Army, paramilitary and police forces.

Without naming anyone, he said those who were demanding action against soldiers on the pretext of human rights violations, were actually sympathisers of Pakistan-sponsored terrorists. The Indian Army had a humane face and would never indulge in atrocities on innocent persons and women.

Dr Togadia asked whether these leaders wanted to provide a shield to terrorists by raising such bogey and curtail the duty of the soldiers to shoot the militants.

Referring to the peace dialogue initiated by Prime Minister Atal Bihari Vajpayee with Pakistan President Gen Pervez Musharraf, he said there was no use of such an exercise because Pakistan had always stabbed India in the back. While General Musharraf was participating in the dialogue, but on the other hand he was busy laying a network of terrorism in India, Dr Togadia alleged.

He said India should first off all smash the terrorist training camps in Muzaffarabad, Lahore and other places instead of reopening the Srinagar-Muzaffarabad road because Pakistan had become the epicentre of terrorism. In case the action was delayed, India would have to suffer as terrorism was fast spreading to Delhi and other parts of the country.

He said over one lakh madrassas in India were injecting the virus of fundamentalism among the youth.

Dr Togadia said the “feel good” slogan of Mr Vajpayee would have no meaning until the soldiers continued to fall to the bullets of terrorists and until the last family of Kashmiri Pandits, who were thrown out of the valley, did not return to their homeland.

NC misleading people on Permanent

Accusing the opposition National Conference for blocking smooth passage of the controversial Permanent Resident (Disqualification) bill denying property rights to women marrying outsiders, the ruling Peoples Democratic Party today said the NC was trying to mislead people of the state to cover up its anti-people role.

“The NC is trying to mislead innocent Kashmiris with regard to the Bill to cover its anti-people role as far as the smooth passage of the Bill in the Upper House was concerned,” senior PDP leader and Minister of State for Home, Abdul Rehman Veeri said.

Addressing election rallies in Helmatpora and Handwara in frontier district of Kupwara, he said everyone knew the ‘dirty role’ played by the NC in blocking the smooth passage of the Bill and allowing the BJP and other groups to raise hue and cry over it provisions.

“The drama was enacted by NC leadership only to please their masters in the BJP,” Mr Veeri said, adding the NC was now trying to paint its black face white by raising the issue.

Mr Veeri said the PDP stood committed, not only to safeguard the special status of Jammu and Kashmir but further strengthen it. And that was the reason that the party introduced the Bill even against the wishes of its coalition partners.

“We will like to leave the government rather making any compromise that goes against the interests of people of Kashmir.

We are not power hungry like the NC whose leaders pawned their party and their conscience just for retaining the power and seeking petty favours from the BJP-led NDA government,” the minister said. — PTI

Flaying the Mufti Mohammed Sayeed-led coalition government in Jammu and Kashmir for its “anti-people” policies, opposition National Conference today alleged the ruling dispensation was on the verge of a financial collapse as it owed Rs 1,400 crore to banks and Rs 2,000 crore in electricity dues.

“The Mufti government is on the verge of financial collapse as the state government owes Rs 1,400 crore to the banks and electricity dues amounting to Rs 2,000 crore are outstanding. But the coalition government with the jumbo-sized ministry is spending public money lavishly,” Mr Omar Abdullah said addressing a gathering on the second day of his ‘road show’ here.

Urging people to be cautious about parties which aim to “divide on regional and communal lines,” he said, “the National Conference is the only true secular party which represents the aspirations of all the three regions of the state and is committed to keep the fabric of unity and integrity of the state intact.”

Those who had been talking about the abrogation of the Article 370 now realised its importance as a bridge between India and Jammu and Kashmir, he said. — PTI

Panun Kashmir to boycott poll

Jammu, April 4
The Panun Kashmir movement, an organisation advocating the cause of displaced Kashmiri Pandits, today ruled out taking part in the Lok Sabha poll as “their community had not benefited from elections in any way.”

“We will not take part in the LS polls or even vote since our community does not have a ‘true’ representative, who is sympathetic towards our issues,” PKM President Ashwani Chrungoo told reporters here.

“Kashmiri Pandits standing for the elections do not represent the cause of the community and people who are already elected are not the representatives of Kashmiri Pandits since they were elected by default,” he said.

Accusing the Election Commission of India for ignoring their interests Mr Chungroo said, “despite submitting a memorandum and holding meetings with the body concerned no viable solution was sought to the redress their grievances.”

As a result, the community today has no representative who can put forth its interests, he said.

He alleged that the Mufti Mohammed Sayeed-led government in Kashmir was “not doing enough” to curb Human Rights violation in the state. — PTI

Geelani addresses poll boycott meeting

Srinagar, April 4
Chairman of the breakaway Hurriyat Conference Syed Ali Shah Geelani today gave the slip to policemen and addressed a public meeting in his home town Sopore giving a boycott call for the Lok Sabha poll, even as the police detained 10 of his colleagues preventing them from reaching the venue.

Mr Geelani and his six associates reached Sopore in north Kashmir to address the people but 10 of his colleagues were detained by police at Mirgund-Pattan en route to Sopore today, official sources said.

Policemen had put up road blocks on the Srinagar-Baramula road to prevent Mr Geelani and his colleagues from proceeding to Sopore but he gave them the slip and reached the venue of the meeting, Peneripora-Sopore, the sources said.

Addressing the gathering, Mr Geelani asked people not to vote in the coming elections and demonstrate to the world that “no less than independence is acceptable to us”.

He said people of Kashmir were peace-loving and our struggle has nothing to do with terrorism.

Mr Geelani said “the government has conceded defeat by preventing and arresting Hurriyat leaders who campaign for poll boycott. The government is aware that if the leaders are allowed to campaign there would be complete boycott of the elections in Kashmir”.

Mr Geelani who had contested elections for both Assembly and Parliament from 1972 to 1987, claimed “we have tasted elections in the past when winners were sent to jail and losers given the reins of the government”.

About identity cards being checked by security forces from Kashmiris while travelling from one place to another, he said how embarrassing it was that outsiders demand identity cards from the natives of the state. — PTI

Election campaign in Baramula constituency of north Kashmir has geared up as fate of six candidates in the fray would be decided by 9.41 lakh voters in the first phase on April 20.

Those left in the fray, include Abdul Rasheed Shaheen of the National Conference, Ghulam Rasool Kar (Congress), Nizamuddin Bhat (PDP), Mohammad Akbar Khan (BJP), Syed Mohammad Rafiq Shah, J&K Panthers Party and Mir Khurseed (Independent).

Five candidates withdrew nominations on the last day yesterday.

A meeting of the senior police officers, administration, candidates and security officers discussed measures for smooth conduct of the elections in Baramula yesterday.

The candidates were briefed on model code of conduct and security measures for smooth conduct of the poll in the constituency comprising twin districts of Baramula and Kupwara. The police officers concerned were also briefed on the measures taken for of the poll.

Over 9.41 lakh voters would decide the fate of six candidates on April 20, for which 1180 polling stations have been set up in the constituency. Of these 559 polling stations have been categorized as hyper-sensitive, while the remaining 621 are sensitive.

The constituency comprises 15 Assembly segments, 10 in Baramula district and five in Kupwara district.

To ensure smooth and peaceful conduct of the poll 170 companies of police and paramilitary forces have been deployed in the constituency, DIG of Police, Baramula-Kupwara range, Ashok Gupta said.

These included 55 Companies of the Border Security Force (BSF), 40 Companies of the Central Reserve Police Force (CRPF) and 65 Companies of the State Police. Mr Gupta told The Tribune that of these 140 Companies had been mobilised from other parts of the valley.

In view of the sensitivity of the situation, the entire constituency has been divided into 22 Zones and 62 Sectors, the DIG said. Each Zone would be headed by a Superintendent of Police and each sector by a Dy SP, the DIG said.

This constituency of north Kashmir has been represented by the National Conference in all the elections after 1977, except in 1996 when it did not participate. No Parliament elections were held in the State in 1991 due to militancy, and the NC having remained out of power between 1990 and 1996, had declined to participate demanding greater autonomy for Jammu and Kashmir.

Later, however, it participated in the Assembly elections held in September-October, 1996 getting absolute majority with 60 members in 87-member House.

While the NC got 11 out of 15 Assembly seats in the twin districts of Baramula-Kupwara in 1996, it has got only eight seats in the last Assembly elections held in 2002.

Two more members, Moulvi Iftikhar Hussain Ansari of the Congress from Pattan and Dilawar Mir of the Janata Dal from Rafiabada constituency later also joined the NC taking its strength to 13 out of 15 in the 2202 elections. It was the PDP that made inroads into some of the NC strongholds and got three seats of Baramula, Gulmarg and Sangrama in Baramula district in the last Assembly elections.

Thus, yet another regional party to reckon with, the Peoples Democratic Party (PDP) has emerged since 1998 when Muftis launched it after parting ways with the Congress. The National Conference now is pitted against its arch-rival, the Congress and the PDP in the constituency.

Shabir Shah, 12 others detained

Srinagar, April 4
The police today detained Jammu and Kashmir Democratic Freedom Party (DFP) chief Shabir Ahmad Shah and 12 others at Nowgam-Sonawari.

A DFP spokesman told UNI that Mr Shah along with 12 other leaders, was on way to address an election rally at Sonawari when the police stopped them at Nowgam.

Panthers Party’s yatra from today

Criticising Deputy Prime Minister L.K. Advani for not including Jammu and Kashmir in his country-wide ‘Bharat Uday Yatra’, the National Panthers Party, the ruling coalition partner in the state is all set to start a week-long ‘Insaf Yatra’ from Srinagar to Amritsar tomorrow.

“The idea behind the yatra is to remind Mr Advani that Jammu and Kashmir is integral part of India and a yatra without touching the state is incomplete and rather unfortunate,” Party Chief Bhim Singh said here today. He said his party had taken up this road map to connect Jammu and Kashmir with the rest of the country by touching the holy city of Amritsar. — PTI
