First cardiac remodelling surgery in India
Tribune News Service

SAS Nagar, August 14
India's first cardiac remodelling surgery has been performed on the failing heart of a 50-year-old woman from Jalandhar, who is now stated to be on her way to recovery.

The surgery was carried out recently by a team of doctors under Dr Achintya Moulick, chairman, Cardio Vascular Sciences, Fortis Heart Institute and Multi-speciality Hospital, SAS Nagar.

Cardiac remodelling surgery is part of surgical management of heart failure, which can serve a big section of the population in need of heart transplantation. Due to a shortage of heart donors, only 10 per cent of these patients survive. With this surgery, now possible in India, people suffering from this disease can get treatment in their own country.

Dr Moulick told mediapersons here today that the patient, Mrs Meena, was a candidate for heart transplantation. During the eight-hour-long surgical procedure, she underwent bypass surgery, restoration of cardiac anatomy and a mitral valve (MV) repair.

He said, "The recent resurgence of interest in surgical treatment of heart failure is one of the most exciting developments made in modern cardiac surgery. This will provide hope to a large number of patients who keep waiting for heart donors. With this effective surgical procedure, we hope to benefit such patients and people of this region. Though this procedure was technically challenging, it could be done in the best of hands all over the world. Only two major centers in the world were actually doing cardiac remodelling, one in South America and the other in Japan. The Fortis Heart Institute and Multi-speciality Hospital has now become the third centre.”

During the cardiac remodelling surgery, the dead piece of the heart's left chamber (ventricle) was removed and a valve repair was done. After the surgery, the patient's EF (ejection fraction) improved to 35 per cent with significant decrease of the leak in the valve.

Dr Moulick stressed that cardiac remodelling was not just a substitute for transplant programmes, it also a very potent therapy for those in heart failure to improve their quality of life."

229-cr plan to make Haryana green
Tribune News Service

Panchkula, August 14
The Japan Bank for International Cooperation (JBIC) has agreed to fund a Rs 299-crore project on development of natural resources in the forest areas of Haryana.

The project — natural resource development through people's participation — will aim at increasing production from forest lands (mainly in the Shivaliks and Aravalis), community lands (panchayat lands) and farm lands (agro-forestry) by afforestation and soil and water conservation methods. Besides, institution building and community organisation through poverty alleviation programmes for reducing the dependence of people on the forests will also be a part of this project.

A three-member team of consultants for the JBIC, comprising of Goran Haldin, Miyoko Tani Guchi and Kaneyasu IDA, today held discussions with senior officials of the Department of Forests and the Department of Rural Development for the implementation of this integrated project. While it is proposed to spend Rs 161 crore on plantation, over Rs 10 crore will be spent on soil conservation measures, besides constructing water harvesting structures and rehabilitation of water storage structures.

It is learnt that the state government had submitted this project to the Union Ministry of Environment and Forests last year. The project was then referred to the Union Finance Ministry which decided to fund the project through a foreign investor and thus the JBIC was shortlisted. It may be noted that the JBIC is also funding projects on afforestation in Punjab and Rajasthan.

Mr J.P.L. Srivastava, Principal Chief Conservator of Forests, Haryana, when contacted by The Tribune, said that one of the primary objectives of the project was to increase the tree cover in the state. “The forest cover in Haryana is 3.5 per cent of the total area in the state (1.5 lakh hectares), whereas the tree cover, including the tree cover outside the notified forest areas, is 7.8 per cent of the total area. Under the project, villages will be identified near the forest areas and by involving these people in activities like pisciculture, apiculture, floriculture, etc. It will also help in their economic uplift,” he said.

He informed that while water and soil conservation measures would be employed mainly in the Shivaliks (Ambala, Panchkula and Yamunanagar), focus will be on protection of forests and promotion of agro-forestry in the Aravalis (Faridabad, Gurgaon, Mahendragarh, Rewari and Bhiwani).
