Cops make Daler remove trousers
Also make him sing songs during probe

Pop star Daler Mehndi was made to take off his trousers, besides being asked to belt out his hit songs by the investigating team interrogating him in the human smuggling case in which he is an accused along with his brother Shamsher.

Authoritative sources told TNS that Daler was asked to pull down his trousers so that the police team could ascertain whether there was any identification mark on his thigh. This, the sources said, was purportedly done to fulfil the conditions of the "kursinama" formality under which all relevant details of an accused, including all visible marks on his body, are recorded.

Daler confirmed the incident to TNS late this evening after being let out by the police after the second day of questioning. His lawyer Ravinder Kumar had given details of it earlier. His lawyer told TNS that when the police asked Daler if there were any identification marks on his body, Daler lifted his jacket and so that the police could examine his torso.

Following this, the lawyer said, the police team asked him to take off his trousers. Daler when questioned on this issue said, "Mainu bahut gussa aiya but when I was told that this was a necessary formality, I took off my trousers''. His lawyer said the incident had happened in his presence and he had objected to the proceedings, but the police team did not pay any heed to his protests. He termed the act as "inhuman and not permissible".

Daler's lawyer Anand Parkash also said that as soon as Daler entered the police station along with him and Mr Ravinder Kumar, they could hear the screaming of a person purportedly while being interrogated in an adjoining room. He alleged this was probably done to create a fear in the mind of Daler. He said that the pop singer asked the police team to stop interrogating the man as he would not be able to reply to their questions in such a situation. Daler confirmed this development, saying that the screaming stopped after a brief interval.

Daler was also asked by the investigating team, which included a Superintendent of Police, to belt out his favourite songs during questioning yesterday as well as today. Daler also belted out a few lines of one of his songs in front of several senior police officials and members of the electronic media who were taken into the CIA Interrogation Centre in the evening.

Daler also told the electronic media that he had sung several songs for the entertainment of the investigating team and that the questioning had been conducted in a cordial atmosphere.

The pop singer when questioned on this issue by TNS after he was came out of the Sadar police station said, "I am not mad that I should sing songs of my own accord". He said he had been asked to sing his favourite songs by members of the investigating team both yesterday and today. "They told me they were my fans and that I should sing, for them which I did".


 

Mehndi submits US Embassy records
Says no Punjabi taken abroad by him in five years

Punjabi pop star Daler Mehndi today submitted the five-year United States Embassy records of troupes taken abroad by him to the Patiala police.

He said the allegation of thousands of persons having been sent abroad under a human smuggling racket was too big to be handled by the Patiala police and that the case should be handed over to Interpol, United States’ FBI or the CBI.

The Patiala police has, meanwhile, expressed dissatisfaction over the replies given by Daler during questioning today. The SSP, Mr P.S. Umranangal, while talking to reporters at the CIA Interrogation Centre this evening said the pop singer had not given any concrete answers. He said the police would verify the documents submitted by him following which investigations into the case would be reviewed.

Police sources said Daler has again been asked to present himself for questioning in the office of the Deputy Inspector General of Police at 11 am tomorrow.

Earlier, Daler told newsmen at the Sadar police station that he had bought the “embassy manifest” of the number of persons taken abroad by him as members of his troupe since 1998. He said during the past five years, he had made the maximum visits to the USA and had gone only a few times to other countries. He said a record of these visits could also be corroborated from the immigration counter of the Delhi international airport.

He claimed that he had not taken any Punjabi with him during any trip made abroad in the past five years. “I have been taking only 12 musicians as members of my troupe and have not taken any bhangra or giddha team ever”, he said. All people taken by him as members of his troupe had come back to the country, he added.

The singer said if the allegations being made by the Patiala police were to be believed, the issue had wider ramifications and should be entrusted to the CBI and also the Interpol and the FBI.

Meanwhile, Daler came to Patiala from Delhi in a Qualis car today with his lawyer saying that the bullet-proof Mercedes Benz had been sent for repairs after it was attacked with stones and rods yesterday. Lawyer Ravinder Kumar claimed the Qualis car in which Daler was travelling today was hit by a stone near the Sadar police station following which its windscreen had cracked. He said this proved that Daler’s life was not secure during his visits to Patiala and that this issue as well as the “pre-meditated attack” yesterday would be brought to the notice of the Delhi High Court. He said Daler would file for regular bail soon.

Daler was accompanied by his brother Mika. Today his dress was without any starry touch with the customary diamond-studded band around his turban missing.

The pop singer reported to the Sadar police station around 3 p.m. and remained there for a short period after which he was taken to the CIA Interrogation Centre in a dark-tinted police vehicle. His lawyers were not allowed to accompany him. Daler was brought back to the Sadar police station in the evening and released by the police around 7.20 p.m.

Talking to TNS immediately afterwards, he said he had answered all questions put to him to the best of his ability.


 

PHRC demands CBI probe into human trafficking

The Punjab Human Rights Committee (PHRC) while demanding a CBI probe into allegations of human trafficking against famous Punjabi singer Daler Mehndi sought action against the police officials who reportedly instigated hooliganism against Daler Mehndi when he appeared before the police in Patiala yesterday to join investigation in a criminal case registered against him.

Mr Ved Parkash Gupta, general secretary, PHRC, in a press note issued here today, said it had been gathered from various sources that policemen collected hundreds of villagers for creating nuisance and damaging the car of Daler Mehndi when he came to Patiala.

He alleged that policemen deployed by the SSP remained a mute spectator when the people, who had collected at the venue, were indulging in hooliganism though they were supposed to protect the people and maintain law and order.

He alleged that the PHRC had doubts that the way the police was handling the case of Daler Mehndi and apprehended that the guilty would go scot-free.

He said the PHRC had written letters to the Chief Minister, Punjab, Capt Amarinder Singh, to take action in this matter as also to the AICC chief, Ms Sonia Gandhi, and the Union Home Minister.

Mr Gupta pointed out that the PHRC had also demanded that investigation of cases pertaining to human trafficking, in which VVIPs, cultural and religious organisations, NGOs and other sections of society were involved, should not be left only to the police but handed over to the CBI.



 

Badals write to Vigilance Bureau

Giving a rebuff to the Punjab Vigilance Bureau, the former Punjab Chief Minister, Mr Parkash Singh Badal, has in a letter sent to the bureau termed the repeated queries being sent to him and his family as a mere hog-wash. This letter is part of the fresh set of replies sent by the Badals to the SP, Economic Offences Wing (EoW), in the alleged case of corruption registered against them.

The letter said that the fate of the investigations in the disproportionate assets case already stands decreed by the Chief Minister, Capt Amarinder Singh, and the bureau was merely acting as a tool and was trying to fill in the legal gaps by creating records, the letter adds.

“I had already submitted a detailed note explaining the illegal and mala fide nature of the present complaint, FIR and the investigations against us, yet I made myself available for questioning on October 8 and later furnished information on the queries sought during questioning, vide letter dated October 17”, states Mr Badal in his reply.

Though the leader of the Opposition has stated that he had no faith in the Vigilance Bureau, he and his family members would conduct themselves as law-abiding citizens and not give the investigating agency an excuse that they were not cooperating in the due process of law, the letter said.

The letter further clarifies that Mr Badal had only stood up against the harassment of certain persons belonging to his constituency or nearby places, by the bureau but had at no stage stated or promised that he would produce them before the bureau. “I had only publicly stated that no person shall be tortured on the basis of the illegally exhorted statement of Harbans Lal, manager of petrol pump owned by Gurdas Singh Badal”. He further said these persons were not in his custody and that the Vigilance Bureau should adopt proper legal measures to seek their cooperation.

In a separate reply, the Rajya Sabha MP and son of the former Chief Minister, Mr Sukhbir Badal, has reiterated the stand of his father as regards their stand of cooperating in the investigations. “We have already furnished the information and details of the records sought with regard to our financial resources and expenditure during the questioning and our subsequent replies,” the letter states.

“The alleged notices, being served upon us, are only to create a record of sorts to show our non-cooperation, before the challan is presented later this month”. Talking to TNS, Mr Sukhbir said he could not make himself available for the second round of questioning since he was away to Rajasthan and saw the notice pasted outside his house only on his return.

In yet another letter, Ms Surinder Kaur Badal, has lambasted the bureau in equally hard-hitting words by charging them of making “crude” attempts to coerce people to even falsely implicate her. “I would not be surprised if more such crude attempts are made in future as the deadline of October 31 fixed by the Chief Minister to file the challan comes near,” she adds, making a mention of one Jagnandan Singh, who had complained to the magistrate that he was tortured to name her and sign blank papers.

Meanwhile, counsel for Mr Jagnandan Singh, Mr R.S Atwal and Mr D.S Mann while alleging high-handedness on the part of the Vigilance Bureau told mediapersons that “there is a wanton and widespread witchhunt by the bureau to taint the Badals. We call for an end to this.”

They pointed out that Jagnandan Singh, a government teacher, who was arrested last Thursday, in connection with the case has through a written statement, submitted to the Ilaqa magistrate denied paying any money to anyone, including Badals, for procuring any job. Ruling out the alleged fakeness of the domicile certificate, they said he got the job of a government teacher, purely on the basis of merit.


 

Red alert sounded

The Punjab Vigilance Bureau today sounded a red alert to prevent Mr Parkash Singh Badal and his family from leaving the country.

According to sources in the vigilance, the red alert has been sounded to prevent Mr Parkash Singh Badal, his son and his wife, besides associates of Sukhbir from leaving the country. Notices have been sent to various airports and security agencies.


 

Defamation case against Chief Minister adjourned

A defamation suit filed against Chief Minister of Punjab, Capt Amarinder Singh, by Mr Sukhbir Singh Badal, the General Secretary of Shiromani Akali Dal (SAD) and also son of former Chief Minister of Punjab, Mr Parkash Singh Badal, today adjourned for December 5 by a local court.

Mr Sukhbir Badal appeared in a local court in the morning. Mr Badal alleged in the suit that immediately after assuming office, Capt Amarinder Singh had launched a vicious campaign to defame and intimidate SAD workers and leaders. Capt Amarinder Singh had defamed him through letters and advertisements issued in the media prior to his taking over assets worth crores, including assets in Australia, the USA Switzerland, Delhi and Jodhpur, Mr Badal further alleged.


 

Cops to probe case of missing cricketers in UK

The Punjab police is all set to probe the case pertaining to the disappearance of three members of a Jalandhar-based women cricket club in Hounslow in West London on August 12. The case is being viewed as a part of the human trafficking racket operational in Punjab under the garb of international cultural and sports exchange programmes.

Three members of local Lynex Cricket Club — Baljeet Kaur of Bagowal in Kapurthala, Ekta of Gazi Barwan village in Pathankot and Mandeep Virk of Ferozepore — had disappeared from Hunslow in West London on August 12 after participating in two matches.

The family members of these missing players were seemingly relaxed over the “disappearance” of their wards in London and were reportedly in constant touch with them over phone even as the British police was clueless about their whereabouts and reportedly maintained that the girls might have gone on pre-planned adventure.

Talking to ‘The Tribune’ here today, the DIG (Jalandhar Range) Mr Dinkar Gupta, said, “As the tour manager, Mr Ravi Sharma, is back in the city, we are examining possibility of his involvement in the human trafficking racket along with that of the family members of the missing women cricketers.”

Mr Gupta said the families of the “missing” cricketers had not come forward with the complaints about the disappearance of their wards in the far-off country. “Even as the Punjab police is yet to receive any formal complaint in this regard, we are trying to unveil the mystery by exploring the involvement of all concerned,” he said.

Wazir Kaur, mother of Baljeet Kaur, had alleged that they had paid Rs 2 lakh to Mr Ravi Sharma, main organiser of the Lynex Cricket Club, to ensure grant of visa by the British Embassy to their ward on the pretext of participating in a cricket tournament there.

While Rajwant Kaur of the local Sudarshan Park locality and Parvesh Rani of Ambala returned with other members of the touring contingent, three girls are still eluding the British police, sources said.

Meanwhile, Mr Ravi Sharma has refuted the allegations. He said he was the first one to inform the British police about disappearance of the cricketers. “I have no role in human trafficking. It might be pre-arranged affair on the part of the cricketers, who, perhaps, disappeared with the help of their relatives in England. My name is being dragged unnecessarily into the controversy even as the issue has already tarnished my image,” he said.

He added that the families of the missing cricketers had given attested affidavits to him assuring that the girls would return after the tour.


 

Now Punjabi comedians hit back

When a senior officer of the Punjab Government roughed up a popular comedian Jaswinder Bhalla outside his office in the Civil Secretariat here a few months ago, he must have been unaware of the popular Punjabi saying that “laiye na panga Mirasi Jat nal”.

Bhalla and his associate, Bal Mukand Sharma, both Punjabi comedians, who have adopted their art of satire and wit from great Mirasi tradition of Punjab, have now hit back through their art of satire. They have come out with a hard-hitting audio-video cassette to have a dig on the state government.

However, their spoof is not confined to the government only. They have also made a fun of their certain artiste colleagues who ditched them in their hour of crisis. “It is an attempt to create comedy out of a tragedy. Please excuse us,” say Bhalla and Sharma, who perform as Chacha Chattar Singh and Batija, respectively, while acting as comedians.

There are passing references of what happened with Bhalla at the Punjab Civil Secretariat in the cassette. Their creation has provided a much-needed political ammunition to the Opposition, especially the Akalis, to attack the Congress government. There is a satirical theme song at the end of creation of the Bhalla and co. That song conveys a lot about the functioning of the present Punjab Government.

“Rishwat nu kahede nath pai, rishwatkhori dun swai, Bhanda nu vi hath vikha te, bale bhalle patne pa te, NPA te la te tale, jad opposition tangi suli, phir Chatra kehre bagh di muli”.

Corruption has doubled in the state where even comedians have been taught a lesson. Even a noose has been put around the neck of the Opposition and in such a situation Chatra (Bhalla) is a non entity”.

In fact, these lines are an operative part of the song. Bhalla has stated that he was so disappointed after the incident that he wanted to jump into a canal. But to put a lighter touch to this comment, he said that he did not do so because he was not well versed in the art of swimming. Even there is a mention of a Political Secretary who played a role for a patch-up between Bhalla and the officer concerned a few days after the incident.

Sharma in the cassette says that Bhalla was never at fault. He compares it with what happened with Saddam Hussain, the deposed ruler of Iraq. Though the USA was hit by Osma bin Laden, it was Saddam Hussain who bore the brunt. Similarly, the fault was of some other artiste, but Bhalla was taken to task by the officer concerned.


 

30 arrested for group clash

Tension gripped Khojewal village in Kapurthala district as a middle-aged woman and her daughter were allegedly manhandled during a clash between two groups of the village on Monday evening, forcing the police to intervene and detain about 30 residents from each side.

Tension had been allegedly simmering between the groups in the village owing allegiance to Sarpanch Kashmiri Lal and former Sarpanch Piara Singh for quite some time. Though both Kashmiri Lal and Piara Singh were Dalits, but Kashmiri Lal was said to be supported by a majority of Jats of the village and supporters of Piara Singh were allegedly annoyed with Kashmiri Lal as they suspected that Kashmiri Lal was behind the recent cancellation of allotment of residential plots and houses earmarked by the authorities for the homeless under “pressure” of people from the Jat community.

The clash took place yesterday when Jagir Kaur (50) and her daughter Tirath Kaur, belonging to the Jat community, allegedly tried to prevent a group of Dalit boys from playing cricket on their land. Some Dalit residents, allegedly got infuriated and beat up the mother and daughter with sticks and bats. Both were admitted to the Kapurthala’s Civil Hospital immediately. On the other hand, the Dalits alleged that a Jat youth had tried to ram his tractor into an aged Dalit woman.

The Deputy Commissioner, Kapurthala, could not be contacted. Mr R.N. Dhoke, SSP said this was not a Jat versus Dalit case but Dalit versus Dalit issue, stirred by a dispute between two groups of Dalits who wanted the possession of houses and plots under the home for homeless scheme. He said about 15 persons from each side had been subjected to preventive arrest and subsequently sent to judicial custody till October 30.


 

Canadian PM’s visit to boost ties, says Malhi

Terming the directions of the Central Government that political affiliations should not come to the forefront during Canadian Prime Minister Jean Chertien’s visit to the country as unfortunate, Mr Gurbax Singh Malhi, Parliamentary Secretary to the Ministry of Labour, Canada, said the visit was a step further in boosting trade and political relations with India.

Mr Malhi, who was talking to mediapersons here at a function organised by the NRI Sabha, Punjab, to honour him last night, said it was unfortunate that the Indian Government had issued directions to the Punjab and Haryana Governments and the Chandigarh Administration to make the visit a low-key affair by devoiding it of political colour.

“It seems that the directions have been issued due to political compulsions. On the contrary, the Canadian Prime Minister has always asserted that the trade relations with India will be further boosted to further strengthen its ties,” he said adding that it was a historical visit of the Canadian head to Punjab.

Commenting upon the main objective of Jean Chertien’s visit to Punjab, he revealed that the geographical boundaries on the political map of Canada were being redefined as sizeable chunk of Punjabi population in Canada was affecting the political prospectus of the candidates during elections.

“Out of 31 million of the total Canadian population, Punjabis accounts for 6 lakh, thus, they have a main role to play in the political arena. The Canadian Prime Minister’s visit to the Golden Temple will certainly boost the chances of the ruling party during forthcoming Parliamentary elections in May 2004,” he said.

Mr Malhi, who was accompanied by local MP Balbir Singh, revealed that his party was raising the issue pertaining to the acceptance of foreign credentials of the immigrants during employment as the latter were facing discrimination since the educational degrees of the immigrants were not being recognised for employment.

“I have time and again raised the issue at appropriate platforms and hopeful that the next Prime Minister, who is going to take over on November 14, will certainly take necessary steps in this regard,” Mr Malhi said.

Commenting upon the announcement of the Indian Government to grant dual citizenship to the NRIs, he said the Canadian Government was more than willing to extend cooperation in this regard even as the Indian Government had not moved further in this direction. “Parliament is yet to pass a legislation regarding the grant of dual citizenship to the NRIs. On the other hand, Pakistan had already taken the lead by granting the same,” he said adding that the Central Government should speed up the process.

Among those who attended the function included the Commissioner, Jalandhar division, Dr Sawarn Singh, Deputy Commissioner, Mr Ashok Gupta, Mayor Mr Surinder Mahey and the Chairman of the Jalandhar Improvement Trust, Mr Tajinder Bittu.


 
 

52 leaders of Akali Dal (A) resign

The Akali Dal (Amritsar) today suffered a jolt when 52 senior office-bearers of the party from the Doaba region resigned from their posts while accusing the leadership of ignoring the dedicated party workers.

Addressing a joint press conference, the rebel leaders led by national general secretary Paramjit Singh Johl alleged that they were feeling ignored in the party as the party high command, at times, did not deem it fit to consider their views on important policy matters.

Those who resigned include president of the Kapurthala unit Jagir Singh Wadala and presidents of the Jalandhar (Urban) and (Rural) units Satwinder Singh and Kashmir Singh, respectively. Working committee member Asa Singh Hoshiarpur has also resigned.

“Though we have resigned from the respective posts as a mark of protest against the policies of the leadership, we will continue to serve the party as humble workers,” they said, demanding the restoration of internal democracy in the party.

Sexual harassment victim joins duty
after police assurance

Ms Sandhiya Sharma who was allegedly sexually harassed by a senior officer of the Directorate of Health Services and Family Welfare, Punjab, joined duty today as Lab Supervisor, Civil Hospital, Kharar, after the local police gave assurance regarding her protection.

The National Commission for Women, New Delhi, had written a letter to Mr A.A. Siddiqui, DGP, Punjab, on September 29, 2003, mentioning that the commission had received a complaint from Ms Sandhiya Sharma alleging sexual harassment at work place. She had made a request to the commission to ensure that she, her family members and witnesses were given adequate protection.

The commission asked the DGP to look into the matter. The commission also wrote a letter to Principal Secretary, Health, in this regard.

The complainant also approached the Punjab State Human Rights Commission. Mr Justice R. L. Anand, member of the commission, has written in his order (dated October 13, 2003) that on September 11, 2003, the Director, Health Services and Family Welfare, Punjab, had forwarded departmental report of inquiry conducted by a Departmental Committee. According to this report the officer has been indicted.

The commission has written that it further stood established that even after the submission of the inquiry report on July 2, 2003 by the Departmental Committee to the higher authorities the officer had not desisted from sexually harassing Ms Sandhiya. The department should have implemented the recommendations of the Departmental Committee in letter and spirit.

The commission has directed the directorate to send the implementation/compliance report with regard to the recommendations of the departmental inquiry report.

The commission has adjourned this case to February 16, 2004, for awaiting the compliance report of the DHS and FW Punjab.

Ms Sharma had not joined duty after August 22, 2003, as she was being threatened. She joined duty after an assurance was given by the police.


 

Residents decry poor quality of new road

Residents of Sirhind and Bassi Pathana towns in the district, in a complaint to the Deputy Commissioner, have demanded an inquiry into the poor condition of the newly constructed Sirhind Chandigarh road. They alleged that the road was completed after many delays and proper material was not being used for its construction.

The five-day-old road between Fatehgarh Sahib and Bassi Pathana had already developed cracks and its level was not correct. Deep patches could be seen on the road and the contractor had started patch work on the new road the residents said. They alleged that the patch work could be seen at more than 10 places on this 2-km stretch.

Alleging that the material used was substandard, they said work was completed in haste as Ms Rajinder Kaur Bhattal, Minister for Rural Development and Chairperson of District Planning Board had ordered the suspension of the Xen, Construction Division No. 2, SAS Nagar, because he had failed to complete the construction work in time. After this the work on the road started, but it lacked quality.

The residents thronged the office of Mr S. K. Ahluwalia, Deputy Commissioner, and he assured them that the district administration would look after the interests of the public.

He said that he would write to the XEN, PWD, to conduct an inquiry into the matter. He also expressed displeasure over the quality of the road and said that all those indulging in malpractices would be exposed and punished.


 

Railway commuters seek facilities for Sirhind

Though Sirhind, the district headquarters town is an important railway station of the Northern Railway, it lacks basic facilities for passengers and daily commuters.

The daily commuters in a press note issued here today, alleged that the enquiry counter at the station remained locked and no official was present to answer queries of passengers or those calling on telephone. They said the notice board on the platform was not updated regularly and no announcement regarding timings of trains was made on the public address system at the railway station.

They alleged that the Assistant Station Master misbehaved with passengers, enquiring about the timings of the trains. They said they had urged him to take steps to update the notice board so that the passengers could get information about the late running of trains, but he had turned a deaf ear to their requests. They alleged that there were facilities for passengers, including drinking water. Moreover, toilets were also in a bad condition.

The daily commuters said there was no train for Ludhiana from Sirhind between 10 a.m. to 4 p.m. The Baroni-Amritsar train had been running hours late from its schedule for the past many months.

They demanded more trains for Sirhind as it was a historic place as people from all over the country came here to pay respects at Gurdwara Fatehgarh Sahib and Roza Sharif, an important religious destination for Muslims.

They demanded that the Sachkhand Express should halt at Sirhind.


 

Poor families to get plots

The state government has decided to allot one-marla plots to those living below poverty line for dumping household waste. It was also decided to launch the “Ashirwad”, a scheme for poor families for the marriage of their daughters.

This was stated by state Social Welfare Minister Joginder Singh Mann during a function organised at Partapura village, near here, today.

He announced a grant of Rs 1 lakh for Baba Sen Bhagat Mandir.

Mrs Santosh Choudhary, MP, urged the people to follow the path shown by Baba Sen Bhagat. She announced a grant of Rs 2 lakh for various development projects of the village.


 

NZCC to stage musical play

Mr R.T. Jindal, Director, North Zone Cultural Centre, Patiala, in his message read out at the ongoing theatre workshop of the centre at Sheesh Mahal, assured trainees and the workshop directors, Mr Pran Sabharwal and Ms Sunita Sabharwal, that “Andher Nagri Chopat Raja”, a workshop musical play, would be staged at Patiala shortly and its repeat performances given at other places.

Offering prayers to Lord Vishwakarma, Mr Sabharwal said theatre, was combination of performing visual arts and technical assistance for stage craft, make-up, light and sound, always looked for ward to the blessing of Lord Vishwakarma. He applauded the contribution of backstage artistes, including Mohan Kamboj, Subhash Puri, Charan Das Khanna, Jiwan Neel, Ajit Singh and Harjeet Kainth.


 

Lucky-draw winner awaiting prize for six months

Patiala, October 28
A local resident who won an Onida TV in a lucky draw six months ago is sore over the failure of the company to officially inform him in this regard. Rajinder Singh, winner of the lucky draw, said he had bought a Blue Star air-conditioner from Shiv Electronics, Patiala, six months ago. He said at that time, Blue Star Limited was offering attractive prizes through a lucky draw.

He won a 21-inch Onida colour TV in the lucky draw. Despite several requests, the company did not issue any letter informing him that he had won a prize. OC

Punjab DIG’s petition dismissed

A Division Bench of the Punjab and Haryana High Court, comprising Mr Justice S.S. Nijjar and Mr Justice S.S. Grewal, today dismissed a petition filed by Punjab’s Deputy Inspector-General of Police challenging the order passed by the Central Administrative Tribunal (CAT).

In his application before CAT, Harsh Raj Chadha had sought directions to the state of Punjab and Punjab’s Director-General of Police to send his application to the Union of India for determining his seniority.

Notice of motion

Taking up different petitions filed by several national and multinational organisations, a Division Bench of the High Court stayed the imposition of octroi on goods stored by them in godowns located in Bhabat village under the Zirakpur Nagar Panchayat.

Restraining the respondents from the recovery of octroi, the Bench, comprising Mr Justice J.S. Khehar and Mr Justice Ashutosh Mohunta, also issued notice of motion to the state of Punjab and other respondents. The case will now come up for further hearing on November 11.

In their petitions, Whirlpool of India, Cadbury India, Britannia, Nokia and Associated Cement Company had earlier sought directions for the quashing of orders passed on September 4 by the executive officer of the Zirakpur Nagar Panchayat in pursuance of a resolution passed on August 25.

Nine kale kachhewale gang members arrested

The Ropar police has claimed to have busted a kale kachhewale gang involved in thefts and robberies across the state with the arrest of its nine members. With the arrest of the gang members, the police has also claimed to have solved the case of recent robbery at Gosainwala Dera in Kurali in which one of the gang members was shot dead by a vigilant ASI from the Kurali police station.

In a press statement issued here today, the SSP, Ropar, Mr G.P.S. Bhullar, said the gang members Fera, s/o Chanan, Balkar, s/o Rohna, Ramu, s/o Nath, Gunga, s/o Bodhi Nath, Fera, alias Jabbar, s/o of Aatu, Dilawar, s/o Basant, Hajari, s/o Chanan, Ashoki, alias Bola, s/o Bodhi Nath, and Hyderi, alias Sodhi, s/o Deru Ram, were arrested on a tip-off while they were planning another robbery near Kurali.

During interrogation the gang members admitted committing robbery at the Gosainwala dera. They said a gang member Kala, s/o Renu, was killed by the police in the said robbery. The gang members admitted committing robberies in Nawanshahr, Balongi, Mahalpur, Philaur and Mubarakpur.

Revealing their modus operandi, the gang members said their gang leader Fakir used to survey the area in the guise of a blanket-seller. He then used to send the gang members for robbery at the predetermined site. The gang members used to consume intoxicants before leaving for robbery.

They used gain entry into deras and houses in the guise of policemen on the pretext of checking the premises for narcotics. Once inside, they used subdue the likely resistance by injuring or locking up the inmates.

After fleeing with the loot, they used to gather at a woman Badamu’s house located at Nurpurbasti on the Jalandhar-Pathankot road. The loot was distributed among the gang members. The woman was also given her due share.

The SSP also said the gang comprised about 45 members all belonging to the Joghinath or Bangala tribe. The tribe members were generally gypsies and made their living through robberies.

The arrested members of the gang had also revealed the names of their other accomplices and the police was on their pursuit. A. 12-bore gun, 303 pistol, a countrymade pistol, ammunition, rods and swords were recovered from the arrested gang members. A case under Sections 399 and 402 of the IPC and Section 25 of the Arms Act has been registered against the accused.


 

Cop booked for molestation

Malkit Singh, Assistant Sub-Inspector (ASI), Punjab police, posted in the city police station, against whom a case was registered for involvement in the molestation of a woman in the police station on October 21, was arrested yesterday. He was subsequently bailed out.

Sources said that a case under Section 354 of the IPC was registered against Malkit Singh on a complaint of Mrs Hardeep Kaur, a local resident. Mrs Hardeep Kaur had alleged that she had lodged a complaint against her husband a few days ago. She had gone to know about the status of the complaint when the accused, who was standing at the gate of the city police station, molested her, she had alleged.

She said that when she raised a hue and cry, the accused fled the scene. She then approached the higher police authorities and a case was registered against Malkit Singh.


 

Bride elopes with cousin

Savita Sharma (name changed), of Dabwali town of Sirsa district who married a resident of this town, eloped with her first cousin three days after her marriage.

When the police managed to trace her on the complaint lodged by her husband, she said in a statement today that she would live with her cousin and not with her bridegroom.

Police sources said Savita eloped with her cousin (son of her paternal uncle), who lives in Delhi.

A police party was sent to Delhi for recovering the woman. When she along with her cousin was brought to Bathinda, she told police officials that she would be staying with her cousin with whom she had been having an affair for the past seven years. Whether she had made such a statement before the court could not be ascertained.

The sources said the police had not registered an FIR against the cousin because the woman was a major and had gone to him on her own.

The kin of the bride and her cousin, who had come to the town, declined to talk to mediapersons who had assembled at the Civil Lines police chowki.

A senior police official said that it was a civil matter and the husband should approach court for relief.


 

Man commits suicide

Joginder Singh (65) of Kotli Saru Khan village committed suicide allegedly due to maltreatment meted out by his grandson late last evening. A case under Section 306, IPC has been registered.

According to information, he hanged himself from the ceiling fan while his daughters-in-law were busy in the house. Joginder Singh had distributed his property among his three grandsons. Harpal Singh was reportedly not happy with the distribution and used to abuse his grandfather. He has been missing after the incident.


 

7-month-old raped

A man who is a grandfather has been arrested for allegedly raping a seven-month-old girl. The child was hospitalised in a critical condition here late last night.

According to the police, Banwari Lal of Poornia Mohalla, allegedly abducted the seven-month-old daughter of Rakesh Kumar from her residence last evening and raped her at a nearby place.

The incident came to light when the parents of the victim started searching for the girl. She was found lying in a critical condition in a nearby plot of land. The matter was reported to the police, which after conducting an investigation, arrested Banwari Lal.


 
 

Students protest against arrest of Principal

Resentment prevails among students of the Shaheed Kanshi Ram College of Physical Education in Bhago Majra village, near here, over the arrest of the Principal of the college, Dr Bhupinder Singh Ghuman, by the Punjab Vigilance Bureau under the Prevention of Corruption Act.

The students started an indefinite strike yesterday and also sat on a dharna outside the office of the college. They marched in a procession, raising slogans against the Vigilance Bureau, and the state government and in the favour of the Principal of the college.

Hari Singh, a spokesperson of the students, while talking to The Tribune said Mr Ghuman had been falsely implicated in the case. He said all admissions were conducted in a fair manner and as per the rules.

“The Principal is an honest man and has improved the functioning and image of the college,” he added. He said the agitation and strike by the students would continue till the FIR registered against the Principal was quashed.

He alleged that some staff members were behind the arrest of the Principal and demanded an action against them. He said the students would intensify their struggle and resort to the blockade of traffic.

It may be mentioned that the Vigilance Bureau had booked the Principal for giving admission to a student, Nishan Singh, in the Bachelor of Physical Education course on the basis of a fake certificate and registered a case under Sections 420, 465, 468, 471, 120 B of the IPC. He has been released on bail.


 

Students’ protest against govt policies

Manpreet Singh, leader of the Punjab Student Union (Randhawa), said today that a week-long programme had been started to unveil the “anti-people” and “anti-student,” policies of the state government.

In a press note here today, Manpreet Singh said the government had failed to implement its decision to withdraw the hike in tuition fee despite the fact that a letter in that connection had been issued to all colleges.

He said so far only two colleges had refunded the surplus fee to the students.

He alleged that though the government had been collecting lakhs of rupees every year in the form of funds, none of it was being spent on upgrading educational institutions.

He said several vacancies existed in various colleges and laboratories were in a bad shape. He said the students were against the withdrawal of the bus pass facility.



 

DAV schools’ festival ends

The zonal competition of all DAV schools of the Bathinda region, which was held at RB DAV Public School here, concluded today.

In a press note issued here, the Principal of the school, said their students won 17 prizes, those from DAV School, Kot Kapura, got 14 prizes and students of DAV School, Malout, won 11 prizes.

The brief results are as follows; declamation: Monal Taneja (1), DAV Malout, Quiz: Anku Jain (1), Bathinda, Spot painting (senior): Janya Gupta (1), DAV, Bathinda, Spot painting (junior): Kiranbeer Singh, DAV, Kot Kapura.

Competitions in rangoli, slogan-writing, collage-making and handwriting were also held and more than 400 students participated in the contests.


 

Students block traffic

Students of Sri Guru Arjan Dev Government College blocked traffic today at Noordi Chowk here against the non-implementation of the decision regarding the rollback in fees. The students were led by Karanvir Pannu, chairman, and Balwinder Singh Billu, president, of the SGAD Government College Students Union.

The students submitted a memorandum to the SDM.
