School embroiled in grant controversy Gurgaon, January 21 Even though the Central Vigilance Commission intervened after the complaints to it on the ‘corrupt’ practices in the school, nothing came out of those complaints. The CVC had referred the matter to the Chief Secretary, Haryana, who relayed it back to the local administration. The appointments of teachers in the school in the past have been given sanction by a former District Education Officer (DEO), who is a relative of the ruling INLD leadership in the state. It is he who gave the sanction to the appointments instead of the mandatory sanction by the Director, Education, Haryana government. In a specific case, the then DEO had accorded sanction to an appointment of two teachers, each of them being in the scale of Rs 4500-7000 in 2001. Only the Director of Education, Haryana, can accord sanction for the appointment of teachers in this grade. Besides, there are allegations that no advertisement was made regarding the vacancies. According to the rule, the advertisements are a must and due procedure regarding selections on merit is adhered to. This is also important as the school received grant from the Haryana government. As the appointments have not received sanction from the proper authority, they are void from the beginning. There are reports that officially the government still gives salaries to the two teachers—one who has died and another who has left. But in effect, the two teachers appointed in their place receive the salaries. A government audit team is said to have also gone through the records in the past and is alleged to have found outstanding arrears against the two teachers. |
‘Personality cell’ in all Haryana colleges set up Sonepat, January 21 According to a report, Miss Sangeeta Sapra has been made incharge of this cell in Government College at Gohana town in this district. She has organised a personality development programme for the first time in the college in which the students took keen interest and participated in large numbers. Not only the lecturers including Mr R K Dahiya, Mr O D Sharma and Dr D C Spah but the students also spoke well on this topic and praised the department for opening such cells in the colleges. Mr Desh Deepak, Principal of the college, speaking on the occasion, asked the students not to follow others but develop their own personality. He also announced that this programme would continue in future. |
campus The Indira Gandhi National Open University held a nation-wide induction programme for new learners enrolled in the academic programme for January 2004 session through two-day teleconferencing on January 17 and 18. All new students were expected to reach the regional centres for direct interaction with the faculty and officers of the university. Students could get the programme details from the IGNOU website. The induction programme began with an address by Vice Chancellor H P Dikshit, followed by a general session on Student Support Services. Pro Vice Chancellor S C Garg also spoke on how to study through Distance Mode. This was followed by an introduction to various academic programmes. The last session included a summing up of all details and obtaining feedback, a feature IGNOU has also in-built in all its operations. The coordinators were expected to post information on the website and send it online to the Regional Services Division and a copy of it to Professor V R Jagannathan of the Indira Gandhi National Open University .
Sat Paul Mittal lecture The JNU and the Indian Association of Parliamentarians on Population and Development are jointly organising the first Sat Paul Mittal Memorial Lecture on “Woman and Population: Challenge of New Century” by Dr. Nafis Sadik, Under Secretary General, United Nations, in the SA Auditorium on the 23rd of this month. Prof. G.K.Chadha, Vice Chancellor, JNU, will be in the Chair. Seminar on teaching tools Maharaja Surajmal Institute of Technology, an affiliate of the Guru Gobind Singh Indraprastha University, organised a seminar on ‘Teaching Techniques and Methodology’. Principal Secretary, NCT of Delhi, Department of Training and Technical Eduaction, Mr. R S Sethi, inaugurated the seminar. Among the speakers were faculty members from IIT, Delhi. Prof. Prem Vrat, Director, IIT Roorkee, gave the valedictory address and the seminar was presided over by Mr. Ram Niwas Mirdha, Chairman, Surajmal Education Society. The seminar was especially targeted at the younger faculty members and was aimed at enhancing their teaching skills and capabilities. The seminar was also attended by participants representing various engineering colleges affiliated to the GGSIPU.
Greeting card & web competition Arena Multimedia and CRY, a leading NGO, announced a greeting card and web competition for Arena Multimedia students. The selected designs will be stored in CRY’s design bank for further use. These cards would be designed to cater to various occasions and seasons. The competition is aimed at enhancing the creative expression of the students and also providing them a suitable platform to display their work. The competition is also seen as a chance to enhance their sense of social responsibility. The theme for the Greeting Card Competition would be either centred towards festivals such as Diwali, with designs such as diyas, Ganesha, lanterns and rangoli that connote the festival, or around Christmas, with designs such as Christmas tree, holly, Santa, bells etc. The general designs would be landscapes, floral and figurative. For the web competition, cards would be graphic or animated and depict all Indian festivals, social events and carry inspiring quotes. Arena had earlier partnered with CRY for it’s Corporate Social Responsibility endeavour called Project Srishti, where it has trained students of NGOs attached to CRY on a free of cost graphic designing programme at select Arena centres. Meanwhile, the International Software Quality Assurance Award has been announced for Aptech. Dr. N J Rajaram, Chief Technical Officer, Aptech Ltd, was recently awarded ICQRIT’s prestigious award on ‘Pioneering Research in Reliability Engineering’ in the area of Software Quality Assurance by the International Conference on Quality Reliability and Information Technology (ICQRIT). Other winners included Professors S. Osaki and S. Yamada from Japan, also for Quality Assurance. The award, instituted by Indian National Science Academy (INSA), seeks to promote pioneering research in Software Quality Assurance. Dr. Rajaram is the Chief Technology Officer at Aptech Limited, global IT training major, and is involved in determining contemporary technologies and their potential for business adaptability, recommending areas of IT prioritisation and translating them into products for training. The role also entails collaboration with institutions of higher learning in research and knowledge sharing. Dr. Rajaram has earlier won the award for the best Ph. D from IIT Mumbai for research in the area of Software Quality. He has published several papers in national and international journals, and held several global conferences in the area of software process improvement.
National meet on globalisation Prof. Aman Agarwal, Director of the Indian Institute of Finance, while delivering a keynote speech on ‘Globalisation and International Capital flows,” during the national conference on ‘Globalisation-Decadal Indian Experience in Kannur’, said India, the largest democracy in the world, is all set to become a major economic power. Prof. Aggarwal, in his speech, said that India faced its worst ever financial crisis in 1991 when its foreign exchange reserves fell below one billion dollars, inflation rate was as high as 16.7 per cent and the economy was suffering from high fiscal deficit, high unemployment rate and several other weaknesses. However, he feels India has successfully launched and handled its economic reforms process of privatisation and liberalisation to bring about macro economic stabilisation despite the US sanctions. He said globalisation has altered the economic framework of both developed and developing nations in ways that are difficult to comprehend. According to him, the emergence of unregulated global markets appears to have moved towards a more stable and growth oriented economic model. Speaking on globalisation and international capital flows, Prof. Agarwal said it is highly relevant for any economy to bring in fiscal discipline, restructuring of public expenditure priorities, tax reforms, liberalisation of interest rates and a policy to enhance FDI / FII investments among other things.

The fifth International Conference on ‘Learning to Manage in WTO Borderless Regime’ was organised by the Integrated Academy of Management and Technology. Rajya Sabha MP B P Singhal inaugurated the conference and emphasised that geographical barriers continue to exist among nations, and different cultures as well as religions still hold the key to different mindsets. The Advisor, PHDCCI, Mr. C M Krishna, briefed the audience about changing business paradigms and their relevant impacts dominating the borderless regime.
