Six militants killed, 5 civilians rescued
Srinagar, March 5 A Defence Ministry spokesman said troops, searched and Kowni Dogripora village in south Kashmir this morning to nab militants. When troops were about to storm a particular house, they came under fire from militants. The troops retaliated and two militants of the Lashkar-e-Toiba were killed. Two AK rifles and other arms and ammunition were recovered from the slain militants. An official spokesman said security forces killed a Lashkar militant in an encounter at Shahdhara Sharief village in Rajouri district last night. One AK rifle, four magazines, 71 rounds and two grenades were recovered from the slain militant. Another militant was today gunned down by he security forces at Panzwa in the frontier district of Kupwara. One AK rifle, three magazine, 40 rounds and one wireless set were recovered from the slain militant, he said. Security forces also launched a search at Hanjoora village in the central Kashmir district of Badgam early this morning following a tip-off. Sources said when the troops were sealing the area, militants hiding in a house opened fire and also hurled grenades. Security forces cordoned off the particular house and asked the militants to surrender. Sources said security forces also retaliated and the encounter continued for an hour. The house was also damaged in the firing, they said. Security forces later rescued five members of the family who were inside the house when the encounter took place. However, the militants escaped from the area. Villagers later took to streets and protested against the security forces which allegedly beat up people after militants escaped. The house owner had been detained for questioning, they said. They alleged that security forces damaged the house. Security forces also gunned down two militants in a encounter at Poonch in Jammu region last evening. The encounter followed ensued after a search party was attacked by militants hiding there. One of the persons seriously injured in a shootout recently at Kokernag died in the hospital last night, source said. —

Reservation Bill passed in J&K
Jammu, March 5 The Bill was introduced by the Minister for Social Welfare, Mr Mula Ram, and was passed after a debate. Mr Ali Mohammad Sagar of the NC asked whether the Bill would not violate the Model Code of Conduct. The NC members were divided over passing of the Bill. Some of them wanted that the Bill should be referred to a committee and taken up during the next session. The Bill provides that the benefits of the reservation would not be available to the children of the Governor, serving and retired judges of the high court or the Supreme Court, Chief Minister and former Chief Ministers, ministers and former ministers of the Cabinet rank, ministers of state and deputy ministers having more than one term, chairman and members of the public service commission, members of the legislature, members of all-India services and any person whose annual income from all sources exceeds Rs 3 lakh. (JSM), Mr Jugal Kishore (BJP) and Dr Manohar Lal (Independent) walked out as soon as the House assembled. They were protesting against lesser employment opportunities to the youth of Jammu. They said out of the 160 appointments made in the Fisheries Department, not a single person was from Jammu. They also protested against indiscriminate opening of liquor shops in the Jammu and other areas. |

Rs 2,590-cr rehabilitation plan for
migrants
Jammu, March 5 Giving this information in the Assembly during question hour here today the government made it clear that the return of migrants to the valley was its top priority. The House was informed in reply to a question tabled by the Congress member, Mrs Khemlata Wakhloo, that those migrants who returned to the valley would be entitled to the rehabilitation package within the first fortnight of their arrival in the valley. To begin with the government has earmarked Rs 70 crore for setting up transit camps, Rs 334 crore for repairing damaged houses, Rs 566 crore on purchase of household goods, Rs 2 crore on educational grant and Rs 810 crore on relief to agriculturists and orchardists. An incentive of Rs 50,000 is to be given to each family on its return to Kashmir. In addition, the government will provide a financial help of Rs 1 lakh to Rs 2 lakh to those migrants who wish to repair their damaged houses. The House was also informed that each cluster would be placed under the charge of a camp officer of the rank of Naib Tehsildar or Block Development Officer with the Deputy Commissioners in charge of all relief and rehabilitation work. Atleast one eligible and unemployed person from each family would be given a government job and Rs 43.49 crore had been earmarked for financial assistance and for hiring secured accommodation for the migrants in the valley besides on the salary component. To facilitate the rehabilitation of the displaced people the government and the NGOs had initiated a dialogue between the migrants and members of the majority community. |
NC alleges backdoor appointments
Jammu, March 5 Raising the issue during Question Hour in the Assembly, NC member Mehboob Beg said he wanted to know about the list of appointments which he had earlier handed over to the Speaker. He did not mention what the appointments were. Replying on the issue, Minister of State for Home A R Veeri on behalf of the Chief Minister, said the government was committed to adopting transparency in appointments. He said the present government had appointed 40,000 youths since it came to power in the state and there will no backdoor appointments. Intervening in the discussions, Law and Parliamentary Affairs Minister Muzaffar Hussain Beig said the government would tender an unconditional apology even if a single case of backdoor entry was found. Earlier, when the House assembled in the morning four legislators — Ashwani Kumar and Manohal Lal (both independents), Faqir Nath of the JKNPP and Jugal Kishore of the BJP protested against disparity in employment. They alleged that more youths had been provided jobs from Kashmir division as compared to Jammu. Later they walked out of the House in protest. —PTI |
House suspends business over Tarigami’s remarks
Jammu, March 5 Mr Tarigami had sought that the Upper House should be abolished as it was a burden on the exchequer. He made certain remarks about the members of the House. The Chairman of the council, Mr Abdul Rashid Dar, shared the concern of the members, particularly with regard to the remarks made in the Bill. The scheduled business for today was suspended and the House took up the motion moved by Mr Bhim Singh (Panthers Party). Cutting across the party lines, almost all members criticised Mr Tarigami. The business that was to be taken up today will now be discussed tomorrow. Mr Bhim Singh, Mr Lal Mohammad Sabir, Mr Bashir Ahmad Naaz, Mr Ram Pal, Mr Tariq Hamid Qara, Mr P. Namgyal and other members condemned the remarks of Mr Tarigami. —

Bhim Singh’s announcement upsets coalition

Jammu, March 5 This was decided at a meeting of the extended working committee meeting of the party that was held under the chairmanship of Mr Mushtaq Khan, state president of the party. Mr Khan said that all other constituents of the coalition should keep in mind the 40-year political career of Mr Bhim Singh and the services rendered by him to the state in general and the Jammu region in particular. The party has deputed Mr Harsh Dev Singh, Education Minister, to negotiate for the remaining five Lok Sabha seats with the coalition partners. Mr Faqir Nath and Mr Balwant Singh Mankotia, MLAs, attended the meeting among others. The PDP, which is heading the coalition, had asked the Congress to contest both the Udhampur and Jammu seats of the region, while it would contest all three seats of the Kashmir valley. The Congress dominated all-parties committee of Ladakh was expected to field its candidates for the Leh seat. However, with the Panthers Party insisting on contesting the Udhampur seat, the other coalition partners will have to make efforts to persuade Mr Bhim Singh not to be a spoilsport. The Congress has yet to finalise candidates for the two seats of Jammu region. |
Two cops held on bribe charge
Jammu, March 5 According to an official spokesman the two officials, who were supposed to check corruption, approached Ms Sumera, who was employed as a draftsperson in the office of the Director, Rural Development, Srinagar, and demanded money to settle a pending complaint against her. A case has been registered against these officials and Mr Satish Khandare, Assistant Inspector General of Police, has been asked to investigate the matter. |
