panel issue rocks Assembly Srinagar, June 20 The pandemonium, which continued for about 15 minutes, began when Mr Yogesh Sawhney of the Congress, a partner in the ruling alliance, and other Opposition members belonging to the National Conference, the BJP, the BSP and Independents drew the attention of the Speaker, Mr Tara Chand, towards the promises made by the coalition government in its common minimum programme. The Speaker, ruled out any reference to the issues as these had already been referred to the All-Party Coordination Committee set up by the government. Despite the Speaker’s directives, three members, Mr Jugal Kishore of the BJP, Mr Manjeet Singh of the BSP and Mr Ashwani Kumar, an Independent, went to the well of the House in support of their demand. A member of the National Conference, Mr Dillawar Mir, and a CPM member, Mohammad Yusuf Tarigami, also impressed upon the agitating members in the well to return to their seats. Mr Kumar and Mr Manjeet Singh later staged a walkout from the House, while the Speaker ordered that Mr Jugal Kishore be marshalled out. The member, instead, was taken out of the House by his colleagues, Mr Manjeet Singh and Mr Kumar. The Speaker ruled that Mr Jugal Kishore shall not be allowed to enter the House till tomorrow, but later, on the insistence of Mr Sawhney of the Congress, the member was allowed to return to the House after about half an hour. The Speaker took a serious note of the disturbances created by some members during the proceedings of the House as lakhs of rupees were being spent on conducting the session and the security arrangements. Amid noisy scenes, the Education Minister, Mr Harsh Dev Singh, in a written reply to Mohammad Sayed Akhoon of the National Conference, said tourism subject had been introduced in two colleges of the Kashmir Valley. Though the Valley had tremendous tourism potential, the subject was not being taught in Kashmir University. He refused the demand to introduce tourism as a subject in all schools and colleges of the Valley. He said appointment of tourism teachers in colleges was being made on the basis of merit and qualifications. |
Assembly passes three Bills unanimously
Srinagar, June 20 The Bills passed include the Jammu and Kashmir Panchayati Raj Act, 1989 (Amendment) Bill and the Prevention of Black Marketing and Maintenance of Supplies of Essential Commodities Act, 1988 (Amendment) Bill. The Bill moved by the Minister for Rural Development and Panchayati Raj, Peerzada Mohammad Sayeed, envisages streamlining the functioning of various statutory institutions created in Leh and Kargil districts under the provisions of the Jammu and Kashmir Panchayati Raj Act, 1989 and the Ladakh Autonomous Hill Development Council, Act, 1997. The inclusion of exofficio members of block development organisations in the panchayati raj system would go a long way in giving wider representative character to the block development councils and bringing coordination in the functioning of block development councils and the Ladakh Autonomous Hill Development Council. The other Bill moved by Minister for Consumer Affairs and Public Distribution Taj Mohi-ud-Din which was passed by the House in voice vote, covers offences like hoarding, adulteration, profiteering, transport, sale of adulterated, substandard, spurious, underweight or expired goods or drugs. He said the amendment would enable the competent authority to immediately deal with the accused by bringing him under preventive detention. The minister said that various Acts to regulate the prices of commodities and ensure their quality and standard, are enforced in the state but these do not provide for instant punishment unless the accused is challaned, prosecuted and the malpractices established in the court of law. He said this procedure is tedious and it takes years to obtain a conviction from the court. The third Bill passed by the House with an amendment of Mir Saifullah(NC), was earlier moved by the Minister for Health and Medical Education, Mr Lal Singh. The Bill envisages providing for the development of homeopathic system of medicine and regulations for the practioners. It also provides for the establishment of a board of homeopathic system of medicine in the state. According to the amendment moved by Mir Saifullah and adopted by the House, all those who have passed the matriculation examination or its equivalent from a recognized university or board, can be registered as practitioners provided that they have been in regular practice for a period of not less than five years instead of the 10 years proposed earlier. The Jammu and Kashmir Finance and Planning Minister Muzaffar Hussain Baig today introduced two Bills in the House, seeking to amend the Jammu and Kashmir State Legislature Members Pension Act, 1984 and the Jammu and Kashmir Entry Tax on Good Act, 2002.

Mufti expresses hope in people
Srinagar, June 20 The Chief Minister called upon the 558 new constable recruits who passed out of the institute to work with a “missionary zeal” and “protect human rights at all costs”. Zahoor Ahmad Mir of Budgam was declared “all-round best trainee” and given one rank promotion to selection grade constable by the Chief Minister on the spot. Farooq Ahmad and Sartaj Ahmad were declared the second and the third in the category. Aijaz Ahmad was adjudged “best trainee in outdoor activities” followed by Muzaffar Ahmad and Mohammad Iftikhar Lone. In the indoor category, Zahoor Ahmad came first and Riyaz Ahmad and Farooq Ahmad Lone second and third respectively. In the range classification, Bhawani Singh, Zahoor Ahmad Mir and Brijdev Singh Slathia were declared first, second and third. Rafiq Ahmad Zargar, who commanded the parade, was also awarded. Later, the Chief Minister laid the foundation stone of a gazetted officers’ mess in the complex.

20 hurt in grenade blasts by ultras Srinagar, June 20 In another grenade explosion, at least five persons — three policemen and two civilians — were injured near the police station at the holy township of Chrar-e-Sharief in Budgam district this morning. Meanwhile, a Lashkar-e-Toiba
(LeT) militant was killed and a hide-out was busted in separate operations, while militants abducted a villager in the Kashmir valley since last night, official sources said today. The LeT militant, identified as Mohammad
Altaf, was killed in an encounter with troops of 28 Rashtriya Rifles during search operations at Panzla forest in Baramula district of north Kashmir, the sources said. The sources said security forces busted a militant hide-out set up in the house of a Gujjar at Hafatnar in Anantnag district of south Kashmir. Two landmines and a large quantity of ration and other eatables were seized from the hide-out. Militants kidnapped one Manzoor Ahmad Shah from his house at Darpora in the Lolab area of Kupwara district in north Kashmir, the sources said, adding that a hunt had been launched to trace him. JAMMU: Four Army personnel, including a Major and a Lieutenant, were injured in two separate explosions in the Udhampur and Samba areas of Jammu division since Thursday evening, official sources here said on Friday. (LeT) were killed in an encounter in Doda district and a militant hide-out was busted in Rajouri district of Jammu and Kashmir since Thursday evening, official sources said here on Friday. Security forces, on specific information, launched an operation in the Chawari area in Banihal tehsil of Doda district on Thursday night and in the subsequent gunbattle killed four militants of Pakistan-based LeT outfit. Two of the slain militants have been identified as Abdul Rehman Lohar and
Javed, they said, adding that seizures from the encounter site included four AK rifles, eight magzines and one
handgrenade. The search operation was continuing in the area when the reports last came in, they said. In another incident, security forces busted a militant hide-out in the Dharhal area of Rajouri district on Thursday evening and seized 20 rounds of AK ammunition and 85 kg of ration. Reports from Udhampur district said militants fired on a police party at Jabari village in the Arnas-Gool area on Thursday night, they said, adding that the police retaliated and the exchange of fire between the two sides continued for half an hour. The militants later fled without causing any loss of life or injury to any one, they added. |
Killings on decline
in state Jammu, June 20 According to a spokesman of the Northern Command, between January 1 and May 31, militants had killed 273 civilians in different parts of the state against 335 during the corresponding period last year. The
troops eliminated 462 militants between January 1 and May 31 against 744 during the corresponding period last year. He said there had been a decline in the number of militants who had surrendered or who had been arrested during the first five months of the current year. |
2 Army men honoured Jammu, June 20 A cheque for Rs 1,48,200 was presented to Mrs Santosh Kaur, widow of Ashok Chakra winner Surinder Singh of 3 Sikh Regiment, whereas Naib-Subedar Varinder Singh, winner of the Sena Medal, was awarded Rs 25,250 at an impressive function at Raj Bhavan by Governor S.K. Sinha. Commanding a platoon deployed on the LoC in the Rajouri sector in March last year, Subedar Surinder Singh shot dead two terrorists and took the grenade thrown by the militants on himself, sustaining multiple splinter injuries all over his body to which he later succumbed. Sena medal winner Varender Singh, at present on duty with 9 Para (SF), displayed exemplary courage while busting a militant hideout in Kupwara district in 1998.

Govt adopts austerity measures Jammu, June 20 The government has released that the state had to incur an expenditure to the tune of several crores every year on reimbursement of medical bills. To reduce the burden on the exchequer, the government has decided to introduce medical cover for all categories of employees who will have to pay Rs 1,400 per year as premium. Government officials have been directed to use official cars sparingly and save on petrol. They have been asked to use private cars for visiting rural areas on official duty. The expenses will be reimbursed by the government. A blanket ban has been imposed on the purchase of new cars. |
Boys outshine girls in school board exams Jammu, June 20 According to J and K board gazette here, of the total 40,843 students who appeared in the examination, 22,750 boys and 18,093 girls passed. Of 96 students who shared first 20 top positions, 50 are boys and 46 girls. However, Top Model Academy student, Anshita Koul bagged the first position by securing 95.20 per cent marks followed by another girl, Shilakha Chaman who was placed at second position with 94.20 per cent marks. While third position was secured by Oriental Academy student, Bhanu Mahajan who got 94 per cent marks. Last year, 41 per cent of students had passed in the board examination and 39 per cent in 2001. “This year it was a record pass per cent,” a board official said.

Police rescues 51 bonded labourers
Jammu, June 20 The SP (South), Mr Ravinder Singh, said 51 labourers who were brought from Gurdaspur by the owner of the kiln at Asmailpur, about 18 months ago were being held as bonded labourers and kept captive without any medicare nor proper wages. He and the Additional Deputy Commissioner (Jammu), Mr O.P. Kalandarie, raided the premises last evening and freed them. The police said the labourers were suffering from various ailments and looked weak. The owner allegedly owes about Rs 80,000 to Rs 82,000 to these

Srinagar, June 20 Official sources said a police team from Saddar acting on a tip-off raided a hotel at the Hyderpora bypass. The police arrested Farooq Ahmad, Ghulam Mohiuddin and Nazir Ahmad Dar, residents of Handwara. About .5 kg brown sugar was seized from their possession.
