29 cases confirmed in Ghaziabad district Ghaziabad, October 7 The list of 29 dengue patients was handed over to Mr Yadav by private doctors. Besides, blood samples of at least 15 patients had been sent to Delhi labs for investigation, the DM said. In the list given to Mr Yadav, the patients have been identified as being from Model Town, Vijay Nagar, PratapVihar and colonies of Mohan Nagar. Besides, Loni, Dholana, Khods Colony and Dhukna areas have a higher incidence of the disease. Nandgram’s Marium Hospital and Santosh Hospital too have three patients each of dengue under treatment there. Doctors said certain border villages of Gautam Budh Nagar, including Baidpura, Chipyana and Behlolpur, were hit by dengue. Vinode Sharma of Chipyana, a confirmed dengue patient, has been brought to the district hospital. Dr Ashok and Dr Prakash, two experts who came with the DM, updated the doctors on dos and don’ts in case of children affected by dengue. |
Emergency
ward infected with gangrene in Meerut, October 7 Vallabh Bhai Patel Hospital caters to patients from Meerut, Bulandshahr, Bijnore, J P Nagar, Baghpat, Muzaffarnagar and several other adjoining districts. The drama unfolded on September 24 when a patient Sanjay, down with the fatal gas gangrene, was wrongly admitted to the emergency ward. According to Brig Surjit Singh, Commandant, MH, Meerut, gas gangrene is fatal. Gas gangrene or myonecrosis is defined as acute invasion of healthy living muscles undamaged by previous trauma. It usually develops in 70 per cent of the cases following a deep penetrating injury. Brig Surjit Singh further added that gas gangrene was the most serious complication of wounds and the onset was acute. With the infection progressing rapidly the disease manifested itself within 24 hours of the wound. It is common in accidental cases and war injuries. Patients affected with it must be kept in an isolation ward as the whole ward where the patient is admitted becomes infected. When gas gangrene was detected in Sanjay, a relative of the medical college employee, he was shifted to the district hospital and later to AIIMS, New Delhi, where he succumbed to the fatal disease. Immediately, the emergency ward was closed and in house patients were shifted to other wards. As per the medical requirement, it was decided to sterilise the emergency ward. After fumigation, a culture sample was sent to the Pathology Department which tested positive. A second round of fumigation and sterilisation was done in the emergency ward on October 5 after the first round. The Chief Superintendent of the SVBP Hospital, Dr Ram Kishan, admitted to NCR Tribune that this happened due to the irresponsible attitude of the CMO of the emergency, Dr PradeepTaluqdaar. He also admitted that the Pathology Department showed irresponsible attitude towards sterilisation of the wards. The emergency ward has been again fumigated and sterilised
under his supervision. The cutter test report would be available in a day or two. |

CORNER Rohtak, October 7 Whether or not there is sufficient ground is to be judged from the circumstances of each case. “If the magistrate is satisfied the version of the complainant is not believable at all, the magistrate is not bound to proceed mechanically”, said Justice Adarsh Kumar Goel while disposing of a petition filed by Mrs Bimla Devi against the orders of the Chief Judicial Magistrate and affirmed by the Additional District Judge, Rohtak. Mrs Bimla Devi, in a complaint filed in the court of the Chief Judicial Magistrate, had alleged that the then Senior Superintendent of Police, Mr Attar Singh Ahlawat, had misbehaved with her when she went to his official residence on July 20, 2001. The complainant was a candidate for the post of constable and appeared for physical test for recruitment on June 12, 2001, before the selection committee headed by Mr Ahlawat. She said she had passed the test but was declared unqualified. She met the accused and protested against this. Mr Ahlawat promised that her name would be entered in the qualifying list but it was not done. She complained to the higher authorities on June 15, 2001. She met the accused on July 20, 2001, when he told her to meet him at his residence. She was alone in the room with him and he started making remarks, saying that she was beautiful and attractive in a mischievous manner. The trial court declined to summon the accused, holding that the statement of the petitioner was inherently unacceptable. It was observed that since she had made the complaint against the accused on June 15, 2001, she would not have gone to the residence of the accused on July 20, 2001. She had already been rejected and even the Inspector-General of Police had rejected her representation on the ground that she had failed to obtain minimum qualifying marks. The evidence of her father was held to be hearsay. The view taken by the trial court was affirmed by the revisional court of the Additional District Judge. Counsel for the petitioner submitted that the orders of the courts were without jurisdiction as once the petitioner had made a statement on oath in preliminary evidence the trial court had no option but to summon the accused. Justice Adrash Kumar Goel, in his order, said that in the present case the magistrate had given valid reasons for not believing the version of the complainant. These reasons had been affirmed by the revisional court. The reasons concurrently given by both the courts are not shown in any manner to be perverse or extraneous. “I do not find any ground to interfere with the view taken by both the courts below in refusing to summon the accused”, Mr Justice Goel said. |
Rohtak SP in dock for Sampla fracas Sonepat, October 7 The general secretary of the Haryana Vikas Party, Rajiv Jain, today said that it was shameful to catch the women by hair. The incident took place in the presence of the Chief Minister, but he kept quite, he said, adding that the SP Rohtak must be suspended and a case be registered against the police personnel. The silence of the CM must be condemned, he added. The Senior leader of the Socialist Unity Centre of India, Hari Prakash said that the women of village Garhi Sampla had come to Sampla to meet the Chief Minister to seek his help in tracing two persons of the village who had been reportedly missing for the last one year. “Being CM, it was his duty to solve their problems. But he did not even speak a word against the erring police personnel engaged in ill-treating the women in his presence,” he said. The senior leader of the Bhartiya Kisan Union, Mr Braham Singh Dahiya, said the police maltreated the women and the elderly and did not allow them to meet the CM. “Such incidents reflect the mind set of the police and the passive attitude of the CM towards the public grievances,” he remarked and demanded immediate action against the police personnel concerned. It is recalled that a deputation of women and men of Garhi Sampla village had gone to Sampla on Friday to meet the CM to seek his direction in tracing the two missing persons of the village. When the police did not allow them to meet him, they blocked the way of the Chief Minister’s car. This infuriated the police personnel, including the SP Rohtak. They caught hold of the women by their hair and pushed them away. |

cops unable to check spiralling crime rate Faridabad, October 7 The incidents include three cases of daylight robberies. Armed persons knocked at the doors and walked away with loot at gunpoint. At two places they opened fire and injured two persons in an attempt to rob them. The first such incident was reported on September 23 in the NIT area, when three armed robbers forced their way into a house, tied up the housewife and fled with the cash and valuables. Five days later, a similar incident occurred in another house in Sector 22. Two days later some armed persons ransacked the office of a factory in the NIT area and escaped after looting cash and valuables. The first week of October has also been witness to similar cases. Desperadoes robbed occupants of at least three farmhouses across the Agra Canal. The criminals waylaid a resident in the same area and snatched cash from him after opening fire. On Monday some unidentified, armed persons intercepted an employee of a company of Sector 4 and looted about Rs 1.5 lakh. The victim has been identified as Hari Ram. His condition is stated to be stable. The incident took place when he was returning from the bank after withdrawing cash. The robbers also struck at a house in Sector 18 here on Sunday night. The RPI MLA, Mr Karan Singh Dalal, alleged the district authorities, including the police, had no job left other than welcoming VIPs at the mela and enjoying state hospitality. |

for criminal case against cops Jhajjar, October 7 Condemning the incident in strongest terms, Mr Singh said that a reign of terror prevailed in the state where even the Chief Minister was not interested in listening to the grievances of the people. There were innumerable instances of atrocities on the Journalists, including the murder of two journalists, and victimisation of the press persons in false police cases in Rohtak. The HVP leader accused Mr Ajay Chautala, the son of the Chief Minister, of backtracking on the promise made by him before the journalists in Rohtak that the cases would be registered after suspending the cops for lathicharging certain pressmen in Rohtak recently. The journalists has again started their agitation on that issue. He said his party would provide free legal aid to the victimised journalists if the government did not withdraw the cases against them. |
Youth Cong leader assaulted Sonepat: Mr Sandeep Singh (21), president of the district unit of the All India Anti-Terrorist Front and a leader of the Youth Congress, was seriously injured when he was allegedly attacked with iron rods by four armed youths while he was going to a shop near his house in Surjan Singh Park here last night. According to a report, the injured youth leader was admitted to the local Civil Hospital for medical treatment. He is stated to be out of danger. He has also given a statement to the police against the alleged assailants whom he has identified. The police have not yet registered a case but investigations are in progress. Meanwhile, Mrs Sumitra Chauhan, general secretary of the Haryana Pradesh Congress Committee (HPCC), and other leaders of the party have condemned the attack on the youth leader. OC |

20 seats in Delhi New Delhi, October 7 Addressing the party workers’ convention a day after the announcement of poll schedule by the Election Commission, JD (S) leaders said corruption, privatisation of power and poor civic amenities would be the main planks on which they would fight the election. Among the leaders present in today’s meeting were former Prime Minister H D Deve Gowda, Romesh Bhandari, Surendra Mohan and Sohaib Iqbal, MLA. Attacking both the Congress and the BJP, they said the economic policies followed by the two parties had led to the rich getting richer and the poor getting poorer. Mr. Gowda said the two parties were two sides of the same coin with the Congress adhering to “soft Hindutva” and the BJP to “hard Hindutva”. He said both had been taking credit for the Delhi Metro project, which was, in fact, retrieved from the cold storage by him. He went on to add that the JD (S) wants to combine with smaller groups, which are committed to a secular ethos, so that the third alternative plays a pivotal role in the uplift of the minorities and the suffering masses. Mr Bhandari said the assembly elections were stage one of their political fight, which would have a bearing on the Lok Sabha elections next year. JD (U) criticises bureaucrats’ appointment as VCs Sonepat, October 7 He said after the appointment of Mr Vishnu Bhagwan as the Vice-Chancellor of Guru Jambheshwar University all universities in the state were being headed by the retired bureaucrats. In a signed press statement issued here yesterday, he alleged that by making these appointments Mr Chautala wanted to have the universities in his grip. He accused him of ruining the autonomous structure of the universities. For the proper development of the universities and creation of a congenial academic atmosphere it was necessary for the universities should be headed by academicians and they should be free from the control of the government, he added. Mr Vidrohi demanded the implementation of the guidelines fixed by the University Grant Commission (UGC) in this respect. Referring to the imposition of a ban on the release of prisoners by the Supreme Court, Mr Vidrohi criticised the Chautala government for its reported move to release 275 prisoners from the jails before the expiry of their term of imprisonment. The unprecedented UP Cabinet headed by Mr Mulayam Singh Yadav reflected greed for a Cabinet berth and a car with a red light. Every political party was governed by its polity, tradition and political strategy — reeti, neeti and adarsh, said Mr Pradhan. The SP leader had always been a critic of large-sized cabinets when headed by other chief ministers.. COMPENSATION Gurgaon, October 7 The farmers feel that the apex court had rejected their petition as proper facts could not be vetted by it. The Gurgaon Kisan Sangharh Panchayat, which is spearheading the agitation of the farmers, says that from the copy of the judgement of the apex court, it appears that the farmers’ side did not present certain facts which the former had asked for. The apex court had wanted the details of a judgement of District (Gurgaon) court in connection with a notification for acquisition of land in village Jharsa in 1987. The District Court had fixed Rs 272 per sq yd as the compensation rate in the case. The case, which concerns filing of the SLP, arose from a decision of the Punjab and Haryana High Court reducing the enhanced compensation fixed by the District court. This related to HUDA’s 1990 notification for acquisition in some of the villages. The farmers had moved the District Court against the compensation announced by HUDA. The District Court enhanced the compensation to Rs 265 per sq yd. Thereafter, the farmers and HUDA, both went in appeal to the High Court. The High Court reduced the compensation amount to Rs 212 per sq yd. However, the District Court had enjoined that the farmers could take the enhanced compensation only after providing bonds and securities. The farmers collected their dues and the majority of them reportedly spent the same. A large number of farmers provided sureties. With the High Court ruling in its favour, HUDA launched a campaign to recover the balanced amount from the farmers which they had collected following the lower court’s decision. The farmers then moved the SLP before the apex court. |

stage dharna for water, electricity Bhiwani, October 7 The farmers have demanded for an early completion of SYL canal and Kisau dam for canal water, to remove discrimination in the distribution of canal water, adequate supply of electricity besides free electricity for poor and small farmers, to restore subsidy for agriculture, rejection of anti-farmer part from the proposed new agricultural policy, formulation of a scientific national water policy wherein special preference be given to draught effected areas, arrangements of official machines for deep boring on cheap rates and to scrape
the rule of arresting and mortgaging land against debts. Addressing the farmers, the convenor and ex-sarpanch of village Nigana Kalan Zile Singh said that the state was awaiting water of Ravi-Beas canals since its formation 37 years ago. He alleged that 18 lakh acre feet water which is being supplied through Punjab from Bhakhra Canal since 1977, has been diverted only to three districts Hisar, Sirsa and Fatehabad, leaving aside the rest of southern part of the state and overlooking the fact that the Bhakhra dam was built to feed this area. Likewise, the proposed Kisau dam had also not taken constructive shape so far, he said. Dubbing the erstwhile state and central governments and their parties responsible for these, he alleged that the mean politics had embroiled the water issue. |

growers warned against use of Sonepat, October 7 Describing the oxytocin injection as useless and harmful in cucurbits, he said that oxytocin is a hormone released by pituitary glands that causes increased contraction of the womb during labour and stimulates the ejection of milk into ducts of the breast in milch animals. This injection, he said, is now indiscriminately injected into milch cattle to get easy and maximum milk yield by the dairy owners without the recommendation of the veterinary doctors. He claimed that the studies have proved that oxytocin intake is not only injurious to the human lives who consume it through milk but is detrimental to the animal health also. He said that there is misconception about this hormone that it can increase the yield of bottle gourd and other cucurbits if injected into plant stem, fruit peduncle and small fruit. In order to clear this aspect, an experiment has been conducted at the vegetable research farm of the Krishi Vigyan Kendra, Sonepat. It is not possible to inject the oxytocin solution into plants stem, peduncle and fruit, it was observed. From the experience, it was found that 15 per cent plant wilted and 20 per cent fruit become unmarkable when injected with oxytocin as compared to non-injected plants and fruit. Dr Dahiya maintained that oxytocin is not at all effective in increasing the yield and size of the fruit in bottle gourd rather it lowers down the yield. He advised the farmers to follow the scientific recommendation to increase the yield quantity and quality in vegetable crops. |

BRIEFS Sonepat, October 7 According to a report, both were waylaid near the office of the municipal committee and robbed of the cash and a mobile phone. When Mr Maninder Singh resisted, he was attacked with a brick and received injuries. On receipt of information, the police arrived on the scene and took two youths, namely Joga Singh of Shastri Nagar and Bali of K D Nagar in custody for interrogation. The incident has caused panic in the town. According to another report, a group of persons allegedly attacked a youth who was sitting at a video shop in Ashok Nagar (kutche quarters) here today. The alleged assailants also beat up Rajesh who sustained injuries and was immediately hospitalised. On receipt of information, the police arrived, but the culprits had fled immediately after the incident.
Held for bid to paw women Two passengers, Ranbir and Om Parkash, travelling in Kalka-bound passenger train (303 UP), were caught while they were trying to molest the women passengers in the running train near here last evening. According to a report, the GRP has registered the case against them under the Railway Act.
One killed in accident One person was killed and six were injured when a truck collided with an autorickshaw on GT Road near Jat Joshi village about 12 km from here yesterday. According to a report, the driver along with the truck escaped immediately after the accident. The victim was identified as Mr Dharampal and the injured were Mr Ram Kishan, Mr Daljeet, Mr Jagdish, Mr Subhash, Mr Hans Raj and Mr Sanjay. All of them belonged to Fazilpur village and were employed in a factory. They were returning to the village. The police have registered the case against the driver and launched a hunt for him.
Official probing into Noida scams seeks more time Ghaziabad: Senior IAS Officer, T. George Joseph, who is inquiring into the scams in Noida and Greater Noida during the regime of Ms Mayawati, has urged the state government to extend the time-limit of his investigations. He had been asked to submit his report by October 6, 2003. Mr George Joseph had summoned all Noida administration officers connected with the controversial Appu Ghar project, in his office and examined the documents. On October 7 and 8, Joseph is expected to have a sitting in Greater Noida administration where he may examine the cases pertaining to the appointments and promotions ordered during the Ms Mayawati’s tenure. Soon after taking over as Chief Minister of UP, Mulayam Singh Yadav had constituted a one-man committee to probe all ‘anomalies’ in Noida and Greater Noida administrations during his predecessor’s regime. This is the third time, George Joseph has visited Noida in connection with his probe. He has reportedly completed the inquiry. On Monday, Joseph had summoned Chief Town Planner, Noida Authority A K Ingle and examined his role. George Joseph said that he was examining some intricate aspects of Appu Ghar project. The period of his inquiry will depend on how deep the government wants him to go into the inquiry cases, he said. |

Masked, armed men rob at will here Ghaziabad, October 7 The police have failed to say whether it is the work of the same gang or different gangs are involved in these incidents. On September 21, 10 to 12 armed and masked men targeted the house of Mr Yogesh Gupta, Joint Chief Director of an institute under the Union Ministry of HRD, in Charanjiv Vihar of Avantika Colony. They decamped with Rs 20,000 in cash and jewellery worth Rs 50,000. Last week, the house of Alisher of Raispur village was their target where they terrorised the inmates for hours together and decamped with all valuables kept in the house. After locking Alisher, his five daughters, son and daughter-in-law in a room, the intruders ransacked the house for about two hours. They left with valuables worth Rs 1.50 lakh, including Rs 20,000 in cash and jewellery worth Rs 50,000. Three days earlier, intruders had ransacked two houses in Mirpur village of Loni area. Yesterday, the act was repeated in three houses of Hindon Vihar Colony under the Sihani Gate police station. One common feature of all these robberies is that the criminals had covered their faces and were armed with firearms also. The police have exhibited the same approach as in Charanjiv Vihar where a dacoity was registered as a looting case. The Sihani Gate police had also filed a loot case yesterday, ignoring the plea of the victims that it was a dacoity. The Loni police also showed the same attitude while the inmates of the third house had chased the criminals to some distance. The assailants and intruders in all these incidents had masked their faces and had firearms with them, had used ladders to scale the boundary walls and had huddled the inmates in one room to ransack the premises. The clueless police have not only failed to track down the culprits but have also failed to stem these incidents in the area which has caused a lot of panic among the people.

vice-principal booked New Delhi, October 7 She alleged that she was misbehaved by the secretary Surinder Singh Chaudhary. She is not being given time to put her points before the chairman of the school managing committee. She alleged that when she asked for a list of seniority, details of income tax and provident fund to file the income tax return form, she was simply rebuffed. She got the IT details only when she threatened the vice-principal that she would make a complaint to the Income Tax department against her, Narinder Kaur alleged. |
Two nabbed for running fake transport authority New Delhi, October 7 During interrogation, they revealed that they had been in the business for the last five years and used to give at least three certificates a day. The accused also acted after the normal working hours of the government transport authority so that one cannot verify the certificates. They would operate in the Sarai Kale Khan and Vikaspuri areas. FOCUS ON GURGAON Gurgaon, October 7 The plant has started trial production of certain components that are currently imported from Japan. With the start of
production at SMIL, Maruti stands to gain substantially through localization. The facilities have been set up with an investment of Rs 1150 million. According to the spokesman of the company, Suzuki Motor Corporation, which has three decades of experience in the area of foundries, will provide technical know how to SMIL. The new venture will employ 120 people. Some of the key people have already been trained at world class foundries of Suzuki Motor Corporation. SMIL has sourced equipment and raw materials for the plant form India as well as abroad. Domestic manufacturers used inputs on design and fabrication, provided by Suzuki Motor Corporation, to manufacture suitable machinery and equipment for the foundry. |
