No move to shift capital, says Bali

Mr G.S. Bali, Transport Minister, today said Mr P.K. Dhumal, former Chief Minister, was misleading the people on the issue of shifting of the state capital to Dharamsala and asserted that he was never serious about the move.

Minister seizes fake mining permits

Himachal industries, Sports and Youth Services Minister Ram Lal Thakur today inspected vehicles lifting stones, road metal, etc at two places in the district and took into possession about 100 fake copies of mining permits issued by the Industries Department.

Confirming that provisional recognition to Dr RP Government Medical College Tanda, has been withheld by the Medical Council of India (MCI) on account of certain objections, Minister for Health and Family Welfare Chandresh Kumari said today that all objections would be settled by the end of this month so that admission to the next batch could start.

Pilgrimage to Manimahesh in Chamba district of Himachal will start tomorrow on August 19 on the eve of Sri Krishna Jayanti and conclude on September 3, the occasion of Sri Radhasthami.

No move to shift capital, says Bali

Shimla, August 18
Mr G.S. Bali, Transport Minister, today said Mr P.K. Dhumal, former Chief Minister, was misleading the people on the issue of shifting of the state capital to Dharamsala and asserted that he was never serious about the move.

Speaking at a meeting-the-press programme organised by the Shimla Press Club here, he said there was nothing on record to show that the Dhumal government had proposed to shift the capital. He said while he was in the opposition, he had urged Mr Dhumal to shift some important offices from Shimla to Dharamsala if he was keen to develop it as the capital, but his request had been ignored.

Mr Bali said the shifting of the capital was not feasible as building a new capital required between Rs 500 crore and Rs 1000 crore. He alleged that the BJP had always neglected Kangra.

Replying to a question, he said there was no move to shift the Himachal Pradesh Subordinate Services Selection Board. If it had to be shifted, the right place was Dharamasla, he added.

Minister seizes fake mining permits

Dharamsala, August 18
Himachal industries, Sports and Youth Services Minister Ram Lal Thakur today inspected vehicles lifting stones, road metal, etc at two places in the district and took into possession about 100 fake copies of mining permits issued by the Industries Department.

The minister had been receiving complaints of illegal mining in Kangra for sometime and had been informed that powerful local groups were causing damage to the ecology and also cheating the state government of revenue running into lakhs every month.

Mr Ram Lal Thakur, taking notice of these complaints, decided to check vehicles today near Kotla. Later the minister held a high-level meeting with officials of the district administration and the Industries and Mining Department and handed over to them some of the fake mining permits for action. It is learnt that Mr Thakur took a large number of fake receipts with him to Shimla so that a detailed inquiry into the scam could be ordered. He also directed local officials to ensure that illegal and unscientific mining was stopped in the district forthwith. The minister ordered that no digging of river beds for extraction of sand, stone and road metal, etc would be allowed

Interviews for Tanda college staff before Sept 15

Confirming that provisional recognition to Dr RP Government Medical College Tanda, has been withheld by the Medical Council of India (MCI) on account of certain objections, Minister for Health and Family Welfare Chandresh Kumari said today that all objections would be settled by the end of this month so that admission to the next batch could start.

Talking to mediapersons here, Ms Chandresh Kumari said the MCI team, which visited the college in July, had given 22 objections out of which 20 related to normal working, and all these would be settled by the month-end. She said it appeared that the MCI team had neither been briefed properly nor informed about the extension granted by the MCI, according to which the time for completion of the hospital building at Tanda had been extended till 2006.

She said the other major objection related to the shortage of staff. The advertisement for recruitment of senior faculty members on contract had been published and walk-in interviews would be held before September 15, she said.

The minister said she had met Union Health Minister Sushma Swaraj and had been assured a sympathetic hearing. Ms Chandresh Kumari said she would attend the meeting of Health Ministers in Delhi later this month, when she would again raise the matter with Ms Swaraj.

In reply to a question, she said the Principal, Dr D. K. Ghosh, had sought premature retirement, but this would not affect the working of the medical college. The minister announced that 100 doctors and 181 nurses were being recruited for state health services and doctors would be appointed batch-wise. She said preference would be given to Himachalis.

She admitted that there was a shortage of specialists in various departments and adding that about 100 doctors were undergoing training. Blaming the previous government for not setting up three diagnostic centres, for which Rs 9 crore had been provided by the Centre, she said the centres would be set up at Hamirpur, Bilaspur and Solan shortly.

Manimahesh yatra from today

Pilgrimage to Manimahesh in Chamba district of Himachal will start tomorrow on August 19 on the eve of Sri Krishna Jayanti and conclude on September 3, the occasion of Sri Radhasthami. During the fortnight, devotees of Lord Shiva will take a dip (bath) in the icy waters of Manimahesh lake at an altitude of 4170 metres having darshan of Kailash Peak (5656 metres), the abode of Lord Shiva. There is a small image of God Shiva on the margin of small Manimahesh lake called ‘Chaumukha’.

According to Mr Rahul Anand, Deputy Commissioner of Chamba who is also chairman of the state-level Manimahesh Pilgrimage Committee, holy Chhari of Manimahesh would commence from Chamba a week before the holy dip.

The DC says that the langars (free kitchens) will not be allowed on roadsides and to keep the Manimahesh lake clean, no ‘langar’ will be permitted to function in precincts of sacred lake. About 100 tents have been installed at Dhanchoo and Goth, 50 temporary toilets have been constructed and 95 taps for drinking water installed besides 45 langars installed by voluntary organisations have started functioning at different points. Pilgrims have been appealed to bring pullovers, sweaters and other materials for pilgrimage.

Security arrangements on the borders of Chamba district in Himachal adjoining the terrorism-affected pockets of Jammu and Kashmir have been beefed up.

Superintendent of Police Chamba, Ajay Yadav reviewed the situation on the borderline and directed the Indian Reserve Battalion, the Himachal Armed Police Battalion and the Indo-Tibet Border Police (ITBP) to maintain vigil.

An apology for a hospital

Civil Hospital Shillai, faces shortage of staff and has poor facilities. There are only two nurses and one doctor who attends patients and emergencies also. There should be at least 30 health workers but there are only seven male health workers and two women health workers. There is no Pharmacist, ENT specialist, Orthopaedist and other gynaecologist. There is a dentist but no dentist’s chair, X ray facility is there but no technician. There is no Ultrasound facility and no Blood Bank. The people has to travel 70 km for Paonta Sahib or 130 km from Nahan or leman Hospital (Uttaranchal).

The hospital has only 30 beds and lacks cleanliness in wards and toilets. There are two toilets at the upper floor but always choked. One toilet at ground floor used both by men and women is very dirty due to shortage of water. Windowpanes are broken and patients in wards faces problem during bad weather, they cover the broken windowpanes with clothes.

There is no mortuary to keep dead bodies. According to sources, construction work for the mortuary was started but the Forest Department had stopped it as it fell in its area.

According to Mr D.K. Singh, B.M.O. Shillai there is shortage of staff for many years and he had sent a report to C.M.O. Nahan (Sirmaur). He also added that there was need of facilities and modern equipment for the safety and security of the local people.

HP to introduce super-luxury buses

Shimla, August 18
The Himachal Road Transport Corporation is planning to introduce super-luxury buses which will provide comfortable travelling to passengers on selected routes to cater to high-end tourists.

Stating this here today, Mr G.S. Bali, the Transport Minister, said the buses would be almost one-and-a-half times bigger than the existing 52-seater buses. He said such buses were now being produced by TATA and its cost was around Rs 25 lakh. He said he had asked the company to ply the buses on the Shimla-Delhi and Dharamsala-Delhi routes on a trial basis.

He said the endeavour would be to provide efficient and comfortable services, particularly to the high-income tourists so that they don’t rue the lack of air and rail services.

Mr Bali said the workshops of the corporation would be modernised and upgraded in collaboration with the private sector companies like the TELCO and the Ashok Leyland so that they could ensure proper maintenance of the fleet.

Beopar Mandal for market complex

The Chamba district Beopar Mandal has decided to support the state government’s proposal of market complex in place of the old wooden market (khokha bazaar) in the heart of Chamba.

Mr Hardeep Singh, president and Mr Harmesh Puri, General Secretary respectively of the mandal said today that the mandal would back government schemes on the beautification of the town.

These leaders appealed to all 630 members of the mandal work for unity amongst the traders for better results.

Earlier, in the elections of the Mandal held here today, Mr Hardeep Singh and Mr Harmesh Puri were unanimously elected President and General Secretary.

Two commit suicide by hanging themselves

Nahan, August 18
In two separate incidents early this morning, two persons committed suicide in the town, police sources said. Surajudeen (28), a bachelor, ended his life by hanging himself from a tree near the local ITI on the Nahan-Shimla road.

A resident of Rohtak, he had been residing here with his relatives for long. Unemployment was stated to be the reason behind his suicide. He was a resident of Mohalla Amarpur of the town.

Another resident of Mohalla Amarpur, Jagdish (35), committed suicide by hanging himself with the ceiling of his room this morning. He was married. Poverty was cited as a probable reason for his suicide.

Environment Engineers to check pollution certificate

Shimla, August 18
The Himachal Pradesh Government today authorised the Assistant Environment Engineers of the Himachal State Environment Protection and Pollution Control Board to demand or check from any driver or conductor of any motor vehicle a pollution under check certificate, an official press note here said.

The authorisation has been given under the provisions of Rule 139 of the Motor Vehicle Rules, 1989, within their jurisdiction in the public interest. — PTI

Highway reopened

Shimla, August 18
The 320-km-long Hindustan-Tibet National Highway, which had been closed due to landslides and washing away of the bridge between Rampur and Jeory, was reopened to traffic after 20 days today. — PTI
