Dogri in Eighth Schedule: parties claim credit

Almost all political parties here today claimed the credit for the Dogri language being included in the Eighth Schedule of the Constitution by the Centre. The Bill for including the language, spoken in the Jammu region and parts of Himachal Pradesh, was passed by the Lok Sabha yesterday.

79 Bangladeshis held in Jammu

The police has arrested 79 Bangladeshi nationals while they were trying to cross over into Pakistan from the border area of Badyal Brahmna in R.S. Pora sector of Jammu district last evening, official sources said here today.

The National Conference (NC) has urged the Jammu and Kashmir Governor, Lt-Gen S.K. Sinha (retd), not to grant his assent to the Bill seeking an amendment to Transfer of Property Act. The Bill was passed by both Houses of the legislature during the recently concluded winter session and is awaiting the assent of the Governor.

Srinagar, December 23
In the second such attack by militants in as many days, six civilians and a BSF jawan were injured when a grenade exploded in the compound of a hospital in the north Kashmir district of Baramula this afternoon, official sources said.

Militants lobbed a grenade towards a BSF ambulance when some personnel were alighting from it in the compound of the sub-district hospital in Bandipora township, 55 km from here, around 12.45 p.m., the sources said.

The device, however, missed the intended target and exploded on the road injuring six civilians and a constable Rajinder Singh of 140 Battalion.

The injured were immediately admitted to hospital which was immediately cordoned off by security forces to arrest the militants, the sources said.

However, no one was arrested in the subsequent operation as the militants fled the scene taking advantage of panic among the people, they said.

Meanwhile, three militants and a CRPF jawan were killed in separate encounters in the Kashmir valley, where militants shot at and injured two youth since last night, the sources said today.

A CRPF jawan and a militant were killed in a gunfight at Drubgam village in Pulwama district today, they said. The gunbattle broke out when a joint search party of the BSF, the CRPF and the local police raided the village following specific information about presence of some militants there.

The encounter was still on, the sources said.

In another encounter at Shampora village in Anantnag district last night, security forces killed two Hizbul Mujahideen militants, including a self-styled company commander, they said.

Two houses where the militants, identified as company commander Tariq Ahmad Tantray, ailas Rizwan, and Abdul Rashid, had taken shelter, were destroyed in the seven-hour gunbattle, the sources said. Bodies of the slain militants were recovered from the debris this morning.

Two AK assault rifles, seven magazines and a wireless set were seized from the killed militants, they said.

In another incident, a group of militants raided Chenipora village in the Khan Sahib area of Badga district around 9.30 pm yesterday and shot at and injured two youth after dragging them out of their houses.

Both the injured, identified as Fayaz Ahmad Mir and his cousin, Gulzar Ahmad Mir, were hospitalised, they said.

Meanwhile, in a major breakthrough, the Army arrested three militants of Pakistan-based Lashkar-e-Toiba and the Al-Badr outfits and seized a huge cache of weapons in two separate operations in Kupwara district of Jammu and Kashmir, a defence spokesman said today.

Acting on specific information, the troops raided Surigam-Chirkote village in the border district and arrested two local LeT militants, Farooq Ahmad Bhat (22) and Mohammad Majloon Mir (35), and an Al-badr militant Khalid Jeelani of Bawan village last evening, Lt-Col Mukhtar Singh said.

JAMMU: An activist of the ruling People’s Democratic Party was killed by militants in Doda district while the police seized some arms and explosives from a field in Kathua district of Jammu division since Monday, official sources said here on Tuesday.

Some gunmen fired on Ghulam Rasool Hajam at Brahman Mohalla at Kishtwar in Doda district on Monday, the sources said, adding that he succumbed to his injuries in sub-district hospital at Kishtwar later.

National Conference leader and Kishtwar MLA Sajjad Kitchloo has condemned the killing of Hajam, a well-known social worker and PDP activist of Wadwan area in Kishtwar tehsil. — PTI

Death in Army custody: probe ordered

Srinagar, December 23
The Jammu and Kashmir Government has ordered an

inquiry into the death of a civilian in Budgam district amidst allegations that the victim died in Army custody. However, the Army today claimed that the deceased belonged to a militant outfit and was providing food and shelter to militants.

Following a tip-off about the presence of militants in the house of one Ghulam Mohammad at Darvan-Nagam in Chadoora tehsil, the Army raided the place, but the militants had fled. Subsequently, two persons, including Mohammad were taken in for questioning, defence spokesman Lt-Col Mukhtar Singh said here.

He said while the other person admitted the presence of militants in the house, Mohammad vehemently denied it. “Finally, we decided to confront the two detained persons, but unfortunately, Ghulam Mohammad suddenly died,” the spokesman said, adding that the exact cause of his death would be known only after the post-mortem report.

The Deputy Commissioner, Budgam, Khwaja Bashir Ahmad, yesterday appointed an Additional Deputy Commissioner as inquiry officer to probe the cause of the death of Ghulam Mohammad. Ghulam Mohammad was killed on Sunday and residents alleged that he died in the custody of security forces.

Meanwhile, regarding Sunday’s firing incident in Beerwah area in the district in which two girls were injured, the defence spokesman said Army personnel were not involved. — PTI

Jammu, December 23
Almost all political parties here today claimed the credit for the Dogri language being included in the Eighth Schedule of the Constitution by the Centre.

The Bill for including the language, spoken in the Jammu region and parts of Himachal Pradesh, was passed by the Lok Sabha yesterday. Many parties claimed that Dogri got its due after about 55 years of struggle because of their efforts.

The Chief Minister, Mufti Mohammad Sayeed and the Deputy Chief Minister, Mr Mangat Ram Sharma, have welcomed the 100th Constitutional amendment for including Dogri in the Eighth Schedule.

The president of the Dogri Sanstha, Dr Lalit Magotra, described it as a remarkable achievement and thanked all political parties and individuals for struggling for the cause.

The BJP, claimed that the Union Government was aware of the aspirations of the people of Jammu and has fulfilled its commitment. Dr Nirmal Singh, the president of the state unit of the BJP, said that during his recent visit here, Mr Vajpayee had said that Dogri would be given its rightful place.

Mr Ajay Sadhotra the provincial president of the National Conference, said the recommendation for including Dogri in the Eighth Schedule was first sent to the Centre by the previous NC government.

Prof Virender Gupta, the president of the Jammu Mukti Morcha, said it was because of the consistent struggle of the people of Jammu region that Dogri got its due.

Mr Chaman Lal Gupta, Minister of State for Defence, has hailed the inclusion of Dogri in the Eighth Schedule of the Constitution. Mr Gupta described the step as a new year gift to the people of Jammu from the Prime Minister, Mr Atal Bihari Vajpayee.

79 Bangladeshis held in Jammu

Jammu, December 23
The police has arrested 79 Bangladeshi nationals while they were trying to cross over into Pakistan from the border area of Badyal Brahmna in R.S. Pora sector of Jammu district last evening, official sources said here today.

The arrested, comprising 60 men, 11 women and eight children were moving in a group towards the international border when the police intercepted them last night and took them into custody for further investigation, the sources said, adding that they would be sent to Kolkota for deporation to their native land.

Many Bangladeshi nationals are usually lured by agents on false promises of providing jobs in Pakistan and then left to fend for themselves near the border villages to cross over to the other side, the sources said adding that several such groups of Bangladeshis had been arrested near border areas of Kathua and Jammu districts in the past. — PTI

NC’s plea to Governor on amendment Bill

The National Conference (NC) has urged the Jammu and Kashmir Governor, Lt-Gen S.K. Sinha (retd), not to grant his assent to the Bill seeking an amendment to Transfer of Property Act. The Bill was passed by both Houses of the legislature during the recently concluded winter session and is awaiting the assent of the Governor.

A delegation of senior leaders of the NC called on the Governor here last evening and urged him to withhold assent to the Bill. The delegation included Mr Abdul Rahim Rather, Mr Mohammad Shaffi, Mr Ajay Sadhotra, Mir Saifullah and Mr Sajjad Ahmad Kichloo.

Mr Rather told mediapersons here today that the Governor was informed by the delegation that the people were apprehensive of the intentions of the Mufti government.

He described the PDP-led coalition government as a “government of ordinances” as it was issuing notifications to benefit certain individuals.

He said the delegation also informed the Governor that the Bill pertaining to takeover of the Muslim Auqaf Trust by the state government was aimed at harassing former Chief Minister Farooq Abdullah. He alleged that not a single commitment made in the common minimum programme of the coalition had been implemented.

Army directed to vacate land

Srinagar, December 23
The Jammu and Kashmir High Court has directed the state government to get the land occupied by the Army in the central Kashmir district of Badgam vacated within three months.

Describing the occupation of the private land by the Army without paying compensation as “bad”, Mr Justice Muzaffar Jan said an order of requisition could not continue indefinitely and continuation of such an order for 30 years or more was unreasonable.

The judge in his order directed the state government to get the property taken by the Army at Kareva, Damonda, Wathoora and Kralpora in 1952 for defence purpose vacated within three months.

Disposing off the writ petition filed by the affected farmers, Mr Justice Jan directed the state to derequisition the property from the Army. — UNI

Vaishnodevi varsity to become functional from July

The prestigious Shri Mata Vaishnodevi University will start functioning from July 2004. Regular classes in the streams of information technology and business management will start from that session.

This was stated by the Vice-Chancellor, Mr B.B. Chattu, when the Governor, Lt-Gen S.K. Singh (retd), visited the campus today. The Governor took stock of the lay out and ongoing construction works on the campus.
