8 BSF battalions withdrawn from Srinagar
M L Kak

Jammu, January 10
The first phase of BSF pull out from Srinagar has been completed after eight battalions were withdrawn from the summer capital and its immediate adjoining areas.

According to official sources, the second phase of withdrawing six BSF battalions is likely to start from the middle of this year. The sources maintained that the shifting of the six BSF battalions has been delayed as the government may require additional forces in the Kashmir valley in case the nation went to the poll within the next four months. Also, unless suitable replacement was available it was not feasible to withdraw all battalions of the BSF from the valley.

The sources said with the start of the plan of raising seven battalions of the Territorial Army and two additional battalions of the police the government may no longer bank on the BSF. The Territorial Army battalions will be entrusted with the task of carrying out counter insurgency operations in the border belts of Jammu and Kashmir.

The sources said out of the seven battalions three were to be raised from the Kashmir valley. It was also clarified that the recruitment was not to be limited to the youth belonging to the Gujjar and Bakerwal ethnic groups only. At the same time able-bodied people belonging to these communities would be given preference because of their fighting skills and on account of their utility in providing specific intelligence inputs regarding the movement and the hideouts of militants in the state.

(Central Excise)
Rajmeet Singh
Tribune News Service

Chandigarh, January 10
Jammu and Kashmir now has a new office of Commissioner of Central Excise and Customs. Keeping in mind the future economic growth of the state in the light of the changing political scenario, the Centre recently gave its approval for setting up of an independent office of Commissioner for Jammu and Kashmir, including the area of Ladakh.

Till now the work of the Central Excise wing was handled by the Commissioner at Jalandhar. The work of the Customs was handled by the Amritsar office leading to procedural delays.

The J& K office of the Commissioner would also look after the functions of the Customs ( Preventive) Division. Sources in the office of the Chief Commissioner of Central Excise and Customs here, said the preventive stations to be looked after by the office are Kathua, R.S. Pora, Akhnoor, Rajouri, Samba and Jammu.

In case India decides to open the Srinagar — Muzafarabad road in the light of the resumed dialogue with Pakistan, an additional post of the preventive wing could be set up on the pattern of Attari Customs checkpost near Amritsar, said a senior officer. Already the Commissioner of Central Excise, Jalandhar, Mr J.S.Narang, has been given the additional charge of the Commissioner, Central Excise and Customs, Jammu and Kashmir. An Additional Commissioner, Mr M.K. Sohal, has been posted there.

The sources said a proposal to fill in the vacancies in the Group C and D posts from the local population of the state was likely to be taken up by the Centre. The absorbing of the local population could boost employment avenues to a certain extent, said the officer.

Justifying the creation of an independent office of the Central Excise and Customs for the state, an officer said it would boost the economic and industrial growth by facilitating speedy handling of the exports which attract Central Excise Duty.

Mr S.S. Bedi, Chief Commissioner of Central Excise and Customs, confirmed that a new office of the Commissioner, Jammu and Kashmir, had started functioning from January 1. To support the functioning of the officer, an air cargo unit to handle the central excise and customs formalities was already functional at Srinagar Airport. “ If need be a container freight station (CFS) could also be set up at Srinagar. It would facilitate the movement of freight to and from the state”, said a senior officer.

According to the officials of the department, items like carpets, handicrafts, walnut wood furniture and shawls were mainly exported from the state.

Srinagar, January 10
The remote Manzpora-Kalamabad village in the border district of Kupwara has become the centre of attraction for people in the area who are thronging to see a tiger cub, born in a cowshed there.

A tigress delivered three cubs in the cowshed of Ghulam Rasool Malik yesterday. The news spread like wild fire and hundreds of people decended on the village to have a look at the cub.

He said the party was asked to stay back in the village to ensure safety of the third cub.

“The mother of the cub will return within a day or two to take away the cub to the forest and we do not want to separate them”, he added.
