Harkiran, a student of BA Part II in DAV College, Sector 10, attributes his success to his coach, Balwinder Singh. He said his coach had advised him to concentrate on inline skating, which was a departure from his previous event, roller hockey.

Since then there has been no stopping for Harkiran, whose parents also motivate him to bring glory to the state and the country in skating.

Mr Harold Carver, Principal of St. Stephen’s School, Sector 45, was all praise for the coach for fine-tuning the skills of young skaters.

Dhawan in DSP promotion list
Tribune News Service

Chandigarh, September 19
The Chandigarh Administration has cleared the name of Inspector P.K. Dhawan for promotion as DSP. His name has been placed on the ‘G’ list for promotion, along with two other inspectors, Mr Arjun Singh Jaggi and Mr Inderjit Singh. The other two were cleared for promotion on May 19.

Mr Dhawan is still not cleared of his alleged role in the ‘‘missing files’’ case. Sources said formal announcement would be made next week. Two posts are vacant and it is likely that two inspectors will be promoted.

Mr Arjun Jaggi, posted as Officer on Special Duty in the Vigilance Department, should have also got promoted as the third contender, Mr Inderjit Singh, is away on a UN assignment. However, the matter was delayed as Mr Dhawan had claimed that his case of promotion may be opened from the ‘‘sealed cover’’. A final decision is expected within the next few days. The ‘‘sealed cover’’ means the contents of the Departmental Promotion Committee (DPC)cannot be revealed till Mr Dhawan is exonerated of his charges.

Mr Dhawan is the seniormost inspector of the Chandigarh Police, followed by Mr Inderjit Singh and Mr Arjun Jaggi. Since Mr Dhawan, was suspended in the ‘‘missing files’’ case in May 1999, his name was not put on the promotion list during the last DPC meeting. The names of Mr Jaggi and Mr Inderjit Singh were put on the promotion list.

Sources in the Administration said Mr Dhawan had quoted a judgement of the Supreme Court to beef up his case. The vacancies of DSPs have arisen after the SP City, Mr Baldev Singh, retired on July 31 and Mr Jagat Mohan on August 31.

Allotment of sanitation tenders put off
Tribune News Service

Panchkula, September 19
The allotment of tender for sanitation works in Panchkula has been deferred by a fortnight today.

The decision was reportedly taken after a number of applicants complained that they were unable to fulfil the terms and conditions , as specified in the tender notice. As they demanded more time, the Municipal Council agreed to defer allotment of sanitation contract for 15 days.

Yesterday eight councillors had accused the President of the Panchkula Municipal Council of working in an unconstitutional manner while floating the tender for sanitation works, and had asked the Deputy Commissioner to intervene and postpone the alloting of tender.

In a memorandum submitted to the Deputy Commissioner, Ms Satwanti Ahlawat, through the SDM, Panchkula, seven Congress Councillors — Mr V.K. Kapoor, Mr Dalbir Singh, Ms Jalmegha Dahiya, Mr R.K. Kakkar, Mr Naresh Rawal, Mrs Manvir Gill and Mr Tarun Bhandari, and BJP councillor Mr C B Goel, have accused council President, Mrs Seema Chaudhary, of violating the rules to favour certain people.

It is alleged that in spite of a decision taken during a special meeting of the council on August 29, for finalising the terms and conditions of the new contract for sanitation, the MC president had made changes without taking the House into confidence. The councillors alleged that though the House had agreed that a person having a minimum five years of experience could apply for the contract, but the tender notice issued says that any person having experience in labour management can apply for the contract.

They have further alleged that it was also decided in the meeting that the contractor was to submit Provident Fund and ESI number with the tender, whereas the tender notice says that the contractor applying for the contract can submit the Provident Fund and ESI account number within two months of the allotment of contract.

Meanwhile, the MC President, Ms Seema Chaudhary, when contacted by TNS, denied the charges and said that the changes in the contract had been made after taking the permission of the district administration and seeking a legal advice.
